SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 05-Dec-2022 12:00 AM to 05-Dec-2022 02:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTION TO BIDDERS
PART A GENERAL INSTRUCTIONS
1. GENERAL
Offerors are required to submit sufficient information concerning all evaluation factors to enable Government personnel to fully assess the capabilities of the Offeror to perform all requirements. The proposal must be sufficient in detail and scope to enable evaluation and provide the evaluators a clear understanding of the Offeror’s approach, expertise, and capability as required by the solicitation. Proposals must demonstrate that the Offeror has a thorough understanding of all requirements and associated risks and is able, willing, and competent to devote the resources necessary to meet all requirements. The Offeror shall not alter or rearrange the solicitation. The burden of proof for all substantiation within the proposal rests with the Offeror. Offerors are advised that the Government may incorporate any part of the Offeror’s proposal deemed beneficial to the Government, into the final contract, with discussions. Cost information, (e.g., dollar values and/or hourly rates) shall appear only in Volume 3 (Cost), and Volume 4 (Contract Administration). Alternate proposals are not acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. It is the responsibility of the Offeror to present enough information to allow the Government to evaluate its proposal. Unsubstantiated statements that the prospective Offeror understands, can or will comply with the specifications, or paraphrasing the requirements or parts thereof are considered inadequate and may render a rating of unacceptable.
The Offeror shall include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. There is no need to repeat information in more than one volume. The detailed information must be included in the most logical place and summarized and referenced in other areas if an overlap exists. Do not provide elaborate brochures or other presentation material beyond that sufficient to present a complete and effective proposal.
Throughout these instructions, “Offeror” is defined as the prime contractor with its CAGE code identified in Block 15A on Standard Form (SF) 33, Solicitation, Offer, and Award. “Principal Subcontractors” are defined as a subcontractor who provides at least 20% of the proposed total cost for the contract. A “Joint Venture” (JV) is a partnership or teaming arrangement that is formed for the purpose of responding to this or a past solicitation when the prime contractor consists of more than one legal entity. “JV Team Members” are the entities that make up a Joint Venture. The term “entity” is used to mean any or all of the following: prime contractor, principal subcontractor, JV, JV team members, and corporate parent, division, subsidiary, or affiliate (e.g., any contractor with a different CAGE Code/UEI than the Offeror). The following entities are defined as principal entities: (a) the prime contractor; (b) principal subcontractors, and (c) JV Team Members. Offerors are advised that in order to demonstrate work commitment, each entity must be identified in Volume 3 Cost and associated with a commensurate dollar value.
2. PROPOSAL FORMAT AND SUBMISSION
2.1 Proposal Format
Proposals should be formatted using a Times New Roman 12 pt. normal font (no reduction permitted), single-spaced. If Government attachments have a different format/font, the Offeror may use the format/font in the attachment as provided. All pages should be numbered with volume and page numbers. If the Offeror uses graphs to convey information, the graphs must show enough detail to easily discern the information described. Graphs and tables should be presented in no smaller than a 10 pt. font. Graphs should contain a grid, which allows values to be read directly from the graph to the same detail that a 10 x 10 to the ½-inch grid provides. Graphic resolution should be consistent with the purpose of the data presented. Text utilized in charts, figures, and graphics should also be no smaller than a 10 pt. font and may use a font type selected by the Offeror.

2.2 Sample Tasks
2.2.1 Sample Task 1 – MRO PROCESS PERFORMANCE
Scenario Background: The receiving inspection of a Shipboard Tow Tractor (SBTT) delivered to a MRO work location on 10/11/2022 noted the following: 1) customer’s required by date represents a ship’s movement deadline 2) 9B COG steering cylinder failed for limited range of movement, 3) CO3 corrosion prevalent on >90% of chassis.
Five (5) of seven (7) SBTTs delivered to MRO work locations this fiscal year exhibited steering cylinder failures. There are two (2) SBTTs arriving at this location in the next 30 days, two (2) SBTTs currently in work at other MRO work locations and twenty-five (25) scheduled for induction in the current fiscal year. 3) 7R Cog engine failed pre-induction functional test for excessive smoke and oily discharge, 4) Visual inspection revealed corrosion on >90% of SBTT chassis; malfunction codes CO3, C11, C22 noted on inspection document.
