8 (a) Incubator Multiple Award Contract Industry Day
Questions & Answers
1. Will Navy Medical Support include CHCS, VTC, and Network:
a. CHCS – Yes. This is the legacy system.
b. VTC – Not expected at this time, but will be determined at the Task Order level during the ordering period of performance.
c. Network – Virtual Private Network (VPN) and Wide Area Networks (WAN) will be included.
2. Please describe SPAWAR’s Business Development (BD) process?
The sponsor contacts the appropriate SPAWARSYSCEN Department to discuss work acceptance of their requirement(s) and to ensure that SPAWARSYSCEN Atlantic has the technical capability and capacity to fulfill their requirements. SPAWARSYSCEN then determines what effort(s) will require additional technical support and subject matter expertise from Industry to fulfill the requirements.
3. How do you find and secure work from sponsor that sustains contractors performing tasks under this contract?
When the requirement exceeds our ability to perform the work with the in-house Government workforce, then work is outsourced to industry partners.
4. Must company be 8(a) developmental at time of award?
As identified in the Industry Day slides and IAW 13 CFR 124.507(d), offerors who remain within the developmental stage at the time the solicitation closes and continues to meet all other applicable eligibility criteria may be viable offerors for evaluation and award.
5. Will today’s slides be e-mailed to attendees?
No, they will be posted on SPAWAR’s e-Commerce website.
6. Will this new contract again piggy-back behind the Seaport-e (NEXGEN) contract?
It is unclear what is meant by piggy-backing off of the Seaport-e contract. This contract is a stand-alone effort and is not related to the Seaport-e (NEXGEN) contract.
7. Is the requirement for the prime to have DCMA approved accounting system at the task order level or at the time of the submission of the IDIQ (MAC) Proposal? T
Offeror’s without an approved accounting system can bid, but will be unable to perform Cost
Plus Fixed Fee task orders without an approved accounting system. If an awardee, the contractor can bid on Firm Fixed Price task orders without an approved accounting system.
8. In an SBA Mentor-Protégé Joint Venture, it both the 8(a) JV Managing Partner and Mentor
Company possess a secret facility clearance, please confirm that this meets the
Government’s security requirements for this solicitation?
This will depend on the terms of the Joint Venture agreement and specified security clearance level within the JV agreement.
9. Why are there no requirements for industry best practices and processes? Example: ISO
9001, ISO 2000, ISO 2701m CMMI, PMP, Etc.
Certain best practices and processes are included in the PWS, but are not evaluation factors for award.
10. How many awardees are you anticipating?
As this is a MAC, the quantity of awardees will be based upon the quantity of offerors received and the results of the subsequent proposal evaluations.
11. In a SBA JV, can the past performance submitted from the mentor company or do all past performance citations have to be from the 8(a) managing partner?
The JV is an entity, therefore Past Performance data can be submitted by the JV, or individually from the performing team members. This required past performance data will be dependent on the specific situation and proposed team to perform the effort and in accordance with the solicitation requirements.
12. Should responses address all PWS performance areas or be tailored to certain areas as they are broken out in the PWS?
Proposal shall address at least one of the PWS paragraph 3.0 performance areas as applied to at least one of the 20 C5ISR technical areas identified in the RFP.
13. Historically, there seems to be a preference for ANCs/Tribally owned companies. Will the
Government continue on that particular trend?
We have no knowledge of any preference for a particular type of company. Task Order solicitations will be based upon the Government’s requirements and competed, or potentially sole-sourced, as applicable to the specific requirements/situation and the capabilities of the awardees.
14. Are the IDIQ awardees required to bid on a certain percentage of the RFPs?
No, it is entirely up to the awardees to bid or not bid on RFPs.
15. The last incubator contract awarded allowed each awardee to receive up to $4 million in task orders are direct awards/sole source. Will this contract also allow up to $4 million in sole source awards to each awardee?
Yes, the Government is capable of awarding sole source efforts up to $4 million.
16. Why is the opportunity seeming to be anti-competitive? This is for 8(a)s in the development stage, and they may not have any past performance?
The Government does not find this opportunity is anti-competitive. If the contractor does not have any past performance, they must state this definitively in their proposal, and they may be evaluated as neutral under past performance in accordance with the solicitation criteria.
Note: The contractor’s questions are bolded. The Government’s responses are italicized.
