however offerors are able to adjust the formula to match their proposed fixed fee allocation base. If applicable, modify appropriate formulas throughout workbook.
Identify changes by highlighting all changed cells YELLOW, document all changes in space provided on Contractor Data Input worksheet. Also, please be advised that the proposed fixed fee percentage (and allocation base) utilized in the prime pricing model shall match the proposed fixed fee percentage (and allocation base) specified in Section B for CLIN 0002 and CLIN 0005.
8. Will the government define “infrastructure” as used in regards INFRASTRUCTURE SUPPORT - WBS: 00.000.000.04 in Attachment 7 First Delivery Order PWS? OR Please confirm infrastructure with regards to WBS 00.000.000.04 includes warehousing, cable fab, PITCO, program management support, logistics, etc.?
Answer: Work performed in Contractor facilities (infrastructure) will include all activities in support of material receipt, inspection, kitting, packaging, and handling.
Only PITCO and shipping support will be performed in Government facilities.
9. In RFP Attachment 9 – Consolidated CSRR Project Information, the documents provided in the electronic file are not uniformly legible. Specifically, the document “820 - CSRR-00121 - VA SCN Pack Out Plan - BLK IV” is hard to read. We request that the government provide a clear and legible copy of this document.
Answer: A more legible copy of the VA SCN Pack Out Plan will be provided by email to the offerors that requested controlled distribution of the Consolidated CSRR Project Information.
10. Will the government confirm the current list of GFE/GFM includes all current contract residual material, and the incumbent contractor will not be given a cost advantage for the use of residual material to replace BOM items not listed as GFE/GFM?
Answer: Yes, the current list of GFE/GFM includes all current contract residual material, and the incumbent contractor will not have cost advantage.
11. Will the Government evaluate and approve subcontractors at the Delivery Order or IDIQ level? How does the Government anticipate approving teammates under the IDIQ, if the prime offeror is not pricing subcontractors under the solicited Delivery Order?
Answer: When consent to subcontract is required in accordance with FAR 52.244-2, evaluation of subcontractors will occur as a part of specific Delivery Order requirements; however the Government anticipates approving/adding subcontractors (if necessary) at the basic IDIQ contract level. If the prime offeror does not price any subcontractors on the first delivery order, the basic IDIQ contract will not include any approved subcontractors. Approval of subcontractors (if necessary) will be accomplished after award during the evaluation of subsequent Delivery Order requirements.
12. Referencing the Prime Pricing Model Attachment 5A, Tab “Rates” – the “RG Hours” in column G and the “OT Hours” in column H are pulling from the incorrect columns in the “Team Hours” tab. For example, when hours are entered in the “RG Hours” (column H) in the “Team Hours” tab, those hours then appear in the “OT Hours” column H in the “Rates” tab, is that correct?
Answer: The formulas in the prime pricing model have been corrected. A revised Attachment 5A will be issued with Amendment 0001.
13. Referencing the Prime Pricing Model Attachment 5A, Tab “Summary” – on row 141 “Fixed Fee/Profit (only applied to labor)” the formula is applying fee/profit to line 97 “Total Prime & Subcontractor labor (excluding G&A)”. Are we to assume that fee/profit is not allowed on any loads that the prime applied to subcontractor labor?
Answer: The prime pricing model is formatted to apply fixed fee to labor costs only;
however offerors are able to adjust the formula to match their proposed fixed fee allocation base. If applicable, modify appropriate formulas throughout workbook.
Identify changes by highlighting all changed cells YELLOW, document all changes in space provided on Contractor Data Input worksheet. Also, please be advised that the proposed fixed fee percentage (and allocation base) utilized in the prime pricing model
14. Referencing the Prime Pricing Model Attachment 5A, Tab “Summary” – on row 141 “Fixed
Subcontractor labor (excluding G&A)”. On page 147 (para 5 “Burden Material”) it states “… identify the total amount of material required to complete the first delivery order and any indirect costs and fee applied toward this amount.” If fee/profit is allowed on material as stated, shouldn’t the formula include the total material amount as well?
Answer: The prime pricing model is formatted to apply fixed fee to labor costs only;
however offerors are able to adjust the formula to match their proposed fixed fee allocation base.
