Section C - Descriptions and Specifications
STATEMENT OF WORK
Manufacturing and Delivery of A/E32C-45A Environmental Control Units (ECU) Statement of Work (SOW) July 2016
1.0 Introduction
1.0 Scope:
This acquisition is structured for the contractor to identify parts obsolescence and integrity of the drawing package prior to full production We intend to procure two (2) Pilot Production Units (PPUs) for functional testing by the contractor. In the process of producing the PPUs, the contractor will be responsible to identify part substitutions and provide technical information to support the substitutions as defined below. At the completion of the two PPUs, the contractor will be responsible to conduct and document a functional test to insure the unit still meets its top performance requirements as per Enclosure (1). With the successful completion of the test program, the government will provide a release for production for the units awarded through the life of the contract. The ECU shall be manufactured in accordance with a government data package and Enclosure (1). Any modifications of the data package shall meet the General Requirement and Test Specification for A/E32C-45A.
1.1 Purpose:
This SOW defines and describes the requirements for the contractor to manufacture A/E32C-45A ECU’s in accordance with government drawing package (3003) 1559AS400-1. Delivery of the PPUs is required within 90 Days After Contract (DAC) award. The evaluation will last for a period of 90 days. Upon approval of the test report and Release for Production, the Government may place orders for the first production year. Another four ordering years will be available to place orders beyond that. Delivery shall be 120 Days After Receipt of Order (ARO).
1.2 Objective:
Contractor shall provide a design that satisfies requirements of SOW, Logistics Support SOW and Enclosure (1).
1.3 Background:
NAVAIR is seeking to procure ECU’s to be installed in Mobile Facilities (MF’s). The MF is a mobile habitable shelter that is 8 feet wide by 20 feet long by 8 feet high. The ECU is a heat pump that provides heating and cooling to maintain the MF at a suitable temperature for the inhabitants and the equipment installed in the shelter. Operationally, MF’s are setup in a complex austere expeditionary environment. The ECU will take standard 60Hz utility power from either a plant grid or Mobile Electric Power Plant (MEPP), a diesel engine driven generator set.
2.0 Applicable Documents:
a. Drawing Package (3003) 1559AS400-1, which defines the manufacturing and assembly of the ECU.
b. Manual NAVAIR _17-1-573, Operation and Maintenance with Illustrated Parts Breakdown.
c. Enclosure (1) General Requirement and Test Specification for A/E32C-45A ECU.
3.0 Task Requirements:
3.1 Program schedule: Within 30 DAC, a program schedule will be delivered in accordance with CDRL A001. The program schedule will outline all steps in the manufacturing, testing and delivery of the ECU.
3.2 Bill of Materials: Within 60 DAC, a complete bill of materials will be delivered in accordance with CDRL A002. The bill of materials will be based on the components listed in the drawing package and shall list the drawing numbers, part numbers and vendors for all purchased parts as listed on the drawings. If the drawing’s suggested source will be used no further information is needed. If an alternate source for any component is proposed that are form, fit, and function interchangeable with the parts on the drawings, the list shall be annotated with the alternate vendor and part number, reason for substitution and catalog specification sheet and other supporting information showing interchangeability. Alternate parts that are not form, fit, and function substitutes will not be accepted unless the part from suggested source is no longer available and no interchangeable part can be found after reasonable research. In this case, the bill of materials shall be annotated as such and in addition to the information described above, all other changes necessary to use the substitute shall be provided. Identification of these changes shall be through ‘redline’ mark-ups of all drawings as well as mark-up of the technical manual pages affected by the substitution.
3.3 Technical Interchange Meetings: The government intends to conduct at least two technical interchange meetings prior to the manufacturing of the PPUs. The first will be the Post Award Conference occurring on or about 30 DAC. The purpose of the meeting will be to review the drawing package to address any questions and concerns on the performance of the contract. The second meeting will be held after the delivery of CDRL A002 to review the parts substitution and address any issues and concerns with the bill of materials. The contractor will be responsible for hosting the meeting (approximately 5 government attendees), preparing any review material and for recording and delivering the minutes of the meeting in accordance with CDRL A005.
