AMENDMENT 0007 REVISIONS SUMMARY:
The purpose of this Amendment 0007 is 1) revise provision L-317 VAR 1, paragraph (c), COST FACTOR, FACTOR F: COST PROPOSAL, bullet (6) NOTE to revise the Government plug number value from $434,000 to $437,460 and identify offerors are to solely apply fixed fee to the Government plug number and not apply direct/indirect burdens as of Amendment 7; 2) extend the proposal submission date from 12 July 2017 to 17 July 2017 at 12:00pm Eastern Time (9:00am Pacific) as a result of pricing model discrepancies identified in the current Amendment 6 versions of Attachments 4A and 4B; 3) incorporate a revised Attachment 3 Past Performance Questionnaire to update the submittal date to 17 July 2017 to align with the RFP extension to 17 July 2017; and 4) update the Attachment 4A (Amend 6) Pricing Model (Prime Contractor) and Attachment 4B (Amend 6) Pricing Model (Subcontractor) to incorporate formula corrections and clarify content requirements in the instructions based on industry feedback. SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
L-317 VAR1 SUBMISSION OF PROPOSALS (VARIATION)
(a) General Information
The Government intends to award a contract without discussions, as permitted by FAR 15.306(a) and 52.215-1.
However, the Government reserves the right to conduct discussions and to permit offerors to revise their proposals if determined by the Contracting Officer to be in the best interest of the Government (FAR 15.306(d)). The Government will not entertain alternate proposals.
If an offeror (1) fails or refuses to assent to any of the terms and conditions of this RFP, (2) proposes additional terms or conditions, or (3) fails to submit any of the information required by this solicitation and in the manner specified in paragraph (b) below, then the proposal may receive a rating of Unacceptable and may be rejected without further evaluation.
The contracting office shall be contacted by email within ten calendar days of release of the RFP if any part of these instructions is not understood or for any required RFP clarifications.
(b) Proposal Format
In addition to all other requirements of this solicitation, each offeror shall provide a detailed proposal addressing each of the areas described in Section L and to be evaluated in accordance with Section M. This information shall be presented in the form of a written proposal as outlined below unless otherwise stated. Proposals submitted for consideration for award must address the full scope of requirements as set forth in Sections L and M of the solicitation.

Unless otherwise stated, the following formatting requirements apply: For the purpose of this solicitation, a page is defined as one 8.5"x 11" size electronic page with 1 inch margins and using a minimum of 10 point Times New Roman font. The font style and size requirements also apply to Information Summaries and to graphics, art, figures, imported charts, charts, and any other graphical representation that includes text. Any page that exceeds or fails to meet the size, margin, font or total page limit requirements will not be evaluated. Formatting requirements do not apply to documents or Attachments provided by the Government. Any form that the Government has provided as an Attachment to be filled out by the offeror shall follow the format of the form. The font style and size requirements are not applicable to eSRS reports, CPARS/PPIRS reports and DCAA Forward Pricing Rate Agreements; however, these documents must be legible.
(c) Proposal Content
Proposals shall be submitted in accordance with Provision L-349 “Submission of Electronic Proposals” to permit a detailed evaluation. Each file shall be labeled in accordance with the format in paragraph (b) above. Pages shall be numbered.
A concise and comprehensive proposal is desired. The proposal shall be sufficient to enable evaluators to make a thorough and complete evaluation, and to arrive at a sound determination as to whether the requirements of this solicitation are satisfied. In preparing the proposal, emphasis should be placed on brief, complete, and factual data in the areas set forth in the Request for Proposal (RFP). Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. Statements such as “will comply”, or “noted and understood” without supporting narrative to define compliance are not acceptable. Cursory responses or responses which merely reiterate or reformulate solicitation language will not be considered as satisfying the requirements of the RFP or as demonstrating the ability to perform.
NON-COST FACTORS
Proposal shall consist of the information specified for each evaluation factor listed below:
FACTOR A: MISSION CAPABILITY
SUBFACTOR A1: TECHNICAL APPROACH
The offeror shall submit a comprehensive Technical Approach that specifically defines and details their technical understanding and corresponding technical approach to executing the following services and referenced PWS paragraphs:
A1.1 Air Traffic Control (ATC) and Related Services (PWS paragraph 3.4) The offeror shall describe their technical understanding and technical approach to planning, organizing and conducting daily operations in the ATC facilities designated under PWS paragraph 3.4.2. Their approach shall demonstrate their understanding and technical approach for providing ATC services in accordance with PWS paragraphs 3.4.3 - 3.4.6 and Non-ATC Miscellaneous Aviation Support Services in accordance with PWS paragraph 3.4.7. Detail specific ATC actions required for the controlled airspace in the en route and terminal environment to demonstrate technical understanding of non-radar procedures.