15. Referencing the Prime Pricing Model Attachment 5A, Tab “Summary” – on row 141 “Fixed
Subcontractor labor (excluding G&A)”. On Page 147 (Para 8 “Fee”) it states to “Identify the fee rate, total amount proposed, and the cost elements on which the fee is applied.” Are “Material”, “Travel” and “Misc-ODCs” considered cost elements?
Answer: Yes, material, travel, and miscellaneous ODCs are considered cost elements.
16. Referencing the Prime Pricing Model Attachment 5A, Tab “Rates” – in column N “OT Burdened Rate” the formula is only creating an OT rate for SCA labor categories and not listing one (Straight time) for Professional labor categories if they are required/authorized to do so. Should that formula be corrected?
Answer: OT rates are only associated with SCA labor categories. The formulas in the prime pricing model are correct.
17. Referencing the Prime Pricing Model Attachment 5A, Tab “Rates” – if a proposed individual is going to work multiple WBSs, should a separate row be created for each WBS they will be working or list one row with the list of WBSs in column D?
Answer: Please insert a separate row for each WBS that a proposed individual will be working. This instruction will be added to the revised prime pricing model issued with
18. Referencing the Prime Pricing Model Attachment 5A, confirm that Offerors are only required to price at the single level (01 – 09) level in the Pricing model.
Answer: As stated in Section L, Subfactor B1, offerors shall take caution to ensure the labor proposed as a part of Factor B (Resource Plan) matches the information that is provided in their cost/price proposal.
19. References: Section L, L-317, (b) on page 151 of 163, and Section M, M-301, Factor C on page 160 of 163. In Section L-317, the RFP states, “The font style and size requirements are not applicable to eSRS reports, Contractor Performance Assessment Reports System/Past Performance Information Retrieval System (CPARS/PPIRS) reports and DCAA Forward Pricing Rate Agreements; however, these documents must be legible.” We cannot find any other reference in RFP Section L or any RFP attachment referenced in Section L to eSRS reports. However, Section M-301 states (in part), under Factor C Past Performance, “The Government will review this past performance information and determine the quality and usefulness of an Offeror’s past performance based on: … (2) Records of objective measurements and subjective ratings of specified performance attributes, if available, (i.e., Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS)) …” Is it desirable and acceptable that the Offeror provide the most recent eSRS Report for each contract reference cited in Factors A and C? If so, how is the Offeror to provide these reports?
Answer: No, the Government does not desire offerors provide the most recent eSRS reports for each contract reference cited.
20. If CPARS are available and provided as part of Factor C will a Past Performance "Attachment
3 Questionnaire" also be required.
Answer: No, a questionnaire is not required if a CPARS evaluation is provided for a contract reference.
21. Should bidders assume that answers to questions issued during the pre-RFP period should be regarded as part of the RFP for compliance purposes?
Answer: As noted in the special note at the beginning of this document: “Questions and Answers provided are for informational purposes only and shall not qualify the terms of the solicitation and specification. The Questions and Answers provided do not form a part of the solicitation or amendments.”
22. Reference: Attachment 7 – First Delivery Order PWS_Attachments_29JUNE17, Paragraph 3.1 Required Documents: Will the government please provide Item g. CSRR –SOP-UID-GEN-13-
0.1 CSRR Item Unique Identification (IUID) Standard Operating Procedure (SOP)?
Answer: This document will be deleted in the revised DO PWS issued with Amendment 0001.
23. Reference: RFP pg. 147: The RFP states, “Any subcontractor that is proposed without assigned labor hours, regardless if labor rates are provided, is considered an “unpriced” subcontractor and will not be included as part of the evaluation nor will they be an approved subcontractor in any resulting award.” Since some subcontractors on an Offeror’s team may have different requisite experience relevant to the overall statement of work but not related to the first delivery order, will the Government allow Offerors to provide rates for each of the subcontractors with zero hours? This method will provide pricing for unpriced subcontractors and the ability to be an approved subcontractor for future delivery orders to save the Government future administrative costs of adding “unpriced” subcontractors to subsequent task orders.
Answer: No, the Government does not desire that rates be provided for unpriced subcontractors.
24. Ref: Attachment 7 – First Delivery Order PWS_Attachments_29JUNE17: Will the
Government please clarify the period of performance for the first delivery order?
Answer: The first delivery order includes delivery dates vice a period of performance.
See paragraph 12.2 of the First Delivery Order PWS (Attachment 7) for the required delivery dates.
