Question # Document Reference Question Government Answer

PWS Section 4, Paragraph

4.1.8

PWS Paragraph 4.1.8 ISO/AS Certification: Would the Government remove this certification requirement? Or, allow a timeframe after the award to fully obtain this certification

Due to the nature of the solicitation, the Government has determined that higher-level contract quality requirements are necessary. As such, the certification requirements will not be removed. The contractor must provide proof of certification as part of their proposal submission.

PWS Section 4, Paragraph

4.1.8

PWS Paragraph 4.1.8 ISO/AS Certification: Would the Government modify Paragraph 4.1.8 of the PWS to include certification from the independent registrar, QAS International, which is listed with the US Dept. of Commerce’s North American Quality System Registration Organizations (NAQRSO) and approved by the National Institute of Standards and Testing (NIST).

The Government will update PWS Paragraph 4.1.8 ISO/AS Certification from “an accredited Registrar approved by the International Accreditation Forum (IAF) or the ANSI-ASQ National Accreditation Board” to “an accredited Registrar approved by the International Accreditation Forum (IAF) or the ANSI-ASQ National Accreditation Board, or equivalent.”

3 N/A Is the Government happy with the incumbent? Our company is exploring the possibility of teaming opportunities.

The Government cannot comment on the incumbent’s performance, however, the Government encourages the use of teaming.

PWS Section 4, Paragraph

4.1.8

In order to support competition, would the Government accept subcontractor ISO certification as meeting the requirement at PWS

4.1.8 while the Prime goes through the certification process?

Due to the nature of the solicitation, the Government has determined that the prime contractor must be ISO certified for proposal submission. Subcontractors are not a party to the prime contract, and as such, do not possess privity, meaning they are not legally bound to the contract with the Government.

5 N/A We want to team with the incumbent. Can you provide the incumbent’s contract information?

See the “Incumbent Information” of the pre-solicitation notice for information regarding the incumbent.

PWS Section 4, Paragraph

4.1.5.4.1 My drivers do not have NC CDLs but they do have GA X CDLs. Can I still bid on this contract?

The contractors must have a valid CDL to perform the work. While a CDL is valid in any state, it must be issued in the state in which you reside. It is against government regulations to have a CDL in multiple states.

Section L, Part A: General Instructions, Section Section

4, Pargraph 4.1.2 Can you please tell me how you would like your contract proposal submitted?

Please refer to Section L-1, Paragarph 4.1.2 of the RFP for proposal submission information.

8 N/A

Could you let me know who the incumbent for this opportunity is and if we, with ship (as opposed to aircraft) specific readiness would be able to work with the incumbent?

Please refer to the Pre-Solicitation notice posted on SAM.gov regarding the incumbent.

PWS Section 3, Paragraph

3.3 Will there be a Document Library available for access to the multiple FRCEASTINSTs referenced in the PWS?

The FRCEASTINSTs referenced in the PWS, Section 3.3 "Other Government Documents", Page 5 will be loaded into a competition library repository. For access to the library, please complete the Form "NATEC Website Contractor Access Request Template" and send via encrypted email to Robert Miedzinski at robert.m.miedzinski.civ@us.navy.mil and Jessica McGee at jessica.l.mcgee14.civ@us.navy.mil.

Section L, Volume 1:

Technical, Section 2, Paragraph 2.2.1(b)

PWS Section 3, Paragraph 3.4

Section L 2.2.1. b in the RFP document asks to "provide proof of ISO 9001 and ASO 9100 certification", while PWS section 4.1.8 (page

10) states that “The Contractor and all subcontractors shall be ISO 9011 or AS 9100 certified." Please confirm that Section L in the RFP should read “or”, as providing both certification would be unduly restrictive. See TSS RFP N6852023R0035 Amendment 1.

Section L, Volume 2: Past Performance, Section 2, Paragraph 2.1

Section L 2.1 states that if CPARs exist, they will be used for evaluation. Should CPARs be included as Annex 2 with the proposal or will the Government review CPARs on their own?

No, CPARS does not need to be included as Annex 2. The Governmnet will retrieve the CPARS via the Government system.

Section L, Part A: General Instructions, Section 3, Paragraph 3.2.2.1

Section L, Volume 2: Past Performance, Section 2, Paragraph 2.1

Section L, Part A table under “Annexes” has Volume 2 Past Performance page limit as “As Needed.” However, Attachment L-1, the Past Performance Information Form, is only two pages long with the “Contract Effort Description” at the bottom of Page 1, leaving very limited space to adequately align past performance with the solicitation's PWS. Can the Offeror include continuation page(s) with each PPI form to respond? It will be challenging to meet the second aspect of past performance evaluation, relevancy, for PWS 4.3 with the limited space provided in Attachment L-1.

