SUMMARY OF CHANGES
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 01-Dec-2014 03:00 PM to 03-Dec-2014 12:00 PM.
The following have been added by full text:
Note: Section L, Part B, Volume 4.0 paragraph numbering has been corrected.
QUESTIONS & ANSWERS
Question 1: Security Clearances. Section 5.6 - We understand that all personnel will require an interim secret clearance within 30 days of contract award. We also understand that specific task orders will specify if Top Secret clearances will be required under that order in accordance with the DD-254. Please confirm. Additionally, the directions to the offeror in this section require that we apply the levels of security clearance requirements to our proposed workforce in support of the PWS as applicable. Can the government identify which specific labor categories require a Top Secret Clearance and the number of full time equivalents in each so we can price the direct labor accordingly?
Answer 1: As stated, specific requirements will be defined in the Task Orders. The Government cannot quantify now which positions and how many labor hours will need Top Secret clearance. Historically, the Government has had Information Assurance and Communications personnel with a Top Secret clearance.
Question 2: Place of performance? Section 6.1. Is the contractor required to have a contractor facility located at
Point Mugu? In order to place the appropriate OH burdens on our direct labor, can the government provide detailed information on which labor categories and number of full time equivalents will be in government spaces.
Referencing section L 4.7.1? Can the government match the 8 spaces to specific labor categories/full time equivalents?
Answer 2: The contractor is not required to have a contractor facility located at Point Mugu as long as the contractor is able to host and facilitate recurring and frequent meetings within thirty minutes of driving from/to the main gate of NAWCWD Pt. Mugu, CA as specified in paragraph 3.5 of the Performance Work Statement. The
Government estimated up to 8 spaces for contractor support at Point Mugu. The Government cannot provide detailed information on which labor categories and number of full time equivalents will be in government spaces or match the 8 spaces to specific labor categories/fully time equivalents since all this information is task order specific.
Question 3: The Logistician category has 1,920 per year. This category has 5 different specific experiences in the labor qualifications on page 12 of the RFP. The question is which level of Logistician is required for pricing purposes.
Answer 3: For proposal purposes, the contractor shall use Logisitican III.
Question 4: Paragraph 4.6.1 states that these ODC amounts are for informational purposes only. Please verify if all offerors are to propose the amounts listed in paragraph 4.6.1 for material. If not, please provide a detailed listing of the types of materials historically required on this contract annually. Additionally, are the offerors to propose the amount listed for travel in paragraph 4.6.1 or should they price out the trips as specified in paragraph 8.1 of the
SOW.
Answer 4: Vendors are to propose the amounts listed in paragraph 4.5.1 for both material and travel. Section L, Part
B, Vol 4, 4.5.1 has been revised.
Question 5: On Page 12/113 in the subject Solicitation, The "Information Assurance Analyst, Senior" labor category requirement states "BS or BA degree in Computer Science, Information Assurance, or a Relevant
Technical Discipline." Will the government consider non-technical degrees if all other qualifications, experience, and certifications experiences are met? Please advise.
Answer 5: Yes, the government will consider non-technical degrees if all other qualifications, experience, and certifications experiences are met.
Question 6: Will the Government please clarify if the Cross Reference Matrix is only to reference Volume 2 or intended to reference all volumes?
Answer 6: The Cross Reference Matrix is intended to reference Volume 2 only.
Question 7: Will the Government please clarify the intended use of Annex #1?
Answer 7: Since there is page limit on Volume 1 through 4, if an offeror’s proposal met its page limit and still have a need to provide additional information such as manuals, specifications, plans, procedures, and policies that exist as an offical document of the company or facility, to support Vo1. 1 through 4 then the offeror may submit that additional information as Annex #1 to their proposal.
Question 8: Will the Government please clarify if Attachment 5 is intended to be provided separately from Volume
3, therefore outside of the designated 30 page count, or is it intended to be fully contained within the Past
Performance Volume?
Answer 8: Attachment 5 is intended to be provided separately from Volume 3, and does not count toward the page limitation.
Question 9: Section B of the RFP states, "The level of effort estimated to be ordered during the term of this contract is 236,700 man-hours of direct labor including authorized subcontract labor, if any, for 5 years with each year estimated at 47,340 man-hours of direct labor. The contractor shall not, under any circumstances, exceed one hundred (100%) percent of the total level of effort specified in this basic contract.” May an offeror propose an alternative level of effort based on its own unique approach as long as the maximum is not exceeded?
Answer 9: No, an offeror shall not propose an alternative level of effort.
Question 10: The table contained in Section L 3.2 of the RFP states "Suggest Page Limit." Should offerors consider the suggested page limits to be maximum or recommended amounts?
Answer 10: Offerors should consider the page limits to be the maximum. Section L is revised to state maximum.
