The purpose of this amendment is to provide Questions and Answers for RFPQ001 - RFPQ010, and to revise the Solicitation to align it to the answers provided.
Question RFPQ001:
SUBJECT: Annex B
SPECIFIC QUESTION:
Would it be acceptable to submit one Annex B binder containing all SOW/PWS documents referenced across multiple functional areas or do we need to submit one binder per functional area?
REFERENCE: Revised Draft N6833519R0015 PAGE NUMBER: 163, 174 PARAGRAPH: Table G-2
Answer to Question RFPQ001:
See Part A, General Instructions, Section 3.0 Proposal Content and Volumes, and Table G-3 Proposal Structure under Section L of the Solicitation. Annex B, Past Performance Contract Reference Documentation, is required to be submitted separately per Functional Area being proposed to.
Question RFPQ002:
SUBJECT: Annex A, SB UP and SB SP
SPECIFIC QUESTION:
1. As a small business, we understand that we need to provide a Small Business Utilization Plan.
Do we also need to submit a Small Business Subcontracting Plan (Annex A)?
Page 173, paragraph 2.4 references FAR 19.7 which excludes small business concerns.
2. Additionally, does the Small Business Utilization Plan need to be in both Volume 1 (1.3) and Annex A?
REFERENCE: Revised Draft N6833519R0015
PAGE NUMBER: 163, 173 PARAGRAPH: Table G-2, Paragraph 2.4
Answer to Question RFPQ002:
1. Small Business Subcontracting Plans are not required from Small Businesses. See Section H, Paragraph H.3(e) and Section L, Part B Specific Instructions, Paragraph 1.3 Small Business (SB) Utilization Plan of the Solicitation.
2. The Small Business Utilization Plan shall be provided in Annex A and Volume 1. See Section L, Part B Specific Instructions, Paragraph 1.3 Small Business (SB) Utilization Plan and Table G- 3 Proposal Structure of the Solicitation.
Question RFPQ003:
SUBJECT: Contract Information for Administrative Contracting Officer at DCMA
SPECIFIC QUESTION:
How do we address paragraph 2.2 of Volume 2 if our company has not been audited and doesn’t have a local DCMA or DCAA?
REFERENCE: N/A
PAGE NUMBER: 173 PARAGRAPH: 2.2
Answer to Question RFPQ003:
Use DCMA’s and DCAA’s websites at https://www.dcma.mil/ and https://www.dcaa.mil/, respectively to locate the appropriate office(s). Contact DCMA and DCAA directly with any additional questions and for the information requested in the Solicitation.
Question RFPQ004:
SUBJECT: L4 / Quality Plan
SPECIFIC QUESTION:
Where does the L4/Quality Plan Document reside? If included in Volume 1, the page number would exceed the 20 page limit.
REFERENCE: N/A
PAGE NUMBER: 164 PARAGRAPH: 3.4, Table G-4
Answer to Question RFPQ004:
Attachments to volumes are not included in the page count. The Solicitation has been revised to provide additional instruction. See Section L, Part A General Instructions, Paragraph 3.2 under
3.0 Proposal Content and Volumes.
Question RFPQ005:
SUBJECT: Functional Area 11
SPECIFIC QUESTION:
Functional Area 11 (NDI Equipment) requires certification for liquid penetrant testing (E1417), magnetic particle testing (E1444), radioscopy (E1255), radiographic examination (E1742), or thermography (E2582). However, the Functional Area expresses interest in many other technologies (e.g., eddy current, ultrasonic) for which these 5 standards do not appear applicable.
Is the Navy interested in providers of these other technologies even if they are not certified in one of the 5 technologies for which the listed standards apply? If so, can the certification requirement for providers of these other technologies be waived?
REFERENCE: N/A
PAGE NUMBER: N/A PARAGRAPH: N/A
Answer to Question RFPQ005:
Based on our forecasted requirements for functional area 11 the Government does not have a need at this time for a company that that does not have at least one ASTM certification listed.
