QUESTIONS/ANSWERS AMENDMENT #4

Amendment 4 - Industry Questions and Answers

Question 24 Q24: Is it acceptable for the Contractor to perform all Contractor-conducted preproduction testing identified in the Alternator and Regulator CIPS on 2 of the First Article units in accordance with the CIPS, or does the Government expect that the Contractor perform all Contractor-conducted preproduction testing identified in the Alternator and Regulator CIPS on all 5 of the First Article units, before delivery to the Government for Government IV&V testing per the Government QATP?

A24: Preproduction testing for the alternators shall be performed on all five (5) First Article units per the specification requirements listed in the Verification Cross Reference Index (VCRI) and Figure 11. Two (2) out of the five (5) First Article units shall undergo Environmental testing per Figure 12 by the contractor.

Preproduction testing for the regulators shall be performed on all five (5) First Article units per the specification requirements listed in the Verification Cross Reference Index (VCRI) and Figure 11. Two (2) out of the five (5) First Article units shall undergo Environmental testing per Figure 15 by the contractor.

Question 25 Q25: Is the Contractor expected to develop and submit to the Government for approval the specific test plans and procedures for the Government qualification testing identified in the Government QATP, or is it sufficient for the Contractor to develop and submit to the Government for approval the specific test plans and procedures for the Contractor-conducted preproduction and production testing as defined in the Alternator and Regulator CIPS?

A25: The Government QATP serves as a baseline for IV&V testing conducted by the Government on preproduction hardware. The IV&V testing will be conducted at the FIR, section, and system level. The contractor is not responsible for developing procedures for the Government IV&V testing. The contractor is responsible for developing test plans and procedures for testing that is required on preproduction and production hardware per the requirements of the specifications. The test plans and procedures required by the contractor are called out in the SOW and details are provided in the CDRLs.

Question 26 Q26: Is the Contractor expected to develop and submit to the Government for approval the specific test plans and procedures for the preproduction and periodic testing that is conducted “by an activity designated by the procuring agency” as defined in the Alternator and Regulator CIPS, or is it sufficient for the Contractor to develop and submit to the Government for approval the specific test plans and procedures for the Contractor-conducted preproduction and production testing as defined in the Alternator and Regulator CIPS?

A26: The Government is responsible for the Periodic testing. The contractor is expected to develop and submit to the Government for approval the test plans and procedures for preproduction and production. Per the CDRLs, the contractor is responsible for developing a First Article Qualification Test Plan and Procedures per CDRL A00S, First Article Test Verification Matrix per CDRL A00T, a Factory Acceptance Test Plan per CDRL A00W, a Factory Acceptance Test Procedure per CDRL A00X, and a Factory Acceptance Test Verification Matrix per CDRL A00Y.

Question 27 Q27: Will the Government provide to the Contractor upon contract award the AEPS test software and test procedures that are sufficient to run all Contractor-conducted AEPS tests identified in Tables 3.1.2.1 and 3.1.2.2? If not, can the Government identify what test software and test procedure will be made available to the Contractor upon contract award?

A27: Test software and test documents will be supplied upon contract award.

Question 28 Q28: Will the Government provide the following documents to the Contractor upon contract award?

6700563-956 ADCAP VE GCB MODS Automatic Test Equipment (ATE) Unit Under Test (UUT) Electrical Power Source (EPS) Test Requirements Document (TRD) – Volume 8 of 11ST890-BN-MMD-010 Operation and Maintenance Manual for Depot/Factory Test Equipment Automatic Electrical Power Source Test Set

A28: The Government will supply the ST890-BN-MMD-010 “Operation and Maintenance Manual for Depot/Factory Test Equipment Automatic Electrical Power Source Test Set” however the 6700563-956 “ADCAP VE GCB MODS Automatic Test Equipment (ATE) Unit Under Test (UUT) Electrical Power Source (EPS) Test Requirements Document (TRD) – Volume 8 of 11” will not be supplied. This document is for the MK660 Automatic Test Equipment (ATE) used to test the torpedo.

Question 29 Q29: Do any waivers and deviations currently exist against the provided Alternator and Regulator TDP? If so, can they be provided?

A29: Currently, no waivers exist against the Alternator and Regulator TDP.

Question 30 Q30: Does hardware built to the supplied TDP meet the current revisions of the CIPS? What revision of the CIPS represents that last time build of the alternator and regulator?

