The purpose of Amendment 0004 is to provide response to the remaining submitted questions.
The deadline for receipt of questions is 4:00PM, 22 March 2019. The Government makes no guarantee that questions received after this deadline will be answered.
The Request for Proposal (RFP) due date remains unchanged, no later than 4:00PM, 4 April 2019.
All other terms and conditions remain unchanged.
Questions and Answers:
Q29. Section C, Paragraphs 4.4.1 and 4.4.2, page 15:
a. Requires a Secret clearance or Secret Clearance eligibility within 90 days. Only a limited amount of work on the predecessor contract required Secret clearances. Combined this with the fact that the number of cleared individuals is small, finite, and shrinking, and that some of the hardest to fill are trades. Is the Government sure that they want to pay the premium for every labor category being cleared or determined eligible within 90 days? A cost effective alternative would be to define clearance requirements based on specific ship class and spaces or systems at the Task Order level. Please advise.
b. What is Secret Clearance “eligibility”? If is as defined in NISPOM, Section 2 and as designated by the Cognizant Security Office (CSA), then the formal actions that will be taken between the contractor, employees, and CSA are different than the wording in SOW paragraph 4.4 for ability to obtain a clearance.
A29. a. At a minimum, Offeror must have one individual for each labor category that requires a current Secret Clearance, or Secret Clearance eligibility with ninety (90) days after date of award. Clearance requirements will be determined on an individual Task Order basis.
The requirement of having a current Secret Clearance, or Secret Clearance eligibility with ninety (90) days after date of award has been removed from the following non-key labor categories:
Analyst, Management Level I (Planner) Analyst, Financial Systems Level I (Estimator) Logistician Level I (Logistician) Drafter/Computer Aided Design (CAD) Operator Level I (CAD Operator) Drafter/Computer Aided Design (CAD) Operator Level I (Draftsperson) Technician, Supply Level I (Procurement Specialist) Word Processor Level III (Typist)
Clerk, General Level II (Admin Clerk)
b. In order for the proposed employee to have a clearance. Defense Security Service (DSS) must clear the offeror for a facility clearance first. The offeror shall review the DoDM 5220.22-M, Vol 2, for guidance on facility clearance. The company appointed facility security officer shall submit the required investigation for the employee.
Q30. Section C, SOW Paragraph 6.2, page 22: use of "and/or" has a cost impact. If it was replaced with "and", then only those accessing classified information/material on the contract would need to be cleared. This would result in a more affordably priced work force. Please advise.
A30. Section C, SOW Paragraph 6.2 has been revised to read as follow:
Designated contractor personnel accessing classified information or material associated with and/or performing work relative to the resultant contract must be United States citizens (No Foreign Nationals) and shall have and maintain a security clearance commensurate with the classification level of the associated information or material at time of contract award, or have required Clearance eligibility within ninety (90) days after date of contract award.
All contractor personnel assigned to this contract and performing its required services on site shall be United States citizens only and possess a personnel security clearance. Interim clearances are acceptable. Clearance requirements will be determined on an individual Task Order basis.
Q31. On page 122/148, HQ L-2-0003 Facility Security Clearance (NAVSEA) (APR 2015), subparagraph (a) states, “No award will be made to any offeror which does not possess a facility security clearance issued by the Defense Security Service at the Secret level. Naval Sea Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance. The Government is not obligated to delay award pending security clearance of any offeror.” Offeror does not currently have a facility clearance, but it has held a Secret clearance in the past. Is offeror correct in assuming that if it is selected for award, NSWC will sponsor the company’s facility clearance application on the basis of a properly completed DD Form 254?
A31. Yes, if selected for contract award, NSWCPD will sponsor the company's facility clearance application if they do not have a facility clearance.
Q32. Question: DD Form 254, included with the Solicitation, indicates that a Secret Facility Clearance is required to perform on this contract. Our facility is not cleared at present, but would like to get the facility clearance to submit a proposal in reply to your Solicitation. In accordance with the requirements of the DOD 5520.22-M, will your agency sponsor us to obtain our facility clearance, FCL?
A32. Yes, if selected for contract award, NSWCPD will sponsor the company's facility clearance application if they do not have a facility clearance.
Q33. Page 22 of the Solicitation, para 6.3 directs that Director Industrial Security, DIS, Naval Surface Warfare Center, Philadelphia, is the POC for contractor facility clearance matters. Would you please provide contact information for this POC, to include name, phone number and email address?