A1.2. Meteorological (MET) Observation and Forecasting Services (PWS paragraph 3.5) The offeror shall describe their technical understanding and technical approach to providing quality weather forecasting and observations services. The technical approach shall specifically describe the strategy and the mechanisms that will be utilized to ensure quality is maintained and improved for produced weather products (i.e. forecasts, observations, briefs, etc.)
A1.3 Systems and Maintenance (SAM) Services (PWS paragraph 3.6) The offeror shall describe their technical understanding and technical approach to establishing and maintaining a high-quality maintenance program to support the types of systems and technologies identified in the PWS paragraph 3.6. The offeror shall describe their overall maintenance program and not specific actions for the various individual systems identified in PWS paragraph 3.6. The technical approach shall include the strategies that will be utilized to ensure that the quality of the maintenance program is established and improved.
Cumulative Technical Approach responses to Subfactor A1 shall not exceed 15 pages.
SUBFACTOR A2: CORPORATE EXPERIENCE
The offeror shall identify their corporate experience performing or providing the following Subfactor A2 elements:
A2.1 Performing En-route and Approach ATC support efforts in a radar and/or non-radar environment;
A2.2 Providing Aviation Weather forecasting and observing services;
A2.3 Maintaining ground-based aviation navigational aids, meteorology systems, and communications systems;
A2.4 Maintaining information systems, their security compliance, their peripherals and providing sustaining engineering services for these related systems.
Offerors (prime and significant subcontractors (if applicable)) shall document their current, relevant corporate experience as it relates to Subfactor A2 using the Reference Information Sheets provided as Attachments 1A and 1B. Corporate Experience reference data submissions are limited to the prime contractor and significant subcontractors ONLY. A significant subcontractor is defined as a subcontractor or intercompany work agreement (IWA) team member that will be performing at least twenty percent (20%) of the total proposed labor hours.
Offerors shall address all of the Subfactor A2 elements listed above and on Attachment 1B, Reference Information Sheet-Contract Specific Data. Offerors shall submit data on current contracts performed by the offeror and each proposed significant subcontractor (if applicable) for efforts relevant to the requirements identified under Subfactor A2 above. Current is defined as a contract performed within the last five (5) years from the date of solicitation issuance. Relevant is defined as a prior contract for efforts similar in scope to the requirements identified under Subfactor A2. The cumulative invoiced value of all relevant contract references submitted for the team (prime and significant subcontractors) must be equal to or exceed $5 million. At least one of the prime’s contract references shall have an invoiced value of equal to or exceeding $2 million. The more relevant the referenced work performed is to the service requirements of this contract, the more valuable the experience is to the Government. This current, relevant performance data shall be submitted for at least one, but no more than a total of five (5) of the most current and relevant contracts for the entire team (i.e. prime and significant subcontractors (if applicable), combined). At least one of the current and relevant contract references submitted shall be for work performed by the prime contractor, and at least one current and relevant contract reference shall be submitted for each proposed significant subcontractor. If the cumulative invoiced total amount of all relevant references submitted does not meet or exceed $5 million, or if the prime does not submit a relevant contract reference with an invoiced value of at least $2 million, or if at least one current and relevant contract reference is not submitted for each significant subcontractor, the offeror’s technical capability shall not be evaluated and the proposal will be deemed unacceptable.
For each contract or order cited on Attachment 1B, line 6 requires the contract type and total price (ceiling), and line 7 requires the final amount invoiced or amount invoiced to date.
In the case of orders under Indefinite Delivery contracts such as GSA, GWAC, DoD-wide (Seaport-E, NETCENTS, ITES-2S, ENCORE, etc.) and/or BPAs, an individual order which meets the definition of “current and relevant” and invoiced total threshold may be submitted as one of the contract references. Additionally, within the contract reference submission limitations as stated above, offerors may submit multiple orders under a single Indefinite Delivery contract in order to meet the invoiced total threshold. However, offerors shall demonstrate the relevancy of these orders to this specific solicitation and all of the orders shall meet the currency requirement of performance and be similar in scope to the requirements of this solicitation.
