(30) days of the start of the period of performance and perform the tasking of the Statement of Work until it reaches full operational tempo. The transition plan shall not exceed four (4) pages in length.
(2) Proof of a facility clearance at the required level specified in the DD Form 254. A statement that the
Offeror has a facility clearance is not sufficient proof. If the Offeror does not provide proof of a facility clearance at the level required, or confirmation with the Government database determines that the Offeror does not have a facility clearance at the required level, the offeror may be determined ineligible for award and no further evaluation of the offeror’s proposal will be performed.
(3) A plan for obtaining personnel clearances by the time of performance, as specified in the DD254. The plan shall include confirmation of existing clearances, detail the Offeror’s process for obtaining personnel clearances, and outline the schedule for obtaining any required new personnel clearances.
The Personnel Clearance Plan shall not exceed two (2) pages in length.
(4) In accordance with Section C, Section I, and the Organizational Conflict of Interest (OCI) provision of this section, identification of any and all conflicts of interest or potential conflicts of interest related to this solicitation and provide a mitigation plan to address the conflicts and/or potential conflicts. There is no page count limitation for the OCI submission. If no conflicts of interest or potential conflicts of interest exist, a written statement certifying this shall be provided.
(5) Proof of Quality Management Systems Certification that, at a minimum, meets ISO 9001:2008.
3.0 NON-COST EVALUATION FACTORS
Offerors shall address each factor and subfactor in the format and sequence identified in the solicitation. Offerors shall provide information in sufficient detail to allow the Government to assess the Offeror’s capability. The proposal shall be detailed and clearly stated to allow an assessment by the Government without the need for additional clarifications. Proposals that do not contain the information required in the solicitation risk being determined unacceptable.
In response to the RFP, the Offeror shall address the below factors.
FACTORS Elements of Consideration Technical Capability Element A - Technical Task Approach
Element B - Hypothetical Task Approach Element C - Personnel Element D - Management Approach
Past Performance N/A Small Business Participation N/A Small Business Subcontracting Plan N/A
3.1 Factor 1 - Technical Capability
3.1.1 Element A - Technical Task Approach
The Offeror shall provide a detailed approach to handle the technical task below which demonstrates its understanding of the issue(s) and requirement(s) and includes the types of personnel required (i.e. labor categories) and the number of hours per labor category per task to complete the technical task. Responses shall not include any classified data. The Offeror shall ensure that any labor categories or Key Person(s) identified in response to each technical task are included in the proposed labor matrix submitted in accordance with 3.1.3 Personnel.
The technical task response shall not exceed six (6) pages total. There is no page limitation for any hypothetical labor matrix proposed in response to each Technical Task.
1. APG standard repair and refurbishment (Section 4.1 of SOW);
2. LRU repair and restoration (Section 4.2 of SOW);
3. The steps to upgrade, refurbish, and maintain SubHDR test equipment (Section 4.5 of SOW); and
4. The Offeror’s Quality Assurance (QA) program and how it will be applied for work performed under the contract. The Offeror shall include applicable requirements of the standard(s) with regards to such things as design, work operations, in-process control, testing, and inspection; attention to such factors as organization, planning, work instructions, documentation control, and advanced metrology.
3.1.2 Element B - Hypothetical Task Approach
The Offeror shall provide a detailed approach to handle each hypothetical task below which demonstrates its understanding of the issue(s) and requirement(s) and includes the types of personnel required (i.e. labor categories) and the number of hours per labor category per task to complete each hypothetical task. Responses shall not include any classified data. The Offeror shall ensure that any labor categories or Key Person(s) identified in response to each hypothetical task are included in the proposed labor matrix submitted in accordance with 3.1.3 Personnel.
Hypothetical Task #1 – Related to SOW Section 4.4 and 4.6 - The SubHDR National Maintenance Center (NMC) has seen the start of a recurring problem with masts received back from the fleet that has not been prevalent before.
The Traveling Wave Tube (TWT) amplifiers have been exhibiting RF faults attributed to an unstable output. The TWTs have proven to be very reliable throughout the life of the programs, but the amplifiers in question have considerable age on them. Through the refurbishment process, the TWTs have been replaced with new TWTs that have been in stock for a number of years. The new TWTs have also begun to show the same symptoms as the amplifiers they replaced. Describe the approach you would use to determine the cause for the occurrences of the TWT faulting. Describe the process that is executed to remedy the problem after the cause has been determined.