Question 11: Section L 4.6.1 of the RFP states, “The values provided above are for informational purposes only.
The Offeror should proposed costs/prices for the ODC CLINs that it determines reasonable and appropriate.” Will the Government please consider requiring all offerors to propose the Government provided amounts to prevent gaming by offerors who are not fully aware of the material and travel required to perform the services in the performance work statements?
Answer 11: Vendors are to propose the amounts listed in paragraph 4.5.1 for both material and travel. Section L, Part B, Vol 4, 4.5.1 has been revised.
Question 12: Section J and L 4.0 of the RFP references Attachment 7 "Sample Cost Spreadsheet", however, there is also an Attachment 8 Sample Cost Spreadsheet included with the solicitation. Will the Government please confirm that Attachment 8 is a duplicate file and is not intended to be populated by offerors?
Answer 12: There is not an Attachment 8 to the final RFP. Attachment 8 Sample Cost Spreadsheet was the outdated version, which was provided under the draft RFP that was posted to FEDBIZOPPS on 10/09/2014 and 10/14/2014.
The final RFP was posted to FEDBIZOPPS on 10/22/2014 and contains Attachment 7 Sample Cost Spreadsheet
Rev1. All offerors should submit their proposals in response to the final RFP in order to be considered by the
Government as a valid proposal.
Question 13: Will the Government please clarify the labor categories it anticipates occupying the eight spaces at the
Point Mugu facility?
Answer 13: The Government estimated up to 8 spaces for contractor support at Point Mugu. The Government cannot provide detailed information on which labor categories and number of full time equivalents will be in government spaces and the Government cannot match the 8 spaces to specific labor categories/fully time equivalents since all this information is task order specific.
Question 14: Is there any guidance on Organizational Conflict of Interest (OCI) that bidders should consider for this subject solicitation?
Answer 14: OCI are not expected to arise under this contract. See FAR Subpart 9.5 for guidance on OCI.
Question 15: In the level of effort table provided on page 4 of the RFP, there are 1,920 hours provided for the
Logistician labor category. The labor category qualifications table provided on page 13 gives a collective description for Logistician categories I through V. Can the Government please provide the proper labor category level expected for this contract?
Answer 15: For proposal purposes, the contractor shall use Logisitican III.
Question 16: Please confirm that the Proposal Adequacy Checklist should be included as part of Volume 4
(Cost/Price). Please confirm that the table does not count against page count.
Answer 16: Yes, the Proposal Adequacy Checklist should be included as part of Volume 4 (Cost/Price). No, the table does not count against the page count.
Question 17: The Government asks for written consent for all principal subcontractors and critical team members as part of both Volumes I and Volume 3. Can Offerors refer to the letters included in Volume 1 in Volume 3, or should
Offerors include the letters in both places?
Answer 17: Offerors should include the written consent for all principal subcontractors and critical team members in Volumes 1. In Volume 3, vendor can refer back to Volume 1.
Question 18: The Small Business Utilization Strategy requires Offerors to “provide goals, expressed as dollars.”
However, the solicitation states that no cost/price information should appear in the Technical Volume. Please confirm that the technical volume should not include dollar figures for goals in the Small Business Utilization
Strategy or the Small Business Subcontracting Plan.
Answer 18: The technical volume should not include dollar figures for goals in the Small Business Utilization
Strategy or the Small Business Subcontracting Plan. Section L has been revised to move the dollar figures information for Small Business from Part B, Vol 2, Paragraph 2.4 to Vol. 4, Paragraph 4.7.
Question 19: Please confirm that written consent information is excluded from the page count for Volume 3.
Answer 19: Written consent information is excluded from the page count for Volume 3.
Question 20: Section L, 2.0, Volume 2: Technical, states the volume shall not contain any reference to cost or price aspects of the offer. However Section L, 2.4 (2), references SB Subcontracting Plan which typically contains cost information to be included in the Technical volume. Can the Government confirm: (1) The SB subcontracting plan should be a part of the Volume 4, Cost Proposal and not Volume 2, Technical and (2) Only the SB Strategy shall be included in the Volume 2, Technical?
Answer 20: The SB subcontracting plan shall be submitted as part of Volume 4, Cost Proposal, and not Volume 2, technical. The SB utilization strategy shall be included in Volume 2, Technical. Section L has been revised to move the dollar figures information for Small Business from Part B, Vol 2, Paragraph 2.4 to Vol. 4, Paragraph 4.7.
Question 21: Since non-incumbent bidders will have to dedicate more page count to a Transition Plan, will the government consider excluding the Transition Plan from the page count? Can the Transition Plan be an annex to stand alone to facilitate the evaluator’s assessment of Offerors compliance with the technical volume page limitations?
Answer 21: The Transition Plan may be submitted as an annex to the technical volume, and the page count for this annex shall not exceed 5 pages.