Assumptions: The following assumptions are provided to enable the Offeror to proceed without the ability to ask follow-up questions. Note any unanswered assumptions as part of the Offeror’s written response to the Sample Task 1 scenario.
a. The work will be completed at one of the Government owned facilities where SBTT are normally repaired or overhauled with all the necessary tools and equipment, as required, to support this effort.
b. For the purposes of this task, it is assumed that damage to SBTT components were determined to be inside the allowable limits of the Standard Repair manual (SRM) / Integrated Electronic Technical Manual (IETM).
c. For the purpose of this task, damage assessment on the subsystems and electrical components of the SE is not required to complete this task.
d. For the purpose of this task, schedule is a driving factor.
e. For the purpose of this task, five (5) of seven (7) SBTTs delivered to MRO work locations this fiscal year exhibited steering cylinder failures.
f. For the purpose of this task, the customer's Required By Date is 1/23/2023.
Written Response: The Offeror’s response shall include the following information, but not limited to:
a. Describe how the Offeror will 1) address trending component failures and 2) return the SBTT to full service on time and within performance standards.
b. Team: Identify the team member skill sets that are required to successfully perform the task. Describe the roles and responsibilities of all team members required in the performance of this task.
c. Damage Assessment: Provide the steps involved in performing a detailed assessment of the damage components including an analysis of the results.
d. Repair Disposition: Provide a step by step procedure and methodology performing this repair based on the assumptions provided on all damaged components. Include repair options and trade-offs (repair versus replace) to restore safe operation of the SBTT.
e. Performance risk analysis. Identify contingent events inherent to the nature of the effort that could, if they were to occur, negatively impact the successful accomplishment returning the SBTT back to operational status.
2.2.2 Sample Task 2 – SUPPLY CHAIN MANAGEMENT
Scenario Background: The customer’s centralized MRO kitting facility is manned and managed by the Offeror.
All SE overhaul kits delivered to MRO work locations this fiscal year had shortages that extended customer wait time. SE overhaul kit shortages were attributed to discrepancies in build accuracy, stock forecasting, or unresolved DMSMS and obsolescence issues.
The customer anticipates a 20% increase in SBTT inductions at MRO work locations in the next fiscal year.
Assumptions: The following assumptions are provided to enable the Offeror to proceed without the ability to ask follow-up questions. Note any unanswered assumptions as part of the Offeror’s written response to the Sample Task 2 scenario.
a. Supply functions for all FRCASE sites are managed at site Solomon’s, MD
b. Defense Logistics Agency (DLA) is the primary supplier of consumable material
Written Response: The Offeror’s response shall include the following information, but not limited to:
a. Identify sources of supply.
b. How does the Contractor resolve kit shortages to reduce lead times?
c. How does the Contractor resolve build accuracy, stock shortages, DMSMS, and obsolescence issues?
2.3 Key Personnel
The offeror shall provide all Key Personnel information in Volume 2 Technical Proposal, in accordance with the content defined in SOW Paragraph 4.0 Labor Categories
The Offeror shall include the following for the Key Personnel Program Manager position identified in the SOW:

· Current level of security clearance and status (final, interim, or pending)
If the qualification (i.e. education, experience) does not readily or easily compare to the minimum qualification stated in the SOW the Offeror shall provide an explanation as to the equality of the proposed qualification to meet the minimum qualification.
8. VOLUME 3 – COST/PRICE
3.1 General Information
(a) This Volume shall contain the Contract Compliance information specified below as follows:
(b) This Volume shall also contain a copy of Section B with the Contract Line Item (CLIN) Unit Prices and, for evaluation purposes, the Total Prices filled in using the estimated quantities value in the solicitation and the instructions below. Within all Excel spreadsheets, the Offeror shall use formulas and functions to the maximum extent possible and avoid using output type “value only” cells. If links are utilized, supply those referenced files. Offerors shall not protect any of the Spreadsheets submitted.
(c) All cost/price and cost/price supporting information shall be contained in Section B and the cost/price proposal. No price or pricing information shall be included in any other technical volume including cover letters. 3.2 Ground Rules and Assumptions:
(a) As this is a competitive acquisition with adequate price competition anticipated, certified cost or pricing data in accordance with FAR 15.403-1 is not required. However, in the event that adequate price competition does not exist after receipt of proposals, the Government reserves the right to request additional cost or pricing data as necessary from both the Offeror and subcontractors. Further, the Offeror may be required to provide a Certificate of Current Cost or Pricing Data prior to award, pursuant to FAR 15.406-2.