Reference Information sheets for any company, division, subsidiary, etc., that is not the prime contractor or significant subcontractor will not be considered. Offerors are reminded that in accordance with the requirements for the proposal content, written teaming agreements covering other proposed companies, divisions, subsidiaries, etc. of the prime or significant subcontractor(s) must be provided. The prime contractor is considered to be the organization that signs and submits the proposal. The Government must be ensured that the prime contractor will be the organization performing the work (as evidenced by hours allocated in the Pricing Model). CAUTION: It is important to this evaluation that the contract reference(s) submitted solely represent the technical capability/experience of the specific companies that are proposed to perform this contract effort. Therefore, the Government will be comparing the company name(s) cited on the submitted contract reference(s) against the company name(s) cited in the technical and Price proposals. In cases where there is any variance between the actual company name(s) cited on the submitted contract reference(s) and the company name(s) identified in the technical and price proposals, the prime contractor SHALL provide rationale that clearly identifies the correlation and/or association of the company(s). This rationale shall be provided in the Contract Reference Rationale submission.
The Government will review the rationale and determine if clear correlation and/or association can be made between the company name(s) cited on the submitted contract reference(s) and the technical and price proposals. In cases where such clear correlation and/or association cannot be made, the contract reference(s) shall not be considered.
Cumulative Corporate Experience responses to Subfactor A2 shall not exceed 15 pages as detailed below.
PAGE LIMITATIONS:
1. The Reference Information Sheet – Summary Data, Attachment 1A, shall be submitted for the prime and each significant subcontractor, and is not included in the page count below.
2. The Reference Information Sheet – Contract Specific Data Attachment 1B, shall be submitted for each contract reference and is not included in the page count to describe the technical capabilities associated with the specific contract reference as they relate to the Subfactor A2 elements A2.1 through A2.4.
3. There is no page limit established for information to describe each individual contract reference; however, there is a maximum total page limit of 15 pages allotted for all contract references in response to Subfactor A2. Offerors must describe their experience under each contract reference, using a separate Attachment 1B for each reference. For each contract reference, clearly describe how the corporate experience under the reference relates to the evaluation criteria. While there is no page limit per reference (except the overall page limit for all references), offerors must separately describe their experience under each reference so that the agency can evaluate the relevance of the experience performed under each reference. Offerors are free to allocate pages to references within the overall page limit. Offerors shall not provide a single narrative that describes experience under multiple references.
4. The Government will only evaluate the first 15 pages. Anything beyond the first 15 pages will not be evaluated.
FACTOR B: Recruitment, Retention, and Replacement Staffing Plan
Offeror’s shall submit a detailed Recruitment, Retention, and Replacement Staffing Plan that shall be utilized for managing the Polar Mission Support Requirement of the basic contract and ensuring consistency in the staffing levels on individual task orders. This plan shall provide a comprehensive approach for Recruitment and Retention of employees assigned to this effort with particular emphasis on replacement of staff due to illness, injury, behavior, and/or resignation of personnel deployed in remote locations or because of failure to certify/loss of certification, whether by the contractor’s internal process or by Government action (basic contract PWS paragraph 3.11.2.10). The Recruitment, Retention, and Replacement Staffing Plan shall be incorporated into the basic contract at the time of award.
FACTOR C: Task Order One (TO1) Key Personnel Qualifications
To effectively execute the TO1 requirements, contract personnel must possess certain knowledge and experience related to the work to be performed. In order to ensure an offeror has the required qualified Key Personnel to execute the TO1 requirements, offerors shall submit one resume for each of the following four (4) Key Personnel Labor categories. These four (4) Key Personnel positions shall initiate performance under the CLIN 0001 Polar Season Preparation effort in order to obtain the necessary training and familiarization of the requirements and subsequently be utilized to perform their respective duties under the CLIN 0002 Annual Polar Operations Support requirements in their respective Key Personnel positions. NOTE: Do not submit more resumes than requested below:

NOTE: Do not submit resumes for any other labor categories or in any other quantities than identified above.
Submitted resumes shall include the following information and be in the format specified below:
(a) A description of the education and experience required for each of the four (4) Key labor categories identified above which are in accordance with the Personnel Qualifications identified for these labor categories as specified in Section C, clause 5252.237-9600, Personnel Qualifications. All four (4) Key labor categories identified above are required to be a U.S. Citizen. Resumes shall be no more than three (3) pages in length. The resumes shall represent those personnel scheduled to perform a majority of the work effort for each of the applicable labor categories.
