About this file

This document summarizes an amendment to a federal contract solicitation for engineering and technical services in support of SUBSAFE and Level I material work onboard United States naval submarines. The amendment removes the requirement for a cost summary and extends the proposal due date from April 15, 2021 to April 22, 2021. The solicitation seeks qualified contractors holding NAVSEANOTE 5000 certification to provide technical management, administrative and technical services, materials, tools, equipment, facilities, and hull support for installation, troubleshooting, repair and maintenance work. Offerors must demonstrate compliance with SUBSAFE certification requirements and qualifications. The Naval Surface Warfare Center Philadelphia Division intends to award cost-plus-fixed-fee indefinite-delivery/indefinite-quantity contracts to qualifying offerors under the existing SUBSAFE Multiple Award Contract program with an ordering period through December 25, 2023 and a period of performance through December 25, 2024.

SECTION M - EVALUATION FACTORS FOR AWARD

SECTION M EVALUATION

SECTION M – EVALUATION FACTORS FOR AWARD

EVALUATION OF PROPOSALS

M.1. BASIS FOR AWARD

The Government intends to make an award to each and all qualifying offerors. A qualifying offeror, as used in 13.106-1 and 15.304, means an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the contracting officer has no reason to believe would be likely to offer other than fair and reasonable pricing (10 U.S.C. 2305(a)(3)(D)).

To be determined technically acceptable an offeror must be rated acceptable in each of the evaluation factors.

Offerors are advised that technical proposals may be evaluated without consideration of any proposed subcontractor, which is deemed to have an organizational conflict of interest.

Price or Cost will not be a factor in award of the Multiple Award Contracts (MAC), however, price or cost will be considered as one of the factors in the selection decision for each task or delivery order under the MAC.

M.2 EVALUATION APPROACH

Each proposal will be evaluated against the evaluation criteria set forth in the solicitation. Proposals will not be compared to each other or to criteria, which are not identified in the solicitation; similarly, each proposal will be evaluated for every factor identified.

FACTOR 1 – SUBSAFE Certification (Compliance with NAVSEANOTE 5000) To be rated acceptable, Offerors must demonstrate current compliance and certification in accordance with NAVSEANOTE 5000, which requires the performing contractor possess the knowledge and expertise associated with the repair, overhaul, and installation of equipment within the designated SUBSAFE boundaries of Naval Submarines as certified by Commander, Naval Sea Systems Command and specifically authorized and designated by NAVSEANOTE 5000.

FACTOR 2 – Personnel Qualifications and Staffing Plan To be rated acceptable, Offerors must provide information that demonstrates proposed personnel meet the prescribed minimum requirements for each labor category listed in Section C. Offerors shall also provide an affirmative statement that all proposed personnel shall meet the minimum education and experience requirements specified.

Offerors must also provide adequate staffing resources, demonstrate the feasibility to respond to workload fluctuations and overlapping tasks in a timely manner, and demonstrate the feasibility of the Offeror’s plan to engage in full performance of the task order once the firm receives notice of award.

FACTOR 3 – Small Business Participation Commitment

Small Business Participation Commitment Document (SBPCD)

The Small Business Participation Commitment Document (SBPCD) information will be used to evaluate the extent of your proposed participation/commitment to use small businesses in the performance of this acquisition (as small business prime Offerors or small business subcontractors). Offerors will be evaluated on the extent small businesses are identified in the performance of the contract, and the nature of the Offeror’s commitment to use such firms. The baseline small business Minimum Quantitative Requirement (MQR) for small business is 10% of the total proposed contract value (not subcontracting dollars). Proposals that do not use the total proposed contract value as the base in any calculations contained in the SBPCD, or that do not meet the MQR, will be considered unacceptable. Note: The above small business participation goals represent the PCO’s assessment of appropriate minimum participation (prime and 1st tier subs) expressed as a percentage of Total Contract Value (TCV). Offerors are encouraged to propose values greater than the MQR listed.

Offerors will be evaluated on the consistency of the proposed subcontracting commitment when compared to the information in its technical proposal and its subcontracting plan. Overall small business dollar goals should be consistent from the Subcontracting Plan and SBPCD.

FACTOR 4 – PAST PERFORMANCE

The past performance evaluation is an assessment of the Offeror's probability of meeting the minimum past performance solicitation requirements. This assessment is based on the Offeror's record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitationrequirements.

Past performance will be initially evaluated to determine whether the Offeror's present/past performance is recent, and relevant or not relevant to the effort to be acquired. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an Offeror's contract performance history would give the most confidence that the Offeror will satisfy the requirements of the contract that is contemplated to be awarded as a result of the evaluation of proposals in the current procurement.

Second, the past performance evaluation is to determine how well the Offeror performed on relevant prior contracts.

The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the Offeror's past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts.

Offerors’ ratings in this factor will be based on the relevance of the Contractor’s performance record with regard to the current requirement. The rating will also consider the Contractor’s record of conforming to contract requirements, controlling costs, adherence to delivery schedules, and administrative aspects of performance (i.e.

commitment to customer satisfaction, and record of business ethics and integrity).

PAST PERFORMANCE ACCEPTABLE/UNACCEPTABLE RATINGS are as follows:

M.4 COMPETITIVE ACQUISITION INSTRUCTIONS

The Government intends to evaluate proposals and award a contract without discussions with Offerors. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a technical standpoint. However, the Government reserves the right to enter into discussions with Offerors as it is determined by the Contracting Officer to be in the Government’s best interest.

M.5 DISCUSSION/FINAL PROPOSAL REVISIONS

If the Contracting Officer determines that discussions are to be held, they shall indicate to, or discuss with, each Offeror still being considered for award; significant weaknesses, deficiencies, adverse past performance information to which the Offeror has not yet had an opportunity to respond. The scope and extent of discussions are a matter of Contracting Officer judgment. At the conclusion of discussions, each Offeror still in the competitive range shall be given an opportunity to submit a final proposal revision. The Contracting Officer will establish a final cut-off date for receipt of final proposal revisions.
