SUBSAFE ROLLING ADMISSIONS RFP N6449821R4021 – QUESTIONS FROM INDUSTRY

INDUSTRY QUESTIONS GOVERNMENT RESPONSE

1 RFP N6449821R40021, Section L.3. Proposal Content and Organization, Page 153 does not require a cost proposal. Although on page 143 Exhibits/Attachments – Attachments 1 Cost Summary Template. Is a Cost proposal required?

A cost proposal/cost summary is not required.

2 Previous RFP N64498‐17‐R‐5019 ‐ Factor 3: Small Business Participation Commitment, Page 127 states, “The baseline small business Minimum Quantitative Requirement (MQR) for small business is 10% of the total proposed contract value”. RFP N6449821R4021, Factor 3 SMALL BUSINESS SUBCONTRACTING COMMITMENT Page 155, Identifies the MQR as 40% of the total contract value. Is 10% the correct value for the MQR for small business under RFP N6449821R4021?

The MQR has been updated in Sections L and M for Factor 2 to reflect 10% of the Total Contract Value.

3 Request the government remove the requirement for minimum SECRET clearance at time of proposal submission, as this is a material change to the original solicitation requirements being invoked in an on‐ramp.

The Government has removed the requirement for the SECRET clearance at the time of proposal submission, and revised to be consistent with the previous RFP – at the time of award.

4 Request the government provide specific security clearance requirements only at the Task Order level.

Basic security requirements are set at the base level and will flow down to the TO level, as applicable. This is the same as the current base contracts.

5 Request the government provide a DD Form 254, to reflect the actual security clearance requirements.

Solicitation DD254 attached. Security requirements are outlined in Sections 35.0 – 39.0 of the Statement of Work in Section C.

6 Request the government clarify the intent of reference to paragraph 5.3 (which addresses Safety requirements) in the Para 47.2 discussion of security requirements?

Paragraph 47.2 referenced paragraph 5.3 incorrectly. Paragraph

47.2 has been updated to clarify that personnel shall have a minimum SECRET security clearance and appropriate training as required.

7 Request the government modify/revert the on‐ramp solicitation to reflect the original Solicitation requirements of: Minimum Quantitative Requirement (MQR) for small business participation equal to or greater than 10% of the Total Contract Value (TCV).

The MQR has been updated in Sections L and M for Factor 2 to reflect 10% of the Total Contract Value.

8 There are no Attachments 3 & 4 as noted on Page 143‐ Exhibits/attachments. The attachments for GFP and GFI will be provided at the TO level.

There is no GFP or GFI being provided at the base level.

9 What is the NAICS code for this RFP and where is it located in the document? The NAICS code for this requirement is 541330. This information has been added to Section A.

10 In reference to the above solicitation, Attachments 3 and 4, and Exhibit B‐ DD254 are missing from the solicitation documents posted.

The attachments for GFP and GFI will be provided at the TO level.

There is no GFP or GFI being provided at the base level. Current DD254 is in process and will be provided as soon as available.

Security requirements are outlined in Sections 35.0 – 39.0 of the Statement of Work in Section C.

11 Page 153 identifies Past Performance as Volume 3, with no page limit. Page 156 Identifies Past Performance as Section 5 of the technical volume, which is limited to 30 pages. Please confirm that Past Performance belongs in Volume 3, Factor 4, with no page limit.

Section L has been updated. Factor 4 Past Performance belongs in Volume 3, and has no page limit.

12 Per Solicitation L.3.2 (page 154) states: “the technical proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of the technical requirements contained in Section C of this solicitation”. Factor 1 requires: “compliance with NAVSEANOTE5000”. Will identifying the date and serial number of the NAVSEANOTE5000, which includes the offeror, suffice to meet the requirements of Factor 1?

The RFP is clear on its face.

13 Can the Cost Summary requirement be deleted and the Government provide a ceiling? That ceiling could then be used to develop the Small Business Subcontracting Commitment and Subcontracting Plans.

The Cost Summary requirement has been deleted. The CLINs and Sections L&M have been updated accordingly.

14 If not deleted, can the cost information be provided on a summary level by labor category instead of by person?

OBE

15 If not deleted, Can the Government provide details on what is specifically required to be included as part of the Cost Summary? There are no instructions in the solicitation with respect to requirements. Amendment 1, page 48, Section L.3 Proposal Content does not specify which volume should contain the pricing spreadsheet.

16 Can the Government provide an anticipated award date? What Option Years need to be priced? How should the Support Costs be divided between the years and what Option Years need to be priced?

F‐211‐H021 states the estimated date of award is 30 June 2021 (current RFP contains an error in the date reference and has been updated by this amendment). Section F clearly outlines the intended ordering period and period of performance.

17 Can the eCraft worksheet included in the Cost Summary Template be deleted? If the pricing in not going to be evaluated, what is the purpose of including this template?

18 Can the Government please clarify ‐ Attachment 1 Cost Summary Template, reference to Seaport‐e, “Maximum Pass Through Allowed by SeaPort‐e IDIQ Contract.” How does this apply to this solicitation and resultant contract?

This was a typographical oversight. Seaport‐e is not applicable.

19 Request that the Government provide at least a 3‐week due date extension to submit offers.

A one‐week extension has been granted.

File details come from the government source that posted it. Updated .