A30: Yes, the hardware built complies with the requirements of the current specifications. The revisions to the specifications do not affect fit, form, and function of the hardware, therefore the revision used at the time of previous production does not have an effect on the current specifications.

Question 31

Q31: Please describe the mechanics for receiving a receipt following proposal delivery if hand delivery is unacceptable. Can the proposal be delivered by a courier service and if so, should the proposal be delivered to the NUWC Pass and ID officer or will NUWC PCO come to the front gate and accept delivery.

A31: Proposals can be and are encouraged to be sent by courier service. The proposals should be marked for the address listed on the RFP in Sect. 7. If it is absolutely necessary to be hand delivered, a Contracting representative will be available to pick up proposals from 1345 – 1400 (day of closing only) at the NUWC Pass and ID office - BLDG. 80. Please contact Jerry Palmer at 401-832-4964 prior to delivery to coordinate. It is the Contractor’s responsibility to confirm with Mr. Palmer that a delivery will be forthcoming, as he will not be stationed at BLDG. 80 without prior appointment.

NOTE: Proposals should no longer be addressed to Lisa M. LaBelle 5912. Please address proposals to Neil C Santos 5912.

Question 32 Q32: Are Failure Review activities during Government IV&V testing covered under Engineering Services, as per SOW 4.7?

A32: Per section 4.5.6.1 “Failure Analysis Support during First Article Testing” in the SOW, the contactor shall perform fault isolation and root cause analysis of any failure or deficiency that is identified during First Article testing. The “Failure Analysis and Corrective Action Report (FACAR)” applies to Factory Failures during First Article testing and Government testing.

Question 33 Q33: With the response to question 21 provided in Amendment 2 that "There are no Earned Value Management requirements in this solicitation"; please advise whether CDRL A002 Integrated Program Management Report (IPMR) should be removed? If not, please verify the assumption that formats 1, 5 and 6 should be removed from CDRL A002, as their inclusion would contradict the removal of Earned Value requirements.

A33: CDRL A002 “Integrated Program Management Report (IPMR)” still applies to this contract. The IPMR contains data for measuring cost and schedule performance which is required. The “/T” at the end of the Data Acquisition Document (DI-MGMT-81861/T) in Block 4 of CDRL A002 identifies the DID has been tailored. The tailored data requirements are specified in block 16 of the DD Form 1423.

The EVM term was removed because compliance to the ANSI/EIA-748 “Standard for Earned Value Management Systems” is discretionary on cost or incentive contracts valued at less than $20M. The contractor must still comply with the requirements of the Data Acquisition Document called out in the CDRL; however compliance to EVM per the ANSI/EIA-748 is not required.

Question 34 Q34: Is it acceptable to propose the procurement of long-lead components directly from the TDP at program start (prior to CDR) to mitigate schedule risk?

A34: Per section 4.5.2 “Material Procurement in the SOW, the contractor shall review the TDP and identify components with lead times in excess of three (3) months that are considered to be long lead materials. This list as part of the Parts Management Plan (CDRL A003) shall be presented to the Government during the IBR for approval to proceed with procurement of long lead materials as necessary for First Article Alternators and Regulators and exercise of options, if decided by the Government.

Question 35 Q35: Is it acceptable to propose the use of “Steel, Grade 250, Type III or IV, in accordance with MIL-S- 46850” without the exceptions listed in Note 1 of drawing 5894217 (Alternator Rotor Shaft)? If not, is it acceptable to propose the cost and schedule impact of a minimum lot procurement for “Steel, Grade 250, Type III or IV, in accordance with MIL-S-46850” including the exceptions listed in Note 1 of drawing 5894217 (Alternator Rotor Shaft)?

A35: The Alternator rotor shaft must comply with the material requirement identified in Note 1 of the drawing (5894217). It’s the contractor’s responsibility to decide how to propose cost and schedule with or without the exceptions listed in Note 1.

Question 36 Q36: Does the GFE AEPS include all cables required to interface to and conduct tests on the Alternators and Regulators per the CIPS? If not, can you please specify which cables will need to be procured by the Contractor to interface to and conduct tests on the Alternators and Regulators per the CIPS?

A36: Yes, the cables connecting the Alternator and Regulator to the AEPS will be included as GFE.