Question RFPQ006:
SUBJECT: Team member past performance
SPECIFIC QUESTION:
We are teaming with an equipment manufacturer that does not sell directly to the Government— they sell to a distributor. They have installed their equipment and completed the training, but the contract was held at the distributor level to the Government. Therefore, our team member does not have prime past performance with the DOD but does have subcontractor past performance.
For this case, does the Navy want the past performance questionnaire to be completed by the government customer or the distributor (prime contractor)? And, in completing the Past Performance Information Form, should the cited contract number be for the prime contract or the subcontract?
REFERENCE: Past Performance
PAGE NUMBER: N/A PARAGRAPH: N/A
Answer to Question RFPQ006:
The Contractor Performance Assessment Questionnaire (CPAQ), is submitted by the Offeror to the Program Manager who is the Assessing Official of the contract number for the prime contract. See Section L, Part B Specific Instructions, Volume 3 Past Performance, of the Solicitation and instructions included in Attachment 4 - L-3 PP-2 Contractor Performance Assessment Questionnaire.
Question RFPQ007:
SUBJECT: Government Agency Information
Where do we find the information for our local DCMA, DCAA, and Government Paying Office?
REFERENCE: Government Agency Information
PAGE NUMBER: 121 PARAGRAPH: 2.3
Answer to Question RFPQ007:
Please see question and answer to RFPQ003. The assigned Government Paying Office can be provided by DCMA.
Question RFPQ008:
SUBJECT: Annex A & B
Are Annex A and Annex B to be provided in their own binder? Or are they to be submitted as a section within the binder of the Volume they correspond to? E.G. Annex A in Volume 1, Annex B in Volume 3. Do they need to be submitted electronically as a separate file?
REFERENCE: Proposal Content and Volumes
PAGE NUMBER: 111 PARAGRAPH: 3.2
Answer to Question RFPQ008:
Yes, Annex A and Annex B are to be provided in their own separate binders. See Part A, General Instructions, Section 3.0, Proposal Content and Volumes, and Table G-3 Proposal Structure under Section L of the Solicitation.
Yes, each annex is to be submitted electronically as their own separate file on separate CD- ROMs from the remainder of the proposal. See Part A, General Instructions, Section 2.1, Electronic Submission of Proposal under Section L of the Solicitation.
Question RFPQ009:
SUBJECT: Electronic File Naming Convention
What is the naming convention for Attachments L-2 and L-3? Since we need to provide one of each for each past performance reference, can we sequentially number the files E.G. “Vol 3 PP-1 PPIF1[CAGE].pdf” for the first past performance reference, “Vol 3 PP-1 PPIF2[CAGE].pdf” for the second past performance reference, and so on?
REFERENCE: Proposal Content and Volumes
PAGE NUMBER: 110 PARAGRAPH: 2.1.7
Answer to Question RFPQ009:
See Part A General Instructions, Section 2.0 Proposal Format and Submission, Paragraph 2.7 and Table G-2, Offeror Electronic File Naming Convention under Section L of the Solicitation. The “#” represents the sequential numbering of files, if needed. The “#” is not provided for Attachments L-2 and L-3. It is not the Government’s intention to receive a separate file for each attachment for each past performance reference.
In addition, L-3 should not be received as part of an Offeror’s proposal submission. The Solicitation has been revised accordingly. See Table G-2 Offeror Electronic File Naming Convention and the last paragraph of Section L, Part B Specific Instructions, Paragraph 3 Volume 3 – Past Performance.
Question RFPQ010:
SUBJECT: Functional Area 11 NDI Certifications
There is a sole provider of ASTM certifications. The provider indicates that there is no certification program for any of the standards listed in the solicitation for functional area 11.
Could the government clarify their requirement for this functional area with regards to NDI certifications?