Annex 1 "Statement(s) of Works/Performance Work Statement(s)" has been included in Section L, Part A, Paragraph 3.2.2.1 and labeled "As Needed". The Government will accept continuation pages for L-1 Past Performance Information Forms if needed.

Section L, Volume 2: Past Performance, Section 2, Paragraph 2.1

The requirement to include "one electronic copy of the Statement of Work/Performance Work Statement for each contract reference" may not provide a clear picture of how our past performance relates to the PWS of the current solicitation. Some files may also be too large in size for electronic submittal. Can the requirement of providing SOW/PWS documentation be substituted with the narrative as part of the Past Performance Information form and its continutation page(s), as recommended in the previous question?

The Government requires the submission of the SOW/PWS for review.

Substitutions of the specific SOW/PWS will not be accepted. You may use the narrative section of the Past Performance Information Form to further describe performance.

PIEE does not have a size limitation for uploading files.

Section L, Volume 2: Past Performance, Section 2, Paragraph 2.1

Can you please confirm if CPAQs "received by the Government concurrently with the Offeror's proposal document" means that completed CPAQs should be received on the same day as the proposal submission, which may be difficult to coordinate? Or can CPAQs be emailed to the Government prior to proposal submission?

The statement "All CPAQs should be received by the Government concurrently with the Offeror’s proposal submission" has been removed. CPAQs can be emailed directly from the preparer via encrypted email to Robert Miedzinski at robert.m.miedzinski.civ@us.navy.mil and Jessica McGee at jessica.l.mcgee14.civ@us.navy.mil.

Pre-Solicitation Questions

Questions After Formal Solicitation Release

N6852023R0035 FRCE Transportation Support Services Questions and Answers

Section L, Volume 3:

Price/Cost, Section 3, Paragraph 3.3.1

PWS Section 4, Paragraph 4.1.2.1

PWS 4.3.6.4.3 states that overnight travel is at the expense of the contractor. Since there is no CLIN for travel for each site, can a “not to exceed” number of trips be added to RFP 3.3.1 Travel (Base Year

– Option Year 4) table or a separate CLIN with "not to exceed" be created for the solicitation? See TSS RFP N6852023R0035 Amendment 1.

Section L, Volume 4:

Compliance, Section 2, Paragraph 2.11

In Volume 4: Compliance, is Government referring to POC at DCAA or for DCAA (at Offeror) when requesting "Defense Contract Audit Agency (DCAA) auditor point of contact"? See TSS RFP N6852023R0035 Amendment 1.

Section L, Volume 4:

Compliance, Section 2, Paragraphs 2.6, 2.7, & 2.8

In Volume 4: Compliance, you are requesting Quality Control, Property Control, and Occupational Safety and Health plans. These are also requested in Volume 1: Technical Proposal, on page 79. Can you please clarify documentation requirements for Volume 4? Are you looking for our company internal policy documents associated or a complete document library (forms, etc.) associated with these plans or should we refer to the information provided in Volume 1? See TSS RFP N6852023R0035 Amendment 1.

PWS Section 4, Paragraphs

4.3.2.6.2 & 4.3.2.6.3

Both sections refer to the Mid-Range Tow Tractor (mule) and state that the Mid-Range Tow Tractors are provided as GFP (Attachment 3). Reviewing Attachment 3, we cannot find a reference to a Mid- Range Tow Tractor, only 6 Semi-Tractors. Can the government provide the number of Mid-Range Tow Tractors?

Mid-Range Tow Tractor property accountability will be retained by the Government and not considered GFP. The PWS has been updated to not call this GFP. There are 9 Mid-Range Tow Tractors for use during performance of the pending contract.

Section L, Volume 3:

Price/Cost

Attachment L-3: Price Summary Spreadsheet

Will we be invoicing a flat monthly amount or for the actual hours worked?

Invoicing will be a flat monthly amount as the workload is variable but does not vary greatly outside of the averages given in the table at the back of the PWS.

PWS Section 4, Paragraph 4.5

What is your percent tolerance for contract modifications for workload variation that require additional staffing?

The Government does not anticipate variation requiring negotiation. All of the information in the Workload Forecast in Table 4.5 on page 49 of the PWS is based off estimates using historical data.
