SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been modified:

QUESTIONS & ANSWERS

Note: Section L, Part B, Volume 4.0 paragraph numbering has been corrected.

QUESTIONS & ANSWERS

Question 1: Security Clearances. Section 5.6 - We understand that all personnel will require an interim secret clearance within 30 days of contract award. We also understand that specific task orders will specify if Top Secret clearances will be required under that order in accordance with the DD-254. Please confirm. Additionally, the directions to the offeror in this section require that we apply the levels of security clearance requirements to our proposed workforce in support of the PWS as applicable. Can the government identify which specific labor categories require a Top Secret Clearance and the number of full time equivalents in each so we can price the direct labor accordingly?

Answer 1: As stated, specific requirements will be defined in the Task Orders. The Government cannot quantify now which positions and how many labor hours will need Top Secret clearance. Historically, the Government has had Information Assurance and Communications personnel with a Top Secret clearance.

Question 2: Place of performance? Section 6.1. Is the contractor required to have a contractor facility located at

Point Mugu? In order to place the appropriate OH burdens on our direct labor, can the government provide detailed information on which labor categories and number of full time equivalents will be in government spaces.

Referencing section L 4.7.1? Can the government match the 8 spaces to specific labor categories/full time equivalents?

Answer 2: The contractor is not required to have a contractor facility located at Point Mugu as long as the contractor is able to host and facilitate recurring and frequent meetings within thirty minutes of driving from/to the main gate of NAWCWD Pt. Mugu, CA as specified in paragraph 3.5 of the Performance Work Statement. The

Government estimated up to 8 spaces for contractor support at Point Mugu. The Government cannot provide detailed information on which labor categories and number of full time equivalents will be in government spaces or match the 8 spaces to specific labor categories/full time equivalents since all this information is task order specific.

Question 3: The Logistician category has 1,920 per year. This category has 5 different specific experiences in the labor qualifications on page 12 of the RFP. The question is which level of Logistician is required for pricing purposes.

Answer 3: For proposal purposes, the contractor shall use Logistician III. Paragraph 4.2.1.2 in PART B, Vol. 4:

PRICE/COST PROPOSAL of Section L-1 Content of Proposals has been revised to reflect with this.

Question 4: Paragraph 4.6.1 states that these ODC amounts are for informational purposes only. Please verify if all offerors are to propose the amounts listed in paragraph 4.6.1 for material. If not, please provide a detailed listing of the types of materials historically required on this contract annually. Additionally, are the offerors to propose the amount listed for travel in paragraph 4.6.1 or should they price out the trips as specified in paragraph 8.1 of the

SOW.

Answer 4: Vendors are to propose the amounts listed in paragraph 4.5.1 for both material and travel. Section L, Part

B, Vol. 4, 4.5.1 has been revised.

Question 5: On Page 12/113 in the subject Solicitation, The "Information Assurance Analyst, Senior" labor category requirement states "BS or BA degree in Computer Science, Information Assurance, or a Relevant

Technical Discipline." Will the government consider non-technical degrees if all other qualifications, experience, and certifications experiences are met? Please advise.

Answer 5: See Labor Category Qualifications table in paragraph 4.2.2 in the Performance Work Statement of

Section C of the solicitation.

Question 6: Will the Government please clarify if the Cross Reference Matrix is only to reference Volume 2 or intended to reference all volumes?

Answer 6: The Cross Reference Matrix is intended to reference Volume 2 only.

Question 7: Will the Government please clarify the intended use of Annex #1?

Answer 7: Since there is page limit on Volume 1 through 4, if an offeror’s proposal met its page limit and still have a need to provide additional information such as manuals, specifications, plans, procedures, and policies that exist as an official document of the company or facility, to support Vo1. 1 through 4 then the offeror may submit that additional information as Annex #1 to their proposal.

Question 8: Will the Government please clarify if Attachment 5 is intended to be provided separately from Volume

3, therefore outside of the designated 30 page count, or is it intended to be fully contained within the Past

Performance Volume?

Answer 8: Attachment 5 is intended to be provided separately from Volume 3, and does not count toward the page limitation.

Question 9: Section B of the RFP states, "The level of effort estimated to be ordered during the term of this contract is 236,700 man-hours of direct labor including authorized subcontract labor, if any, for 5 years with each year estimated at 47,340 man-hours of direct labor. The contractor shall not, under any circumstances, exceed one hundred (100%) percent of the total level of effort specified in this basic contract.” May an offeror propose an alternative level of effort based on its own unique approach as long as the maximum is not exceeded?

Answer 9: No, an offeror shall not propose an alternative level of effort.

Question 10: The table contained in Section L 3.2 of the RFP states "Suggest Page Limit." Should offerors consider the suggested page limits to be maximum or recommended amounts?

Answer 10: Offerors should consider the page limits to be the maximum. Section L is revised to state maximum.

Question 11: Section L 4.6.1 of the RFP states, “The values provided above are for informational purposes only.

The Offeror should proposed costs/prices for the ODC CLINs that it determines reasonable and appropriate.” Will the Government please consider requiring all offerors to propose the Government provided amounts to prevent gaming by offerors who are not fully aware of the material and travel required to perform the services in the performance work statements?

