AMENDMENT 0003
The purpose of the subject Amendment 0003 is to perform the following:
1. Update SAM.GOV Notice ID N6449823R4004 to add conformed copies of solicitation N6449823R4004.
2. Answer potential Offeror questions received in regards to solicitation N6449823R4004.
Note: Any questions not yet addressed will be forthcoming in a subsequent amendment.
The answers to questions received are below:
101. RFP paragraph L-227-H002 SOFTWARE DEVELOPMENT PLAN (NAVSEA) (OCT 2018) page 219 (a), states “As part of the proposal, offerors shall submit an initial SDP that at a minimum addresses the requirements of Section C. The initial SDP shall not be subject to the technical proposal page limitation of the solicitation.” Would the government clarify that this is required for initial proposal submissions or only at the Task Order Level? Please confirm that the SDP rationale, if required with the initial proposal submission is subject to the Technical Proposal limitations?
ANSWER: This information is not required for initial proposal submittals. This is required at the Task Order level, on applicable Task Orders that require Software Development efforts.
102. RFP paragraph L-227-H001 SOFTWARE DEVELOPMENT AND CMMI OR EQUIVALENT EXPERIENCE (NAVSEA) (OCT 2018) page 218 (a) states “Offerors shall submit a description of previous relevant experience, within the past TBD at the Task Order Level months in developing software of the similar size and complexity as that required under the statement of work. (b) Offerors shall also describe any previous relevant CMMI® or equivalent model-based process maturity appraisals performed within the past 24 months. As a part of this description, offerors shall identify the organizational entity and location where the appraisal was performed, the type of evaluation, the organization performing the evaluation, and the level earned. This description shall not exceed TBD at the Task Order Level pages. (c) The descriptions called for under paragraphs (a) and (b) above are subject to the technical proposal page limitation of the solicitation.” Would the Government clarify if this is required for initial proposal submissions or only at the Task Order Level?
ANSWER: This information is not required for initial proposal submittals. This is required at the Task Order level, on applicable Task Orders that require such experience.
103. Will the Government consider updating the size standard for NAICS 541330 to include the military exemption for a small business to $47,000,000?
ANSWER: The NAICS will remain as 541330 with the currently listed size standard of $25.5M.
104. RFP N6449823R4004 - 41-43 MAC FOLLOW-ON Amendment 0001 Attachment 8 NSWCPD SBPCD.xls On the Summary tab of the Attachment 8, Service-Disabled Veteran-Owned Small Business category is missing. In addition, on the Direct Labor tab, VOSB is missing from the drop down under the Small Business
N6449823R4004
Category column. Lastly, on the Direct Labor tab, if you follow the instructions to repeat rows for each socio-economic category for each small business, this will falsely increase the small business dollars and percentages on this tab as well as the Summary tab. Recommend removing the SB category drop down list from the Small Business Category column and allow free typing in this field as well as the allowing free typing in the Direct Labor dollar value column on the Summary tab. Will the Government provide an updated SBPCD excel file with updated formulas?
ANSWER: Offerors are free to modify the SBPCD attachment as necessary to add socioeconomic categories to the respective tabs and to free type in the direct labor dollar column on the Summary tab to avoid double counting. The Government will manually verify dollars and percentages during evaluation.
105. RFP page 222 Factor 2. Small Business Participation Commitment Document (SBPCD). The government states
“The baseline small business Minimum Quantitative Requirement (MQR) for small business is 40% of the total proposed contract value (not subcontracting dollars). Of the proposed 40% of the total contract value at least 25% shall be attributed to direct labor hours.” Attachment 8 cell D6 calculates 25% of the TCV vice the MQR value in cell D5. Would the Government clarify the 25% is of the MQR value and not the TCV?
ANSWER: The SBPCD attachment currently only calculates the MQR based on the TCV. It does not automatically calculate the requirement for 25% of the MQR to be direct labor dollars. Offerors are free to add this calculation to the SBCPD attachment; however, the Government will manually verify the percentage during evaluation. The Government confirms that the 25% requirement is of the MQR value and not the TCV.
106. Would the government provide a conformed copy of the RFP with the most recent Amendment 0002 changes?
ANSWER: Yes, the Government will provide a confirmed copy of the RFP with the most recent Amendment 0002 changes via SAM.GOV.
