Q&A - Tab 1
| Date Posted | Question # | Question | Answer | Color Coding System |
| 2/15/20 | 1 | Where in the proposal should the Offeror place the SB Subcontracting Plan? | The SB Subcontracting Plan can be its own volume (Volume V) with no page limitation. | Updated Answer |
| 2/15/20 | 2 | The Small Business Participation Plan is a Pass/Fail requirement and does not have an adjectival rating. Therefore, please provide additional information on how the Government will "evaluate" this section's requirements above and beyond providing the data requested. | In Section 2.1, page 61, of the solicitation it states the Government's goal for small business participation and how that goal is calculated. Pages 64-65 state how this goal will be assessed as a pass/fail. Please review these sections to see how the Government will evaluate this section's requirements. | New questions being answered |
| 2/15/20 | 3 | CLIN 0001 lists “RFDACS Systems” as the Supplies/Services. Is this meant to refer only to the OK-700 version? | Yes. The Government does not plan to procure OK-664 systems under this contract. | Answer being referenced |
| 2/15/20 | 4 | Is there an associated top-level part number, drawing, and parts list for Unit 1, Unit 2, Unit 3, etc.? | See drawing 06973001. | |
| 2/15/20 | 5 | Exhibit B only allows Offeror to price individual parts. It does not allow for Unit pricing (example UNIT 1 PRIMARY VXI CHASSIS ASSEMBLY (OK-664)) to be provided for each of the Units 1-11. How are the Units to be priced in the Exhibit B? | Offerors shall fill out Exhibit B pricing information for the parts as required in the solicitation. Systems pricing is to be completed in the Section B pricing table. | |
| 2/15/20 | 6 | Is there a top-level part number and associated drawing/parts list for the OK-700 version? | The OK-700 part number is 06973000-1. | |
| 2/15/20 | 7a. | Request L-3.1.1 item 4 (soldering and calibration processes) be provided as separate attachment, excluded from page limitation. | L-3.1.1 item 4 may be provided as a separate attachment excluded from the page limitation. | |
| 2/15/20 | 7b. | Request L-3.1.1 item 7 (Detailed delivery schedule) be provided as separate attachment, excluded from page limitation. | L-3.1.1 item 7 may be provided as a separate attachment excluded from the page limitation. | |
| 2/15/20 | 7c. | Request L-1.3c be amended to allow maximum of 14 pages (exclusive of requests 1 and 2 above) to allow non-incumbent offerors to provide sufficient details to allow adequate evaluation of their facilities, processes and procedures. | L-1.3c will remain unchanged. Please note that the Technical Capabilities Section has a page limitation for Technical Approach of eight (8) pages and Hypothetical Tasking has a page limitation of four (4) pages. (See Responses to 7a and 7b). | |
| 2/15/20 | 8 | Please confirm that 11” x 17” page size is permitted for the delivery schedule. | Yes. An 11" x 17" page for delivery schedule is permitted. | |
| 2/15/20 | 9 | Please confirm that CLIN 0002 is to be excluded from contractor’s detailed delivery schedule. | CLIN 0002 is applicable to the detailed delivery schedule. Offerors shall complete the delivery schedule as required in Exhibit B in columns O and P. As stated in the solicitation in Section F, clause 52.211-8 Time of Delivery: "The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply." | |
| 2/15/20 | 10 | Please confirm that “RFDACS systems” for CLIN 0001, all years, is synonymous with the RFDACS OK-700 complete system (all 11 Units). | Correct, however, note that there are ten (10) units and not eleven (11). (There is no unit 9.) | |
| 2/15/20 | 11 | Should CLIN 0001 and CLIN 0002 be populated with the numbers derived by using the TEP examples or leave these blank and only fill out the “Pricing Table for CLIN 0001” below the CLIN lines. | Complete the pricing tables in Section B for CLIN 0001 and complete the Exhibit B for CLIN 0002. Offerors should leave the actual line items blank in Section B. Those will be filled in at time of award. | |