25. Reference: Attachment 14 – Wage Determination_29June17.pdf: Attachment 14 contained WD 15-4427, Revision 2. As a Revision 3 was posted to www.dol.gov on 06/06/2017, will the Government please confirm that Revision 3 should be utilized in pricing this solicitation?
Answer: The most recent Wage Determination revision will be included with
26. Reference: Section I, Contract Clauses, Page 89 of 163: Within FAR Clause 52.244-2 SUBCONTRACTS (OCT 2010), paragraph (d), the Government inserted “N/A” for “…written consent before placing the following subcontracts…” Will the Government please confirm that the use of “N/A” means that consent is not required if the Contractor has an approved purchasing system?
Answer: Yes, that is correct. Consent to subcontract is not required if the contractor has an approved purchasing system.
27. Reference: RFP, page 150, 2nd paragraph: While the SPAWAR E-Commerce Central website identifies the due date for questions is 7/13/2017, the RFP on Page 150, 2nd paragraph, states questions are due 10 days of RFP release (which would be 7/9/2017). While this submission of questions meets either requirement, will the Government accept and address questions submitted up until 7/13/2017?
Answer: Yes, the Government will accept and address questions submitted up until 13 July 2017.
28. Reference: Proposal Due Date: Due to the complexity of the Solicitation requirements, will the Government consider a 15-day extension in the proposal due date, until 16 August 2017?
Answer: No, the proposal due date shall remain 1 August 2017.
29. Reference: RFP, page 150, L-317 paragraph (b): Will the Government please exclude Title Pages and Tables of Contents from the page limitations of proposal documents/files?
Answer: Yes, title pages and tables of contents will be excluded from the page limitations.
30. Reference: Attachment 6_First Delivery Order_TDP_29June17 (Document), Next Higher Assembly 06988625: Will the Government please provide missing Drawing #06988626, Adapter Rack Left?
Answer: This drawing will be provided as a part of Amendment 0001 to the offerors that requested controlled distribution of the First Delivery Order TDP.
31. Reference: (a) Attachment 7 – First Delivery Order PWS_Attachments_29JUNE17; and (b) Attachment 10_15R0010_Resource Plan_29June17.xlsm: Regarding the Delivery Order PWS, are the WBS numbers listed for each major section of the PWS (for example 6.1 Program Management – WBS 00.000.000.01) to be used for developing the Delivery Order schedule, or are the WBS numbers in the Resource Plan (Attachment 10) the correct numbers and sections to be used?
Answer: The WBS numbers in the resource plan are to be used. The WBS numbers will be eliminated from the revised 1st DO PWS to be issued with Amendment 0001.
32. Reference: (a) Attachment 2_15R0010_Project Management Plan Template_29June17.docx;
(b) Attachment 10_15R0010_Resource Plan_29June17.xlsm; and (c) Attachment 7 – First Delivery Order PWS_Attachments_29JUNE17: The PMP Template, Page 9, states the project schedule shall align with the Work Breakdown Structure; however, the Resource Plan has a different WBS Structure from the Delivery Order PWS. Please clarify which WBS structure should be followed. If the Resource Plan (Attachment 10) WBS is the one to follow, can it be modified to include Testing?
Answer: The WBS in the Resource Plan shall be followed. The WBS numbers will be eliminated from the revised 1st DO PWS to be issued with Amendment 0001. Also, the Resource Plan (Attachment 10) will be revised to include Testing in Amendment 0001.
33. Section L, Factor E (3) requires a completed Section B as a part of the Cost/Price Proposal.
Also per Section L, attachments 5A and 5B are required for the first delivery order. The first delivery order is CPFF per Section A and, as such would fall under CLIN 0002. Further, Section M indicates that the Total evaluated Cost will be based on the first delivery order.
However, Section B appears to be for the basic contract and not exclusively for the first delivery order. Pricing does not appear to be required for the basic contract but, the total anticipated value ($596,600,000) for a 60 month period is listed in Section A. Can the government please provide clarification regarding how offerors should complete Section B?
Answer: Offerors are not required to submit pricing information for the CLINs in Section B because the total acquisition value has already been established as not to exceed $596,600,000. However offerors shall fill out their proposed fixed fee percentage (including allocation base) for both CLIN 0002 and CLIN 0005. The proposed fixed fee percentage (including allocation base) specified in Section B for CLIN 0002 and CLIN 0005 and the fixed fee percentage utilized in the Prime Pricing Model shall be identical.
34. In Section C of the RFP, in PWS paragraph 1.1, the third paragraph states, "Delivery Orders
(DOs) may be awarded on a lowest priced technically acceptable basis or a best value trade-off basis ...". As this is a single award contract, we believe this language is not germane to this RFP. Please clarify.
Answer: This statement will be deleted in Amendment 0001.
35. In Section C of the RFP, PWS paragraph 3.3.1.2 requires the contractor to use a CMPro integration/production database for asset management. Will the Government provide licenses and access to this database to the Contractor? Will any existing CMPro licenses used by the incumbent be transferred to the new awardee? PWS paragraph 11.2.1 requires the contractor to establish and maintain a contractor property management system. Will the Government consider allowing the contractor to manage property and inventory solely in the contractor's system, eliminating the need for redundant transactions in both the Government CMPro system and contractor's system?
Answer: The Government will provide the licenses and access to the CMPro database.
Property and inventory will not be managed solely in the contractor’s system. The IPT is required to utilize CMPro for property management.
36. RFP Ref 5252.237-9600, page 43, Quality Manager – KEY: Request that offerors be allowed to substitute 2 additional years of experience for the Bachelor’s Degree requirement.
Answer: No, the personnel qualifications for Quality Manager will not be revised.
37. On Page 1 of the Solicitation issued 29 June 2017, the Government states “Sealed offers in original and 1 copies… will be received at the place specified in Item 8.” In Section L-349 the Government states Offerors “shall submit their proposals electronically to SPAWAR Systems Center Atlantic.” We assume the Government only requires electronic submissions.
Is that correct?
Answer: Yes, that is correct.
38. As CLINS 0002 and 0005 are both CPFF CLINS, with the difference that one is for C5ISR
Systems, Networks & Support Equip and one is for Production, would the government clarify which CLIN DO 0001 is to be priced under? Also, for all CLINs unpriced upon proposal submission, please provide instructions for completion of section B.
Answer: The first delivery order will be linked to CLIN 0002, C5ISR Systems, Networks, and Support Equipment. Offerors are not required to submit pricing information for the CLINs in Section B because the total acquisition value has already been established as not to exceed $596,600,000. However offerors shall fill out their proposed fixed fee percentage (including allocation base) for both CLIN 0002 and CLIN 0005. The proposed fixed fee percentage (including allo100502 cation base) specified in Section B for CLIN 0002 and CLIN 0005 and the fixed fee percentage utilized in the Prime Pricing Model shall be identical.
39. Would the government consider allowing 8 point font for graphics? The solicitation for the predecessor contract only applied restrictions to the text and allowed smaller font in graphics.
Answer: No, the font requirements for proposal submissions remain the same.
40. Within the RFP and its multiple attachments, we identified varying nomenclatures used to describe government-furnished items. This includes (but may not be limited to) POR, GFE, GFM and GFP. To eliminate confusion and ensure the Government receives comparable offers from industry, please clarify the definitions of POR, GFE, and GFP and any updates to Attachment 7- First Delivery Order- PWS Section 8.1 are included.
Answer: The only Government Furnished Property for this delivery order is the GFM identified in Attachment 2 to the DO PWS.
41. RFP Reference 5252. 237-9600, Personnel Qualifications:
a. Program Manager – KEY
This position requires a minimum of 15 years of experience and a bachelor’s degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business. Will the government consider 5 additional years of relevant experience as a substitute for a bachelor’s degree?
Answer: No, the personnel qualifications for the Program Manager remain the same.
b. Quality Manager – KEY
This position requires a minimum of 10 years of experience and a bachelor’s degree in business, manufacturing, or engineering. Will the government consider 10 additional years of relevant experience as a substitute for a bachelor’s degree?
Answer: No, the personnel qualifications for the Quality Manager remain the same.
c. Technical Writer/Editor 3 – KEY
The PLC states education requirements, degree in Journalism, English, or Technical Writing. Will the government accept personnel with degrees in disciplines other than those listed for which writing was required (e.g., Education, Business, Science, Engineering)?
