STATEMENT OF WORK

EQUIPMENT PROCUREMENT AND SUSTAINMENT

(EPAS)

IN SUPPORT OF

COMMANDER FLEET READINESS CENTERS

Submitted to:

Naval Air Systems Command Naval Air Warfare Center, Aircraft Division Lakehurst, NJ 08733

EQUIPMENT PROCUREMENT & SUSTAINMENT

IN SUPPORT OF

COMMANDER FLEET READINESS CENTER

1.0 INTRODUCTION

The Commander Fleet Readiness Center (COMFRC) oversees four (4) major depot level maintenance centers located at:

Fleet Readiness Center Southeast (FRCSE) - Naval Air Station, Jacksonville, FL Fleet Readiness Center East (FRCE) - Marine Corps Air Station, Cherry Point, NC Fleet Readiness Center Southwest (FRCSW) - Naval Air Station, North Island, CA Fleet Readiness Center (FRC) Aviation Support Equipment (ASE) - Solomons Island, MD

The Fleet Readiness Centers (FRCs) are industrial facilities that rework, repair, and overhaul various aircraft, engines, and components. To support depot level maintenance operations, various equipment along with equipment sustainment efforts are needed to adequately support and meet fleet aircraft schedules, obtain solution for product lines challenged by obsolescence issues – materially-aged, and technologically-dated equipment negatively impacting the command’s capacity to support 4th and 5th generation weapon systems.

1.1 SCOPE

1.1.1 The intent of this action is to procure, replace, upgrade, repair, and obtain maintenance necessary to support equipment used to maintain aeronautical systems. This Indefinite Delivery / Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) will establish the acquisition framework necessary to deliver a full scope of innovative, cost-effective equipment solutions and capabilities to support COMFRC in their quest to increase productivity, resolve complex challenges, create opportunities for equipment consolidation, footprint reduction, and common solutions across multiple locations.

1.1.2 This acquisition creates a contract vehicle that provides participating organizations with comprehensive Equipment Procurement & Sustainment (EPaS) support leveraging a mix of large and small business primes and subcontractors to satisfy COMFRC mission requirements.

1.1.3 The Government anticipates a MAC IDIQ with TO and DO Provisions. For each specific TO/DO, a Performance Work Statement (PWS) or Statement of Work (SOW) and associated Quality Assurance Surveillance Plan (QASP) or Surveillance Activity Checklist (SAC) will be developed and incorporated into the TO/DO. Associated performance objectives, deliverables, and thresholds will be delineated in the individual TO/DO PWS or SOW as appropriate.

1.1.4 The Contractor is advised that it is not possible to determine the precise types or amounts of equipment and equipment related services that will be ordered during the term of the contract. The Contractor shall be obligated to perform within the minimum and maximum order limitations set forth in Federal Acquisition Regulation (FAR) clause 52.216-19, Order Limitations.

1.1.5 The time of issuance and amount of work for each TO/DO cannot be accurately predicted. The

Government will make every effort to give the Contractor advance notice of requirements, but the services for which this contract will be used could address emergent requirements with little or no advance notice. Services to be performed shall be non-personal services and not inherently Governmental.