| 2/15/20 | 12 | This document [Applicable Document 3.3 OK-700 System Test Procedure] was not provided as part of the technical document. Please provide this document in order for Offerors to complete their proposal. | After Government review, Applicable Document 3.3 OK-700 System Test Procedure is no longer applicable to this requirement. The actual requirement is for Unit Test Procedures. The Applicable Documents associated with the unit level testing can be provided, upon request, to Offerors via a separate CD. The Statement of Work (SOW) will be updated upon award to reflect the new Applicable Document titles for the unit level testing. Units 1 and 2 are Commercial-Off-The-Shelf (COTS) and do not have test procedures. Units 4 and 5 share the same test procedure. The titles of the procedures are as follows: -Radio Frequency Distribution and Control System (RFDACS) Unit 4/5 Test Procedure, -Radio Frequency Distribution and Control System (RFDACS) OK-700(V) BRC Interconnecting Box Unit 7 Verification Procedure, -Radio Frequency Distribution and Control System (RFDACS) CU-2639/U Antenna, -Coupler Unit 3 - Verification Procedure, -Radio Frequency Distribution and Control System (RFDACS) OK-700(V) BRC Power Supply Unit 6 - Verification Procedure, -OK-700 Radio Frequency Distribution and Control System (RFDACS) MFM Antenna Control Unit 11 - Verification Procedure, -OK-700 Radio Frequency Distribution and Control System (RFDACS) CU-2640/U Very Low Frequency (VLF)/Low Frequency (LF) Coupler Unit 10 - Verification Procedure | |
| 2/15/20 | 13 | Will the Government confirm that pricing should only be provided in the CLIN 0001 Pricing Table and Exhibit B? Therefore, Offerors should not provide any values in the CLIN 001 and 002 B-tables? | See the answer to Question 11 above. | |
| 2/15/20 | 14 | The magnitude of the RFDACS components listed in the TDP will require us to compile the parts into a comprehensive BOM for pricing purposes. This is a significant effort to undertake in a 30-day response period. We request a 30-day extension in order to ensure we can provide our vendors enough time to respond with variable quantity pricing over a 5-year period. Allowing us this time would also ensure adequate competition for the Government. | The Government has taken consideration of this request. In response to this request the deadline for Industry Submission of Questions has hereby been extended from 18 February to 28 February 2020. Also, the solicitation has hereby been extended from 02 March to 16 March 2020. | |
| 2/15/20 | 15 | In order to accurately price the RFDACs, we need the historical ordering rate of the OK-664, Units, and parts by the Government. Please provide how many OK-664 Units, and parts have been purchased during each year of the last contract. | Offerors are to base their proposal on the quantities and requirements provided in the solicitation. | |
| 2/15/20 | 16 | Many of the technical documents are marked "Draft." Can the Government release final drawings for any of the documents that have been supplied and marked as "Draft" and also identify the changes made to the document that resulted in it being released as Final for this RFP. | Finalized drawings will be provided at contract award or at order level. | |
| 2/15/20 | 17 | Only providing draft documents provides a competitive advantage to the incumbent, since they would be the only ones having knowledge of changes and their impacts on price and their schedule. Please provide information about what changes to the TDP are in process. Please provide any approved or draft Engineering Change Requests or similar change request documents. | See the answer to Question 16 above. | |
| 2/15/20 | 18 | Please provide the associated technical documentation for all Astronics Test System parts contained within the TDP. | Exhibit B has been updated to remove parts in question related to Units 1 and 2 (please see attached Revision 2 Exhibit B spreadsheet; Offerors shall note that this updated spreadsheet governs). These parts will not be ordered. When ordering a higher level item, if the item contains any of the removed parts, those parts will be provided as GFM upon award. Offerors must note in cost volume of proposal that Revision 2 of Exhibit B spreadsheet was utilized for proposal purposes. | |
| 2/15/20 | 19 | Please provide AD 3.3. | See the answer to Question 12 above. | |
| 2/15/20 | 20 | Year 3 through 5 in the example table appear to multiply the weighted average by six instead of the two. Will the Government confirm if it should be 2 or 6 used in years 3 through 5? | Years 3 through 5 will be calculated by multiplying the quantity of six (6) rather than the quantity two (2). | |
