About this file
This document provides an amendment to a solicitation and responses to questions from potential offerors regarding a federal contract opportunity. The Naval Surface Warfare Center, Philadelphia Division intends to issue a request for proposal to repair the fuel-oil control system and adjacent exterior fuel storage compound at the Philadelphia Naval Business Center in Philadelphia, Pennsylvania. Work includes replacing various piping, instrumentation, controls and evaluating the fuel distribution system to return it to a state where equipment can be remotely monitored and operated. The period of performance is 160 days from notice to proceed. A bid guarantee, performance and payment bonding are required. Liquidated damages apply. Evaluation factors are bonding, past performance and price. Initial price and technical proposals are due by January 25, 2023 in accordance with the forthcoming solicitation. The government may award without discussions and based on initial proposals. A site visit is strongly recommended and details will be in the solicitation. Firms must be SAM registered and submit annual VETS-4212 reports.

The following items are applicable to this modification:
AMENDMENT 0001
Question 1. We are requesting information on the fuel pump controllers repairs project. Based on a review of the contract drawings if a new conduit is required between the tank farm and the main control panel, the length of run will far exceed the allotted 100'. We are requesting if pricing should be based on 100' or the actual required length. Please advise.
Response 1. Contractors should review all drawings and information gathered during the site visit and base their pricing on their findings. SOW sections 1.2.1, 1.2.1.1, 1.54.8 and 1.54.8.1 provide further guidance as to the Government's expectations for this work. CLIN 0002 is for one-hundred (100) linear feet of 2-inch conduit. Additional OPTIONAL CLINs (0003, 0004 and 0005) for fifty (50) feet each are provided if the quantity should be higher.
Question 2. We are requesting information on the fuel pump controllers repairs project.
Current control and power wiring are installed within the same conduit. Will cables and conductors be required to be installed in separate conduits in the new installation? Please advise.
Response 2. No. You can install Class II and III remote-control, signaling, and power-limited circuits in conduits shared with Class I circuits provided the Class II and III circuits are installed in accordance with Class I circuit methods and materials and the circuits are not marked as Class II or III circuits; Article 725 in the NEC provides details on these requirements and should be referenced. The spec notes, in Section 1.54 inclusive, that the twisted pair cables for the 4-20 mA control/monitoring signals required a 600V insulation rating intending on sharing the same conduit; however, the twisted pair cable will require overcurrent protection in the form of a fuse or breaker to meet the Class I requirements – that should be noted so it is clear. Additionally, with a 4-20 mA signal and a shielded twisted-pair cable, electrical noise isn’t a concern and less so given these aren’t critical control circuits. While there might be some minor level of noise, it wouldn’t be anything significant to our control system. Overall, sharing the conduit isn’t going to degrade the circuit’s performance and it would be much cheaper to put a fuse on five circuits (valve positioner x4 and the flow meter) than it is to run another conduit for that length.
Question 3. We are requesting information regarding the FUEL Pump Controllers Repair project. Based on an inspection of the existing site conditions we discovered that the existing conduit system interconnects valves wiring and instrument wiring which is not being replaced.
With the understanding that all new device wiring is to be replaced to the source, all wiring within the common conduits will have to be replaced if the main service conduit is to be re-used.
Please advise as to the preferred action relative to the wiring:
1.) Remove all conductors between devices in common conduits to the source.
2.) Run an independent conduit from the source as follows:
a.) 2" Conduit to support all analog components of the system being replaced.
b.) 2" Conduit with discrete control and power wiring for valves and device power.
3.) Leave the balance of the existing control and power wiring in the 3" conduit to the control panel, disconnect and label the original valve conductors which will not be required.
N6449823R4003
Response 3. Run new 2-inch conduit for the new power and control wiring. Remove old wiring from the existing conduit provided it can be removed without any restrictions. In the event that the existing wiring cannot be removed from the existing conduit then the wiring shall then be cut, capped and identified on both ends. See response to Question 2 for further clarification.
