The following have been added by full text:

The purpose of Amendment 0002 is to provide response to submitted questions. The Government will provide future amendment to respond to questions currently received that have not been addressed via this amendment.

The Request for Proposal (RFP) due date remains no later than 4:00PM, 7 March 2019 EST.

All other terms and conditions remain unchanged.

Q1. Page 115 lists 252.215-7009 Proposal Adequacy Checklist and page 119 lists 52.215-20 Requirements for Cost or Pricing Data or Information Other Than Certified Cost or Pricing Data. Will the government consider deleting 252.215-7009 and replacing 52.215-20 with 52.215-20 Alternate IV? It seems reasonable to expect that certified cost or pricing data will not be required, as the government anticipates awarding multiple awards and the current contract has multiple awardees.

A1. DFARS Clause 252.215-7009 “Proposal Adequacy Checklist” has been removed from the solicitation.

Additionally, FAR Clause 52.215-20 “Requirements for Cost or Pricing Data or Information Other Than Certified Cost or Pricing Data” has been removed and replaced with DFARS Clause 252.215-7010 “Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data”.

Q2. Page 126 under L.2.1 Page Numbers and Limits there is no “h” entry for items not included in the page limitations. Can the Government please clarify if there is supposed to be an “h” entry under this list?

A2. Under L.2.1 Page Numbers and Limits there is no entry for “h”.

Q3. Section L.3.8.4, Section I TOTAL COST SUMMARY states: “All costs shall be proposed and mapped in accordance with the offeror’s proposed work breakdown structure (WBS)”. The solicitation contains no other references to the development of a WBS. Attachment 2 to the solicitation outlines how costs are to be proposed.

Please clarify this requirement. Will the Government provide further guidance regarding establishment of a WBS for offerors to follow?

A3. Offeror’s proposed costs shall be provided in the format included as Attachment 2 to the solicitation.

Q4. Section L.3.8.4, Section II SUPPORTING COST DATA, Direct Costs, page 138, paragraph (7) Labor Hours, calls for the offeror to “identify whether the work will be performed at the Government’s site or at the Offeror’s facility.” There does not appear to be enough information provided in the solicitation to make such a determination. It would seem best for all offerors to be bidding on a level playing field.

(a) Please define “Government’s site”.

1. Is this for work by personnel on permanent / long term assignment to work at a Government site, such as NSWCPD, Building 4 where they would be provided Government equipment such as computers, desks, etc.?

2. Or, is this work, for example, by personnel providing installation support on a Government ship utilizing contractor provided tooling, equipment, etc.?

(b) To ensure all offerors have the opportunity to compete fairly, lease provide a specific breakdown, by labor category, for each type of work.

For example:

* Government Site (Shipboard Installation using Contractor tooling & equipment) Y%

(b) The exact ratio of work to be performed at Contractor Site –vs- Government Site will vary on individual Task Orders. Most installation tasks will involve the majority of labor at Government Site.

Q5. Section L.3.4.2 SUBFACTOR B – SUBCONTRACT MANAGEMENT, page 132 notes that “The total number of subcontractors proposed shall be reviewed for reasonableness and manageability.”

Section M.3 EVALUATION APPROACH, FACTOR 3 – TECHNICAL & MANAGEMENT APPROACH, Subfactor B: Subcontractor Management, page 142 notes that “Any offer determined to have proposed an excessive number of subcontractors may receive a lower rating.” Please provide clarification on the number (range) of subcontractors that the government considers excessive. Further, if possible, please provide further clarification regarding how the proposed number of subcontractors can lower the evaluation score.

A5. Offerors will be evaluated on their overall technical & management approach of the proposed subcontractors.

Although no specific number is identified, offerors should show sufficient resources, value added, and adequate oversight to manage the proposed subcontractors.

Q6. Section A, 3. MULTIPLE AWARDS, paragraph g, page 3 notes that “The Government intends to reimburse Other Direct Costs (CLIN 0002) on the basis of actual reasonable and allowable costs incurred plus applicable indirect markup rates (i.e. G&A and material handling). (NO FEE WILL BE PAID ON OTHER

DIRECT COSTS).”

Given that value of CLIN 0002 for ODCs is $492,708,872, combined with the fact that most items purchased will require multiple complex sourcing efforts with managerial oversight to acquire this level of material will be considerable, we respectfully request that consideration be given to allowing PROFIT to be bid on ODCs.