A33. There is no Director Industrial Security at NSWCPD. Defense Security Service (DSS) is the point of contact for issuing contractor facility clearance and discussing any contractor facility clearance matter. DSS location and number can be found on the DSS website.
NSWCPD Industrial Security Specialist serves as the Contract Officer Representative for security matters, and will monitor the processing of applicable DD254s, verify contractor facility clearances, and monitor disclosure of NSWCPD information.
Q34. Page 55 of the RFP states, “The Contractor shall require of subcontractors a quality management system achieving control of the quality of the services and/or supplies provided.” Please verify if any documentation is required with the Contractor’s proposal to verify a subcontractor’s QMS. If so, what would be considered sufficient documentation?
A34. Prime contractor must provide Level 1 (usually the contractor's quality manual) and Level 2 (procedures that are more specific to sections of the quality manual such as contract review, document control, non-conformances etc.) that were submitted to the QMS acceptance authority for approval. The Prime Contractor is expected to monitor the subcontractors and ensure their compliance but the subcontractors QMS's do not need to be provided along with the proposal.
Q35. Section L.3.7.2: All AIT contractors must have approval from a NAVSEA QMS Acceptance Authority by now to be performing work. Considering this and the quantity of pages, do you still require Level 1 and Level 2 procedures or would you accept a NAVSEA approval letter in lieu of the procedures?
A35. Offeror shall include letter provided by a NAVSEA Approval Authority that shows the contractor QMS adheres to ISO 9001:2015 or provide evidence of the Prime Contractor's submission for approval, which will satisfy that portion of the requirement/factor. Offeror is required to provide QMS Level 1 and Level 2 procedures as identified in Section L.3.7.2.
Q36. Page 65 of the RFP states, “Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced.” Please clarify that the Contractor is to provide their subcontractors timesheets, costs breakdowns (material, etc.) with supporting documentation with each invoice submission. Also, please clarify whether subcontractors would need to provide this detail and supporting documentation in the required format for any anticipated subcontract type (FFP/CPFF) or just
CPFF.
A36. The Prime contractor needs to provide backup documentation for subcontractors to support the costs being billed for all contract types (FFP/CPFF).
Q37. Page 70 of the RFP states, “Within 45 days after completion of the work under each separately identified period of performance hereunder, the Contractor shall submit the following information in writing to the Contracting Officer with copies to the cognizant Contract Administration Office and to the DCAA office to which vouchers are submitted: (1) the total number of man-hours of direct labor expended during the applicable period; (2) a breakdown of this total showing the number of man-hours expended in each direct labor classification and associated direct and indirect costs; (3) a breakdown of other costs incurred; and (4) the Contractor's estimate of the total allowable cost incurred under the contract for the period. Within 45 days after completion of the work under the contract, the Contractor shall submit, in addition, in the case of a cost underrun; (5) the amount by which the estimated cost of this contract may be reduced to recover excess funds. All submissions shall include subcontractor information.”
Please clarify whether subcontractors would need to provide this detail and supporting documentation in the required format for any anticipated subcontract type (FFP/CPFF) or just CPFF.
A37. See answer to question 36.
Q38. Page 70 of the RFP states, “The Contractor shall provide and maintain an accounting system, acceptable to the Administrative Contracting Officer and the Defense Contract Audit Agency (DCAA), which collects costs incurred and effort (compensated and uncompensated, if any) provided in fulfillment of the level of effort obligations of this contract.” What documentation is required to be submitted with the proposal to achieve ACO vs.
DCAA acceptability? Will there be a grace period after award for Contractors to achieve ACO and DCAA acceptability?
A38. Both prime contractors and subcontractors are required to have an adequate accounting system for proposed contract types which are not firm-fixed-price. No award can be made to a prime contractor when the prime contractor, or its proposed subcontractors, do not have an adequate accounting systems for proposed prime or subcontract-type; cost-reimbursement, flexibly-priced, time & materials, or labor hours.
Offeror shall provide a copy of the DCMA approval letter or a copy of the most recent DCAA audit report finding your system adequate.