Answer 11: Vendors are to propose the amounts listed in paragraph 4.5.1 for both material and travel. Section L, Part B, Vol. 4, 4.5.1 has been revised.

Question 12: Section J and L 4.0 of the RFP references Attachment 7 "Sample Cost Spreadsheet", however, there is also an Attachment 8 Sample Cost Spreadsheet included with the solicitation. Will the Government please confirm that Attachment 8 is a duplicate file and is not intended to be populated by offerors?

Answer 12: There is not an Attachment 8 to the final RFP. Attachment 8 Sample Cost Spreadsheet was the outdated version, which was provided under the draft RFP that was posted to FEDBIZOPPS on 10/09/2014 and 10/14/2014.

The final RFP was posted to FEDBIZOPPS on 10/22/2014 and contains Attachment 7 Sample Cost Spreadsheet

Rev1. All offerors should submit their proposals in response to the final RFP in order to be considered by the

Government as a valid proposal.

Question 13: Will the Government please clarify the labor categories it anticipates occupying the eight spaces at the

Point Mugu facility?

Answer 13: The Government estimated up to 8 spaces for contractor support at Point Mugu. The Government cannot provide detailed information on which labor categories and number of full time equivalents will be in government spaces and the Government cannot match the 8 spaces to specific labor categories/full time equivalents since all this information is task order specific.

Question 14: Is there any guidance on Organizational Conflict of Interest (OCI) that bidders should consider for this subject solicitation?

Answer 14: OCI are not expected to arise under this contract. See FAR Subpart 9.5 for guidance on OCI.

Question 15: In the level of effort table provided on page 4 of the RFP, there are 1,920 hours provided for the

Logistician labor category. The labor category qualifications table provided on page 13 gives a collective description for Logistician categories I through V. Can the Government please provide the proper labor category level expected for this contract?

Answer 15: For proposal purposes, the contractor shall use Logistician III. Paragraph 4.2.1.2 in PART B, Vol. 4:

PRICE/COST PROPOSAL of Section L-1 Content of Proposals has been revised to reflect with this.

Question 16: Please confirm that the Proposal Adequacy Checklist should be included as part of Volume 4

(Cost/Price). Please confirm that the table does not count against page count.

Answer 16: Yes, the Proposal Adequacy Checklist should be included as part of Volume 4 (Cost/Price). No, the table does not count against the page count.

Question 17: The Government asks for written consent for all principal subcontractors and critical team members as part of both Volumes I and Volume 3. Can Offerors refer to the letters included in Volume 1 in Volume 3, or should

Offerors include the letters in both places?

Answer 17: Offerors should include the written consent for all principal subcontractors and critical team members in Volume 1. In Volume 3, vendor can refer back to Volume 1.

Question 18: The Small Business Utilization Strategy requires Offerors to “provide goals, expressed as dollars.”

However, the solicitation states that no cost/price information should appear in the Technical Volume. Please confirm that the technical volume should not include dollar figures for goals in the Small Business Utilization

Strategy or the Small Business Subcontracting Plan.

Answer 18: The technical volume should not include dollar figures for goals in the Small Business Utilization

Strategy or the Small Business Subcontracting Plan. Section L has been revised to move the dollar figures information for Small Business from Part B, Vol. 2, Paragraph 2.4 to Vol. 4, Paragraph 4.7.

Question 19: Please confirm that written consent information is excluded from the page count for Volume 3.

Answer 19: Written consent information is excluded from the page count for Volume 3.

Question 20: Section L, 2.0, Volume 2: Technical, states the volume shall not contain any reference to cost or price aspects of the offer. However Section L, 2.4 (2), references SB Subcontracting Plan which typically contains cost information to be included in the Technical volume. Can the Government confirm: (1) The SB subcontracting plan should be a part of the Volume 4, Cost Proposal and not Volume 2, Technical and (2) Only the SB Strategy shall be included in the Volume 2, Technical?

Answer 20: The SB subcontracting plan shall be submitted as part of Volume 4, Cost Proposal, and not Volume 2, technical. The SB utilization strategy shall be included in Volume 2, Technical. Section L has been revised to move the dollar figures information for Small Business from Part B, Vol. 2, Paragraph 2.4 to Vol. 4, Paragraph 4.7.

Question 21: Since non-incumbent bidders will have to dedicate more page count to a Transition Plan, will the government consider excluding the Transition Plan from the page count? Can the Transition Plan be an annex to stand alone to facilitate the evaluator’s assessment of Offerors compliance with the technical volume page limitations?

Answer 21: The Transition Plan may be submitted as an annex to the technical volume, and the page count for this annex shall not exceed 5 pages.

Question 22: Does FAR Clause 52.222-17 Nondisplacement of Qualified Workers apply to this solicitation?

Answer 22: No, the clause does not apply since there are no Service Contract Act (SCA) labor categories being required to perform work under this contract. Additionally, none of the workforce under the incumbent contractor has been identified as SCA labor category under the Service Contract Labor Standards statute. As a result of this

Q&A, Clause 52.222-17 has been removed from Section I and paragraph 2.3 in Part B Vol. 2 Technical of Section

L-1 Content of Proposals has been removed.
