p.53, Section C, 3.4.8.2 and
3.4.8.2.1
Section 3.4.8.2 MSF and Section 3.4.8.2.1. These Sections call out specifics with regard to expectations by the Government in light of Maintenance Support. This type of defining feature is not suitable under Cost Plus Fixed Fee (Term / LOE). The benefit of the bargain under a CPFF (Term/LOE) is the delivery of hours based upon the CLIN / SLIN, not what's based upon a Monthly Maintenance Plan, Maintenance Support Hours Scheduled (MSHS), and so forth.
This hourly approach seems more appropriate to a FFP whereby the Contract and Government agree to expectations of daily, weekly and monthly performance. All a Contractor has to provide under a CPFF is "best efforts." Does the MSHS take precedence over the hours denoted in the CLINs / SLINs? Will the Government please clarify the purpose of these Sections and how such is supposed to operate under CPFF (Term / LOE)?
The government clarifies that the purpose of MSHS is to track the performance of the contract.