3.0 VOLUME 3: PAST PERFORMANCE
3.1 General
3.1.1 The Offeror shall identify on the Past Performance Matrix (Attachment 5) any contracts performed within five years of the RFP release date which contains efforts similar to those required by this solicitation (e.g., tasks, contract type, location, contract dollar value, etc.) for itself, primary subcontractors, and critical team members. A primary subcontractor is defined as any subcontractor who is providing at least 20% of the total labor cost proposed.
Commercial contracts may be included. A critical team member is defined as a subcontractor providing less than
20% of the labor cost proposed who is deemed essential to the successful performance of the requirement by the offeror. Include only those contracts that are within five years of the RFP release date. When possible, these contracts should include at least five contracts for the prime contractor, and at least two contracts for each primary subcontractor and critical team member.
3.1.2 For each contract identified, provide a brief description of performance in delivering quality service in each of the areas identified below. Include in these descriptions any information that demonstrates the level of performance obtained; where available, provide quantifiable measures/trends to demonstrate past and current performance. For each past performance problem identified, describe the status of the demonstrated systemic improvement efforts and, where applicable, demonstrate the impact that the demonstrated systemic improvement effort had on resolving the problem such that it would not reoccur.
3.1.2.1 Technical Performance: meeting technical requirements (e.g., performing analysis, design, testing, etc.);
3.1.2.2 Schedule Performance: meeting schedule requirements (e.g., on time or late delivery, modification of original schedules and reasons for any changes, etc.);
3.1.2.3 Cost Performance: controlling contract cost (e.g., within the budget, actual vs. contract cost, and cost metrics);
3.1.2.4 Management Performance: managing the contracted effort (e.g., cooperation with customer, subcontract management).
3.1.3 If a past performance problem has been identified, describe the status of the improvement efforts and, where applicable, describe the impact that the improvement effort had on resolving the problem so that it would not reoccur.
3.1.4 The Government will use the Past Performance Information Reporting System (PPIRS) to obtain information used to evaluate Past Performance. For contracts that are in the CPARS and the assessment reports are not more than 12 months old, the contractor shall provide a copy of the most recent Contractor Performance Assessment
Report. For all contracts identified which do not have CPARS Reports or for which the CPARS reports are more than 12 months old, the Offeror will forward a copy of the Past Performance Questionnaire (Attachment 6) to that contract customer’s PCO, Administrative Contracting Officer, and Program Manager. All questionnaires shall be forwarded as soon as possible so that responses can be received by the Government concurrently with the
Government’s receipt of the Offeror’s Past Performance information submitted as per PART A paragraphs 4.1 and
4.2. This submittal information is provided at the top of the questionnaires to facilitate the Offeror’s effort in meeting these instructions. The Offeror shall not conduct follow-up actions with regard to this questionnaire. The
Government may send any other questionnaires as necessary.
3.1.5 The Offeror shall provide written consent from their principal subcontractors and critical team members that will allow the Government to coordinate their Past Performance issue(s) with the Offeror. If the Offeror does not submit such written consent, then the Government will address any past performance issues directly with the principal subcontractor or critical team member and the Offeror will forfeit the opportunity to participate in any related discussions. Consequently, for any principal subcontractors and critical team members that do not provide such written consent, provide a point of contact (name, address, phone number, and email address) with whom the
Government may coordinate these issues and obtain any responses as needed.
3.1.6 The Government may use information other than that provided by the Offeror in their proposals to evaluate past performance. The Government may use past performance information obtained from sources other than those identified by the offeror. It is incumbent upon the offeror to explain the relevance of the data provided. The
Government does not assume the duty to search for data to cure the problems it finds in the information provided by the offeror. The burden of providing thorough and complete past performance information remains with the offeror.
3.1.7 If the offeror does not have any past performance, it shall provide an affirmative statement stating it has no past performance. This statement shall be provided in the submittal under Volume 3 Past Performance.
4.0 VOLUME 4: PRICE/COST PROPOSAL
4.1 This Volume shall contain the information requested below and shall include a copy of Section B with the
Contract Line Item (CLIN) unit prices and, for evaluation purposes, the Total Prices filled in using the estimated quantities value in the solicitation and the instructions below. All cost and/or pricing information shall be provided separately in one digital data copy in MS Office 2003 Excel format on CD-ROM media. Within all Excel spreadsheets, the Offeror shall use formulas and functions to the maximum extent possible and avoid using output type “value only” cells. If links are utilized, supply those referenced files. Spreadsheets shall not be protected.
Offerors shall submit their cost proposal utilizing the Sample Cost Spreadsheet (Attachment 7).
4.1.1 Regardless of the type of CLINs (e.g., CPFF or cost only) under the solicitation, offeror shall fully disclose the buildup of cost of each CLIN.