If the Offeror (or one of its subcontractors) possesses an accounting system that has not yet been approved by DCMA or DCAA, please provide the name of the accounting system the contractor/subcontractor will use in regards to this requirement as well as the below additional information in order for the PCO to determine the adequacy of your proposed accounting system:
a) Describe how your accounting system provides for segregation of direct costs from indirect costs.
b) Describe how your accounting system provides for identification and accumulation of direct costs by contract.
c) Describe how your accounting system provides a logical and consistent method for allocation of indirect costs to intermediate and final cost objectives (a contract is a final cost objective).
d) Describe how your accounting system provides for accumulation of costs under general ledger control.
e) Describe how your accounting system provides a timekeeping system that identifies employees’ labor to intermediate and final cost objectives (a contract is a final cost objective).
f) Describe how your accounting system provides for a labor distribution system that charges direct and indirect labor to the appropriate cost objectives.
g) Describe how your accounting system provides interim (at least monthly) determination of costs charged to a contract through routine posting of books of account.
h) Describe how your accounting system excludes from costs charged to government contracts amounts which are not allowable as defined in Federal Acquisition Regulation (FAR) Part 31, Contract Cost Principles and Procedures, or other contract provisions.
i) Describe how your accounting system provides for identification of costs by contract line item and by units (as if each unit or line item were a separate contract) if required by the proposed contract.
j) Describe how your accounting system provides for segregation of preproduction costs from production costs.
k) Describe how your accounting system provides financial information required by contract clauses concerning limitation of cost (e.g. FAR 52.232-20) or limitation on payments (e.g. FAR 52.216-16).
l) Describe how your accounting system provides financial information required to support requests for progress payments.
m) Describe how your accounting system is designed, including how records are maintained, to ensure adequate, reliable data are developed for use in pricing follow-on acquisitions.
n) Describe whether your accounting system is currently in full operation. If not, please describe which portions are in operation, whether the system is set up but not in operation, and when operation is anticipated.
o) If your accounting system has been independently audited by an outside auditing agency for compliance with Generally Accepted Accounting Principles (GAAP), please provide the date and the documentation supporting the determination of compliance.
Q39. Page 82 of the RFP lists by reference DFARS 252.242-7006, which stipulates the requirements for an acceptable accounting system. Is this clause to be flowed down to the Contractor’s Cost type subcontractors as well?
If so, are subcontractors required to provide evidence with the proposal? Will there be a grace period after award for subcontractors to achieve DCAA acceptability?
A39. See answer to question 38.
Q40. Page 124 of the RFP states, “A “major subcontractor” is considered to be any entity proposed to perform 20% or more of the total proposed contract value for the purposes of this solicitation.” It’s difficult to determine with certainty at this time that any given subcontractor would perform 20% of the total proposed contract value. It is possible that any subcontractor could exceed this threshold on a given delivery order depending on the specific statement of work. Please clarify how we distinguish in the proposal between a “major subcontractor” who may perform 20% or more of the total work versus a “minor subcontractor” who may perform less than 20% of the total work. Is there a distinction between major and minor subcontractors as to what we submit in the proposal for past performance, personnel, facilities, costing, etc.?
A40. A “major subcontractor” is considered to be any entity proposed to perform 20% or more of the total proposed contract value for the purposes of this solicitation. Where the distinction of a major subcontractor comes into consideration is under L.3.5 Volume III – Past Performance; whereas, “The Government will evaluate the Past Performance of the Prime Offeror and major subcontractors proposed”.
Offeror shall provide all subcontract detailed information in accordance with Section L – Proposal Preparation Requirement.
Q41. Page 131 of the RFP states, “The Offeror shall discuss the use of proposed subcontractors and the extent of the subcontractor’s involvement in the performance of this contract.” It further states, “Subcontractors proposed in the technical proposal must be fully priced in the cost proposal to be considered in the evaluation.” Can you clarify the proposal requirements specific to subcontractors that are proposed, but are not anticipated to perform 20% of the proposed contract value vs. those that would be over 20%?
A41. The 20% of the proposed contract value is utilized only to determine a “major” subcontractor; which only comes into play for Past Performance evaluation. Aside from the limited purpose of the Past Performance evaluation, the proposal requirements are the same for any proposed subcontractor, regardless of major or minor.
Q42. Page 132 of the RFP states, “The Government will evaluate the Past Performance of the Prime Offeror and major subcontractors proposed.” Please clarify if this applies to major subcontractors only or to any subcontractor listed in the proposal.
