111 RFP p. 118, Section L, Part B, 3.0.c

Small businesses are not required to possess Approved Estimating Systems nor Approved Purchasing Systems (please see DFAR 252.215-7002 Cost Estimating System Requirements and FAR Part 44.302 and DFAR 252.244-7001 Contractor Purchasing System Administration, among other). Per DFAR 252.215-7002, Cost Estimating System Requirements, (iii) Not apply the disclosure, maintenance, and review requirements to other than large business contractors.

Having an Approved Cost Estimating System does not apply to other than large businesses.

DFAR 252.244-7001 does not apply as this is strictly up to the ACO to decide when and where a small business should undergo a CPSR. Asking all Offeror’s to address its DCMA / DCAA Approved Cost Estimating and Approved Purchasing Systems is questionable as there is no requirement for any small business to possess either system.

Will the Government please delete DFAR 252-215-7002 Cost Estimating System Requirements and DFAR 252.244-7001 Contractor Purchasing System Administration in Section I as neither apply to small business?

The government will not remove DFAR 252.215- 7002 per DFAR 252.408, the solicitation and contract is to be awarded on the basis of certified cost or pricing data.

Asking all Offeror’s to address its DCMA / DCAA Approved Cost Estimating and Approved Purchasing Systems is questionable as there is no requirement for any small business to possess either system.

Will the Government please revise the statement in Section 3.0 by deleting reference to an “Estimating” and “Purchasing” system on p.118 as these do not apply to small business?

The government will not delete the Statements in Section L 3.0 that reference "Estimating" and "Purchasing" system.

113 RFP

Sectioj L, Part A, 2.2.1 and

Section L, Part B, 2.1(b)

Section L Part A instructs offerors to submit all proposal materials via DoD SAFE. Section L Part B instructs offerors to submit Section B cost data to the government on CD-ROM. 115 RFP N6852022R0007 Section I

52.222-42 Statement of Equivalent Rates, Page 89. Senior Production Control Clerk (PCC-T56 X5L - Engine Logs/Records) has the SCA Code as 01270; however further down in the table the Senior Production Control Clerk (PCC-AA&E X57 Logs/Records) is listed as 23183. The Production Control Clerks are under 01113. Which SCA Code is correct for the Senior positions?

Please see answer for question 79.

116 RFP N6852022R0007

Attachment 8 CBA IAMAW

PAX Tyonek

The effective date of the CBA is 10/01/2019 - 8/31/2022. Appendix A of the CBA provides the classifications and rates of pay. The last set of CBA rates are effective starting 10/1/2021- 9/30/2022. The current CBA would only cover the first two months of the Base Period(Aug and Sept 2022) and no time thereafter. Please provide direction on the use of the CBA as an estimating tool if it does not cover the full PoP and/or provide a new CBA that covers the contract PoP.

Please see answer for question 22.

117 RFP N6852022R0007

Attachment 8 CBA IAMAW PAX Tyonek, WD 2015-4281

Rev. 22 dated 3/15/2022

Since the current CBA will only cover the first two months of the Base Period, should the SCA WD Schedule direct labor rates be used to estimate the direct labor costs for the production workers for the remainder of the PoP?

The government clarifies that the Offeror should use last wage rates stated on the CBA and add 3.5% yearly escalation for each option year. In addtion, see the government's response to question 22.

118 RFP N6852022R0007 Section C, 3.4.1

The table in this section lists different BLS Codes than those found on bls.gov. For example:

T56 Working Supervisor shows BLS code of 49-3011 which falls under "Aircraft Mechanics and Service Technicians" but since this is a supervisory positions should the BLS Code be 49- 1011 First Line Supervisors of Mechanics, Installers, and Repairers? The Avionics/Electronics Working Supervisor is listed as BLS Code 43-5061 which falls under Production Planning and Expediting Clerks. Shouldn't this also be 49-1011? The Hazardous Materials Working Supervisor is shown as 47-4041 for Hazardous Materials Removal Workers. Since this is a supervisory position, should it be 49-1011? The Tire & Paint Shop Supervisor is listed as BLS Code 49-3011 (AC Mechanic and Service Tech). Should this be 49-1011 since this is a supervisory position? The Aircraft Mechanic I (AM-ALSS) (X5D-Oxygen) is listed as BLS Code 51-1011 (First Line Supervisors) but since this is not a supervisory position, should the BLS Code be 49-3011 (AC Mechanics and Service Techs)? Having the accurate BLS Code aligned with the labor categories will allow the proper direct labor rate application for the job function since the CBA expires after the first two months of the Base Period.

Please see answers to questions 74-82.

119 RFP N6852022R0007

Attachment L-2 Cost Summary

Spreadsheet

At the bottom of this tab are two tables. One that calculates pass-through percentage and the second which calculates fee percentage for the five year PoP. The RFP does not mention a percentage limitation. Please advise why these tables have been included.

The government clarifies that these tables have been included for proposal cost evaluation purposes and will be filled in as the offeror completes the spreadsheet.

120 RFP N6852022R0007

Attachment L-2 Cost Summary

Spreadsheet

At the bottom of this tab, there is a statement, "*When analyzing pass through costs, the Government will consider prime offer fee on subcontractor price as an element of pass through as explained in the Section H Savings Clause of the MACs. In Section B, however, prime offeror fee on subcontractor price is a fee element rather than a cost element. Prime offeror fee on subcontractor price should be included in the fee column (rather than the cost column) of Section B". The RFP does not contain a Section H Savings Clause and this opportunity is a stand alone bid which does not fall under a MAC. Please advise.

The government clarifies that this opportunity is a stand alone bid and does not fall under a

MAC.

121 RFP N6852022R0007 Section F The provided PoP date for the Option 5 Period 6-month extension is 01 Aug 2027 - 29 Feb 2028 in Section F, page 67. This is 7 full months. Should the end date be 31 Jan 2028? Please advise.

The government clarifies that the end date should be 31 Jan 2028.

122 RFP N6852022R0007

Section M 2.2 Evaluation of

Options

For evaluation purposes, the period prior to the extension will be used to determine the extension price by dividing that price by 12 and then multiplying by 6. For proposal purposes, the extension labor would warrant escalation. Please advise if the offeror should propose the same costs for Option Year 4 as Option Year 5 extension at only 6 months of that cost without determining additional labor escalation.

The government clarifies that the offeror should propose the Option Year 5 extenstion at the same cost of Option Year 4, but only at six months of that cost.

123 RFP N6852022R0007

Section M 2.2 Evaluation of

Options

Page 126 states that proposed escalation less that 3.5% or the CBA specified rate by year as applicable for all LABOR CLINS on an annual basis for all ordering years, the proposal will be adjusted to the escalation rate of 3.5% or to the applicable specified rate by year as applicable as per the instructions in Section L. Since a new CBA has not been provided to cover the PoP, is the Offeror to assume, for estimating purposes that the SCA WD Schedule rates are applicable and, if so, SCA WD rates cannot have escalation applied. If the CBA and the SCA rates do not apply, then the required annual escalation can be applied. Please advise which process is applicable.

Please see the government's response to Question 22 in regards to the follow on CBA.

For all LABOR CLINs, the Government expects to see an approved CBA escallation rates, OR, the government will apply a 3.5% escalation rate.
