About this file
This document is a Small Business Participation Commitment Document (SBPCD) related to a federal contract opportunity for Reliability Centered Maintenance (RCM) Analysis Support Services.
The SBPCD outlines the large business prime offeror's commitment to subcontracting to small businesses, including small disadvantaged businesses (SDB), women-owned small businesses (WOSB), HUBZone small businesses, veteran-owned small businesses (VOSB), and service-disabled veteran-owned small businesses (SDVOSB). The document requires the offeror to list the specific small business participants and the type of work they will perform. The total contract value and subcontracted value must be provided, along with the percentage of work to be subcontracted to small businesses. The related federal contract opportunity is a five-year, Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee contract to provide RCM analysis support services for the Department of the Navy Naval Air Systems Command.

Section 3: Small Business Participants
Although the list may not cover each socio-economic category for which the offeror has provided a dollar value and percentage goal in Section 2 above, the offeror shall be committed to meeting those goals during contract performance.
| Company Name | Company CAGE Code | Business Category(ies) | |
| (SB, SDB, WOSB, VOSB, SDVOSB, HUBZone; list all that apply) | NAICS Code (assigned by the Prime to reflect the nature of the planned work) |
INSTRUCTIONS
Only fill in green cells. All percentages will auto-calculate.
Only Large Business Offerors shall submit an SBPCD.
Small Business Prime Offerors shall provide the information required by Section L, paragraph 4.3 "SMALL BUSINESS PARTICIPATION OF SMALL BUSINESS PRIME OFFERORS".
Small Business includes ALL small business dollars, inclusive of ALL socio-economic categories.
Dollar value in cell B10 shall match cell B6.
Notes to consider for Socio-economic categories:
Dollars planned for firms that qualify in multiple SB socio-economic categories shall be included in each category for which they qualify (i.e. if a firm is both WOSB and SDVOSB, dollars shall be included in both WOSB and SDVOSB categories in the SBPCD table). The sum of these SB categories will not necessarily equal the “Total Small Business Subcontracts” amount in cell B9. By definition, all SDVOSBs are also VOSBs. Thus, a VOSB goal shall be equal to or greater than an SDVOSB goal.
Offeror shall list the small business participants who are proposed as parties to the execution of the contract and whose data/information has been used in the preparation of the Prime’s proposal. Ref DFARS 19.704(a)(12)(ii)
For those instances where socio economic categories have positive goals shown in Section 2 but no SB participant has been listed in that category in Section 3, the Offeror shall provide an explanation of how that category's goals were estimated.
All columns must be populated (i.e. where a company is listed, so shall be the associated CAGE, Business Category(ies), NAICS Assigned, and Description; no column will be left blank)
Briefly describe the nature of the planned work; do not simply enter the NAICS description in rows below cell E18.