Furthermore, FAR 15.404-4 PROFIT, states it is in the Government’s interest to offer contractors opportunities for financial rewards sufficient to stimulate efficient contract performance, attract the best capabilities of qualified large and small business concerns to Government contracts, and maintain a viable industrial base. Also, management of this level of ODCs requires a high degree of professional and managerial skill to lead efficient and economical contract performance.

A6. No profit will be paid on Other Direct Costs. The Government intends to reimburse ODC’s (CLIN 0002) on the basis of actual reasonable and allowable costs incurred plus applicable indirect markup rates (i.e. G&A and material handling).

Q7. Section L.3.8.4 COST VOLUME, SECTION II SUPPORTING COST DATA, page 135 states “For each proposed cost element (labor hours, direct rates, and indirect rates), the Offeror’s proposal shall include supporting cost data that shall be submitted in a format that addresses the following four questions:

1) What is the Estimate?

2) How was the estimate derived?

3) What is the estimate based on?

4) Why is the estimate reasonable?

Omitted data (not addressing the aforementioned four questions) may result in Government assumptions regarding the omitted data. Therefore, the Offeror is encouraged to submit as complete a disclosure of their pricing methodologies as they deem appropriate”.

The labor hours are provided in the solicitation. Therefore, the labor hour estimate will be based on the labor hours provided by the Government. Other items, i.e. direct and indirect rates will be addressed as per the specific instructions contained on the following pages of this section (pp 135 through 139).

Please clarify. What format is the offeror to follow? A format that addresses the four questions above, or a format that follows the requirements on pages 135 through 139?

A7. Offerors shall follow the format that follows Section II Supporting Cost Data starting on Page 135 and within that format shall also address the aforementioned four questions.

Q8. On page 19, the minimum Trade Personnel education qualifications are a high school degree or a vocational high school degree. Would the Government consider allowing a graduate equivalency degree (GED) as an acceptable level of education for this labor category?

A8. Yes. Trade Personnel minimum education has been revised to read “High school diploma, technical vocational high school degree, or graduate equivalency degree (GED)”.

Q9. Section L.2. Proposal Format is unclear on whether additional space (blank lines) may be used between paragraphs. Will the Government allow Offerors to insert blank lines between paragraphs? The additional blank space would allow for better readability and clearer presentation of information.

A9. Offerors shall insert a blank line between paragraphs.

Q10. On page 127 item (2) d. When printed, the length and width of each spreadsheet shall not exceed one 8.5 x 11-inch paper in landscape orientation. The font shall be in 10-point Times New Roman Font. Spreadsheets shall not contain hidden cells, formulas, or tabs. No scaling reductions will be allowed. Files or spreadsheets that exceed these parameters will not be evaluated.

Can the Government confirm that this applies to solicitation attachments 1 and 2?

A10. The formatting standards shall not apply to Attachment 1 and 2, or any other documents provided by the Government to Offerors. The paper size for Attachment 1 and 2 are at the Offeror’s discretion.

Q11. Section A, 5. PERFORMANCE VS NON‐PERFORMANCE BASED MEASURES, page 3: Can you provide examples of how task orders would be performed if determined to be non‐performance type?

A11. Non-performance based measures would be utilized on a Level of Effort type Task order. For FFP CLIN 0003 and completion CLIN 0005, performance vs. non-performance based determinations will be made at the Task Order level and documented appropriately at that time with performance-based approaches being utilized to the maximum extent practicable.

Q12. Level of Effort Table, page 29, 2nd row from the top: There are no estimated hours for overtime for the Engineering Technician Level VI (General Site Foreman). Please consider adding overtime since the majority of the General Site Foreman supporting current Habitability Program Support Contract are non‐exempt wrt FLSA and receive overtime.

A12. No estimated hours of overtime for the Engineering Technician Level VI (General Site Foreman) are provided in this solicitation.

Q13. Level of Effort Table, page 30, 3rd and 4th rows from the top: Believe the Electronics Technician Maint Level I (Electrical Technician) should be Electronics Technician Maint Level I (Electronics Technician).

A13. The LOE Table on page 30, 3rd and 4th rows from the top are correct. The labor category required is an Electronics Technician Maint Level I (Electrical Technician). The “Electrical Technician” title has been cross-walked over from the existing Habitability MAC’s.

Q14. Section C, Paragraph 8.2, page 24: The NDAA for FY 2019, section 603, included a repeal of the authority to prescribe a reduced flat rate per diem for long‐term temporary duty (TDY) travel.