(b) All resumes shall be submitted in the format in Attachment 2 “Resume Format.” Each resume shall include the following information. Resumes that do not conform may be considered unacceptable.
(1) Name
(2) Contract labor category/contractor’s labor category if different
(3) Percentage of time to be allocated to this effort
(4) Security Clearance:
(i) Fulltime ATC personnel working in the ROF under this contract shall have or be able to obtain a secret clearance. Offerors shall specifically identify security clearance level for all proposed personnel.
(5) U.S. Citizenship
(6) Current work location
(7) If the individual is Key Person on another contract, the Offeror’s plans for satisfying both requirements shall be discussed.
(8) Summary information:
(i) Number of years/months experience in each of the experience areas described for the contract labor category. Years and months shall be stated such that 10 years 6 months is shown as 10/6 rather than 10.5 years.
(ii) The cutoff for experience claimed shall be the issue date of this solicitation.
(9) Work experience (beginning with current position):
(i) Employer: Dates (month/year); Title(s) held
(ii) Specific experience shall be discussed in sufficient detail so as to permit comparison with contract requirements. Specific examples of work assignments, accomplishments and products shall be provided. Phrases such as “assisted with” or “participated in” are unacceptable except as introductory to a description of the actual work performed.
(iii) All military experience claimed shall be described such that each tour is treated as a separate employer. Time frames/titles/responsibilities shall be provided in accordance with subparagraphs (d)(8)(i) and (d)(8)(ii) above.
(iv) Offerors shall avoid any gaps in experience as it may lead to confusion and need for further clarification.
(10) Education: Degree(s); Date(s); Institution; Major/Minor.
(11) A signed statement of correctness of information by both the person named and the Offeror.
The employee statement shall also include the following: “I hereby state that the information provided in this resume is true and accurate, and consent to the disclosure of my resume for evaluation purposes regarding ___________________ [insert Contractor’s name -- contractor to complete] proposal submitted in response to Solicitation number N65236-16-R-0006 and intend to be available to perform as a __________________ [insert labor category title – contractor to complete] for any resulting contract.”
(c) OFFERORS ARE ADVISED THAT BY SUBMISSION OF A RESUME, THE OFFEROR IS UNDERSTOOD
TO AFFIRM THAT THE INDIVIDUAL SHALL BE MADE AVAILABLE UPON AWARD OF A RESULTANT
CONTRACT TO THE EXTENT NOTED IN THE RESUME.
(d) After contract award, resumes for all additional personnel in key labor categories listed in in Section C clause 5252.237-9600, Personnel Qualifications must be submitted and approved by the Government before that employee can work under this contract.
FACTOR D: PAST PERFORMANCE
(a) Offerors (prime and significant subcontractors) shall provide past performance information for each contract reference cited in their proposal in response to Factor A, Subfactor A2, under Attachment 1A. The government will not evaluate references that do not meet the definition of current or relevant; or that do not meet the required invoiced threshold.
If the offeror’s Contractor Performance Assessment Report (CPAR) is located in the Past Performance Information Retrieval System (PPIRS), then it is not necessary for a Past Performance Questionnaire to be submitted. For those offerors whose past performance information is not located on the automated system, offerors shall contact their references and request that each reference complete Attachment 3 - Past Performance Questionnaire and e-mail the completed survey form NOT LATER THAN THE CLOSING DATE AND TIME FOR RECEIPT OF PROPOSALS UNDER THIS SOLICITATION to omar.fraser@navy.mil. Offerors (prime and significant subcontractors) shall provide Attachment 3 - Past Performance Questionnaire for each cited contract (as applicable).
If the contract reference is an Indefinite Delivery contract for which CPAR records were not completed at the contract level but were completed on individual delivery/task orders, the offeror is required to identify the specific delivery/task order(s) under which effort was completed that is relevant to this solicitation, and provide past performance information for each delivery/task order as described above.
The Government may consider questionnaires received after the closing date and time for receipt of proposals under the solicitation. The Government reserves the right to contact references for verification or information.
Offerors are cautioned that past performance records located in PPIRS are archived (and irretrievable) after 3 years.