A42. The Government will evaluate the Past Performance of the Prime Offeror and major subcontractors proposed. As indicated in Section L.1, a “major subcontractor” is considered to be any entity proposed to perform 20% or more of the total proposed contract value for the purposes of this solicitation. Past Performance of any subcontractor proposed that is not considered a major subcontractor will not be evaluated.
Q43. Page 135 of the RFP states, “The Offeror shall provide the following for itself and all major subcontractors as described in the section below: The Basis of Estimate (BOE) for each CLIN and shall include at a minimum: Total Fee Bearing/Burdened Cost Amount; Total Fixed Fee Amount; and Total Travel Cost Amount (Non-fee bearing).”
Please clarify if this applies to major subcontractors only or to any subcontractor listed in the proposal. Also, please clarify how the proposal is to address such analysis for its firm fixed priced subcontractors.
A43. L.3.8.4 Cost Volume, Section I Total Cost Summary The word “major” has been removed from the following sentence “The Offeror shall provide the following for itself and all major subcontractors as described in the section below:”
As a result, a Total Cost Summary shall be submitted for all subcontractors in accordance with L.3.8.4 Cost Volume, Section I Total Cost Summary. Furthermore, see Section II Supporting Cost Data – Subcontracting Costs/Consultants for additional subcontract proposal requirements.
The prime Contractor is required to provide their analysis on the Subcontractor's pricing and the determination that the proposed costs are fair and reasonable. Each Subcontractor shall be addressed separately, the planned subcontract type for each Subcontractor/consultant shall be identified and detailed cost information shall be provided in the same cost summary format as required for the prime Contractor.
Q44. Paragraph 2 on Page 136 of the RFP stipulates that the Offeror shall provide fully burdened rates for all proposed Offeror and subcontractor personnel. Please confirm that this is not a requirement for subcontractors that will be on a firm fixed priced basis with the Offeror. Also, please clarify if this requirement is for “major subcontractors” only or for any subcontractor listed in the proposal.
A44. This requirement is for any subcontractor listed and is not required for subcontractors that will be on a firm fixed price basis with the Offeror. However, see answer to question 46.
Q45. Page 138 of the RFP states, “The proposal shall include subcontract cost data in the same level of detail as provided for the Offeror; unless the subcontract effort is considered commercial.” Please clarify whether subcontractors would need to provide this detail and supporting documentation in the same level of detail as the Offeror for any anticipated subcontract type (FFP/CPFF) or just CPFF. Also, please clarify if this requirement is for “major subcontractors” only or for any subcontractor listed in the proposal.
A45. This requirement is for any subcontractor. Subcontractors would need to provide the same level of detail and supporting documentation as the Offeror for CPFF subcontract type and would not for subcontractors that will be on a firm fixed price basis with the Offeror. However, see answer to question 46.
Q46. Page 138 of the RFP states, “The prime Contractor is required to provide their analysis on the Subcontractor's pricing and the determination that the proposed costs are fair and reasonable.” Please clarify how the proposal is to address such analysis for its firm fixed priced subcontractors at this time.
A46. Analysis shall be performed in accordance with FAR 15.404-3(b). One example would be providing evidence of competition to determine subcontractor’s pricing is fair and reasonable.
The following Paragraphs 4.4, 4.5, and 6.2 of the Statement of Work have been revised and supersede previous versions:
4.4 Key Personnel
Clearance requirements will be determined on an individual Task Order basis.
4.4.1 The labor categories of Program/Project Manager Level I (Program Manager), Engineer Level II (Engineer) and Engineering Technician Level VI (General Site Foreman) are designated as Key Personnel and are subject to the requirements of Clause 5252.237-9106, entitled "Substitution of Personnel."
The minimum and target qualifications for the key categories below are as follows:
Program/Project Manager Level I (Program Manager)(5 Resumes):
Target Education: Bachelor's Degree in Engineering or Business from an accredited college or university.
Target Experience: Six (6) years managerial or supervisory experience with engineering projects involving the operation, maintenance, repair, testing, modification, upgrading, installation and alteration of Commercial and/or Naval vessel and small craft systems and two (2) years of direct experience with Habitability Systems, Spaces, Facilities, Fixtures and Equipment.
A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required for at least one personnel within this labor category.
