Labor Hours20 of 21As per RFP Section L.3.4.2, a work year is defined as 1,920 hours and bidders are directed not to deviate from the labor categories or the hours associated to each labor category at each site. Table 4.1.1 as stated in the RFP provides the historical minimum FTEs per site. However, a calculation using the RFP specified work year of 1,920 hours multiplied by 3 years and the total numbers of FTEs on this table does not result in the same LOE presented at RFP Attachment L-4_Vol_3 Hours Table. Can the Government please confirm that this table is provided for information purposes only to delineate union versus non-union locations and that all bidders are to propose the LOE and Labor Categories per site location as presented at Attachment L-4 with no deviations?NoThe Government has amended the RFP and the relevant attachments.

56RFP Amendment 0001L3.4.2. Labor Hours20 of 21The instructions presented at RFP Attachment L-2, worksheet entitled, “Instructions” state that the Offeror is not required to utilize the Government's labor categories, however, each proposed labor category should appear opposite of the government labor category it is comparable to. The language on Attachment L-2 conflicts with L.3.4.2 which requires bidder to not deviate from the labor categories or the hours associated to each labor category at each site. Can the Government provide a revision to correct this discrepancy?NoAttachment L-2 was updated with new verbiage and will be released with Amendment 0002
57Attachment L-2_Vol3_CSSJN/AN/ACan this workbook be modified to add worksheets to provide pricing for each of the fourteen sites identified in the RFP that can then be rolled into a Total Cost Summary?NoIn Attachment L-2_CSS, the Instructions state only one worksheet shall be prepared for the entire period of performance (for each Prime and Subcontractor). In Column E, the Offeror shall insert the location where the work will be performed utilizing the correct location acronyms (i.e BIC (Blount Island), BFT (Beaufort), SOLM (Solomons Islands) per Section C of the Statement of Work.

General, defines "Offeror" as "the prime contractor with its CAGE code identified in Block 15A" on the SF33 form. Based on this, JV team members and principal subcontractors would be excluded from the discussion of previous experience. However, these principal entities will perform major or critical aspects of the requirement so it would make sense to evaluate their corporate experience as well. RECOMMENDATION: Recommend that the experience narrative shall take into account the experience of the principal entities, which will perform major or critical aspects of the requirement, consistent with 13 CFR § 125.8(e) and FAR 15.305(a)(2)(iii).