In such cases, offerors shall provide a copy of the CPAR record (including a Government and Contracting Point of Contact).
If the prime or significant subcontractor performed as a subcontractor on a Government contract and submits a past performance reference for that contract, the past performance questionnaire should be completed by a Government representative (COR on contract). If a Government representative is not available, the questionnaire may be completed by the prime contractor of the referenced contract.
(b) The Government does not assume the duty to search for data to cure the problems it finds in the information provided by the offeror. The burden of providing thorough and complete past performance information remains with the offeror.
(c) The Government may solicit information from an offeror’s customers and business associates; Federal, state and local government agencies; and from other persons and organizations. The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the offeror.
The evaluation will take into account the same type of information regarding significant subcontractors proposed in the offeror’s proposal.
Offerors that have no record of past performance (i.e., new businesses) must submit a signed and dated statement to that effect.
FACTOR E: SMALL BUSINESS* PARTICIPATION
All prime offerors (both Large AND Small Businesses) shall submit the Attachment 5 Small Business Participation Plan which will be used by the Government to evaluate this factor. Offerors will be evaluated on the extent of participation with small businesses in terms of the total acquisition value of this contract. Small business primes are to include their own planned effort in the Attachment 5 response.
The minimum acceptable small business participation average goal, based on the total acquisition value for this solicitation, is 12.0%.
*Small Business includes Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Historically Black Colleges or Universities and Minority Institutions.
In order for the Government to accomplish this evaluation, offerors shall provide the information requested in the “Small Business Participation Data Form,” Attachment 5, of this solicitation.
PAGE LIMITATIONS: Small Business Participation Information for the Proposed Contract Effort is limited to 5 pages (inclusive of the form).
The submittal of a Small Business Subcontracting Plan, which is only required from Large Businesses, is a separate requirement from the mandatory submission of Attachment 5 which is required for all prime offerors. See Small Business Subcontracting Plan, under the Other Proposal Requirements section of this solicitation, for submission instructions.
COST FACTOR
FACTOR F: COST PROPOSAL
Offerors shall submit a cost/price proposal utilizing the TO1 Pricing Model (Attachment 4A). The government will utilize the TO1 cost/price proposal to evaluate the offeror’s price reasonableness and cost realism. The offeror’s (prime and subcontractors) Cost/Price Proposal shall consist of the following:
(1) Cost Proposal Narrative to include:
• An explanation of the Cost Proposal as outlined in Alternate IV to the FAR 52.215-20
“Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data” provision. Rationale for any variation or changes to the Attachment 4A Pricing Model.
• Identification and Type of Subcontract(s) – Prime offeror shall specify the type of each subcontract (e.g. CPFF, FFP, or T&M) proposed.
• Identification of cognizant DCAA and DCMA, name, address, telephone number, fax number, and e-mail address;
• Team Summary Chart (Proposed Team Members, Business Size, General Description of Planned Tasking) including a discussion of the roles and responsibilities of the offeror and its subcontractors (only required from the prime).
• Advise if offeror waives the evaluation adjustment under FAR Clause 52.219-4 entitled “Notice of Price Evaluation Preference for HUBZone Small Business Concerns.” Reference Section I (only required from the prime).
(2) Supporting documentation for data other than certified cost or pricing data - also including DCAA and/or DCMA correspondence ;
(3) Prices and any information required by the TO1 and the basic contract Section B for Option Ordering CLIN 1001 for the 6 month Option to Extend Services value, to include:
• Cost for Contract Line Items (CLINs) 0001 and 0002 of TO1 and the basic contract Option Ordering CLIN 1001 of the basic contract for the 6 month Option to Extend Services value
• Fixed Fee % for TO1 CLINS 0001 and 0002 and the basic contract Option Ordering CLIN 1001 for the 6 month Option to Extend Services value (Note: The proposed fixed fee percentage specified in Section B for Option CLIN 1001 and the fixed fee/profit percentage utilized in the Prime Pricing Model shall be identical)
• Offerors shall not fill in Section B for CLIN 0001 of the basic contract. The basic contract CLIN 0001 value shall be the Government provided Ceiling value identified in Section B ($48,996,600) minus the offerors proposed, evaluated, and awarded value for the 6 month Option to Extend Services value for CLIN 1001.