4.1.2 When completing Attachment 7, the offeror, (e.g., prime vendor) shall not utilize any fully burdened hourly rates when pricing the labor of its employees. Instructions for filling out the spreadsheet are included in the spreadsheet.
4.1.3 If a subcontractor of the offeror utilizes fully burdened rates in its proposal to the prime, the subcontractor shall provide its own Attachment 7 delineating the buildup of those rates to the Government.
4.2 In preparing the cost proposal, the offeror shall ensure the submittal is easy to understand and includes the following:
4.2.1 Provide a narrative that addresses any assumptions made during the preparation of the cost proposal and discuss the basis for the cost elements listed below:
4.2.1.1 Labor hours per labor category
4.2.1.2 Direct labor rates by category. The offeror is required to submit labor rates for proposed categories. If composite or category averages are proposed, provide a breakdown of how rates are developed. If necessary provide a narrative to describe derivation of labor rates, use of uncompensated overtime, pools to which indirect rates are applied, historical /provisional billing rates for indirect rates for the last 3 years and description.
4.2.1.3 Escalation on labor
4.2.1.4 Indirect rates and costs (i.e. Overhead, Fringe Benefits, General & Administrative (G&A), etc.)
4.2.1.5 Information needed to explain the offeror’s estimating practices
4.2.1.6 Profit/Fee: Identify profit/fee rate and total amounts proposed and identify the various cost elements bases to which the profit/fee is being applied. Fee rates, as applicable in Section B, must be clearly distinguishable.
Profit/Fee shall not be applied to ODCs.
4.2.1.7 Other Direct Costs (ODCs) by specific cost element (i.e. Travel, Material). Reimbursement for Travel will be in accordance with the Federal Travel Regulation (FTR). The Government's estimate for travel and materials are direct cost and does not include any burdens. If the offeror uses burdens on ODC’s, increase the Government estimated amount by applying burdens and provide rates and bases. See paragraph 4.6 below for Government estimate.
4.2.1.8 When the offeror elects to claim Cost of Money (COM) as an allowable cost, the offeror must submit a
DD1861 and show the calculations of the proposed amount.
4.2.1.9 Professional employee compensation plan in accordance with FAR Clause 52.222-46.
4.3 Cost Information:
4.3.1 Reasonableness and Consistency between the Technical and Price/Cost Volumes. Demonstrate that the unit prices and the total proposed price/cost are reasonable, realistic, and commensurate with the work required by the solicitation and the technical and management approaches identified in the Technical Volume of the proposal. Show traceability with the CLINS, SubCLINs, the PWS, proposed effort, proposed manning levels, and the prices/costs.
Refer to specific sections in the Technical Volume as needed to illustrate the consistency between the Price/Cost
Volume and the Technical Volume. The Offeror shall explain any inconsistency between promised performance and price/cost, as well as any appearance of unbalanced pricing, in the proposal.
4.3.2 Provide the same information on subcontractors as required for the prime contractor. The proposed subcontractors are required to submit their cost proposal under their prime contractor. If the subcontractor does not wish the prime to see their unburdened rates, the subcontractor may submit this version directly to the Contract
Specialist by the proposal due date. The cost proposal shall be unprotected and unlocked, with formula intact to show mathematical operations. The prime contractor must justify the reasonableness of each subcontractor’s cost, if applicable. A discussion for the basis of this determination is required for each proposed subcontractor.
4.3.3 The offeror shall provide Defense Contract Audit Agency (DCAA) Information/Payroll Verification information as follows. A DCAA point of contact, with a current e-mail address, must be provided for the prime and each subcontractor. The offeror and proposed subcontractors shall provide the most current DCAA Provisional
Billing Rate Approval Letter, DCAA Final Billing Rate Approval Letter, and/or DCAA Forward Pricing Rate
Agreement recommendation, payroll verification for currently employed proposed personnel, and any other information necessary to substantiate the rates proposed. Payroll verification shall consist of a form containing the title, direct labor rate, and a signed certification by an authorized representative of the company that the information contained in the form is correct. If any of the rates utilized by the offeror or any subcontractors differ from the
DCAA information and/or payroll verification, a justification shall be provided for the difference. If DCAA has not reviewed the rate information for an offeror or its subcontractors, the offeror must submit a detailed justification of the proposed direct and indirect rates. The offeror shall also provide documentation verifying that it has a DCAA-approved Cost Accounting System or state that its Cost Accounting System has not been approved by DCAA.
Prime contractors and all subcontractors shall provide the last three (3) years of actual indirect information. The proposed subcontractors are required to submit their DCAA information and payroll verification either under their prime contractor or separately as described in paragraph 4.3.3 above. The Government may review perspective offeror’s labor category to the average labor rate from industry.
4.3.4 If the contractor requires the use of consultants in its proposal, the consultant cost shall be captured under the appropriate labor CLIN and not the ODCs CLIN.
