SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 05-Jun-2020 10:00 AM to 26-Jun-2020 10:00 AM.

The depository location has changed from Bldg 2334, China Lake, CA to DoD SAFE http://safe.apps.mil.

The following have been added by full text:

AMENDMENT 2 Q&A

Q.1. Due to the adverse impacts arising from the spread of the Coronavirus (COVID 19), including delays in the ability of vendors in the defense industrial supply chain being able to review and provide the required quotes to support this proposal effort in a timely manner, Offerors request an additional three (3) week extension to the proposal due date. This will provide support for those vendors still operating with reduced manpower due to on going “stay at home orders” in certain locations and other CDC restrictions and safety measures in place.

A.1. The proposal due date has been extended three weeks.

Q.2. Drawings 1611AS10969, 1611AS15794 and 1611AS15793 are missing from the drawing package and are required for accurate quoting and pricing. Request drawings 1611AS10969, 1611AS15794 and 1611AS15793 be provided.

A.2. Drawings have been added to the zip file for Amendment 2.

Q.3. Request the following modification to the FAR Clause 52.232-16 as referenced in Section I be added to the solicitation: “Reference Class Deviation 2020-O0010 Progress Payment Rates in response to the Coronavirus Disease (COVID 19). This modification incorporates Class Deviation 2020-O0010. Per this Class Deviation, the Progress Payment rates at DFARS 232.501-1 are increased to 90% for large business concerns and 95% for small business concerns. This modification incorporates this change to FAR 52.232-16 Alt 1”.

A.3. FAR Clause 52.232-16 PROGRESS PAYMENTS (MAR 2020) (DEVIATION 2020-O0010) has been incorporated into to Section I of the RFP.

Q.4. Request that the SF-33, Block 9 and solicitation Section L, 4.0 be revised to make Proposal Submission an electronic submission, via email or via DoD Safe, due to the uncertain and extended delivery times from shipping companies, including USPS, Fed Ex and UPS, as being experienced in direct response to COVID 19.

A.4. Proposal submission requirements have been updated to electronic only using DoD SAFE.

Q.5. Request an updated Exhibit B Stepladder Pricing Matrix be provided with the correct part number for ELIN B040.

A.5. The updated Stepladder Pricing Matrix has been added to the zip file for Amendment 2.

The following have been modified:

LA1-[1] CONTENT OF PROPOSALS

PART A GENERAL INSTRUCTIONS

1.0 GENERAL

The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing the proposal as unacceptable.

The Offeror must include any data that illustrates technical acceptability. Failure to address a specific technical factor clearly may render the proposal unacceptable. Conversely, unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present technical acceptability is neither necessary nor desired.

The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of an unacceptable proposal. Alternate proposals will not be accepted.

Throughout these instructions, a “principal subcontractor” is defined as a subcontractor used to meet the offeror’s Limitation on Subcontracting and Notice of Service-Disabled Veteran-Owned Small Business Set-Aside in accordance with FAR 52.219-14 and FAR 52.219-27 respectively, or who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee) for the contract, is so integral to an offeror’s business strategy that exclusion from Past Performance evaluation would weaken an offerors proposal, or provides one or more Key Personnel. “JV Team member” is defined as one of the entities that make up a joint venture (JV) formed for the purpose of responding to this solicitation.

Questions: Offerors may submit questions requesting clarification of solicitation requirements by emailing the contract specialist at kelley.mcclean@navy.mil. It is required that all questions be received within 10 calendar days of the date this solicitation is issued.

2.0 PROPOSAL FORMAT

Electronic proposals will be accepted only. Offerors who intend to propose shall submit a point of contact name and email address to the Contract Specialist via email at kelley.mcclean@navy.mil at least 7 days ahead of the proposal due date to receive access to the file exchange on DoD SAFE (https://safe.apps.mil/). Proposals must be formatted using a Times New Roman 12 pt. Normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11-inch page. All pages should be numbered with Volume Number and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11-inch standard size and will count as 1 page. Graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.

The Offeror will provide one complete electronic copy of the proposal to the Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft 2010 and for information not supported by MS Office products, with the latest Adobe Acrobat reader. The Offeror will ensure that the Price Volume is provided on a separate attachment. Each attachment is to be labeled for content and the Offeror’s name.

3.0 PROPOSAL CONTENT AND VOLUMES

The Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its Volume/paragraph number matches the Proposal Instructions Volume/paragraph number provided in section “Part B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs. The Offeror must provide reasons it will not provide information for a particular paragraph. The proposal information instructions are structured by paragraph numbers where first, second, third, and fourth parts correspond to the volume, section, and element, etc., in the Offeror’s proposal.

Each volume of the proposal shall be submitted as one original and additional copies as specified in the table below. The table below supersedes the copies requested in Block 9 of the Standard Form (SF) 33. Page limitations for each volume, if any, are also specified in the table below; title and table of contents pages do not count towards the page limit. If the Offeror does not submit the written consent, the Government will address any past performance issues directly with the principal subcontractor or JV Team member and the Offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any principal subcontractor and JV team member that does not provide the written consent, the Offeror shall provide the name, address, phone number, and email address with whom the Government may address any past performance issues.

The Offeror shall provide a narrative on each Past Performance Information form in the “Contract Effort Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation. In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire (CPAQ), Attachment P01, to the Program Manager who is the Assessing Official.
