This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a small business set-aside contract issued by Naval Undersea Warfare Center Division Newport. The amendment (0003) extends the proposal deadline to 14 November 2025 at 2:00 PM and updates several contract sections. The solicitation requires offerors to submit detailed proposals across five volumes: cover letter, pass/fail requirements, technical capability, past performance, and pricing. Key requirements include possessing valid state HVAC licenses, demonstrating technical capability to complete the project, providing up to three past performance references, and submitting fully burdened hourly rates for HVAC technicians. The contract is a DO-C2 rated order certified for national defense, emergency preparedness, and energy program use. Proposals must comply with specific formatting and marking requirements, and contractors must adhere to environmental reporting and safety compliance standards when performing work at the government site.