The repeal of the authority to prescribe flat rate per diem was effective the day the President signed the NDAA. The last day the traveler is paid flat‐rate per diem is August 12, 2018.

A14. Section C, Paragraph 8.2 has been removed from the Solicitation as it is no longer applicable based on the NDAA for FY19, Section 603. Paragraphs 8.3 through 8.7 have been renumbered after the deletion of paragraph 8.2.

Q15. Section I – Contract Clauses, page 78: 52.204‐4 Printed or Copied Double‐Sided on Postconsumer Fiber Content Paper MAY 2011: Does this pertain to the Proposal submitted for this Solicitation?

A15. FAR Clause 52.204‐4 Printed or Copied Double‐Sided on Postconsumer Fiber Content Paper (MAY 2011) is applicable for the Proposal submitted for this Solicitation.

Q16. Section L.3, Proposal Content and Organization, pages 127‐128: Is it correct that each of the seven (7) volumes is to be submitted under separate covers?

A16. The proposal shall contain six (6) separate volumes as identified in the chart in Section L.3, Proposal Content and Organization.

Q17. Section L.3.2, Corporate Experience, Page 129, 1st paragraph: “Offerors shall provide information on its corporate experience for the technical areas that are listed under Paragraph 3.0 of the Statement of Work (SOW) in Section C. Offerors shall address their experience in the four (4) technical areas: 3.2 Engineering & Technical Support Services, 3.3 Installation Services, 3.4 Repair Services and 3.5 Facilities. Section L.3.6, page 133 requires a Facilities write‐up. To avoid duplicity, please consider removing the requirement for Facilities information in the Corporate Experience responses.

A17. Offerors are to include their Corporate Experience with technical area 3.5 Facilities located in the SOW in Section C. Offerors may identify within Corporate Experience how they have experience with area 3.5 Facilities by referencing where this information can be found in their proposal. Thus avoiding duplicity of Facilities write-up.

Q18. Section L.2.2: Can proposals be delivered by hand to the recipient?

A18. Please see Solicitation page 1 block 9 for proposal submission instructions.

Q19. Section L.3.5: Confirm if you want “all relevant contracts performed within the last 3 years, whether completed or not” or only those contracts cited in L.3.2 “within the past five (5) years” and “not provide more than five (5) contract examples”.

A19. For Factor 4 Past Performance, as identified in Section L.3.5, “List all relevant contracts performed within the last 3 years, whether completed or not, including Federal, State and Local Government and private sector contracts.”

Q20. Regarding Section C, Level of Effort pages 28-31/148, are offerors expected to price all 11,177,000 man-hours specified in Attachment_2_-Cost_Summary_Sample_Format_Chart? Moreover, are offerors required to bid labor categories and years at the exact number of hours specified per category and contract year, or may they change the labor mix?

A20. For purposes of preparing a cost proposal, the Offeror should assume that the following number and mix of labor hours will be required over the sixty (60) month contract ordering period. The total estimated composition of the 11,177,000 man-hours of direct labor are expected to be priced in Attachment 2 – Cost Summary. Offerors are required to bid labor categories and years at the exact number of hours specified per category and contract year.

Q21. L.3.2 Volume II: Factor 1 Per Page 129 of Corporate Experience, we can use experience within the past 5 years?

A21. The information provided should include examples of experience obtained under previous contracts within the past five (5) years.

Q22. M.3 Evaluation Approach Factor 3-Technical-Per Page 143 of the Past Performance section, use experience within in the past 3 years?

A22. List all relevant contracts performed within the last 3 years, whether completed or not, including Federal, State and Local Government and private sector contracts.

Q23. In order to prepare our best and most complete response possible, and in consideration of the impact of the Holiday season, we respectfully request a 60-day extension to the due date.

A23. The solicitation closing date was extended a period of 35 days via Amendment 0001. The new solicitation closing date will be March 7th, 2019 NLT 4PM EST.

Q24. With respect to the Limitations on Subcontracting/Performance of Work, please confirm that you plan to evaluate proposals and to administer the Contract applying the Limitations on Subcontracting/Performance of Work Requirements set forth in 13 CFR 125.6 including allowance for the performance of work by "similarly situated" entities.

A24. As included in Section I of the solicitation, FAR Clause 52.219-14 “Limitations On Subcontracting” is applicable to this requirement.

Q25. Is this a new requirement for your agency or is there an incumbent currently performing on the contract. If there is an incumbent or incumbents, please provide names.

