6. The following questions have been received by industry:

Amendment 1 - Industry Questions and Answers

Question 1

Q1: Page 109, Section (5): Can the Government clarify its intent regarding “The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the proposal.”

Is it the intent of the Government exercise any quantity based on the pricing provided within the ranges of “stair-step” pricing?

A1: Yes. For CLINs 0021, 0023, 0025, 0027, 0029, 0031, 0033, 0035, 0037, 0039, 0041, 0043, 0045, 0047, and

0049, the Government may exercise an option for any quantity in one of the four quantity ranges. The unit price will be the price that is identified for the quantity ordered within that quantity range. For example, CLIN 0031 quantity ranges include: 10-20 @ $30,000 ea.; 21-30 @ $ 29,000 ea.; 31-40 @ $28,000 ea.; and 41-50 @ $27,000

ea. If the Government exercised the option CLIN 0031 and ordered 33 units, the unit price for the 33 units is

$28,000, total option is $924,000 (33 x $28,000 = $924,000). Compare to if the Government exercised the option

CLIN 0031 and ordered 45 units, the unit price for the 45 units is $27,000, total option is $1,215,000 (45 x $27,000

= $1,215,000).

Question 2

Q2: Is the Government going to exercise the options in sequential order?

A2: Not necessarily. FAR Clause 52.217-9 Option to Extend the Term of the Contract addresses the estimated schedule for exercising options. The Government estimated this schedule based upon the delivery requirements identified in Exhibit B.

CLINs 0041-0050 are likely to be exercised before CLINS 0021-0040. CLINs 0021-0030 will be exercised as the same time as CLINs 0031-0040.

Example of the first production run: 4-month long lead items have been identified in the contract. The Government will exercise CLINs 0041 and 0042 first. Approximately 4 months later, the Government will exercise CLINs 0021, 0022, 0031, and 0032.

CLINs 0071-0080 will be exercised at the same time as 0061-0070.

Example of engineering services: First Articles units have been conditionally approved and sent to NUWC for

Government Qualification and Integration. The Government will exercise CLINs 0063, 0064, 0073 and 0074 to allow the awardee to travel to NUWC Newport to provide on-site engineering support during the testing. If failures are identified the awardee may be tasked to conduct studies and conduct design analysis.

Question 3

Q3: Will the Government please provide cost proposal instructions for CLINs 0005, 0007, 0009, 0011, 0013, 0015, 0017, and 0019?

A3: The Government has deleted First Article Option CLINs (0005-0020) from the requirement. As such, cost proposal instructions are no longer necessary for CLINs 0005, 0007, 0009, 0011, 0013, 0015, 0017, and 0019.

Question 4

Q4: Will the gerber files be provided upon contract award?

A4: No, unfortunately the Gerber files do not exist. The Gerber files will have to be created by the contractor after contract award.

Question 5

Q5: For the Alternator, the SOW calls out 69351599 dated 25 October 2011 with no revision listed. This version does not match the dates found on classified or unclassified versions provided within the Technical Data Package.

Please provide the version reference within the SOW or update the SOW to one of the documents provided within the Technical Data Package.

Please confirm Critical Items Product Performance Specification Documents referenced in the SOW for the

Alternator and Regulator Assemblies.

A5: The latest revision for the 6935199 (Critical Item Product Performance Specification for Alternator Assembly) is E. An Engineering Change Proposal (ECP) was issued to update the Alternator Assembly Technical Data

Package (TDP) to reflect the latest military and commercial specifications, standards, processes and drawing practices. The ECP included having the drawings redrawn using AutoCAD and the parts list was created in excel.

Question 6

Q6: For the Regulator the SOW calls out 5893756 Rev F.

Please confirm this is correct, as a later Rev G was provided in addition to Rev F within the Technical Data Package.

If Rev G Is not required as part of the SOW, please clarify the Government’s intent in providing this version of the

Regulator CIPS document.

Please confirm Critical Items Product Performance Specification Documents referenced in the SOW for the Alternator and Regulator Assemblies.

A6: The latest revision for the 5893756 (Critical Item Product Fabrication Specification for Regulator Assembly) is

G.

An Engineering Change Proposal (ECP) was issued to update the Regulator Assembly Technical Data Package

(TDP) to reflect the latest military and commercial specifications, standards, processes and drawing practices. The

ECP included having the drawings redrawn using AutoCAD and the parts list was created in excel.

Question 7

Q7: The AEPSTS is a critical part of the process for manufacturing and test.

Is the Government willing to supply additional AEPSTS units for testing the alternator and regulator? What is the reliability of the supplied AEPSTS? What is the MTTR? How will the Government handle repair/replacement of the

AEPSTS in the event of failure (parts supply, MLDT, etc.)?

A7: No, only one (1) AEPSTS will be supplied upon contract award.

Unfortunately, we don't have any MTTR data available. The MTTR can vary depending on the problem and the expertise of the maintenance individual repairing the test set. The contractor will receive training on operation and maintenance of the AEPSTS to obtain an understanding of the equipment and understand the preventive maintenance requirements. At times, a contractor might need technical assistance to isolate failures if a failure were to occur. Overall, the AEPSTS should be fairly reliable if kept up with preventive maintenance. An Operation and

Maintenance Manual will be provided for the AEPSTS upon contract award.

Repairs and maintenance shall be in accordance with Clause 52.245-1.

Question 8

Q8: Was this a negotiated contract? Who was it awarded to? What was the contract award amount? What was the date of contract award?

A8: This is not a follow on contract. The last purchase occurred during the 1980s and early 1990s. There is no specific information to provide.

