2. Application Documents- The documents referenced herein, unless otherwise specified shall be of the issue in effect on the date of the request for proposal.

3. Requirements- The following paragraphs define general requirements of the unit’s performance and the environmental conditions in which they must operate.

3.1. General- The unit is designed to mount on the air conditioner slide installation, drawing number 1339AS283 of the Mobile Facility Van. If made IAW the ECU drawing package Frame Assembly drawing details this should be true for both “old” and “new” slide assemblies.

3.2. Performance

3.2.1. Heating and Cooling Requirement- The unit shall provide a high capacity heat and cool environmental control system for ground support use. The unit shall control the temperature of an adequately enclosed and insulated compartment. The ambient operating temperature ranges from -25F to 125F.

3.2.2. Heating- The unit operating as a heat pump has a standard rating of 36,000 BTU/HR of heating at 45 F.

3.2.3. Cooling- The unit operating as an air conditioner has a standard rating of 36,000 BTU/HR of cooling at 120 F.

3.2.4. Supplemental Heating- The unit has 41,000 BTU/HR of supplementary heating beyond the capacity of the heat pump.

3.2.5. Fresh Air Capability- The unit has the capability of providing conditioned fresh air (outside air) to the supply air stream with no loss in effective heating/cooling.

3.2.6. Ventilating- The unit is capable of operating the supply fan without refrigeration or heating. The supply air duct is capable of supplying fresh air or re-circulated air in the ventilation mode.

4. Quality Assurance Provisions

4.1. Test Performance- Unless otherwise specified, the contractor is responsible for the performance of all Quality Assurance requirements. All tests shall be conducted at the contractor’s expense. Except as otherwise specified, the contractor may utilize his own facilities or commercial laboratory with prior approval from the Government. Records of the examination and test shall be kept, complete and available to the Government, as specified in the contract or order. 4.2.2. Test Apparatus and Methods- Apparatus used in conjunction with testing specified herein shall be, insofar as practicable, of laboratory precision type and shall be calibrated at intervals to assure laboratory accuracy. In addition, the apparatus shall be calibrated prior to and after completion of all tests. Methods of testing shall be determined, instruments selected and calibrated and tests run in accordance with ASHRAE Standard 37-2009.

4.3. Pilot Production Unit (PPU) Testing

4.3.1. PPU Test Samples- The contractor shall utilize the two (2) PPUs to perform the preproduction tests to confirm that the units meet the requirements of the Navy.

4.3.2. PPU Test Plan- The contractor shall submit to the Government 60 days prior to the start of PPU testing a test plan which includes all procedures and instruments to perform preproduction testing. This plan is to include the inspection sheet required for examination of product.

4.3.3. PPU Test Report- After the preproduction units have satisfactorily completed all PPU tests, the contractor shall prepare a PPU test report in accordance with MIL-HDBK-831 (MIL-STD-831) and furnish three copies to the procuring activity. The report shall contain complete records of tests, including data sheets, performance curves, chronological test records, photographs, sample calculations, and description of test apparatus and procedures.

4.3.4. Examination of Product- Each production unit shall be inspected to determine compliance with the requirements of the drawing package with respect to materials, dimensions and workmanship.

4.3.5. Operational Tests- All components shall have undergone proper break-in procedures and adjustments in accordance with manufacturer recommendations in order that delivered units may be operated at rated conditions without adjustment and/or delay. Each unit shall be subjected to and shall satisfactorily complete the following tests and shall exhibit no malfunctions, leaks, rough operation, vibration, or other irregular operation. All units shall be operated for a minimum of 30 minutes after final assembly during which period it must operate in the heating, cooling and ventilation modes. Voltage, amperage and power draw shall be checked and recorded. Electrical heaters shall be checked for operation and overheating protection by blocking the evaporator air flow. All units must be checked for starting at 90% of rated voltage.