Engineer Level II (Engineer) (5 Resumes):
Minimum Education: Bachelor’s Degree in Engineering from an accredited college or university, or be a licensed Marine Engineer from a recognized merchant marine academy or institution.
Target Experience: Six (6) years of experience in Naval or related commercial shipbuilding design, operations and maintenance, application of technical design principals, practices, procedures, standards, drawings and specifications, use of computer-aided design or modeling software programs and two (2) years of direct experience in the design of Habitability Systems, Spaces, Facilities, Fixtures and Equipment.
A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required for at least one personnel within this labor category.
Engineering Technician Level VI (General Site Foreman)(5 Resumes):
Minimum Education: High school degree or a technical vocational high school degree.
Target Experience: Six (6) years experience in the operation, repair, modification and maintenance of marine systems and two (2) years of supervisory experience with the installation and alteration of Habitability Systems, spaces, Facilities, Fixtures and Equipment.
A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required for at least one personnel within this labor category.
4.5 Non-Key Personnel
Clearance requirements will be determined on an individual Task Order basis.
4.5.1 Although resumes for "Non-Key Personnel" are not required, offerors must fully demonstrate their ability to provide the non-key personnel listed below who meet the requirements that follow. The Contractor shall certify in their proposal that they have these non-key personnel and provide a statement as to their ability to supply the personnel with the experience required to meet the prescribed requirements. All non-key personnel performing under this contract shall meet the Government’s minimum education and experience requirements.
If at any time during performance the qualifications of non-key personnel are called into question, the COR and Contracting Officer may request to review the résumé for a contractor employee utilized under a non-key labor category.
The minimum qualifications for non-key labor categories below are as follows:
Technician Engineering Level IV (Engineer Technician):
Minimum Education: High school diploma or a technical vocational high school degree or has received four (4) years of experience/training in the merchant navy serving as an Able Bodied Seaman.
Minimum Experience:
(a) Four (4) years experience in the technical aspects of shipboard design, operations, maintenance, testing and evaluating projects and associated modifications, alterations, installations and upgrades for military vessels and small crafts.
(b) Three (3) years experience with Naval and/or related commercial shipbuilding design, operations and maintenance data systems, principals, practices, procedures, processes, standards, drawings and specifications.
(c) One (1) year experience with naval habitability systems, subsystems, equipment, components, furnishings and spaces.
(d) Working knowledge of related Integrated Logistics Support (ILS) requirements (PMS/RCM, COSAL, APL and procurement processes) and the SHIPMAIN/SCD processes.
A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required for at least one personnel within this labor category.
Quality Control Inspector Level (Quality Assurance Specialist):
Minimum Education: High school diploma or a technical vocational high school degree.
Minimum Experience:
(a) Six (6) years experience with quality assurance and inspection for maintenance, repair, testing, installation, modification, upgrade or alteration of naval vessels.
(b) Two (2) years experience with habitability systems, subsystems, equipment, components, furnishings and spaces.
(c) Working knowledge of Naval and industry quality assurance standards, principles and practices.
A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required for at least one personnel within this labor category.
Analyst, Management Level I (Planner):
Minimum Education: High school diploma or a technical vocational high school degree.
Minimum Experience:
(a) Four (4) years experience with habitability or other Hull, Mechanical, and Electrical systems, subsystems, equipment, components, furnishings and spaces on Navy and/or commercial vessels.
(b) Eight (8) years experience in following cost estimating (time and material) and material procurement, management and control in the following areas:
(i) Mechanical and electrical
(ii) Heating, ventilation and air conditioning
(iii) Hull (Sheet Metal and Structural) and Piping
Analyst, Financial Systems Level I (Estimator):
Minimum Education: High school diploma or a technical vocational high school degree.
Minimum Experience:
(a) Four (4) years experience with habitability or other Hull, Mechanical, and Electrical systems, subsystems, equipment, components, furnishings and spaces on Navy and/or commercial vessels.
(b) Eight (8) years experience in following cost estimating (time and material) and material procurement, management and control in the following areas:
(i) Mechanical and electrical
(ii) Heating, ventilation and air conditioning
(iii) Hull (Sheet Metal and Structural) and Piping
Logistician Level I (Logistician):
Minimum Education: High school diploma or a technical vocational high school degree.
Minimum Experience:
(a) Four (4) years experience with habitability or other Hull, Mechanical, and Electrical systems, subsystems, equipment, components, furnishings and spaces on Navy and/or commercial vessels.
