About this file

This is a Statement of Work for an online portal subscription providing parts logistics and acquisition data to support the Naval Air Systems Command (NAVAIR) Lakehurst, New Jersey. The vendor must provide an existing, fully operational online portal at the time of contract award—this is not a developmental effort. The portal shall enable comprehensive search functionality including searches by National Stock Number (NSN), National Item Identification Number (NIIN), supplier part number, manufacturer name, CAGE code, platform/system, and technical characteristics. Advanced search capabilities must include wildcard searches, batch searches of at least 2,000 items, similarity searches for inexact part names, and cross-referencing between NSN/NIIN numbers and supplier part numbers. Search results shall provide part numbers, technical characteristics, availability data from DLA/Navy stock systems and vendor inventory, unit of issue, current and historical pricing, cognizant activity information, safety/mission criticality codes, end-of-life data, replacement part numbers, qualification data, import/export information, and applicable standards and specifications.

The vendor shall draw data from multiple authoritative sources including ASSIST specifications and standards database, DLA FLIS databases (DLIS and WebFLIS), Federal Logistics Data (FEDLOG), Army Material Data File (AMDF), Qualified Product Lists (QPL) and Qualified Material Lists (QML), and DLA Supplier Requirements Visibility Application data, with responsibility for maintaining current and accurate information. The vendor must provide customer service Monday through Friday, 6:00 a.m. to 6:00 p.m. EST via telephone and email. Licensing shall cover 750 users with up to 15 simultaneous users at the Lakehurst site, including remote users and authorized contractors with Navy email addresses. The vendor shall conduct one live training session led by specialist staff and provide supporting documentation. Quotations are limited to 25 pages and must include technical description demonstrating compliance with all requirements; award will be made to the lowest-priced, technically acceptable quotation.