Describe any changes to QA that can be instituted to protect against future failures.
The hypothetical task response shall not exceed four (4) pages. There is no page limitation for any hypothetical labor matrix proposed in response to each Hypothetical Task.
Hypothetical Task #2 – Related to SOW Section 4.4 - The SubHDR program has masts that have been in service for well over a decade and there currently is not a program in place for a next generation mast. This leads to SubHDR mast components potentially being in service past their original design life. Since a SubHDR failure at sea will eliminate a primary source of communications and degrade mission capabilities, every effort must be made to mitigate the possibility of mast failures. Describe the approach you would use to initiate a Service Life Extension Plan (SLEP) including: a) determining each component’s Life Cycle Status and expected time to End of Life, b) addressing obsolescence or lack of availability of components in need of replacement, and c) evaluating potential system upgrade or modernization that would lengthen the Life Cycle of the SubHDR mast. Concentrate on a pro-active and predictive approach, so that Service Life Extension (SLE) can be accomplished before the system fails to meet its requirements and before the operations and support costs increase by more than 5% per year.
The hypothetical task response shall not exceed two (2) pages. There is no page limitation for any hypothetical labor matrix proposed in response to each Hypothetical Task.
3.1.3 Element C - Personnel
(A) Key Personnel:
(a) Offerors shall propose a minimum of three Key Personnel to support Tasks 4.1 through 4.6 in the SOW. The desired requirements for the Key Personnel are as follows:
ENGINEER, MECHANICAL III
Education: Bachelor’s level degree in Mechanical Engineering.
Experience: 7 years of professional experience in Antenna System mechanical engineering.
Knowledge/experience with interpreting technical drawings, specifications for Sub-HDR Mast and Antenna systems with ability to design and develop drawings for Sub-HDR Test and Support Equipment.
ENGINEER, SYSTEMS III
Education: Bachelor's level degree in an Engineering discipline.
Experience: 7 years of professional experience in RF Antenna systems engineering. Knowledge of the design and operation of the components of the Sub-HDR system and applied understanding of Engineering domains with a focus on development, analytics, system functionality and customer satisfaction of RF Mast and Antenna Systems.
TECHNICIAN, ENGINEERING V
Education: Associate’s level degree in an Engineering discipline.
Experience: 10 years of professional experience as an engineering technician on RF, electro-mechanical, electrical, electronic systems. Knowledge of the design and operation of the components of the Sub-HDR system. Knowledge of Sub-HDR specific special support equipment for testing of Mast Group and APG components. Ability to repair, install, test, and calibrate Sub-HDR RF, electro-mechanical, electrical, electronic systems. Ability to troubleshoot Sub-HDR systems to the circuit card/subassembly level.
In addition, the Senior Technical Representative (STR) designated to manage tasks and serve as the primary point of contact with the NUWCDIVNPT Contracting Officer Representative (COR) shall be proposed as a Key Person.
Offerors shall identify the STR’s labor category. The STR may be one of the three Key Personnel desired above or entirely different. Address the STR’s authority, ability to independently commit company resources to performance under the contract, and the STR’s line of communication to senior company management. Describe the STR’s previous experience managing similar efforts.
Offerors shall provide a resume for each proposed Key Person. Each resume shall not exceed two (2) pages.
Resumes shall include: employee name, number of years of professional experience, current position/title/employer, educational history, chronology of professional experience, current level of security clearance, and, as the Offeror determines, information inserted in the Technical Approach relating the experience to specific tasking.
Key Personnel must be personnel that will be charged directly to the contract and not as part of any indirect cost.
Qualifications of Key Personnel shall not be based on the presumption of future education or experience.
Identify all proposed Key Personnel who are not currently employees of the Offeror or proposed subcontractor, and who are proposed to immediately relocate. Provide a statement signed by that person indicating their intent to be hired or relocated if the contract is awarded to the Offeror. If the signed statement includes any references or enclosures, the Offeror shall provide the references and enclosures with the statement as part of the proposal.
Failure to provide references or enclosures or submission of enclosures that violate DFARS 222.7402 and DFARS 252.222-7006 may render an offeror's proposal ineligible for award.