A25. Solicitation N64498-19-R-4018 is the follow-on for contracts N65540-13-D-0006 (Delphinus Engineering, Inc.), N65540-13-D-0007 (George G. Sharp), N65540-13-D-0008 (TECNICO Corporation), and N65540-13-D- 0009 (Q.E.D. Systems, Inc.)

Q26. Page 125 of the RFP states, “The font shall be Times New Roman with a font size of 12 throughout the document. In relation to electronic files, Page 127 of the RFP states, “The font size for text contained in embedded graphics (tables and illustrations) shall be no smaller than 8 point Times New Roman font.” For the printed documents, is it acceptable to use 8 point Times New Roman font for any text that is not part of the main body of the proposal document (e.g. tables, illustrations, headers, footers, etc.)?

A26. The font shall be Times New Roman with a font size of 12 throughout the document. The font size for text contained in embedded graphics (tables and illustrations) shall be no smaller than 8 point Times New Roman font.

Q27. Page 57 of the RFP states, “(b) The Contractor shall – (6) “Pay and bear all charges to the specified point of delivery.” Please verify that the Contractor is to bear all cost of shipping.

A27. As stated in FAR Clause 52.247-34 F.O.B. Destination, the contractor shall pay and bear all charges to the specified point of delivery.

Q28. Page 134 of the RFP states, “Furnish the cost tables provided as Attachment 2, Cost Summary Format, in Microsoft Excel format and Attachment 1, Labor Rate Substantiation Table.” Please confirm that these two files are the only electronic files to be submitted. Also, please confirm that the CD containing these files shall be submitted as 1 Original and 1 Copy with the Volume VI – Total Evaluated Cost (TEC) Proposal.

A28. Offerors shall follow the instructions identified in L.2.3 Instructions for Hard Copy Proposals Containing CD-ROM/DVDS. As identified in L.3 Proposal Content and Organization, offerors shall submit 1 Original and 1 Copy for Volume VI Factor 7 – Total Evaluated Cost (TEC).

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

HABITABILITY SERVICES STATEMENT OF WORK

CLIN’s 0001 - 0005: The Contractor shall perform the following requirements:

1.0 SCOPE

1.1 This statement of work establishes requirements for the furnishing of design, installation and repair services for Habitability Systems, Spaces, Facilities, Fixtures, and Equipment. Performance will be accomplished on all types of military vessels and small crafts, located at various ports and facilities (including: operating, testing, training and maintenance sites) worldwide.

2.0 APPLICABLE DOCUMENTS

2.1 The following specifications, standards and handbooks form a part of this statement of work to the extent specified herein.

2.1.1 NAVSEA Instruction C9210.4A (CLASSIFIED); Changes, Repair and Maintenance to Nuclear Powered Ship(s)

2.1.2 NAVSEA Standard Items FY 2018

The Contractor shall reference and utilize the latest version available when performing tasks within this SOW.

Upon request, these documents will be provided.

3.0 REQUIREMENTS

3.1 General

3.1.1 The contractor shall provide services and incidental materials for the design, installation and repair of Habitability Systems, Spaces, Facilities, Fixtures and Equipment and their supporting distributive and mechanical systems. This includes berthing, shops, passageways, stowage, sanitary, food service, lounge, recreation, religious ministry and welfare, personal service systems, spaces, facilities, and the fixtures and equipment installed in habitability spaces. The services to be provided shall also encompass Collection Holding and Transfer (CHT), air conditioning, refrigeration, piping, ventilation, heating, fresh water, lighting systems and their associated equipment, as well as interior finish materials and furnishings, doors, hatches, ladders, and related infrastructures also air and noise abatement and other environmental considerations. The specific services to be provided shall be set forth and defined in the individual task orders to be placed against the resulting contract. The specific services shall be within the scope of the basic services set forth and defined in this statement of work.

3.1.2 The services to be furnished shall be performed on all types of military vessels and small crafts, located at various ports and facilities (including, operating, testing, training and maintenance sites) worldwide. It is estimated that approximately 45% of the work will be performed in the Norfolk, VA area, 5% at other East Coast areas, 45% on the West Coast and 5% at various overseas locations.

3.1.3 The contractor shall possess the necessary resources (personnel and equipment) to support twenty

(20) simultaneous tasks. Some tasks could require up to fifteen (15) people in various labor categories.

Most of the tasks are expected to be accomplished on active ships that are in a ready-to-sail status, resulting in limited planning and estimating time and limited intensive work schedules.

