| 1 | RFP | L | Volume 3 (Cost Price), Paragraph 3.3.h | 136 | Section L, Part B, Volume 3 (Cost Price), paragraph 3.3.h (page 18 of 21): |

This RFP requirement applies the 50% to both a prime contractor as well as to a JV.
| However, FAR 52.219-14(g)(1) states that the small business protégé in a JV shall perform at least 40% of the work performed by the JV, and paragraph (g)(2) states that in an 8(a) JV, the 8(a) participant(s) shall perform at least 40% of the work performed by the JV. Additionally, 13 CFR Parts 124.513(d) and 125.8(c)(2) support the 40% workshare in a JV. Will the Government please provide clarification of the 50% requirement for a JV in light of FAR 52.219-14(g) and the cited CFR references? | No | Please see the updated RFP. | |||||

| 3 | RFP | C | PWS - 4.3.5 | 55 | 4.3.5 Exceptions to qualification substitution chart. The following labor categories require a minimum of a bachelor’s degree and no substitution for a bachelor’s degree is allowed: 4.3.5.1 Program/Operations Manager, Senior. |
Will the Government consider highly relevant technical and operational experience in lieu of a degree for the position of Program Manager?
| No | No, the Government requires a minimum of a bachelor's degree for the Program/Operations Manager, Senior. Please see Section 4.3.5.1 of the Statement of Work. | |||||||
| 4 | RFP | L | Volume 3 (Cost Price) | 133-138 | Will you provide the current carry-over leave/paid personal time/vacation balances of the current workforce so that Offerors can account for these costs in the fringe build-up? | No | The Government does not dictate what the fringe benefits a company provides. In addition, we are not looking at compensation plans as stated in Section L. | |
| 5 | RFP | L | Volume 3 (Cost Price) | 133-138 | Will the Government provide Offerors the breakout of employees utilizing the various H&W plans (individual, individual/spouse, individual/child, family, opt out) under the current CBA so that Offerors can adequately address the costs and ensure the most competitive pricing is provided to the Government? | No | No, the Government will not provide the breakout of the employees utilizing various H&W plans. | |

CBA Labor Category, at the median (3 years but less than 8 years) seniority/years of service level."
8 RFP L.2.3 2.3 Key Personnel - Resume 78 In Amendment 0002 the following language was added: "Offeror shall not propose prospective personnel in labor category position identified as key. " This appears to say, by using the language "shall not propose prospective personnel", that an offeror must use a current employee in the Program Manager position. Question: Does this mean that offerors MUST propose only a current employee of the company in the Key Position of Program Manager? and cannot propose a contingent hire for the Program Manager position? PLease clarify and correct language in the RFP. No Question 1: No, an offeror does not have to propose a current employee of the company in the position of Program Manager. As stated in Section L 2.3, "Resume: For all proposed current or contingent Key Personnel, provide a resume of the work assignments, training, etc., which demonstrates the experience and specialized qualifications of the key personnel proposed." Question 2: An offeror can propose a contingent hire for the Program Manager position. As stated in Secton L 3.3, "A “contingent hire” is an individual who has committed, under a signed letter of intent, inclusive of salary information, to being employed by the Offeror if the Offeror is awarded the contract."
| 9 | RFP | L.2.3 | 2.3 Key Personnel | 78 | If an offeror is required to propose a current employee in the position of Program Manager this will limit, significantly, the ability of 8a and 8a JV companies to bid this solicitation. This will limit competition to a small number companies. Respectfully request the government remove the requirement and allow offerors to bid contingent hires in the position of program manager. Please clarify the requirement. | No | An offeror can propose a contingent hire as stated in the answer to Question #8. Please see Section L 2.3 as it states "For all proposed current or contingent Key Personnel…" |
| 10 | RFP | Section A | Proposal Due date | 2 | The due date of 3 January puts a significant requirement on offerors to finalize and submit a proposal over the Holiday period.