(b) The Offeror shall provide sufficient information to support its cost/price as well as an explanation of all ground rules and assumptions that affect the cost/price estimates.
(c) If subcontractors are proposed, they shall provide the same information required for the prime contractor, unless otherwise noted in the Cost/Price Information section below
(d) Unpriced subcontractors shall not be proposed.
3.3 Cost/Price Information:
Offerors shall submit their fully completed cost/price proposal utilizing the Cost Summary Spreadsheet (Attachment L-2). The spreadsheet shall be unprotected and unlocked, with formulae intact to show mathematical operations. The Offeror shall use the CLIN Summary tab to breakout total proposed costs by CLIN.
(a) Complete Attachment L-3, (Annual Fully Burdened Labor Rates), detailing the fully burdened labor rates for all prime contractors and their subcontractor personnel. (c) Direct/Indirect Rates: The Offeror shall submit Forward Pricing Rate Agreements (FPRAs), Collective Bargaining Agreements (CBAs), and Area Wage Determinations (AWDs) as applicable for all proposed personnel. The Offeror shall identify whether the labor rates proposed are FPRAs, CBAs, AWDs, ACO/DCAA recommended rates (FPRRs), or Offeror proposed rates (FPRPs). The Offeror shall (be used as a basis) propose in compliance at a minimum, with the current hourly rate set forth in the Area Wage Determination or CBA as applicable. Escalation shall be applied on direct labor, only, for all years (Ordering Year 1, Ordering Year 2, Ordering Year 3, and FAR 52.217-8 Option to Extend Services (6 months)) regardless of labor category turnover as stated in Section M. The Offeror shall provide Defense Contract Audit Agency (DCAA) Information/Payroll Verification information as follows: A DCAA point of contact, with a current e-mail address, must be provided for the prime and each subcontractor. The Offeror and proposed subcontractors shall provide the most current DCAA Provisional Billing Rate Approval Letter, DCAA Final Billing Rate Approval Letter, and/or DCAA Forward Pricing Rate Agreement recommendation, payroll verification for currently employed proposed personnel, and any other information necessary to substantiate the rates proposed. Payroll verification shall consist of a form containing the title, direct labor rate, and a signed certification by an authorized representative of the company that the information contained in the form is correct. For key personnel contingent hires, the Offeror shall provide contingent offer letters outlining salary information for contingent hire employees. For any prospective hires for non-key personnel, provide information to substantiate the rates proposed. All contingent hires shall have a letter of intent submitted under the Cost Volume. The letter of intent is a separate written agreement signed by the potential employee(s) to work for the Offeror effective at contract award. Any proposed consultants shall have a consultant agreement substantiating the rates proposed. If a composite rate or other pricing methodology (e.g. cost estimating relationships) is utilized, the Offeror shall demonstrate how those rates were developed. Subcontractors and team members shall provide this information either separately or included in the Offeror’s submission of this document.
The following definition applies:
- A “contingent hire” is an individual who has committed, under a signed letter of intent, inclusive of salary information, to being employed by the Offeror if the Offeror is awarded the contract.
If any of the rates utilized by the Offeror or any subcontractors differ from the DCAA information and/or payroll verification, a justification shall be provided for the difference. If DCAA has not reviewed the rate information for an Offeror or one of its subcontractors, the Offeror must submit a detailed justification of the proposed direct and indirect rates. The Offeror shall also provide documentation verifying that it has a DCMA approved Accounting System in accordance with DFARS clause 252.242-7006, or state that its Accounting System has not been approved by DCMA. Offerors shall provide the last three (3) years of historical indirect information. The Government may compare a prospective Offeror’s labor category rate to the average labor rate from industry.
(d) For proposal development purposes, the Offeror shall assume all employees, for any CBA Labor Category, at the median (3 years but less than 8 years) seniority/years of service level.
(e) The Offeror shall fully disclose the buildup of cost/price of each CLIN.
(f) When completing the Cost Summary Spreadsheet (Attachment (L-2)), the Offeror shall not utilize any fully burdened hourly rates when pricing the labor of its employees.