REFERENCE: N/A
PAGE NUMBER: 118 PARAGRAPH: N/A
Answer to Question RFPQ010:
The equipment within this functional area is required to be certified to the standards listed within Functional Area 11 in Table T-1 under Section L of the Solicitation.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO OFFERORS
PART A GENERAL INSTRUCTIONS
1.0 GENERAL
Offerors are required to submit sufficient information concerning the technical evaluation factor to enable Government personnel to fully assess whether the Offeror meets all requirements. The proposal must be sufficient in detail and scope to enable evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet the requirements of the solicitation. Proposals must demonstrate that the Offeror is able and competent to meet all requirements. The Offeror shall not alter or rearrange the solicitation. The burden of proof for all substantiation within the proposal rests with the Offeror. Alternate proposals are not acceptable.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. It is the responsibility of the Offeror to present enough information to allow the Government to evaluate its proposal without discussions. Unsubstantiated statements that the Offeror understands, can or will comply with the requirements, has the aircraft maintenance experience, or paraphrasing the requirements or parts thereof are considered inadequate and may render a rating of unacceptable.
The Offeror shall include any data necessary to illustrate the proposal meets the requirements of the solicitation.
There is no need to repeat information in more than one volume. The detailed information must be included in the most logical place, summarized, and referenced in other areas if an overlap exists. Do not provide elaborate brochures or other presentation material beyond that sufficient to present a complete and effective proposal.
Throughout these instructions, “Offeror” is defined as the Prime contractor with its CAGE code identified in Block 15A on Standard Form (SF) 33, Solicitation, Offer, and Award. A “Subcontract” is any contract entered into by a subcontractor to furnish supplies or services for performance of the prime contract. A “Principal Subcontractor” is the Prime Contractor’s first-tier subcontractor. A “Joint Venture” (JV) is a partnership or teaming arrangement between two or more companies that form a separate legal entity to propose as a Prime contractor for the purpose of responding to this solicitation. “JV Members” are the entities that make up a Joint Venture. For this solicitation, the term “entity” is used to mean any or all of the following: Prime contractor, JV, and JV members. The following entities are defined as “principal entities” (a) the Prime contractor (which includes the JV) and (b) JV Members.
Only principal entities will be used in the Technical evaluation.
There are 14 distinct Functional Areas within the EPaS Statement of Work (SOW) for which an Offeror may propose:
(1) Additive Manufacturing Equipment
(2) Ancillary Equipment
(3) Balancing Test Equipment
(4) Blasting/Sanding Equipment
(5) Coating Equipment
(6) Fall Protection Equipment
(7) Manufacturing and Fabrication Equipment
(8) Material Handling Equipment
(9) Measurement Equipment
(10) Heat Treat Equipment
(11) Nondestructive Inspection Equipment
(12) Test Equipment
(13) Welding Equipment
(14) Wet Processing Equipment
An Offeror may propose to one (1) or more Functional Areas. For each Functional Area to which an Offeror is interested in proposing, the Offeror is required to submit one (1) Technical Volume/binder and one (1) Past Performance Volume/binder per Functional Area addressing all the evaluation elements listed in this section.