| 2/15/20 | 21 | Given the number of missing technical documents, we request the proposal due date be extended to 30 days after all technical documents are provided to bidders. | Please see the answer to question 14 above. | |
| 2/20/20 | 22 | Will the Government provide drawings and parts lists for this groupd of part numbers so that they can be quoted? The list of Part Numbers are as follows: 313007-1, 04951146, 04951148, 04951152, 04951165, 04951173, 04951782, 06912153, D313116, D313119, D313122, D313125, 313262, 313284, 313072, 313081, 313087, 313090, 313097 | These part numbers are considered obsolete, therefore, no drawings or parts lists will be provided. There is no requirement to quote these particular part numbers. | |
| 2/20/20 | 23 | Please confirm P/Ns and quantities for CLIN 0001 RFDACS Systems: -06973100-1 Qty. 2 Unit #1 and Unit #2, -06973300-1 Qty. 1 Unit #3, -04951400-1 Qty. 1 Unit #4, -04951440-1 Qty. 1 Unit #5, -06973600-1 Qty. 1 Unit #6, -06973700-1 Qty. 1 Unit #7, -06912800-1 Qty. 1 Unit #8, -06974000-1 Qty. 1 Unit #10, -06974200-1 Qty. 1 Unit #11 | The part numbers and quantities are correct. | |
| 2/28/20 | 24 | Per section L, 3.1.1, item 7, “offerors are to provide a detailed delivery schedule detailing how it will meet the Government’s delivery schedule contained in clause 52.211-8 (Section F of the RFP).” CLIN 0002 in Section F is for Spares. Does the government just want Offerors to address CLIN 0001? Should we be addressing a detailed delivery schedule for the Spares CLIN? | Offerors should address both CLINs 0001 and 0002 with a detailed delivery schedule. See response to question 12 of Attachment RFDACS QA 20200215. | |
| 2/28/20 | 25 | In order to build the delivery schedule, we need the government’s anticipated (or notional) DO award dates on which to base our schedule. Recommend DO award dates of January 1 of each contract year in order to simplify the Government’s evaluation of schedules. For pricing purposes, what is the anticipated award date for the first CLIN 0001 unit? | Offerors should base delivery schedules on estimated lead times inclusive of time in case of unforseen delays. Offerors should note, per Section F, clause 52.211-8 Time of Delivery that maximum lead times do apply. The Government will not be providing notional DO award dates. | |
| 2/28/20 | 26 | It is not apparent what the top level part numbers are for the OK-664 Units listed in Exhibit B, which per RFP section 2.0 can be purchased as units. TDBD Document Number 06973001 lists the Unit part numbers for the OK-700 variant, but the Technical Data Package does not contain a similar document for the OK-664 units. Will the Government provide the corresponding Part Numbers for the following Units: OK-664 Unit 1, OK-664 Unit 2, OK-664 Unit 3, OK-664 Unit 7, OK-664 Unit 8? Or a Top Down Break Down for the OK-664 System? | The Government does not plan to purchase OK-664 Units 1, and 2. OK-664 Unit 3 is P/N 06912300-1, OK-664 Unit 7 P/N is 06912702-1 and OK-664 and OK-700 Unit 8 P/N is 06912800-1. | |
| 2/28/20 | 27 | The CD containing Test Procedures for the OK-700 Units provided by the Government on 2/21 also contains a document titled “RFDACS OK-664 and OK-700 Units Test Procedures Applicable Sections”. This document contains no cover page, header, approval or any identifying information typical of an official, Government controlled document. Is this document part of the official test procedures for the OK-664 and OK-700? Is this document part of the complete set of test procedures? Are bidders to follow this document when determining the level of effort required to test OK-664 and OK-700 Units? | This document specifies the sections of the individual unit test procedures that are applicable. | |
| 2/28/20 | 28 | The TDP contains Astronics part numbers which require further detail and supporting documentation in order for bidders to accurately quote the parts in question. Examples are as follows: |
Drawing 313300 lists F/N 4 as P/N 407667 and points to Astronics as the source. The TDP does not include a drawing or other information regarding P/N 407667, more information is required in order to quote this part.
PL04951198 as provided in NOR PL04951198 lists F/N 6 as P/N 457650 and points to Astronics as the source. The TDP does not include a drawing or other information regarding P/N 457650, more information is required in order to quote this part.
