QuestionAnswer
Per section L, 3.1.1, item 7, “offerors are to provide a detailed delivery schedule detailing how it will meet the Government’s delivery schedule contained in clause 52.211-8 (Section F of the RFP).” CLIN 0002 in Section F is for Spares. Does the government just want Offerors to address CLIN 0001? Should we be addressing a detailed delivery schedule for the Spares CLIN?Offerors should address both CLINs 0001 and 0002 with a detailed delivery schedule. See response to question 12 of Attachment RFDACS QA 20200215.
In order to build the delivery schedule, we need the government’s anticipated (or notional) DO award dates on which to base our schedule. Recommend DO award dates of January 1 of each contract year in order to simplify the Government’s evaluation of schedules. For pricing purposes, what is the anticipated award date for the first CLIN 0001 unit?Offerors should base delivery schedules on estimated lead times inclusive of time in case of unforseen delays. Offerors should note, per Section F, clause 52.211-8 Time of Delivery that maximum lead times do apply. The Government will not be providing notional DO award dates.
It is not apparent what the top level part numbers are for the OK-664 Units listed in Exhibit B, which per RFP section 2.0 can be purchased as units. TDBD Document Number 06973001 lists the Unit part numbers for the OK-700 variant, but the Technical Data Package does not contain a similar document for the OK-664 units. Will the Government provide the corresponding Part Numbers for the following Units: OK-664 Unit 1, OK-664 Unit 2, OK-664 Unit 3, OK-664 Unit 7, OK-664 Unit 8? Or a Top Down Break Down for the OK-664 System? The Government does not plan to purchase OK-664 Units 1, and 2. OK-664 Unit 3 is P/N 06912300-1, OK-664 Unit 7 P/N is 06912702-1 and OK-664 and OK-700 Unit 8 P/N is 06912800-1.
The CD containing Test Procedures for the OK-700 Units provided by the Government on 2/21 also contains a document titled “RFDACS OK-664 and OK-700 Units Test Procedures Applicable Sections”. This document contains no cover page, header, approval or any identifying information typical of an official, Government controlled document. Is this document part of the official test procedures for the OK-664 and OK-700? Is this document part of the complete set of test procedures? Are bidders to follow this document when determining the level of effort required to test OK-664 and OK-700 Units? This document specifies the sections of the individual unit test procedures that are applicable.
The TDP contains Astronics part numbers which require further detail and supporting documentation in order for bidders to accurately quote the parts in question. Examples are as follows:

Drawing 313300 lists F/N 4 as P/N 407667 and points to Astronics as the source. The TDP does not include a drawing or other information regarding P/N 407667, more information is required in order to quote this part.

PL04951198 as provided in NOR PL04951198 lists F/N 6 as P/N 457650 and points to Astronics as the source. The TDP does not include a drawing or other information regarding P/N 457650, more information is required in order to quote this part.

The Government responded to an earlier question related to the topic of Astronics part numbers in the TDP with the following:

A majority of these items are Commerical-Off-the-Shelf (COTS) part items, therefore, the Government does not have associated technical documentation for those parts contained within the TDP. The information for the few parts that are not COTS could be provided on an additional CD. Will the Government provide all technical documentation that it does have regarding Astronics part numbers on a CD?

For Astronics part numbers which are COTS items, there is insufficient information for a bidder to quote these parts. Will the Government provide information from Astronics as to the source and manufacturer’s part numbers for the Astronics COTS items? It is expected that offerors will provide pricing for all items on the Exhibit B spreadsheet. These are commercially available.
Will the government confirm that Photos are allowed on the proposal’s Cover Page?Photos are allowed on the proposal's cover page.
NUWC Document Number 06973001 lists the following documents for the RFDACS OK-700 System which have not to date been provided by the Government as part of the TDP:

06973002 Interconnect Diagram 06973003-1 RF Connections Diagram 06973004-1 Interlock Control Diagram 06973005-1 RF BIT Functional Block Diagram 06973009-1 CAN & DC Power Distribution

Bidders cannot accurately quote the level of effort required to produce an OK-700 system without these top level documents which detail the build. Will the Government provide these documents?Since the Government is only requesting unit level testing, the Government will not provide the aforementioned drawings since those are specifically related to system level testing. System level testing is not required.
Drawing 06973001 Note 3 references “Outline and Installation Drawing: 06973102”. Drawing 06973102 has not been provided by the Government in the TDP. The level of effort related to P/N 06973001 cannot be accurately quoted without this document. Will the Government provide Drawing 06973102?This particular drawing is provided for hull installation guidance. Installation is not included within this requirement.
The TDP does not include drawings or technical information regarding the sources for OK-664 Unit 1 subcomponent part numbers; 315-02811, and 114300. The bidder cannot accurately quote these items without additional information. Will the Government provide drawings or additional technical information and identification of source(s) for these parts? These are commercially available parts.
Drawing 06912313 notes that there exists a separate parts list, document number PL06912313. PL06912313 has not been provided as part of the TDP. The bidder cannot quote part number 06912313 without the parts list. Will the Government provide PL06912313?The Government is willing to provide Drawing PL06912313 via AMRDEC if request is received via email to Christina Sherron (christina.sherron@navy.mil) from the Offeror's JCP POC.
While quoting the BOM, it has become apparent that there is some number of obsolete parts contained within, for example:

Part Number 607-2212-110F on PL06912700 is obsolete Part Number FIT-130-7/16 on PL06786376 which lists Alpha Wire Corporation as the source is obsolete.

Accurate pricing for these parts cannot be developed without Government direction. What direction does the Government provide to bidders with regards to pricing for obsolete parts? For obsolete parts, the Offeror shall annotate that the part is obsolete. No pricing information is required for proposal purposes for obsolete parts. If an obsolete part is found within a unit or system, the Government expects Offerors to provide pricing for that unit or system.
We request a 30-day extension in order to ensure we can adequately review the additional information and provide our suppliers with sufficient time to supply quotes. The deadline for Industry Submission of Questions has hereby been extended from 28 February 2020 to 04 March 2020. The solicitation closing date has hereby been extended from the original close date of 02 March 2020 to 30 March 2020.
In the Q&A it states that the proposal due date has been extended until March 16. I noticed in Amend 2 the proposal due date states March 2nd. Will you be issuing a third amendment? The dated spreadsheets, which provide the Q&A, govern.