2.0 PROPOSAL FORMAT AND SUBMISSION
Proposals must use Times New Roman, 12 pt. normal font (no reduction permitted), single-spaced, 1-inch margins all around, and must be formatted for/printed on standard 8.5 x 11-inch paper. If Government attachments have a different format/font, the Offeror may use the format/font in the attachment as provided. All pages should be numbered with section and page numbers. Proposals should be double sided. When foldout pages are used they shall not exceed 11 x 17 inches. Graphs and Tables shall be presented in no smaller than a 10 pt. font. Graphs should contain a grid, which allows values to be read directly from the graph. Graphic resolution should be consistent with the purpose of the data presented. Text utilized in charts, figures, and graphics should also be no smaller than a 10 pt. font and may use a font type selected by the Offeror. Each Volume shall be provided separately in a 3-ring binder. The binders shall be of an appropriate thickness to accommodate the number of pages and to allow ease of turning (e.g., a 30-page volume shall not be placed in a 2-inch binder). Within each binder of the Technical volume for the Functional Area the Offeror is proposing to, the Offeror shall separate with dividers each section of the Technical evaluation elements. For example, Functional Area 1 divider titles will be 1-V1.1 Technical Capability and 1-V1.2 Management, while Functional Area 2 binder will be 2-V1.1 Technical Capability and 2-V1.2 Management, etc. It is important to note that a separate binder for Volume 1- Technical shall be submitted for each Functional Area the Offeror is proposing to. Each binder shall be labeled with the name of the Functional Area (Example: Functional Area 1 Technical or Functional Area 1 Past Performance, etc.). Regardless if the Offeror is submitting a proposal for multiple Functional Areas, the Offeror shall only submit one Contract Administration Volume (Volume 2) to cover all Functional Areas the Offeror is proposing to. Offerors shall submit separate Past Performance binders (Volume 3) per Functional Area it is proposing to.
2.1 Electronic Submission of Proposal
This section is intended to provide information to the Offeror on the electronic format and application software to be used for submitting proposals. Use of the software and procedures described in this section will ensure that the proposals received are suitable for reading electronically. If a discrepancy exists between the original paper copy of the proposal and the original electronic copy on the CD-ROM disk, the original electronic copy shall take precedence.
2.1.1 Electronic Proposal Media
The Offeror shall submit all volumes of its proposal electronically on CD-ROM(s) compatible with the operating system and applications defined in Section 2.1.2 (Operating System and Applications). The Offeror shall put as much proposal material as possible on each CD-ROM.
For this solicitation, Annex A (Small Business) and Annex B (Past Performance Contract Reference Documentation) should be delivered on separate CD-ROMs from the remainder of the proposal.

2.1.2 Operating System and Applications
The proposals will be accessed utilizing the Microsoft Windows 10 Operating System. Proposal information should be submitted using the following applications: Microsoft Word 2016, Microsoft Excel 2016, Microsoft PowerPoint 2016, and Microsoft Project 2016 and must be accessible to the Government; however, letters and other signed documents should be provided as a fully searchable Portable Document Format (.pdf) file. Use of other application software for submission of proposals is discouraged except where specific instructions for non-.pdf or Office 2016 applications are provided.
2.1.3 Hyperlinks
Offerors shall not use hyperlinks within and among proposal volumes.
2.1.4 Virus Free Electronic Submission
Offerors are responsible for ensuring that its electronic proposal is virus free. The Offeror shall certify, in its proposal cover letter, that all electronic proposal information delivered throughout the evaluation (e.g., original proposal submission, responses to evaluation notices, Final Proposal Revisions) has been or will be checked for viruses and certify that its files are/will be virus free.
The Offeror should specify the software, version, and virus definition used/that will be used to check the data.
2.1.5 Multimedia
The Offeror shall not embed sound or video (e.g., MPEG) files within proposal documents.
2.1.6 Graphics
Large files require greater computer system resources and are discouraged. The Offeror is encouraged to:
a. Simplify the color palette used in creating figures and minimize the use of color print or graphics to the maximum extent possible;
b. Minimize size of graphics files; and
c. Avoid scanned images.

The Offeror shall follow the basic structure of the file naming convention in Table G-2 (Offeror Electronic File Naming Convention) for electronic file submissions (e.g., proposal volumes, attachments, appendices), where "#" represents the sequential numbering of files (if needed).
Offerors shall keep the file name as short as possible (i.e., under 40 characters) so that the files are accessible on Government share drives. Files with longer names may become corrupt or inaccessible.
The Offeror shall provide one (1) folder for each volume or annex, containing all electronic files requested within the volume or annex. Please submit each volume or annex as one file if possible.
Offerors should not provide each section/paragraph as separate files.