(B) Labor Matrix & Other Personnel Requirements
(a) The Offeror shall provide a complete labor matrix representing the full five (5) year completion-type effort and demonstrating an appropriate mix of personnel to perform both the FFP and CPFF tasks of the SOW. The labor matrix is not subject to a page limitation. The labor matrix shall correlate Key Personnel with their corresponding hours to each assigned CPFF SOW task. The labor matrix shall also correlate the labor categories for all Non-Key Personnel with their corresponding hours to the CPFF SOW tasks. Hours do not need to be identified for the FFP SOW tasks unless the offeror proposes Key Personnel for both the FFP and CPFF tasks; then, the offeror shall identify the hours for the Key Personnel for the FFP SOW task(s) and the CPFF Sow tasks(s).
(1) Labor Categories cited must be titles listed at the NUWC Division Newport Contracts Website https://www.navsea.navy.mil/Home/Warfare-Centers/NUWC-Newport/Partnerships/Commercial-
Contracts/Labor-Categories/. For Labor Categories that provide for various Levels (I, II, III, IV), select the Level that matches the proposed individual. Note for Service Contract Labor Standards (SCLS), formerly Service Contract Act (SCA) Labor Categories Only: Offerors may propose an SCLS labor category listed in the SCLS Directory of Occupations (see http://www.dol.gov/whd/govcontracts/sca.htm) even if the SCLS labor category is not listed at the NUWC Division Newport Contracts Website. The appropriateness of any proposed SCLS labor category not listed at the NUWC Division Newport Contracts Website shall be included in the Offeror's explanation provided in accordance with paragraph (a), above.
(2) Number of hours must be assigned to each Labor Category proposed.
(3) The Offeror shall include a breakdown of the proposed distribution of hours between Government site(s) and contractor(s) site(s). The Government anticipates that eighty percent (80%) of the labor hours will be performed at Contractor site(s) and twenty percent (20%) of labor hours will be performed at Government site(s). If the proposed distribution of hours varies by more than five percent (5%) from the Government’s estimated distribution of hours, the offeror shall provide an explanation detailing why the proposed distribution is appropriate and how contract performance will not be negatively impacted by the variance.
(4) If a single labor category is proposed with both Key and Non-Key Personnel, the Offeror shall breakdown the distribution of hours between each Key and Non-Key Person.
Below is the Government’s estimated labor mix for each of the CPFF SOW tasks, inclusive of the base year and all option years:

The table above represents the Government’s estimated labor mix for the CPFF tasking. Offerors may propose this estimated labor mix or deviate. If an Offeror’s proposed labor mix differs from the Government’s estimate by 5% or greater, in terms of both labor category or task level of effort distribution, the Offeror shall provide a rationale, not to exceed 5 pages. In order for the labor mix rationale to demonstrate the deviating labor mix is suitable, it shall address items (1) through (2) below.
(1) How the proposed labor mix deviation in terms of level and area of expertise (e.g., proposed labor categories) is suitable for performance of the SOW tasking as it relates to the estimated level of effort per SOW task and associated SOW complexity identified in the SOW.
(2) How relationships between labor categories will be structured and operate in concert at the task and/or subtask level to accomplish the tasking efficiently and effectively (e.g., peer review process, senior to junior level oversight and interaction, etc.)
(b) If the use of personnel at facilities outside the local commuting area is proposed, demonstrate that the personnel can be used effectively and efficiently, and that adequate management control exists over their use. Local commuting area is defined as within fifty (50) miles of NUWCDIVNPT via ground transportation.
(c) If the Offeror proposes to perform any part of the proposed level of effort with employees working in excess of forty (40) hours per week, regardless of compensation arrangement, provide the following information:
(1) Identify all hours in excess of forty (40) hours per week by labor category whether at the prime or subcontract level.
(2) Provide a copy of the corporate policy addressing work in excess of forty (40) hours. Include an assessment of its impact on work effectiveness and specify the extent to which employees are required or encouraged to perform work in excess of forty (40) hours.
(3) Identify the number of hours that will be performed without supervision and provide an assessment of the productivity of such effort.
(4) Provide a schedule of times when employees will work hours in excess of forty (40) per week, such as 4:30 to 5:30 P.M. Mondays through Thursdays or 8:00 A.M. to 12:00 P.M. on Saturdays for a total of forty-four (44) hours per week.
If not proposing personnel working in excess of forty (40) hours per week, the Offeror shall provide a statement indicating as such.

