About this file

This is a Questions and Answers document addressing clarifications on the requirements for solicitation N6833526Q1220, a High Performance Search and Retrieval Software tool procurement by Naval Air Systems Command (NAVAIR) Lakehurst, NJ.

The Q&A clarifies critical requirements for portal functionality and data source coverage. Offerors must demonstrate existing online portal subscription and functionality at time of quotation submission, supported by portal screenshots showing actual search results from the software/website. All data links must be internal to the offeror's site rather than redirecting to external commercial websites. While SOW Paragraph 4 identifies a range of required data sources, coverage need not include every named source, though offerors should identify applicable platforms, systems, and subsystems to the maximum extent possible on a Department of Defense-wide basis. Access arrangements with data sources must be in place and documented at quotation submission, with reseller authorizations also required at that time. The document specifies that native Microsoft Excel (.xlsx) files are required for both individual and batch search results, with quarterly or as-available refresh frequencies acceptable. For batch uploads of at least 2,000 items, results may be displayed across multiple pages provided all items are searched and matching results can be downloaded. The Government will provide an initial authorized user roster at award, with new users added individually upon request, and the vendor is responsible for contacting each entity to initiate access arrangements. Technical quotations are limited to 25 pages, though completed FAR 52.212-3 Representations and Certifications and the Commercial Item Checklist do not count toward this limit.

Question: What documentation would be considered sufficient to establish existing portal functionality and source coverage?

Answer: As stated in SOW, an online portal subscription and functionality must exist at the time of solicitation. Accordingly, in addition to any documented descriptions of capability, verification with portal screenshots showing actual examples of SOW search results from the software/website is essential.

Question: Does paragraph 4 require coverage from every named source?

Answer: SOW Paragraph 4 provides a range of resources. The range identified in paragraph 4 is not comprehensive and data may be drawn from sources not included in paragraph 4.

Question: May an authorized downstream feed satisfy a named-source requirement when it supplies the same required data?

Answer: If referring to linked data, all data links should be internal to your site, not redirecting to another company/commercial website.

Question: Please identify any sources for which a linked reference is sufficient, rather than incorporating the data into portal search results.

Answer: If referring to linked data, all data links should be internal to your site, not redirecting to another company/commercial website.

Question: Must access arrangements be in place when the solicitation was issued, or may access provisioning be completed before performance begins, provided the required portal functionality already existed?

Answer: Arrangements must be in place at time of quotation (or before) with the ability to demonstrate capability.

Question: What evidence of access arrangements should accompany the quotation?

Answer: As stated in SOW, an online portal subscription and functionality must exist at the time of solicitation. Accordingly, in addition to any documented descriptions of capability, verification with portal screenshots showing actual examples of SOW search results from the software/website is essential.

Question: May results from a single batch of at least 2,000 items be displayed across multiple pages, provided every submitted item is searched and all available matching results can be downloaded?

Answer: Scrolling display and multiple pages are acceptable.

Question: Are there minimum requirements for identifying unmatched inputs or limits on the number of returned results?

Answer: Unmatched inputs should be summarized based upon initial number of inputs. For example, if a batch file upload of 2,000 item NSNs only yielded results for 1950 of them, then need at a minimum: a summary box indicates that 50 items were not found.

Question: Does “Microsoft Excel files” require native .xlsx or .xls output, or is CSV output that opens in Microsoft Excel acceptable for both individual and batch search results?

Answer: Native .xlsx files are required.

Question: Is there a required refresh frequency or maximum permitted delay between a source update and its availability in the portal, or should offerors describe their source-specific update schedules?

Answer: Quarterly or as available by source.

Question: For platform, system, and subsystem searches and verification that a part is used in a specific system, is there a defined minimum coverage or representative set of Navy platforms and systems against which the capability will be evaluated?

Answer: No minimum coverage. Applicable platforms, systems and subsystems are to be identified to maximum extent, with note that it is Department of Defense-wide, not limited to Navy.

Question: For offerors proposing as authorized resellers of a commercial subscription product, must the OEM/distributor reseller authorization be held and documented at the time of quotation submission, or may it be finalized between quotation and award?

Answer: Reseller authorization must be in place and documented at time of solicitation quotation with the ability to demonstrate capability.

Question: The Q&A of October 7, 2026 states quotations shall not exceed 25 pages including quotation, supplemental documentation, and appendixes. Please confirm whether the completed FAR 52.212-3 Representations and Certifications and the Commercial Item Checklist (Attachment III) count toward the 25-page limit.

Answer: Completed FAR 52.212-3 Representations and Certifications and the Commercial Item Checklist (Attachment III) would not count toward the 25-page limit.

Question: For CLIN 0001 (750-user licensing), will the Government provide the authorized user roster at award, or should offerors plan for phased onboarding during the period of performance?

Answer: The Government will provide an initial starting list (emails) of authorized users, with new users individually added as requested.

Question: Is there a designated Government point of contact to initiate these access requests, or should the vendor initiate contact directly with each entity after award?

Answer: Vendor is to contact each entity with arrangements in place at time of quotation (or before).
