Section L & Attachment L-3 Past Performance Information Form
Page 59/Past Performance Volume 2
Please clarify if offerors are permitted to submit an additional narrative along with Past Performance Information Form, Attachment L-3. The Past Performance Information Form does not provide an efficient space for longer narratives and makes it difficult for the reviewer to read. Other solicitations we have seen allow a written narrative along with the form.
Yes, the Government will allow additional narratives if the Past Performance Information Form, Attachment L-3, does not have efficient space for longer narratives.
2 RFP N6852024R0044/ Section L Page 59 of 81/Past
Performance Volume 2
In the RFP, there is an inconsistency regarding the timeframe for past performance references:
- Page 59 indicates that past performance references should include contracts or delivery/task orders performed within seven (7) years of the solicitation date.
- Page 74, however, states that past performance is considered recent if performed within five
(5) years of the solicitation release date, and only recent performance will be considered in the evaluation.
Will the Government please clarify the correct timeframe for both the submission of past performance references and the definition of "recent" performance? We recommend a consistent seven (7) year period for both to ensure alignment.
The timeframe for both the submission of past performance references and the definition of "recent" performance is seven (7) years. Please see Amendment 1 of the RFP.
3 RFP N6852024R0044

Section 4.2 on page 65 of the RFP states the Offeror must provide its Individual Subcontracting Plan in accordance with the requirements of FAR 19.7 and DFARS 219.7. Based on the FAR, there are 15 requirement areas, each with subsections requiring supporting details from the Prime contractor. Additionally, GSA offers an indiviual subcontracing plan template online that is over 15 pages long. Given the complexity, and level of detail required to meet the FAR and DFARS requirements, a 5-page maximum, as specified in Table L1 on page 50 of the RFP, is insufficient. Would the government kindly reconsider and remove the page limit for the individual subcontracting plan under 4.2 to allow a more thorough and compliant submission?
The Government has decided to remove the page limititation for this requirement. Please see Amendment 1 of the RFP.
