3.3 GENERAL REQUIREMENTS
3.3.1 This contract is for HVAC equipment and systems maintenance and repairs for sixteen (16) Government owned and occupied buildings varying in gross floor area from approximately 2,000 square feet to 375,000 square feet. Building locations can be found in PWS Attachment 1, and other applicable and relevant information is given in the attachments listed in PWS Section 1.3.1.
The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform maintenance and repairs for HVAC systems categorized as Preventative Maintenance, Diagnostic Service Visits, Corrective Maintenance Level I Repairs, and Corrective Maintenance Level II Repairs. Preventative Maintenance includes weekly, monthly, quarterly, semi-annual, and annual maintenance, testing and certification for the NSWCPD HVAC systems associated with NSWCPD-maintained facilities (see PWS Attachment 1) at the PNBC, Philadelphia, PA 19112, and all NSWCPD facilities within a fifty- (50-) mile radius of PNBC.
Currently, there are no buildings located outside the PNBC complex. However, additional facilities within the fifty- (50-) mile radius may be added by contract modification. In general, the work of this contract has the following five parts:
3.3.1.1 Provide regular, recurring Preventative Maintenance of HVAC equipment and systems on a rotating annual schedule in accordance with Contract Data Requirements List (CDRL) A002 (CLINs 0001, 0005, 0009, 0013, and 0017);
3.3.1.2 Provide Diagnostic Service Calls and Incidental Repairs in response to Government Diagnostic Service Requests (CLINs 0002, 0006, 0010, 0014, and 0018) to assess HVAC equipment failures, faults and malfunctions and to provide minor repairs to restore or restart HVAC equipment. As set forth in the Schedule, the maximum number of Diagnostic Service Visits is four-hundred-and-fifty (450) each contract year at a pre-negotiated unit price. Diagnostic Service Requests are initiated by the Government Technical Point of Contact (TPOC) after receipt or indication of equipment trouble, fault, or underperformance. Diagnostic Services include inspection and diagnosis (i.e., an initial assessment) of equipment included under regular, recurring Preventative Maintenance Work for malfunction or underperformance and completing the repair work (labor and material). As part of a Diagnostic Service call, the Contractor shall provide any incidental labor and material required to restore the equipment to its satisfactory and full capacity of operation. Incidental material is defined as material that costs less than $200.00 in the commercial market place. Incidental labor is defined as any labor required to install incidental material or work that requires four (4) hours or less of labor.
Typical incidental work includes, but is not limited to, replacing an electronic relay, resetting equipment via a switch, breaker, button or control panel; repairing wiring or pneumatic tubing; correcting HVAC-related water leaks by unclogging a drain line or repairing a drip pan; patching or reconnecting branch duct work; and, adjusting or repairing dampers to correct inconsistent air flow or uneven heating and/or cooling.
The Contractor shall notify the TPOC of the status of the HVAC equipment before departure and follow with a written report describing the diagnosis, repairs performed, and material used within one (1) business day after completion. Work beyond a Diagnostic Service Call shall require either a Corrective Maintenance Level I or Level II follow-up action initiated by the Government as described in Sections 3.3.1.3 and 3.3.1.4.
3.3.1.3 Provide Corrective Maintenance Level I Repairs (CLINs 0003, 0007, 0011, 0015, and 0019) will be ordered when an initial Diagnostic Service Call fails to restore HVAC equipment to its satisfactory and full capacity of operation. Corrective Maintenance Level I Repairs include labor and material required to restore HVAC equipment to its full capacity of operation. Corrective Maintenance Level I Repairs are defined as maintenance, repair, alteration or other miscellaneous work requirements that are brief in scope, do not require detailed job planning, and include parts readily available. These repairs include parts totaling more than $200.00, but not exceeding $1,000.00; and labor over four (4) hours, but not exceeding twenty-eight (28) hours. The Contractor shall receive technical approval from the COR prior to performing this type of work. As set forth in the Schedule, the maximum number of Corrective Maintenance Level I repairs is one-hundred-fifty (150) each contract year. All Corrective Maintenance Level I Repairs shall be completed within two (2) business days from when the repair was ordered. If the Contractor requires additional time to complete a repair, the Contractor must submit a request in writing to the TPOC and COR for approval. The Contractor shall maintain sufficient materials and equipment to support Corrective Maintenance Level I repairs. Lack of availability of material or equipment will not relieve the Contractor from the requirement to complete the repair work within the time limits specified. The Contractor shall provide the TPOC with the operational status of the HVAC equipment before departure each day. The Contractor shall provide a written report detailing the work, labor and material costs used to restore the equipment to full capacity of operation within two (2) business days after completion. Work beyond the Corrective Maintenance Level I Repair will require a Corrective Maintenance Level II Repair action and associated Contractor proposal, with a work narrative detailing labor and material requirements, for review, acceptance, and written authorization by the PCO via a separate Task Order under Corrective Maintenance Level II Repairs.