• Fixed Fee allocation base for TO1 CLINS 0001 and 0002 and the basic contract Option Ordering CLIN 1001 for the 6 month Option to Extend Services value (Note: The proposed fixed fee allocation base specified in Section B and the allocation base utilized in the Prime Pricing Model shall be identical);
• As identified in Section B of this RFP, the proposed fixed fee percentage utilized in the Prime Pricing Model 4A for CLIN 0002 under TO1 shall be the fee utilized and applied to all delivery/task orders issued under the contract under CLINS 0001 and 1001. The fixed fee % for delivery/task orders shall not exceed the TO1 CLIN 0002 proposed percentage.
(4) Pricing Model for primes and all subcontractors (electronic spreadsheet in accordance with Attachments 4A and 4B). Pricing Model is also to include Professional Employee Compensation Plan data (only required from the prime – Professional Employee Compensation Plan below) and a copy of the offeror’s policy regarding Uncompensated Overtime (if any) Ref FAR 52.237-10;
(5) Professional Employee Compensation Plan:
• A professional Employee Compensation Plan is required from prime offerors for professional
(exempt) employees. The plan shall be evaluated in accordance with the FAR 52.222-46
“Evaluation of Compensation for Professional Employees” provision of this solicitation. This provision requires that offerors submit for evaluation a total compensation plan to include:
a) Section I - Salaries. The offeror shall submit proposed annual salaries for each category of professional employee to perform under the contract. The salaries proposed should track back to the cost proposal submitted.
b) Section II - Fringe Benefits. The offeror shall submit proposed fringe benefits for professional employees to perform under the contract.
c) Section III - Supporting Documentation. The offeror shall submit supporting documentation/information for Section I and Section II above. This documentation/information includes data such as recognized national and regional compensation surveys and studies of professional, public, and private organizations, used in establishing the proposed total compensation structure (see the FAR 52.222- 46 “Evaluation of Compensation for Professional Employees” provision of this solicitation).
d) Section IV - Other. The offeror may provide any other information deemed necessary.
• Prime offerors should complete the "Fringe Benefits" and "Salary Data" charts contained in the Attachment 4A, Pricing Model.
(6) NOTE: The four month Polar Season Preparation Option CLIN 0001 under TO1 shall be a CPFF CLIN and all offerors shall solely price the CLIN 0001 effort using the government provided plug number value of $437,460 and which shall be the base for offerors to “solely apply fixed fee.” All indirects have been accounted for in the Government provided plug number and offerors SHALL NOT apply any additional burdens beyond fixed fee to the net Government provided plug number of $437,460.
L-349 SUBMISSION OF ELECTRONIC PROPOSALS (MAR 2001) – ALTERNATE I (MAR 2002)
(a) Offerors (prime and all subcontractors) shall submit their proposals electronically to SPAWAR Systems Center Atlantic under the instructions contained in this solicitation. Electronic copies shall be submitted via the SPAWAR E-Commerce Central website (SPAWAR E-CC). For information about electronic proposals (e-proposal) submission, please visit the SPAWAR E-CC at https://e-commerce.sscno.nmci.navy.mil. Hard copy submissions or any other submission outside of SPAWAR E-CC will not be accepted.
(b) Each electronic file shall be clearly named in accordance with solicitation provision L-317. E-proposal files shall not contain classified data. The offeror’s e-proposal shall be in accordance with the requirements set forth below:
(1) PDF files shall be created using Adobe Acrobat X or earlier versions.
(2) Excel files shall be created using Microsoft Excel 2010.
(3) In order to facilitate transmission, it is recommended that proposal submission files be compressed (zipped) into one, ZIP file entitled “PROPOSAL.ZIP” using WinZip version 17.5 or greater.
(4) The Government does not have the ability to open documents that are not submitted in accordance with the instructions above.
(c) The electronic submission governs for the purpose of the submission, modification and withdrawal of proposals coverage in the FAR 52.212-1 “Instructions to Offerors--Commercial Items”, or the FAR 52.215-1 “Instructions to Offerors--Competitive Acquisition” provision contained in the solicitation, and this paragraph (c) supplements that coverage. Proposals submitted electronically will be considered “late” unless the offeror completes the entire transmission of the proposal prior to the closing date and time for receipt of proposals under this solicitation. Proposal transmission must be completed by 12:00 p.m. Eastern Time (9:00 a.m.
Pacific time) on 17 July 2017.
(d) At the time offerors submit their e-proposals, they shall state the following in the “Proposal Comments” section of the e-commerce proposal submission format:
