About this file
This is Amendment 0008 to Request for Quote (RFQ) N6817126QN006, issued by the Naval Supply Fleet Sigonella Naples Office (NAVSUP FLC) on March 6, 2026. The amendment reopens the RFQ and modifies two critical performance parameters: the place of performance changes from Wilhelmshaven, Germany to Taranto, Italy, and the period of performance shifts from April 7-21, 2026 to April 22 – May 6, 2026. The quote submission deadline is Monday, March 16, 2026 at 14:00 Central European Time, with all questions regarding the RFQ due by Wednesday, March 11, 2026 at 11:00 AM CET. Quoters must submit quotes and technical documentation electronically to Antonella De Fraia Frangipane at Antonella.defraiafrangipane.ln@us.navy.mil, along with completed Standard Form 18, Standard Form 30 (if applicable), and Representations and Certifications from Section K.
Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror based on two evaluation factors: Technical Capability and Price. The technical proposal must include current ABS/IACS member welder certifications with continuity/currency logs per American Welding Society D1.1 standards, Fall Protection training certifications meeting ANSI/ASSE N359.2, a detailed Quality Control Plan addressing Work Item 0004 testing and quality assurance requirements with a schedule for key inspection events, a Quality Manual describing the Quality Management System, a Qualified Inspector List, Coatings Inspector Certifications, and NDT/NDI Inspector Certifications. The price proposal requires completion of Section B and J-2 Contractor's Price Breakdown detailing man hours, labor rates, total labor cost, subcontractor/material costs, and all other costs in US dollars. Quoters must be registered in the System for Award Management (SAM) at www.sam.gov. All required documentation must be submitted in English. The government clarifies this is a request for quote only and will not be liable for any costs incurred prior to issuance of a formal purchase agreement or authorization to proceed from a government Contracting Officer.