The Government responded to an earlier question related to the topic of Astronics part numbers in the TDP with the following:
A majority of these items are Commerical-Off-the-Shelf (COTS) part items, therefore, the Government does not have associated technical documentation for those parts contained within the TDP. The information for the few parts that are not COTS could be provided on an additional CD. Will the Government provide all technical documentation that it does have regarding Astronics part numbers on a CD?
| For Astronics part numbers which are COTS items, there is insufficient information for a bidder to quote these parts. Will the Government provide information from Astronics as to the source and manufacturer’s part numbers for the Astronics COTS items? | Exhibit B has been updated to remove parts in question related to Units 1 and 2 (please see attached Revision 2 Exhibit B spreadsheet, Offerors shall note that this updated spreadsheet governs). These parts will not be ordered. When ordering a higher level item, if the item contains any of the removed parts, those parts will be provided as GFM upon award. Offerors must note in cost volume of proposal that Revision 2 of Exhibit B spreadsheet was utilized for proposal purposes. | |||
| 2/28/20 | 29 | Will the government confirm that Photos are allowed on the proposal’s Cover Page? | Photos are allowed on the proposal's cover page. | |
| 2/28/20 | 30 | NUWC Document Number 06973001 lists the following documents for the RFDACS OK-700 System which have not to date been provided by the Government as part of the TDP: |
06973002 Interconnect Diagram 06973003-1 RF Connections Diagram 06973004-1 Interlock Control Diagram 06973005-1 RF BIT Functional Block Diagram 06973009-1 CAN & DC Power Distribution
| Bidders cannot accurately quote the level of effort required to produce an OK-700 system without these top level documents which detail the build. Will the Government provide these documents? | Since the Government is only requesting unit level testing, the Government will not provide the aforementioned drawings since those are specifically related to system level testing. System level testing is not required. | |||
| 2/28/20 | 31 | Drawing 06973001 Note 3 references “Outline and Installation Drawing: 06973102”. Drawing 06973102 has not been provided by the Government in the TDP. The level of effort related to P/N 06973001 cannot be accurately quoted without this document. Will the Government provide Drawing 06973102? | This particular drawing is provided for hull installation guidance. Installation is not included within this requirement. | |
| 2/28/20 | 32 | The TDP does not include drawings or technical information regarding the sources for OK-664 Unit 1 subcomponent part numbers; 315-02811, and 114300. The bidder cannot accurately quote these items without additional information. Will the Government provide drawings or additional technical information and identification of source(s) for these parts? | These are commercially available parts. | |
| 2/28/20 | 33 | Drawing 06912313 notes that there exists a separate parts list, document number PL06912313. PL06912313 has not been provided as part of the TDP. The bidder cannot quote part number 06912313 without the parts list. Will the Government provide PL06912313? | The Government is willing to provide Drawing PL06912313 via AMRDEC if request is received via email to Christina Sherron (christina.sherron@navy.mil) from the Offeror's JCP POC. | |
| 2/28/20 | 34 | While quoting the BOM, it has become apparent that there is some number of obsolete parts contained within, for example: |
Part Number 607-2212-110F on PL06912700 is obsolete Part Number FIT-130-7/16 on PL06786376 which lists Alpha Wire Corporation as the source is obsolete.
| Accurate pricing for these parts cannot be developed without Government direction. What direction does the Government provide to bidders with regards to pricing for obsolete parts? | For part number 607-2212-110F, there are several vendors who provide this item, such as Digi-Key, Newark, Mouser, etc. For part number FIT-1307/16 the Government will provide P/N , or alternate, as GFM upon award. | |||
| 2/28/20 | 35 | We request a 30-day extension in order to ensure we can adequately review the additional information and provide our suppliers with sufficient time to supply quotes. | The deadline for Industry Submission of Questions has hereby been extended from 28 February 2020 to 04 March 2020. The solicitation closing date has hereby been extended from the original close date of 02 March 2020 to 30 March 2020. | |
| 2/28/20 | 36 | In the Q&A it states that the proposal due date has been extended until March 16. I noticed in Amend 2 the proposal due date states March 2nd. Will you be issuing a third amendment? | The dated spreadsheets, which provide the Q&A, govern. | |
| 3/4/20 | 37 | Drawing numbers 04951409, 04951410, 04951411, and 04951413 are Vendor Item Drawings with no vendor listed. There is not enough information to properly quote these part numbers. Will the Government provide the source(s) of supply for these part numbers so that pricing can be obtained? | These are not vendor item drawings; these are build-to-print, test to spec. The Government is aware of at least two companies who supply the parts: Relcomm Technologies, Inc. and DOW Key Microwave Corporation. | |
