8 (a) Incubator Multiple Award Contract e-Commerce Questions Question & Answer 1-7
1. Clarification to Question and Answer #15 (from the Industry Day Q&A posted on e-Commerce). Can the Government please clarify if the reference regarding “up to $4 million in sole source task order awards” is for a single task order, for each period of performance or for the entire potential period of performance of a base and 4 option years?
ANSWER: In accordance with FAR 19.805-1(a)(2), the $4M threshold is the anticipated total value of the contract, including options.
2. Can awardees of this contract add team members or subcontractors post-award or at the task order response time?
ANSWER: In the event additional subcontractors are proposed or needed after award for task order efforts that are not identified in the IDIQ base contract, the contractor shall comply with requirements of FAR 52.244-2 and submit the required information for evaluation and consideration of inclusion of any additional subcontractors.
3. From the Industry Day Slides, slide 38 Draft Evaluation Factors; Factor A, Subfactor A2, second (2) bullet: At least one (1) of the resumes shall be for a current employee of the Prime. There is a requirement for at least three (3) and no more than (6) resumes. Based on the language from the second bullet, can the other two (2) resumes be either a contingency hire or an employee of a subcontractor?
ANSWER: The remaining resumes shall be from either the prime or one or more of the teaming partners or subcontractors specifically identified in the offeror’s Factor A Management Plan Team Summary chart.
4. Can the Government provide the Labor Category Qualifications prior to the Solicitation release?
ANSWER: This information will be provided in the tentative posting of the draft Section L and M as detailed in the response to Question 7 below.
5. From the Industry Day Slides, slide 43 Draft Evaluation Factors; Factor C – Cost/Price Proposal. Sixth (6) bullet: Subcontracting and/or Teaming Arrangement agreement(s). Can the Government please clarify if the offeror is to include all pages of each Subcontracting and/or Teaming Arrangement agreement for each team member? Teaming Agreements can be 10 pages or more in length and Subcontracts can be 30 pages or more in length. In lieu of the actual Subcontracting and/or Teaming Arrangement agreement, would the Government consider a one (1) page letter of intent signed by both parties?
ANSWER: No, the Government would not consider a one (1) page letter of intent signed by both parties. The prime will be required to submit the Teaming Arrangement Agreement, Prime/Team Member Teaming Disclosure information, Joint Venture Information, FAR 52.244-2 Subcontractor Data, and the 8(a) Letter. There is not a page limit specified for these documents.
6. Does the Government anticipate providing a 30 or 45-day response period for offerors to prepare their responses once the Solicitation is released?
ANSWER: The Government will provide a 30-day response period for offerors to submit their proposals.
7. Does the Government plan to release a full Draft Solicitation with Section L and M, as well as the Pricing Model, prior to the Solicitation Release in October 2018?
ANSWER: Yes. A draft Section L and M will be posted the week of October 29th.