3.3.1.4 Corrective Maintenance Level II Repairs (CLIN 0004, 0008, 0012, 0016, and 0020) will be ordered for work exceeding the limits of the Diagnostic Service Requests and Corrective Maintenance Level I repairs. The Contractor shall submit a proposal to the PCO for Corrective Maintenance Level II Repair actions for PCO review and approval within three (3) business days of the Government’s request. The Contractor is responsible for providing any proposal supporting documentation required by the PCO to determine price reasonableness. The Contractor’s proposal shall use the agreed upon labor rates from PWS Attachment 7 and include only the time actually expended by the Contractor while at the work site, not driving or travel time to and from the work location. Consumable materials shall not be included in the material costs; consumable materials are items that are normally used in the performance of PM work, i.e. nuts, bolts, washers, screws, etc. Corrective Maintenance Level II Repair actions shall not begin until the Contractor has received written authorization from the PCO via a Task Order. The Contractor shall notify the TPOC of the status of the HVAC equipment before departure each day and follow up with a written report describing the diagnosis, repairs performed, and material used within three (3) days after completion. No work shall commence under these CLINs until written approval is provided by the PCO via a Task Order.
3.3.2 Workmanship and Material Standards – The Contractor shall be responsible for maintaining all facilities, systems, and equipment, identified in this Contract, to a standard that prevents deterioration beyond that which results from normal wear and tear and corrects deficiencies in a timely manner to assure full-life expectancy of the facilities, systems, and equipment. Best commercial and industry practices, i.e., state of the practice, shall be applied in the performance of work. All work shall be completed per approved and accepted industry and equipment manufacturers’ standards and shall comply with building and safety codes, applicable activity, local, state, and federal regulations, and other technical requirements identified.
Workmanship for maintenance and repair shall include all work necessary to complete facility and system restoration, including touch-up painting and operational checks. Upon completion of work, the Contractor shall ensure all facilities, systems, and equipment are free of missing components or defects which would affect the safety, appearance, or habitability of the facilities and structures or would prevent any electrical, mechanical, plumbing or structural system from functioning in accordance with design intent. Repairs shall be made in accordance with the manufacturers’ specifications and guidelines, and standard building codes. The quality of repairs shall meet the applicable standards and shall prevent any malfunction reoccurrences caused by poor workmanship or other contractor inadequacies. The quality of the repaired areas shall be fully compatible with adjacent surfaces or equipment. Except where otherwise specified, replacements shall match existing in dimensions, finish, color, design, and functionality and shall have an appearance similar to the original finished appearance with only minor unobjectionable deterioration resulting from normal use.
The Contractor shall not allow debris to spread unnecessarily into adjacent areas nor accumulate in the work area. All such debris, excess material, and parts shall be cleaned up and removed at the completion of the job and at the end of each day work is in progress. Upon completion of work, any stains and other unsightly marks shall be removed.
3.3.3 Historical Preservation – Buildings and facilities designated as historical sites shall be maintained in accordance with applicable or relevant Federal, state, and local historical policies and regulations.
3.3.4 Hazardous Material (HAZMAT) – All waste manifests must be processed through NAVFAC MIDLANT Building 1082 and the NSWCPD Technical Point of Contact (TPOC).
3.3.5 Service Interruptions – If any utilities or other services must be discontinued (even temporarily) due to scheduled or unscheduled, emergent contract work, the Contractor shall notify the PCO or the TPOC, affected occupants, and customers in accordance with local procedures. If the discontinued service is due to an emergency breakdown, the Contractor shall notify the PCO or TPOC, affected occupants and customers as soon as practicable.