| 3/4/20 | 38 | Drawing number 06912335 is a Vendor Item Drawing without a vendor listed. There is not enough information to properly quote this part number. Will the Government provide the source(s) of supply for part number 06912335 so that pricing can be obtained? | This has previously been available from Metropole Products, Inc. | |
| 3/4/20 | 39 | SOW 2.0 states the contractor shall manufacture individual units of the OK-664 and OK-700 version. However, Schedule B table and Exhibit B do not provide the opportunity for Offerors to quote a price for the individual units of the OK-664 and OK-700, only their component pieces. If the government intends to order these units individually should the Schedule B table and Exhibit B be modified for individual pricing for the OK-664 and OK-700 units? | The line items for the units have been identified in the Exhibit B spreadsheet_Rev 1 spreadsheet. All changes have been highlighted in yellow. | |
| 3/4/20 | 40 | The questions that have been submitted will require additional technical documentation to be supplied by the Government in order for us to be able to complete the material pricing for our quote. We request the proposal due date be extended 45 days from the receipt of this technical documentation in order to allow adequate time for the data to be provided to the suppliers and for them to provide a quote. | The deadline for Industry Submission of Questions has hereby been extended from 04 March 2020 to 11 March 2020. The solicitation closing date remains unchanged. | |
| 3/4/20 | 41 | P/Ns 607-2212-110 (on PL 06973300-1), 607-1212-130 (on PL 06974000-1), 608-1231-110 (on PL 04951118-3) are obsolete. The manufacturer has offered substitute items which adds an “F” to the end of the part numbers. Will the Government confirm the correct substitute parts? | Yes, the substitute part numbers are acceptable: 607-2212-110F, 607-1212-130F, and 608-1231-110F. The substitute part nubmers are available from several distributors. | |
| 3/4/20 | 42 | P/N 50503044177 used on PL 06912270 and 04951254 has been identified as obsolete by the manufacturer TYCO ELECTRONICS. Will the Government provide the substitute part so that pricing can be obtained? | The Government will provide part number P/N 50503044177, or alternate, as GFM upon award. | |
| 3/4/20 | 43 | P/N NU-051215-25 on PL 04951243-1 is not recognized by the source of supply, Universal Air Filter. Request that the Government confirm that the part number is correct and provide additional information regarding this part. | The Government contacted Universal Air Filter and resolved the problem. Part number NU-051215-25 is now in Universal Air Filter's system as a vaild part number. Please call Universal Air Filter again and they will quote the part. | |
| 3/4/20 | 44 | PL06786342 note 10 states that the Government has made a lifetime buy of item number 4, part number YPS10-33732. Will the Government confirm note 10 and that the lifetime buy qty of YPS10-33732 will be provided as GFM upon award? | The Government will provide part number YPS10-33732 as GFM upon award. | |

| 3/6/20 | 50 | TDP Document NOR PL04951198 parts list attributes multiple parts to the CAGE code to 4R867. This CAGE code (4R867) points to ICS Electronics Corp in San Jose, CA. Upon contacting ICS; ICS representatives do not recognize this CAGE code as their own and point to their CAGE code as being 58558. The following part numbers; 611092, 611264, 611265, 921148-00 point to ICS as the source and ICS does not recognize them as their own. Please review NOR PL04951198 and provide corrected sources for the parts in question. | The Government has revised the NOR and will provide to Offerors upon request from JCP POC. |
| 3/6/20 | 51 | Drawing number 313161, F/N 19 on PL 313111-2 has not been provided in the TDP. Will the Government provide the missing document so that pricing can be obtained? | Yes, the Government will provide drawing number 313161 upon request from JCP POC. |
| 3/6/20 | 52 | Drawing 06912399 Diplexer, UHF/IFF-GPS, does not include direction regarding the source of supply. Will the Government provide the source for the part in question so that pricing can be obtained? | This has previously been available from Metropole Products, Inc. |
| 3/6/20 | 53 | Drawing 06786260-1 and 06912274-1 are Vendor Item Drawings that points to the incumbent, Astronics Test Systems Inc. as the suggested source of supply under Astronics P/N 408285. No source of supply is listed outside of Astronics. Will the Government provide for bidders with alternative sources to obtain pricing for this component or provide cost and lead time associated with this part number? | Please see response to question 49 above. |
| 3/6/20 | 54 | In response to a previously submitted question: The TDP contains Astronics part numbers which require further detail and supporting documentation in order for bidders to accurately quote the parts in question. Examples are as follows: |
Drawing 313300 lists F/N 4 as P/N 407667 and points to Astronics as the source. The TDP does not include a drawing or other information regarding P/N 407667, more information is required in order to quote this part.