a) Management processes the Offeror uses to control work and ensure repeatable desired results;
b) Ability to preserve stability and maintain technical expertise in the workforce;
c) Ability to monitor and maximize quality, including quality processes and any quality certifications;
d) Management processes the Offeror uses to maintain an inventory of GFM (SOW 4.3) at the Offeror’s site;
e) Approach to guarantee responsiveness to, and cooperation with, customers; and
f) Approach to problem resolution, specifically with regards to dissatisfied customers and conflicts within the
Offeror’s personnel.
3.2 Factor 2 - Past Performance
The past performance requirements below apply to the Prime and to any proposed Subcontractor(s) performing more than twenty-five percent (25%) of the total cost/price of the contract.
Provide up to three (3) past performance references, if available, which reflect recent and relevant experience performed within the last three (3) years of the closing date of this solicitation. Do not provide more than three (3) past performance references. If none, or fewer than three (3) recent and relevant past performance references are available, submit a statement indicating as such.
For each past performance reference, provide the following information:
- The contract number (and task order number if applicable)
- The contract type
- The program name
- The total contract cost
- The period of performance dates
- The names, telephone numbers, and e-mail addresses for the Contracting Officer, Contracting Officer's
Representative, and/or Government Program Manager
Include a discussion for each reference on how the reference provided demonstrates the ability to handle the scope and complexity of the tasking in this SOW.
Each past performance reference and discussion shall not exceed two (2) pages per reference, for a total of six (6) pages.
3.3 Factor 3 - Small Business Participation
(a) All Offerors, including Offerors who are themselves U.S. small business concerns based on the North American Industry Classification System (NAICS) code assigned to this requirement, shall identify the extent to which U.S.
small business concerns will be utilized as first-tier subcontractors in the performance of this proposed contract.
The NAICS code applicable to the requirements contained within this solicitation is 334511 and the Size Standard is 1,250 employees. The size standard certified to by the Subcontractor is valid for the duration of the contract. U.S.
small business concerns are defined (1) in FAR 19.001 and (2) by the criteria and size standards in FAR 19.102 for the applicable NAICS code.
(b) Offerors shall propose a Small Business Participation percentage for this Contract. Small Business Offerors shall indicate the percentage of work performed by themselves, as well as by any Small Business Subcontractors, in calculating the proposed Small Business Participation percentage. The Small Business Participation percentage shall be calculated as follows:
Participation Percentage = Total Small Business Contract Dollars + Total Small Business Subcontract Dollars
Total Contract Dollars
IMPORTANT: DO NOT SUBMIT DOLLAR AMOUNTS FOR THE SMALL BUSINESS PARTICIPATION
FACTOR. ONLY SUBMIT A SMALL BUSINESS PARTICIPATION PERCENTAGE.
(1) The Government’s estimated Small Business Participation percentage for this contract is ten percent (10%). Offerors please note that the Government's anticipated Small Business Participation percentage is not a maximum. Offerors are encouraged to propose a Small Business Participation objective percentage as high as is practicable, as long as the percentage is supported by the related Small Business participation approach outlined in paragraph (3) below. Please note that the Offeror’s proposed Small Business Participation percentage for this contract shall be incorporated into the contract upon award.
(2) Offerors shall provide the names of small business concerns (including the Offeror if a small business concern) who would participate in accomplishing the proposed contract; a short description of the specific services to be provided by each small business concern; and the % of total dollars for each service or product.
Note that during the evaluation, the Government may request that the Offeror submit a letter from the small business affirming the information provided in the proposal.

(a) Cost or pricing data and information other than cost or pricing data, from both the prime Offeror and all subcontractor Offerors, shall be provided separately in the format outlined below. Cost or pricing data provided may need to be certified prior to award. A request for certification does not constitute “discussions.” No cost or pricing data shall appear in the Offeror’s technical proposal.
(b) The Offeror shall provide detailed information to allow the Contracting Officer to determine the cost realism and reasonableness of the proposed costs for CLINs 0008 and 0009. The Offeror shall provide a single summary spreadsheet that supports the total amount of CLINs 0008 and 0009 listed in Section B. The Offeror shall provide details as to the basis of labor rates proposed (i.e., actual rates, wage rate determinations, bid level rates), labor escalation factors applied, and burden factors. If actual direct labor rates are proposed, the Offeror shall provide the effective date(s) of the actual labor rates proposed. If the Offeror uses additional spreadsheets to build CLIN 0008 and 0009 pricing, these spreadsheets shall be submitted as part of the Offeror’s proposal.