Answer: Yes, personnel with degrees in disciplines for which writing was required will be able to perform under this labor category. As stated in clause 5252.237-9600, the burden of proof to sustain that the personnel are qualified as prescribed in the contract requirements shall be upon the contractor.
d. Technical Analyst 4 through Technical Analyst 1
Will a degree in a field other than those listed be sufficient? (e.g., Business, Management, related fields)
Answer: Personnel with degrees in other disciplines may be able to perform under these labor categories. Amendment 0001 will provide an update to these categories.
42. Attachment 4 states “Identify the planned value of SB to participate in Labor portion of this contract (i.e., those SB which have been specifically allocated a portion of the estimated labor effort). Additional rows may be added as necessary:” Since specific allocation cannot be provided at the Master Awarded Contract level, will the Government confirm that the Small Business Participation plan is based on the estimated labor of 35% of TAV?
Answer: Yes, the small business participation plan shall for labor shall be based on the estimated 35% of the TAV.
43. Will the government confirm that labor rates are only required for the first delivery order and should be provided in Attachment 5A as required?
Answer: Yes, labor rates are only required for the first delivery order and shall be provided in Attachment 5A as required.
44. With reference to Excel Pricing Attachments 5A and 5B, please clarify:
a. Should offeror correct the CLIN #1 in the Tabs and change to the appropriate CLIN 2 or CLIN 5? For example in the Team Hours Tab change CLIN #1 in cell H1 to CLIN #5.
Answer: No, the offeror should not correct the CLIN# in the pricing models.
Although the work performed under the first delivery order will link back to CLIN 0002 in the basic IDIQ contract, there is only one CLIN on first delivery order. CLIN #1 in the pricing model is correct.
b. How do the CLINS 1, 2 and 3 on the Excel attachments relate to the Section B
CLINS? It is clear that we are pricing CLINS 0002 and 0005 from RFP Section B but the crosswalk from the Excel Attachments 5A and 5B to Section B is unclear.
Answer: The pricing models are only intended to reference 1 CLIN for the first delivery order. References to other CLINs may be included in hidden cells;
however the contractor should not be filling in information in hidden cells.
Instructions on filling out Section B can be found in the responses to question # 33 and 38.
c. Should offerors unhide all rows and columns to enter cost estimates across more than
1 year of contract performance (i.e. sample task Period of Performance)?
Answer: No, offerors should not unhide rows and columns. The Government desires offerors to provide rate/cost information for one CLIN in support of the first delivery order. If offerors are required to modify the pricing model to submit their rate/cost information, the instructions in the pricing model shall be followed.
45. Part number K10046389-523 (STE Phone) has been identified as discontinued. Please advise on how we should move forward with the quoting process.
Answer: This part should be replaced in the Consolidated BOM with alternate part number K10046389-522.
46. The Below list of items have been found to be EOL. We request guidance on how the government would like us to move forward with the quoting process?
Answer: For the parts listed below, offerors should include the original part number in the Consolidated BOM; however do not include a price for it. Please insert “Obsolete Part” in the cost/price proposal.

47. In the Resource Plan included in Amendment 0001, Attachment 10-Resource Plan_R0010_REVAMD1.xks, a new column D was added labeled “Cost.” The instructions for Factor B1 in section L-317, specifically as they relate to the Resource Plan, appear to be unchanged. What is the government’s intention for this added “Cost” column?
Answer: The cost column has been removed from Attachment 10 (Resource Plan).
Please see Amendment 0002 and the revised Attachment 10 (Resource Plan).
48. In Amendment 0001, page 2 “Amendment 0001 Notes”, item 9 states, “The CSRR –SOP‐
UID‐GEN‐13‐0.1 CSRR Item Unique Identification (IUID) Standard Operating Procedure (SOP) has been removed from Para 3.1 of RFP Attachment 7, First DO PWS. See revised Attachment 7.” In the revised First DO PWS (ATTACHMENT 7 - FIRST DELIVERY ORDER PWS_ATTACHMENTS_REVAMD1), it appears that this was not removed (see page 1 of 14, Para. 3.1, item g. in the table).
Answer: The reference to “CSRR –SOP‐UID‐GEN‐13‐0.1 CSRR Item Unique Identification (IUID) Standard Operating Procedure (SOP)” has been removed from Attachment 7 (First Delivery Order PWS). Please see Amendment 0002 and the revised Attachment 7 (First Delivery Order PWS).