The Government responded with the following:
It is expected that offerors will provide pricing for all items on the Exhibit B spreadsheet. These are commercially available.
| P/N 407667 is a blanking plate which according to RACAL INSTRUMENTS 1260-100/101 ADAPT-a-SWITCH CARRIER MODULE Manual (found online) is part of the 1260-100-101 part. Racal Instruments, formerly part of EADS was purchased by Astronics in 2014. This appears to be commercially available, however, it is sold by Astronics. Will the Government provide for bidders with alternative sources to obtain pricing for this component or provide cost and lead time associated with this part number? | Please see response to question 49 above. | |||
| 3/6/20 | 55 | To date we have identified the following components as being obsolete: 607-1212-130, 607-2112-110, 607-2212-110, HDD-00195, 900-563-1CCSF, 82-122-74020-09600, VFP-876, FIT-103-7/16, FIT-130-7/16, 505030441n, 505030551n, 777216-01, and 777218--01. Will the Government confirm that these components are obsolete and we should not provide a price for these components. | For part numbers 607-1212-130, 607-2112-110, 607-2212-110 (question 41), HDD-00195 (question 46), 777216-01, and 777218-01 (question 48) the Government has since provided alternative part numbers in questions above. For part numbers 82-122-74020-09600, VFP-876, FIT-103-7/16, FIT-130-7/16, 505030441n, 505030551n, and 900-563-1CCSF the Government will provide as GFM upon award. | |
| 3/6/20 | 56 | Since we are still awaiting responses to questions submitted on 28 February and given the impact of the questions above we request an extension to 13 April. | As stated above, the Industry Submission of Questions closes on 11 March 2020. The solicitation closes on 30 March 2020. | |
| 3/13/20 | 57 | TDP drawing 06912061 “Gerber File List” on sheet 3 lists the Gerber File associated with Part Number 313097 as “313097 RevB.zip”. On sheet 4 Part Number 06786340-1 lists the same Gerber File, “313097 RevB.zip”. The Government previously noted in Q&A response dated 2/20/20 that P/N 313097 was obsolete. Is that an error that the same Gerber File is listed for two different part numbers? Will the Government provide clarification? | Drawing 06912061 is correct. Printed Wire Board (PWB) part number 06786340-1 utilizes Gerber file 313097 RevB.zip. PWB with part number 313097 is in fact obsolete, as stated in the answer to question 22 above (see orange highlighted answer). | |
| 3/13/20 | 58 | Exhibit B Parts List, part numbers 04951482-197 to-303, 04951491-1 to -45, contain a range of variants with pricing dependent on the dash number. Will the Government provide direction as to how bidders are to input pricing? Are bidders to price these cables as a set with pricing being the sum total of all dash numbers? | BX87 is a single item in Exhibit B. Offerors shall price these cables as a set with pricing being the sum total of all dash numbers. The same is true for 04951491-1 to -45 (ELIN BX8R). | |
| 3/13/20 | 59 | POP 01-APR-2020 TO 31-MAR-2025 Based on the current proposal due date, does the Government have an updated POP date offerors should use for pricing purposes? | See page 21 of the solicitation. In Section F, the Note states "The start and end dates specified below are estimated and may change depending on the award date. The period of performance is five (5) years." The dates will be updated at time of award. | |
| 3/13/20 | 60 | We are still receiving quotes from our vendors, as such, we request the Government extend the due date for questions to 20 March to allow us to address any additional questions that may come from our vendors. In addition, since we are still awaiting supplier quotes required for material pricing, we request the Government consider extending the submission date by 14 days. | The deadline for Industry Submission of Questions has hereby been extended from 11 March 2020 to 20 March 2020. The Government acknowledges the request for extension of solicitation close date and will reevaluate upon request by 20 March 2020. At this time the solicitation close date remains 30 March 2020. | |
| 3/13/20 | 61 | FAR Clause 52.232-16, Progress Payments, is included in section G-232-H002 Payment Instructions and Contract Type Summary For Payment Office (NAVSEA) (JUN 2018) on page 28; however, it is not included in Section I – Contract Clauses. Will the Government confirm FAR Clause 52.232-16, Progress Payments is applicable to the contract and update Section I - Contract Clauses to include FAR Clause 52.232-16, Progress Payments? | FAR 52.232-16 Progress Payments is not applicable to the contract since the portion of the work is not clearly severable. G-232-H002 is mandated text that cannot be edited. This clause will not be included in Section I. | |
| 3/13/20 | 62 | The OEM for RFDACS part number 06973100-1, Crystal Group Inc. has noted that part number MTA-00629 is not the correct part number for the driver carrier in the CMS-00660 Digital Computer and quoted part number MTA-00819 in its place. Will the Government confirm this correction and update the Exhibit B Part List accordingly? | P/N MTA-00629 is incorrect. The correct P/N is MTA-00819. Exhibit B was updated with the correct part number. | |
| 3/13/20 | 63 | Will the Government include FAR Clause 52.232-32 Performance-Based Payments in the contract in order to make all reasonable options available for use, on mutual agreement, during performance of the program? | FAR 52.232-32 Performance-Based Payments are not applicable to this contract. | |
| 3/13/20 | 64 | In response to an earlier question (question 12 above) regarding OK-700 system test procedures, the Government provided the response (see answer 12 above). This response does not address whether there is a test procedure for OK-700 Unit 8 CEIU. Will the Government identify whether there exists a test procedure for UNIT 8 CEIU (OK-664 / OK-700) and if so, provide the test procedure? | The document referred to in the answer to question 27 above states the following: “OK‐664 & OK‐700 Unit 8: Test procedure to be provided upon award. For cost and labor estimates, the effort to test Unit 8 is comparable to the Unit 3 verification.” As such, the Government will provide the test procedures for unit 8 upon award; for the purposes of the proposal Unit 8 is comparable to the Unit 3 verification. |
| 3/13/20 | 65 | Are there test procedures required for the OK-664 Units? | The document referred to in the answer to question 27 above specifies which procedures and procedure sections are required. Refer to this document for unit testing applicability. |
| 3/17/20 | 66 | Several of the Government's own directed sources are quoting lead times in excess of the Government's required delivery schedule for CLIN 0002. Will the Government remove this requirement from the evaluation of the CLIN 0002 delivery schedule? ('This requirement' refers to the nonresposive and rejected wording within RFP clause 52.211.8 and the response to question #9 above.) | 66a. Section F, Clause 52.211-8 Time of Delivery (Jun 1997) currently states "The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected." |
This statement has been revised as follows: "The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above will be required to provide evidence (e.g. supplier quote) for any item proposed with a longer lead time, and provide justification as to why that part requires a longer lead time than the Government's required delivery schedule listed within clause 52.211-8. The evidence provided is not included in the page count limitations. The Government will evaluate this in accordance with Section M.
66b. Section M, 3.1.1 Technical Approach - Sub-factor A, #7 currently states "Delivery Schedule: The Government will evaluate the Offeror’s proposed delivery schedule to assess the Offeror’s likelihood of meeting the required delivery schedule. A proposed delivery schedule that is sooner than the Government’s required delivery schedule, set forth in clause 52.211-8 (Section F in the RFP), may be assigned a strength if the early schedule is properly supported by a viable manufacturing strategy plan."
This statement has been revised as follows: "Delivery Schedule: The Government will evaluate the Offeror’s proposed delivery schedule to assess the Offeror’s likelihood of meeting the required delivery schedule. If an offeror proposes a delivery schedule earlier, or later than the Government required maximum then this aspect will be considered in totality with the other requirements within this Subfactor A. Delivery Schedule will not be rated separately from 3.1.1."
| 3/17/20 | 67 | Solicitation Closing Date and Submission of Industry Questions | After Government review, the solicitation close date has been revised from 30 March 2020 to 13 April 2020. As such, the deadline for Submission of Industry questions has been extended from 20 March 2020 to 30 March 2020. |
| 3/17/20 | 68 | Letters of Authorization | If Offerors are required to obtain a Government Letter of Authorization (LOA) in order to receive a quote from a supplier, Offerors should send the request to Christina.Sherron@navy.mil with Juli.Chytka@navy.mil on copy. The Government will provide LOAs upon request. |
| 3/19/20 | 69 | The TDP is missing the drawing and parts list for P/N 06912890. Will the Government provide the missing document? | Yes, the Government will provide drawing and parts list for part number 06912890 upon request from JCP POC. |
| 4/1/20 | 70 | Will the government please release a conformed copy of the RFP, including all issues addressed in the Questions and Answers impacting sections L and M, to ensure vendors are able to submit a compliant proposal? For example, questions 7a and 7b allow for L-3.1.1 items 4 and 7 to be submitted as a separate attachment instead of part of the 8 page limit for Subfactor A – Technical Approach. Further, question 66 changes RFP language in Section F, 52.211-8 Time of Delivery (JUN 1997) and in Section M, 3.1.1., both addressing vendor proposed delivery schedule. Ensuring compliance, using the current Excel spreadsheet format is becoming increasingly challenging as the number of questions and answers continues to increase. | The Government is in the process of amending the solicitation and will post soonest. Offerors should note that the Request for Proposal is inclusive of the solicitation, associated amendments, Exhibit B documentation, and the Questions and Answers that are posted. |
| 4/1/20 | 71 | The government’s answer to question #66 changes delivery schedule verbiage and specifically references only Sections F and M. Will the government confirm the same change applies to Section L, 3.1.1; #7. | Currently Section L, 3.1.1 #7 states "Delivery Schedule: The Offeror shall provide a delivery schedule detailing how it will meet the Government’s delivery schedule as contained in Clause 52.211-8 (Section F of the RFP). If the Offeror’s proposes an earlier delivery, the Offeror shall demonstrate how it intends to meet its proposed schedule." |
Based on the current verbiage, no change is required.
| 4/1/20 | 72 | Based on the government’s response in Q&A #66, will the government confirm an Offeror will not be negatively evaluated for proposing a delivery schedule that is later than the applicable required delivery period, if evidence and justification are provided by the Offeror? | The Government confirms an Offeror will not be negatively evaluated if proposing a later schedule if evidence and justification are provided by the Offeror. |
| 4/1/20 | 73 | Will the Government provide direction on how to handle the pricing for CCAs which contain obsolete part numbers or part numbers which do not match what is commercially available? (See CCA tabs) | See response in Tab 2 labeled CCAs. |
| 4/1/20 | 74 | Will the Government extend the deadline for questions to April 6th in order to allow for all obsolete components to be properly identified and questions submitted? | The Government is hereby extending the Submission of Industry questions from 30 March to 13 April 2020. Note that any further requests for extensions puts the Government at risk for not being able to award and execute requirements by the end of fiscal year based on mission requirements. |
| 4/1/20 | 75 | Will the government confirm the acronym list is outside of page limits? | The acronym list is not part of the page limits. |
| 4/1/20 | 76 | The questions that have been submitted will require additional technical documentation or information to be supplied by the Government in order for us to be able to complete the material pricing for our quote. We request the proposal due date be extended 10 business days from the receipt of this technical information in order to allow adequate time to address these items in our pricing proposal. | The Government is hereby extending the solicitation close date from 13 April 2020 to 27 April 2020. Note that any further requests for extensions puts the Government at critical risk for not being able to meet mission requirements this fiscal year. |
| 4/1/20 | 77 | P/Ns 21001B-B-0350-A4 and 21017B-B-0350-28 are a directed vendor source. Based on issues obtaining quotes, what direction will the Government provide for bidders to prepare pricing and lead times for the subject part numbers. | Offerors are encouraged to call or email the company in order to request a quote. These items are commercial and do not require a Letter of Authorization from the Government. |
| Current (4/16/2020) | 78 | In response to question 52, the Government stated “This has previously been available from Metropole Products, Inc.” Question 52: Drawing 06912399 Diplexer, UHF/IFF-GPS, does not include direction regarding the source of supply. Will the Government provide the source for the part in question so that pricing can be obtained? Will the Government provide confirmation that Metropole part number FMA-290 is equivalent to Government part number 06912399? | Yes, 06912399-1 is Metropole P/N FMA-290. |
| Current (4/16/2020) | 79 | We have provided a table below reflecting a list of CCA parts which contain parts with directed, single sources of supply for which the part is obsolete. Will the Government provide direction on how to handle the pricing for CCAs which contain obsolete part numbers or part numbers which do not match what is commercially available? | All items in Tab 3 are addressed. |