Drafter/Computer Aided Design (CAD) Operator Level I (CAD Operator):
Minimum Education: High school diploma or trade/industrial school certificate or correspondence school in which credits were received in algebra, plane geometry, trigonometry, drafting and physics.
Minimum Experience:
(a) Three (3) weeks of formal training in computer aided drafting.
(b) Six (6) months practical experience. Practical experience need not be on Navy ships but is preferable.
Drafter/Computer Aided Design (CAD) Operator Level I (Draftsperson):
Minimum Education: High school diploma or trade/industrial school certificate or correspondence school in which credits were received in algebra, plane geometry, trigonometry, drafting and physics.
Minimum Experience: Six (6) months practical experience.
Technician, Supply Level I (Procurement Specialist):
Minimum Education: High school diploma or a technical vocational high school degree.
Minimum Experience: Two (2) years experience involving the procurement process of Marine/Shipboard equipment (Habitability preferred), components, furnishings and spaces on Navy vessels, as related to 1.
Mechanical and electrical, 2. Heating, ventilation and air conditioning, 3. Piping, and 4. Hull and Deck Machinery.
Trade Personnel:
Minimum Education: High school diploma, technical vocational high school degree, or graduate equivalency degree (GED).
Minimum Experience: Two (2) years of shipboard experience in the position and be at the journeyman level of competence:
(1) Welder, Combination, Maint Level I (Burner/Welder)
- Welder certified in accordance with NAVSEA Standard Item 009-12, NAVSEA S9074- AQ-GIB-0 1 0/248 and NAVSEA 0900-LP-001-7000 for materials such as high strength steel HY80/HYI00, bimetal, aluminum, cres, copper, brass, bronze, etc.
(2) Electrician, Maintenance Level I (Electrician)
(3) Electronics Technician Maint Level I (Electrical Technician)
(4) Mechanic, Machinery Maintenance Level I (Installation Mechanic)
(5) Pipefitter, Shipboard Level I (Pipefitter)
(6) HVAC Mechanic Level I (HVAC/APC Mechanic)
(7) Machinist, Maintenance Level I (Inside Machinist)

Note: The contractor shall provide and maintain current welder and pipe fitter certifications for the approved welding/brazing process. All Welding Procedure Qualification Test Data must be approved by NSWCPD Code 311 for all work under this contract (CDRL A018). Under no circumstances a Welder, Combination, Maint (welder/brazier) will perform the required welding/brazing process unless they are certified to perform that welding/brazing process (CDRL A016). Personnel shall carry on their person a copy of the certification at all time during the work effort.
Note: Due to the nature of the work, crossing of trade boundaries will be required (i.e. paint touch up will not require a painter in most cases; each person will clean up after themselves thus not requiring sweepers/cleaners; mechanics will be expected to rig their own gear vice needing riggers (except for heavy lifts, etc.).
A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required for at least one personnel within each trade labor category, with the exception of Word Processor Level III (Typist)and Clerk, General Level II (Admin Clerk).
6.2 Designated contractor personnel accessing classified information or material associated with and/or performing work relative to the resultant contract must be United States citizens (No Foreign Nationals) and shall have and maintain a security clearance commensurate with the classification level of the associated information or material at time of contract award, or have required Clearance eligibility within ninety (90) days after date of contract award.
All contractor personnel assigned to this contract and performing its required services on site shall be United States citizens only and possess a personnel security clearance. Interim clearances are acceptable. Clearance requirements will be determined on an individual Task Order basis.

If the Offeror (or one of its subcontractors) possesses an accounting system that has not yet been approved by DCMA or DCAA, please provide the name of the accounting system the contractor/subcontractor will use in regards to this requirement as well as the below additional information in order for the PCO to determine the adequacy of your proposed accounting system:
a) Describe how your accounting system provides for segregation of direct costs from indirect costs.
b) Describe how your accounting system provides for identification and accumulation of direct costs by contract.
c) Describe how your accounting system provides a logical and consistent method for allocation of indirect costs to intermediate and final cost objectives (a contract is a final cost objective).
d) Describe how your accounting system provides for accumulation of costs under general ledger control.
e) Describe how your accounting system provides a timekeeping system that identifies employees’ labor to intermediate and final cost objectives (a contract is a final cost objective).