3.4 Acceptance Test Plan: Within 60 DAC, an acceptance test plan shall be provided in accordance with CDRL A003. This data item shall describe each of the tests/inspections that are needed to demonstrate that the PPUs meet all the top performance requirements outlined in Enclosure (1). The test plan shall include all check lists, data sheets and procedures to perform the inspections and functional tests. The plan shall also list all equipment and measurement tools (with calibration certifications as required) that will be used during testing. Note: This test plan will be used for production testing/inspections for acceptance of each production unit.
3.5 PPU Testing: Within 90 DAC, the contractor shall have two PPUs ready for inspection and testing as per Enclosure (1) and demonstration in accordance with the acceptance test plan. The contractor shall notify the government at least 14 days prior to the test event to allow for witnessing of the event. PPUs will remain with the contractor and all testing will be performed at the contractor’s location.
3.6 PPU Testing Report: Within 180 DAC a test report shall be delivered in accordance with CDRL A004. The test report shall document the results of all testing. If any failures occurred during the testing the contractor shall provide a detailed description of the failure, steps taken to correct it, any changes to the unit design that will be necessary to correct the underlying cause of failure (this information can be communicated through mark-ups of the drawing package and or technical manual) and results of the retest.
3.7 Release for production: With approval of the test report, the government shall release the contractor to begin the production of any production units that may be ordered under the contract. Prior to this, all purchase of materials and manufacturing shall be at the contractor’s expense and risk. Delivery of Production Units, if ordered, shall be made within 120 days after receipt of order provided that release for production has been authorized. Each unit shall be subjected to the subset of production tests/inspections as identified in CDRL A003. Test report and completed data sheets for each unit shall be maintained at the contractor’s facility and delivered in accordance with CDRL A003 30 days after the delivery of the last production unit.
3.8 Preservation/Packaging and Marking:
Preservation: No additional preservation is required to the manufactured end article prior to packing.
Packing: Each unit is to be packed in a skidded, wood box conforming to ASTM D6251, type III, class 1 with the following additional requirements:

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFEROR'S PROPOSED DELIVERY SCHEDULE
| WITHIN DAYS AFTER | ||
| ITEM NO. | QUANTITY | DATE OF CONTRACT |
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term “working day” excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
| 5252.216-9506 | MINIMUM AND MAXIMUM QUANTITIES (NAVAIR)(MAR 1999) |
| As referred to in paragraph (b) of FAR 52.216-22 " Indefinite Quantity" of this contract, the contract minimum quantity is Two (2) each CLIN 0001 Pilot Production Units; the maximum quantity is Two (2) each CLIN 0001 Pilot Production Units; 1,000 ECU Production Units over five (5) ordering years; (CLINs 0101, 0201, 0301, 0401, and 0501) and associated data items (CLINs 0002-0012, 0102-0107, 0202-0207, 0302-0307, 0402-0407, and 0502-0507). |
The maximums provided in this contract for production units are only an estimate; there is no guarantee that delivery orders will be placed in any given ordering year.
| 5252.247-9505 | TECHNICAL DATA AND INFORMATION (NAVAIR)(FEB 1995) | |
| Technical Data and Information shall be delivered in accordance with the requirements of the Contract Data Requirements List, DD Form 1423, Exhibit A001-A008 and L001-L003, attached hereto, and the following: | ||
| (a) The contractor shall concurrently deliver technical data and information per DD Form 1423, Blocks 12 and 13 (date of first/subsequent submission) to all activities listed in Block 14 of the DD Form 1423 (distribution and addresses) for each item. Complete addresses for the abbreviations in Block 14 are shown in paragraph (g) below. Additionally, the technical data shall be delivered to the following cognizant codes, who are listed in Block 6 of the DD Form 1423. | ||
| (1) PCO, Code 2.5.2.1.1. | ||
| (2) ACO, Code [TBD]. | ||
| (b) Partial delivery of data is not acceptable unless specifically authorized on the DD Form 1423, or unless approved in writing by the PCO. | ||

| (e) The PCO reserves the right to issue unilateral modifications to change the destination codes and addresses for all technical data and information at no additional cost to the Government. | ||
| (f) Unless otherwise specified in writing, rejected data items shall be resubmitted within thirty (30) days after receipt of notice of rejection. | ||
