About this file

This is a Questions and Answers document for solicitation N68335-26-R-1010, an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract issued by Naval Air Systems Command (NAVAIR) at Naval Air Warfare Center, Lakehurst, NJ for Alteration and Installation Support Services at Shipboard and Shore Site Locations. The document addresses 18 questions and answers clarifying solicitation requirements across multiple amendments.

Key clarifications include: the Past Performance Volume submission deadline has been aligned with the final proposal submission date of 28 May 2026; valid DCAA-approved Cost Accounting System documentation must be submitted at proposal time with DCAA Point of Contact information; pricing for identified CLINs follows a Cost No Fee arrangement with applicable DCAA-approved indirect burdens included; task orders will specify their own requirements, level of effort, and evaluation criteria which may differ from the base solicitation and can be either Level of Effort or Completion type; several labor categories (Telecommunications Line Installers and Repairers, Industrial Machinery Mechanic, Logistician) reference BLS SOC codes rather than SCA codes due to the absence of direct SCA code matches; security clearance requirements include a Secret-level Facility Security Clearance at proposal time, with all personnel requiring Final Secret clearance before accessing classified spaces; resumes are included in the Technical Volume page count; cover letters are permitted but not required and excluded from page counts; and CUI-marked documentation such as DCAA approval letters may be submitted as separately marked attachments without affecting the unclassified status of the remainder of the proposal.

Questions and Answers for N68335-26-R-1010

Q1. We respectfully request consideration for a brief extension to the Past Performance Volume submission deadline. As currently outlined, the Past Performance Volume is due 14 calendar days prior to the final proposal submission date in Block 9 of SF 33, establishing a due date of April 30. Additional time would allow our team to ensure the submission is complete, accurate, and fully responsive to the solicitation requirements. Our intent is to provide a high-quality Past Performance Volume that supports an efficient and thorough evaluation process.

A1. The Past Performance volume can be submitted at the same time as the final proposal submission. Section L, part A, Paragraph 4.0 has been updated to reflect this.

Q2. We respectfully request clarification regarding Section C, “Approved Cost Accounting System.” Is an approved cost accounting system required at the time of proposal submission or at the time of award, or would the Government consider an offeror acceptable if they are in the process of obtaining DCAA approval, with the understanding that the system would be reviewed and approved post-award? Additionally, can you confirm whether engagement with the cognizant DCAA office and initiation of an audit would be sufficient to meet this requirement during evaluation?

A2. In accordance with Section L, Part B, Volume 1C, valid documentation of an approved Cost Accounting System is to be submitted at time of proposal. Also, Contractors are required to provide the DCAA Branch Office for their company, with the name and phone number of a DCAA Point of Contact who is familiar with their company.

Q3. Reference: SF 33, Block 9. Question: Request a one-week extension to 21 May 2026, or one week from the Government providing answers to questions submitted, whichever is later.

A3. The proposal submission date shall be extended to 28 May 2026 per solicitation amendment 0001.

Q4. Reference: Section B, Page 4, Table, CLINs 0002, 0003, 0005, 0006, 0008, 0009, 0011, 0012, 0014, 0015, state, “Pricing Arrangement: Cost No Fee”. Question: Please confirm that “cost” include applicable burdens as approved by DCAA.

A4. Correct, the cost shall include applicable indirect burdens as approved by DCAA.

Q5. Reference: Section B, Page 6, Clause BTXT.211-9503, Level of Effort (Cost Reimbursement)(NAVAIR)(Dec 2012). Question: The Government, historically, provides the LOE in the Task Order for bidding purposes, which may or may not end up being the LOE required. Request the Government allow for Completion Type Task Orders.

A5. Each task order issued under the multiple award contract will specify its own requirements, level of effort, and evaluation criteria, which may differ from those outlined in the base solicitation. The type of task order (e.g., LOE or Completion) and associated details will be determined and communicated at the time of each task order solicitation.

Q6. Reference: Section C, Page 15, Paragraph 6.1, Table for Key Personnel. Question: The Telecommunications Line Installers and Repairers only have a BLS Code. Please provide the SCA Code for analysis of requirements for this key labor category.

A6. The solicitation specifies the Bureau of Labor Statistics (BLS) Standard Occupational Classification (SOC) code 49-9052 for the Telecommunications Line Installers and Repairers position. At this time, there is no direct Service Contract Act (SCA) code listed in the Department of Labor Directory of Occupations that captures the full scope of work that this BLS code does. For analysis and proposal purposes, offerors should use the functional description provided in the solicitation and reference the BLS SOC code 49-9052.

Q7. Reference: Section L, Page 3, Paragraph 4.0, Electronic Proposal Submission, fourth paragraph, “…It is requested that the Past Performance Volume information be submitted 14 days prior to the submission date specified in Block 9 of the SF 33 of the RFP.” Question: Please confirm the Government is referring to the Contractor Performance Assessment Questionnaire (Attachment 05), not the Past Performance Information Form (Attachment 04).

A7. Per the response to question 01, the Past Performance Volume shall be submitted on the date specified in Block 9 of the amended solicitation in its entirety.

Q8. Reference: Section C, Page 16, Paragraph 6.3, Professional Services Labor Qualifications, Table. Question: The Table is missing the SCA Code(s) for several labor categories, please provide. They include: Telecommunications Line Installers and Repairers; Industrial Machinery Mechanic; and Logistician.

A8. The solicitation specifies the Bureau of Labor Statistics (BLS) Standard Occupational Classification (SOC) codes for the Telecommunications Line Installers and Repairers, Industrial Machinery Mechanic and Logistician positions. At this time, there is no direct Service Contract Act (SCA) code listed in the Department of Labor Directory of Occupations that captures the full scope of work that these BLS codes do. For analysis and proposal purposes, offerors should use the functional description provided in the solicitation and reference the BLS SOC codes provided.

