The following have been added by full text:
The purpose of Amendment 0005 is to provide Government answers to submitted questions and to extend the response due date.
As identified in Amendment 0004, the deadline for receipt of questions is 4:00PM, 22 March 2019. The Government makes no guarantee that questions received after this deadline will be answered.
The Request for Proposal (RFP) due date has been extended to no later than 4:00PM, 18 April 2019.
Questions and Answers:
Q47. NSWCPD answer A29 states the “Offeror must have one individual for each labor category that requires a current Secret Clearance …”. Answer A29 also removes the requirement for having a Security Clearance from eight (8) non-key labor categories.
The first paragraph in NSWCPD answer A30 states, “designated contractor personnel accessing classified information or material…must have and maintain a security clearance.”
The second paragraph in NSWCPD answer A30, however, conflicts with the answers in A29 because it states, “All contractor personnel assigned to this contract …shall…possess a personnel security clearance”… and that clearance requirements will be determined at the task order level. Please clarify this inconsistency. If a task order does NOT require accessing classified information or material, are contractor personnel required to have a clearance?
A47. Answer A29 provided through Amendment 0004 removed the requirement for having a current Secret Clearance, or Secret Clearance eligibility with in ninety (90) days after date of award from eight
(8) non-key labor categories. Although the Secret Clearance designation has been removed for these labor categories, as identified, in answer A30; all contractor personnel assigned to this contract and performing its required services on site shall be Unites States citizens only and possess a personnel security clearance.
A security clearance of Confidential is required for all contractor personnel. Clearance requirements will be determined at the task order level; whereas the confidential clearance may be increased to a secret clearance level.
Q48. With regard to NSWCPD answer A38 … the third paragraph of the response does not draw a distinction between firm-fixed-price (FFP) subcontractors and other subcontractor types (e.g. Cost-reimbursement, flexibly-priced, time & materials, or labor hours). Please confirm that:

a. FFP subcontractors do NOT need to provide evidence of an adequate accounting system.
b. FFP subcontractors are NOT required to provide information in accordance with sub-paragraphs a) through o) of answer A38.
A48. Answer A38 provided through Amendment 0004 identifies in the first paragraph that both prime contractors and subcontractors are required to have an adequate accounting system for proposed contract types which are not firm-fixed-price.
a. FFP subcontractors do NOT need to provide evidence of an adequate accounting system is an accurate statement.
b. As FFP subcontractors are not required to provide evidence of an adequate accounting system the information in sub-paragraphs a) through o) of answer A38 is not applicable.
Q49. Additionally, with regard to the change made in the solicitation on this subject, recommend L.3.8.4, 2nd paragraph below “Approved Accounting System” be modified to add (just prior to sub-paragraphs a) through o) the following note: “These requirements to NOT apply to proposed FFP subcontractors”.
A49. As incorporated through answer A38 issued through Amendment 0004, an adequate accounting system is not required for FFP prime contractors and FFP subcontractors.
Q50. Please extend the closing date (at a minimum) from 4/4/2019 to 4/19/2019 to allow sufficient time to make Technical and Cost Proposal adjustments. Given the nature of the full scope of changes with respect to personnel security requirements and in particular the clarification of the term “major subcontractors”, and the resulting impact on Technical and Cost Proposal development – for both prime and non-FFP subcontractors.
A51. The RFP due date has been extended from 4:00PM 4/4/19 to 4:00PM 4/18/19.
Q52. Upon receiving Amendment 0004 and reviewing the answers provided, we request a 30 day extension to the submittal due date. Based on the answers concerning Accounting Systems and required Financial data, we will require additional time to compile the data from subcontractors and teaming partners.