AMENDMENT 2

1. The time for proposal submission has not been extended. Proposal submission due by 2:00 pm EST 30

May 2014.

2. Revised Attachment 1, Statement of Work, and Exhibit A, CDRLs, to remove reference to Earned Value

Management.

3. Revised Exhibit B, Delivery and Performance Information, to include Estimated Option Exercise Date

Table.

4. The following questions have been received by industry:

Amendment 2 - Industry Questions and Answers

Question 9

Q9: If the test equipment is provided, will the contractor be given copies of the schematics, and BOM configurations for trouble shooting purposes? If the test equipment and test cables are provided then is it safe to assume the test software will be provided?

A9: Documentation pertinent to the test equipment will be provided upon contract award. Yes, the software for the test equipment is included.

Question 10 Q10: The Critical Item Product Performance/Fabrication Specification Document 6935199(alternator) and

5893756(regulator) may dictate many of the tests required of the contractor. Can these be provided as soon as possible?

A10: The tests required for the alternator and regulator are specified in the Critical Item Product

Performance/Fabrication Specifications (Alternator: 6935199 and Regulator: 5893756) provided in the TDP. The

Specifications provide the tests required for First Article and Production.

Question 11 Q11: Does NUWC currently maintain test equipment capable of testing the alternator and regulator to the most recent revision of the CIPS?

A11: Yes, NUWC maintains test equipment capable of testing the alternator and regulator. However, the test equipment is not capable of verifying every requirement in the specifications.

Question 12 Q12: Does existing government test equipment software comply with test requirements defined in the CIPS?

A12: Yes, the test equipment software complies with the requirements of the specifications.

Question 13

Q13: Can the GFE AEPS Test Set perform all tests specified in sections 4.1.2 and 4.2.4 of the Alternator CIPS document 6935197 and Regulator CIPFS document 5893756?

A13: The AEPSTS does not test all of the requirements in sections 4.1.2 and 4.2.4.

Question 14 Q14: If the GFE AEPS Test Set cannot perform all tests specified in sections 4.1.2 and 4.2.4 of the Alternator CIPS document 6935197 and Regulator CIPFS document 5893756, can you please specify which of these tests cannot be performed on the AEPS Test Set?

A14: The AEPSTS performs the tests defined in the attached document (Tests Conducted on the AEPSTS for the

Alternator and Regulator).

Question 15

Q15: Is it acceptable to propose the use of Government test facilities to perform the Contractor conducted pre-production tests listed in Figure 11 of both Alternator CIPS 6935199 and Regulator CIPFS 5893756?

A15: The contractor is responsible for conducting the tests at their facility or at a subcontracting facility if they are not capable of conducting the tests.

Question 16

Q16: If it is acceptable to propose the use of Government test facilities to perform the Contractor conducted pre-production tests listed in Figure 11 of both Alternator CIPS 6935199 and Regulator CIPFS 5893756, at which facility can these Government tests be conducted; NUWC Newport or NUWC Keyport?

A16: The Government holds the contractor responsible for conducting the tests at their facility or at a subcontractor's facility if they are not capable of conducting the tests.

Question 17 Q17: Is it acceptable to propose the use of Government test facilities to perform the Contractor conducted production tests listed in Figure 13 of the Regulator CIPFS 5893756 and Figure 14 of the Alternator CIPS 6935199?

A18: The Government holds the contractor responsible for conducting the tests at their facility or at a subcontractor's facility if they are not capable of conducting the tests.

Question 19

Q19: Is it acceptable to propose that all the cost of obsolescence mitigation during pre-production and production be funded through ECP’s outside the cost of this contract?

A19: The cost of obsolescence is not funded through ECPs. Pre-production (First Article) hardware is on a Cost

Plus Fixed Fee basis, therefore the contactor shall address obsolescence during the First Article phase of the contract. Since obsolescence is addressed during First Article it should not be a concern for production hardware.

If a major design change should occur due to obsolescence throughout the life of the contract than an ECP may be submitted along with a request for an equitable price adjustment. Upon approval of the ECP and negotiated equitable price adjustment a Technical Instruction would be issued per the SOW to incorporate the change.

Question 20 Q20: There are two links listed in the Solicitation that each give the failure report "operation timed out" and cannot be opened. The first is found on Page 42, C16, (c) (1) (a) for eCRAFT the EPRU spreadsheet, and the second is found on Page 124 L46 link for NUWC Div Newport Cost Analysis Spreadsheet. Please provide updated links or advise?

A20: There are no reported failures to the links. Please try to type the address in your web browser directly.

Question 21 Q21: Are the full requirements of Earned Value Reporting applicable?

A21: There are no Earned Value Management requirements in this solicitation. Reference to Earned Value

Management has been deleted from Attachment 1, Statement of Work, Section 4.6.2, Program Management

Reviews and 8. Acronyms. Reference to EVM flow down in CDRL A002 Block 16 Remarks does not apply.

Question 22

Q22: Is the cover sheet, table of contents, and acronym list included in the 75 page limit for the Technical

Proposal?

A22: Yes, the total page limit includes the cover sheet, table of contents, and acronym list.

Question 23 Q23: The following CDRL requirements have a /T at the end of the Data Acquisition Document No in Block 4.:

A002, A00N, A00V, and A0014. We can find the base document, but nothing with the /T suffix. Was the /T an error, or can you tell us where to locate these documents?

A23: The “/T” at the end of the Data Item Description (DID) in Block 4 is to identify the DID has been tailored.

Tailoring data requirements consists of reducing the scope of the approved DID by specifying in block 16 of the DD

Form 1423 those portions of the DID.
