SECTION SF 30 BLOCK 14 CONTINUATION PAGE
The following items are applicable to this modification:
AMENDMENT 0001
a) The purpose of this amendment is to answer questions received as a result of the site visit as follows:
1. What’s the T & M process? Example: Blower motor has to be replaced. What does that process look like?
A. The Contractor would submit a proposal either as a result of a repair call exceeding the limit or at the request of the Government. A Corrective Measure Level II Task Order would then be issued by the PCO to the contractor for action.
2. What’s the approval process on service calls? Can you replace up to a certain amount without approvals? If so, what is that number?
A. The approval process on service calls is outlined in PWS Sections 3.3.12, 3.4.13 and 3.4.1.4 for Diagnostic Requests and PWS Sections 3.3.13,3.4.1.3 and 3.4.1.5 for Corrective Maintenance Level I repairs.
3. Security clearances? Is it ok to use the company’s background checks?
A. No, the Government 5512 form and ID requirements must be submitted and followed. Please refer to Section 5.0 Security and Access Requirements for details regarding vetting, badging and access requirements.
4. Is there on site storage or space for filters? Belts? Etc.? - I’ve done this at multiple sites and it really helps with efficiencies.
A. Yes, arrangements can be made for storage space. A request shall be submitted to the TPOC/COR for approval.
5. During the site visit there was mention of new equipment that will be installed. Although, it appears on the equipment list. How would you like to proceed with this?
A. This will be maintained by the Contractor who is awarded the contract. Proposals should be based on all of the equipment included on the equipment list.
6. Is there an area onsite for repair part storage, or an office area for contractor use during the contract?
A. Yes, arrangements can be made for this situation. A request shall be submitted to the TPOC/COR for approval.
7. Is there an area onsite for repair part storage, or an office area for contractor use during the contract?
A. Yes arrangements can be made for storage space. A request shall be submitted to the TPOC/COR for approval.
8. We have an extensive, successful portfolio of commercial contracts. Will the NSWCPD accept commercial contracts for past performance references?
A. As described in Section M.3.3. Factor 3 Past Performance, any projects submitted will be evaluated by three
(3) aspects: recency, relevancy, and quality. Any projects (up to five (5)) performed within the past three (3) years of solicitation issuance that meet this criteria may be submitted.
9. We note that the pricing schedule is locked. If we believe what additional staff would be beneficial or required to properly service the contract, would the pricing schedule be expanded to include additional questions.
A. For consistency in evaluation purposes, the pricing schedule cannot be expanded to include additional staff.
10. Are all pumps included for the service requirement?
A. All pumps related to or serving equipment listed in the equipment list are included.
11. Can the government provide an equipment list with model number and serial number for ALL equipment?
A. The equipment list includes available model numbers for the majority of the equipment.
12. Can the government add an additional column to the equipment list with each equipment’s year of installation and/or approximate age?
A. This information is not readily available.
13. Would the government be able to add a column to the equipment list noting any equipment that cannot be accessed by an 8-foot extension ladder or that does not have a current stationary ladder or stairs?
A. The majority of the large/major equipment included on the equipment list is accessible via standard sized ladder or fixed access ladder / stair. Some associated equipment (VAV’s, Diffusers, Valves, etc.) may require the use of a lift or large (12’) ladder.
14. Filter changes: It appears that a truck with each filter change gets to the job the filters are brought in and approximately two weeks later the truck gets all the dirty filters-? Are we able to dispose the replaced materials to site dumpsters or trash?
A. No, the trash receptacles and dumpsters are for Government use only.
15. Is there a location on-site to store materials and/or equipment?
A. Yes, arrangements can be made for this situation. A request shall be submitted to the TPOC/COR for approval.
16. Is there a workspace the contractor can stage and/or work from?
A. Arrangements can be made for this situation. A request shall be submitted to the TPOC/COR for approval.
17. Can the government provide a list of required filters with sizes and filtration type?