Q9. Reference: Section C, Page 22, Paragraph 7.7.5, Classified. Question: Please confirm that contractor shall maintain the security clearance level required to perform the work, and it is not mandatory for administrative and office workers or others that will not access classified information.

A9. Correct, it is not mandatory for administrative and office workers who will not have access to classified information/spaces to maintain a security clearance.

Q10. References: Section H, Page 22, HTXT.216-9507, Fair Opportunity Procedures (NAVAIR)(Sep 2016) and Section H, Page 25, HTXT.216-9535, Task Orders Procedures (Multiple Awards)(NAVAIR)(Aug 2011), Paragraph (e)(6) and (j)(1). Question: While a fair opportunity may be provided, information regarding cost realism(s) adjustments are needed to understand pricing concerns on future task orders. Request wording is added to require that the Contracting Officer provide details on any cost realism adjustment(s) made to an offeror’s proposal when notified of being an unsuccessful offeror.

A10. Post-award notices and debriefings for fair opportunity competitions under multiple award contracts is governed by FAR 16.507. Since FAR 16.5 already establishes the mandatory requirements and procedures for providing feedback on fair opportunity competitions, additional customized wording will not be added to the solicitation.

(1) Please confirm if a cover letter may be provided and included as a separate document or within a particular Volume?

(2) Please confirm if solicitation fill-ins are required with submission. If required, may it be included as a separate document and please clarify what is required to be submitted.

A11. (1) A cover letter is not required but can be included and will not be included in page counts. (2) Blank solicitation representation and certification fill-ins are required if your SAM record is not updated. Any pages with clause fill-ins may be submitted as an attachment and will not be evaluated as part of the technical or past performance volumes or included in page counts.

Q12. References: Section C, Page 15, Paragraph 6.3, Professional Services Labor Qualifications and Section I, Page 28, FAR 52.222-41. Question: Please confirm that the Service Contract Act, now known as the Service Contract Labor Standards, does not apply to this solicitation and/or any resultant Task Orders. The Wage and Hour Division of the US Department of Labor states that SCA does not apply to alteration and/or repair. Please remove both references.

A12. Task order requirements could vary considerably. As a result, the SCA clauses will not be removed from the solicitation. Additionally, FAR 52.222-6 shall be added to the solicitation in the event that the Davis-Bacon Act applies to a resultant task order. FAR 52.222-20 is in the solicitation in the event that the Walsh-Healey Public Contracts act applies to a resultant task order. Fair opportunity proposal requests shall specify the applicable act.

Q13. The Contractor is responsible for ensuring that all personnel receive the requisite investigation and are favorably adjudicated IAW 32 CFR Part 117, National Industrial Security Program Operating Manual, (NISPOM) Contractor employees who fail to meet security clearance requirements may not access classified information or perform sensitive duties. In such cases, the contractor employee may not perform on the Contract. The Contractor shall comply with security requirements specified in the DD-254 attached to this Contract. Information or data that the Contractor accesses shall be handled at the appropriate classification level. Unclassified information shall be handled IAW the appropriate designation (CUI; CDI). A13. Yes, the Facility Security Clearance (FCL) of secret is needed at time of proposal.

Q14. Reference: Section L – Page 4 – Paragraph C – Approved Cost Accounting System Question: The Offeror’s accounting system approval letter is marked Controlled Unclassified Information (CUI). Please confirm how Offerors should submit CUI-marked accounting system approval documentation without causing the entire proposal volume to be treated as CUI. May the Offeror submit the approval letter as a separate, clearly marked attachment to Volume 1, with only that attachment marked and handled as CUI, while the remainder of the proposal remains unclassified/non-CUI?

A14. Yes, the approval letter marked as CUI can be submitted as an attachment with only the attachment being marked and handled as CUI.

Q15. We are requesting a 30-day extension.

A15. An extension is being granted to 28 May 2026.

Q16. In DD Form 254, Blocks 10.b and 10.d state that Restricted Data and Formerly Restricted Data are not releasable to contractor personnel without a final clearance at the appropriate level. However, the Statement of Work Section 7.7 specifies that personnel must obtain at least an Interim Secret clearance prior to starting work at the Government’s facility. Given that final clearances can take several months to be fully adjudicated, sometimes exceeding six months, could this discrepancy create any issues with contract execution if access to Restricted Data or Formerly Restricted Data is required but personnel only hold interim clearances at that time?

A16. All personnel that need access to classified spaces must have Final Secret clearance before starting (See SOW Amendment 0002). However, per the DD-254, only those with a Final Secret clearance may access Restricted Data (RD) or Formerly Restricted Data (FRD). Tasks involving RD/FRD cannot begin until a final clearance is verified. The Contractor must ensure interim-cleared staff are assigned only to unclassified or non-RD/FRD tasks during adjudication. If a Final Secret clearance is not obtained for mission-essential RD/FRD access, the individual may be removed from the contract.

Q17. The DD254 associated with this RFQ is marked “CUI.” Offerors request confirmation as to whether this designation is appropriate. If so, please clarify which specific content within the DD254 warrants the CUI marking and whether those sections should be portion-marked accordingly

A17. The CUI designation on the provided DD Form 254 has been changed to UNCLASSIFIED. See DD-254_Amendment 0002.

Q18. Are the resumes excluded or included in the page count for Volume I – Technical?

A18. Resumes are included in the page count for Volume I- Technical.
