Q&As – Emergent and Special Security Solutions (ESSS) – N65236-17-R-0007
1 Did we understand correctly that you didn’t want teams with more than two members? If so, why? It seems that could limit competition.
The team limit of three (Prime and two Team
Members) is strictly for the proposal submission and evaluation purposes for the solicitation. There is no limit to the utilization of additional team members/subcontractors at the task order level. However, those companies must be authorized in the contract in accordance with FAR Clause 52.244-2. The
RFP will have additional details in this regard, but will follow similar subcontractor submission requirements from the Prime (for inclusion in the awarded contract) in the Cyber
Mission Engineering RFP N65236-16-R-0026 with regard to 52.244-2 subcontractor inclusion in the awarded contract.
2 Can you discuss OCI issues as a subcontractor?
OCI issues will be reviewed and considered. At this time, we do not believe there are OCI concerns.
3 Current and relevant. Do contract references require invoices in the last three years? Meaning, only work that can be referenced would need to have been invoiced in the timeframe?
A Contractor Reference is considered current if performance has occurred within the past three years of issuance of the solicitation. If performance is on-going, invoicing may have occurred prior to this 3-year requirement and would be valid. However, that invoicing would have to have been on a currently active contract or one completed within the past three years of issuance of the solicitation.
4 Do the subcontractors have to meet dollar value thresholds as well as the prime? If yes, which ones?
The team, as a whole, must meet the aggregate invoiced threshold of $25M. In addition, at least one of the Primes contract references must have an invoiced value of $8M. There is not an individual threshold reqt for the team members
(e.g. subs) beyond the $8M threshold for the
Prime.
5 TS/Secret
The Gate Factors only apply to the
Prime, is that correct? Which of the security Gates do the sub’s have to meet?
Subfactor A1 Prime only, shall possess a current, active TS facility clearance.
Subfactor A2 TS/SCI Access contract reference. “All” contract references, both
Prime and team members, must meet this requirement.
Subfactor A3 Prime only contract reference(s)
6 Is there an incumbent? This is a new requirement and not a follow-on requirement. However, the non “emergent”
ESS/EMS efforts have been performed by various contractors via order issued under GSA and internal Multiple Award Contracts as follows:
1) M.C. Dean
2) KBRwyle
3) BAE
4) Leidos
5) SAIC
6) DRS
7 Is there a small business participation target?
There is not a Target for the Factor D Small
Business Participation evaluation factor.
However, the solicitation will include target goals for “Large” Businesses Primes for their required Small Business Subcontracting Plan submission.
8 Can you define IT space? General: Specific IT requirements for tasking issued under this planned contract will be identified at the order level.
Contractor Facility: The Contractor's facility will be required to have space for offices, conference rooms, lab space for systems to be set up and tested, secure storage, and a staging area. The facility can be leveraged and shared across multiple contracts with common security requirements. Specific IT requirements for the contractor facility to tasking issued under this planned contract will be identified at the order level.
Customer Facility: The complexity of the IT space at customer facilities ranges from small, simple, stand-alone systems to more complex, cross-country (or metropolitan area) enterprise-level, and/or system-of-system solutions that may utilize shared or hosted computing and network services owned, operated, and managed by the customer, some other
Government entity, and/or 3rd party resources.
9 Is the proposal classified? No
10 Do you need the Value Added Reseller
(VAR) certification on 10 companies as part of the proposal?
Based on the evaluation criteria set forth in the
DRAFT source selection plan, the Government anticipates only requiring certification/status with six of the ten vendors associated with evaluation Factor C. However, the
Government values those respondents that have relevant experience with each of the ten
Original Equipment Manufacturers associated with this evaluation factor. This includes current OEM certification/status as may be required to purchase equipment, software, and services, and OEM-trained resources that have access to OEM technical support so issues might be escalated and addressed in a timely manner when required in support of critical missions.
File details come from the government source that posted it.