(g) Offeror's labor classifications should cross-reference to Department of Labor (DOL) wage determination classifications as much as possible.
This solicitation is, and the resulting contract will be, subject to the Service Contract Act of 1965, as amended, and to FAR clause 52.222-41, contained in Section I of this solicitation. Offerors shall propose, at a minimum, employee’s wages in accordance with the attached Wage Determination. As part of the cost/price proposal, the Offeror shall furnish the names of the proposed labor categories and the corresponding labor categories from the attached Wage Determination as well as documentation of compliance with the minimum monetary wages and fringe benefits for service employees as specified in the Wage Determination (provided as an attachment in Section J of this solicitation). Offerors are required to submit a total compensation plan setting forth salaries and fringe benefits proposed for employees (including temporary and part time employees) who will work under the contract and are subject to the Act, and explain how the compensation plan complies with the Service Contract Act. If the Offeror’s proposed employees are under a collective bargaining agreement, the Offeror shall provide a copy of the agreement.
Limitation on Subcontracting (per 13 CFR §125.6(d)(2), compliance with the limitation on subcontracting shall be an element of responsibility).
(h) This requirement is being set-aside for the 8(a) program. Provide a breakout to demonstrate how the prime contractor or, if the Offeror is proposed as a JV or mentor protégé, the 8(a) entity will perform at least 50% of the cost of the contract incurred for personnel with its own employees for each period of performance in accordance with FAR clause 52.219-14. Cost of contract incurred for personnel includes direct labor cost, overhead that has only direct labor as its base, and the Offerors General and Administrative (G&A) rate multiplied by the labor cost.
(i) Provide a narrative that addresses any assumptions made during the preparation of the cost/price proposal and discuss the basis for the cost elements listed below:
· Direct labor rates by category. The Offeror is required to submit labor rates for all proposed current, contingent, and prospective hire individuals. If composite or category averages are proposed, provide a breakdown of how rates are developed. If necessary, provide a narrative to describe derivation of labor rates, use of uncompensated overtime, pools to which indirect rates are applied, historical /provisional billing rates for indirect rates for the last 3 years and description, and amount of proposed other direct costs. If the Offeror requires the use of consultants in performance of the effort, the consultant cost shall be captured under the appropriate labor CLIN not the ODCs CLIN.
· Direct labor rates for contingent and prospective hires: for any proposed contingent and prospective hires, Contractors and Subcontractors shall propose direct labor rates equal to or greater than the direct labor rates as listed below in Table C/P - 1. The BLS ranges are based on data from the Bureau of Labor Statistics (BLS) wage data by area and occupation for each labor category’s BLS code.

Escalation will be applied on direct labor only for all years regardless of labor category turnover. Offerors, including subcontractors, shall include escalation for all labor categories as stated in Section M. Offerors that do not include escalation, or an explanation as to why it is not included, may be considered unrealistically low and may have their proposals adjusted by the Government to include escalation in the “out years.” In an effort to ensure realism of costs during contract execution, Offerors, including subcontractors, shall propose Year 1 through Year 3 and FAR 52.217-8 (6 months) escalation rate of 5% or higher for all labor categories. Offerors, including subcontractors, that propose less than 5% escalation will be considered unrealistically low and will have their proposals adjusted by the Government to Year 1 through Year 3 and FAR 52.217-8 (6 months) escalation rate of 5% for all labor categories.
· Indirect costs (e.g., Overhead, Fringe Benefits, General & Administrative (G&A), etc.)
· Information needed to explain the Offeror’s estimating practices
· Profit/Fee: Identify profit/fee rate and total amounts proposed and identify the various cost elements to which the profit/fee is being applied. Profit, Base, Award, and Incentive fee rates, as applicable in Section B, must be clearly distinguishable. Profit/Fee shall not be applied to ODCs.
· Other Direct Costs (ODCs) by specific cost element (e.g., Travel, Material, and NMCI). Reimbursement for Travel will be in accordance with FAR 31.205-46. If the Offeror proposes burdens on the Government provided ODC estimates, the Offeror shall provide a percentage breakdown of the Offeror’s indirect costs and burdens added to the Government estimates for any and all Cost Reimbursable CLINs in Section B.
· When the Offeror elects to claim Cost of Money (COM) as an allowable cost, the Offeror must submit a COM form and show the calculations of the proposed amount.
