VIRTUAL SHIP CHECK

The in person ship check has been cancelled. If you have any photo requests for specific work items, please provide your request no later than Friday, 18 September 2020 @ 1600 Central European time (CET).

Question & Answer (Q&A) Responses

1) Question: Two OEMs (Appleton Marine and CS Controls) refuse to travel to support the availability due to COVID. We will need to qualify our bid to either defer those WI’s or have local non-OEM certified vendors conduct those WI’s. Please confer with the Port Engineers on how the shipyards are to proceed.

Answer: Please review the revised WI#0002. It was recently updated and gives far more detail on how yards are supposed to proceed when using non-OEMs.

Here is an excerpt from the text:

7.2.1.3. Non-OEM qualified technical field service providers will be required to have the following qualifications. The contractor must submit evidence that the proposed non-OEM technical representative possesses all of the qualifications listed below, subject to MSCREP review and approval:

7.2.1.3.1. At least five years of documented work experience which includes documented formal training in a field service organization as an authorized manufacturer's technical representative or field service provider for the type of equipment or systems being serviced, repaired, installed, modified, or relocated.

7.2.1.3.2. Demonstrated competency in analyzing repair requirements and maintenance and repair process performance and making recommendations based upon as-found condition results and/or performance analysis.

7.2.1.3.3. Recent references (within the last 3 years) from at least three different clients for whom service was provided as a qualified technical representative on the type of equipment or systems being serviced, repaired, installed, modified, or relocated.

7.2.1.3.4. Ability to procure parts and access to manufacturer's drawings, technical manuals, technical service bulletins, and special tools for the equipment or machinery specified in the work item.

Alternatively, the qualified technical field service representative shall have expert knowledge of the equipment or system and shall be able to provide detailed repair requirements, including identification of parts required, sources for those parts, and step-by-step repair procedures to the shipyard and the MSCREP to return the equipment for full operating parameters.

2) Question: The USNS Trenton and USNS Carson City repair availabilities have overlapping Periods of

Performance. Shipyards need the flexibility in their Critical Path Milestones to schedule the same OEM during different periods of the availability to perform the required WIs.

Answer: Given the overlapping periods of performance, flexibility is granted to the shipyards to schedule OEMs.