3.1.4 When specified in individual task orders, all shipboard design and installation work shall be performed in accordance with the requirements of NAVSEA Technical Specification TS9090-310G. All non-nuclear work on nuclear powered ships must be in strict compliance with NAVSEA Instruction

C9210.4A (CLASSIFIED).

3.1.5 The contractor shall provide and maintain a documented Quality System to ensure product conformance to contractual requirements and as a minimum, comply with the requirements of NAVSEA Standard Item 009-04 and all additional contractual requirements. Quality System acceptance by NAVSEA 04 or a Supervisor of Shipbuilding, Conversion and Repair (SUPSHIP) office is mandatory.

3.1.6 The contractor shall be responsible to ensure compliance with all contractual requirements by their subcontractors.

3.1.7 The contractor shall perform general housekeeping in all impacted project areas as an ongoing part of the installation or repair effort.

3.1.8 The contractor shall develop and maintain a Contract/Delivery Order Status Report starting from the contract award date through the Period of Performance date (CDRL A006). The report shall include the following:

3.1.8.1 Contractor's name and address, contract number, status report date, period covered, total man hours and total labor, material, and travel costs expended against each completed, uncompleted, and active task orders for the reporting period including a cumulative total per task order. In addition, the report shall also include the total labor and material costs estimated to complete the task from the reporting to task completion date and indicate whether or not the contractor believes if performance can be completed within the total estimated cost-plus-fixed-fee amount established in the task order.

3.1.9 Material Inspection and Receiving Report (DD Form 250) shall be used as the acceptance document for the completion of work performed in accordance with the individual task order placed against this contract.

3.2 Design Services

3.2.1 When specified in an individual task order, the contractor shall conduct ship checks and site surveys in accordance with the requirements of NAVSEA Technical Specification TS9090-310G. This effort will include an engineering analysis and technical evaluation of spaces, systems, equipment, components, furnishings and subassemblies in support of equipment and arrangements condition improvement. Based on the information obtained from the ship checks and site surveys, the contractor shall determine technical requirements for accomplishing engineering modifications and configuration changes of spaces and systems.

3.2.2 Prior to the ship check or site survey start date for each task order placed against the resulting contract, the contractor shall develop a Visit Clearance Data listing containing Employee's Full Name, Job Title, Social Security Number, Date and Place of Birth, Nationality (Citizenship), and Level of Security Clearance. 3.2.3 Following the completion of the ship check or site survey effort, a Survey Report shall be developed containing the following information: Company letterhead information, date of report submission, subject line, reference guidance document titles, enclosure listings (if warranted), survey location, survey date(s), survey personnel names and titles, persons contacted at site, survey purpose, survey finding briefs, and name and title of person submitting report. 3.2.4 All specifications, designs, and design modifications developed by the contractor shall comply with the requirements and criteria set forth in NAVSEA Technical Manual T9640-AB-DDT-010/HAB. The contractor shall perform technical information reviews, searches, gatherings, correlations and perform interpretations of technical data required to support the preparation, revision, or verification of specifications, technical and provisioning documentation, test maintenance and operational instructions and procedures and training instructions and materials.

3.2.5 The contractor shall develop Preliminary Computer-aided Design (CAD) Drawing files for technical manuals and catalogs, sketches, diagrams and project drawings (i.e., equipment Arrangement and Removal, Heating/Ventilation/Air Conditioning, Refrigeration, support system Piping including Drain/Waste/Vent, Electrical systems, and Air/Noise Abatement and other environmental subject matter concerns). Furnish the appropriate administration, production, and removal information on each developed drawing that will allow each drawing to stand as an independent document capable of being used by any private or public Industrial Activity receiving a task to procure, install or remove material identified in each drawing.

3.2.6 The contractor shall develop Corrected CAD drawing files by incorporating Planning Yard drawing review comments to the Preliminary CAD drawing file. (CDRL A010)

3.3 Installation Services

3.3.1 When specified in an individual task order, all shipboard installation work identified in individual task order shall be performed by the contractor in accordance with the requirements of NAVSEA Technical Specification TS9090-310G and the current applicable NAVSEA Standard Items.

3.3.2 The services provided shall include the installation and/or removal of items such as structural and non-structural bulkheads and partitions, structural decks and platforms; false decks, gratings, bulkhead and overhead sheathing, foundations, doors, hatches, scuttles, emergency escape panels, airports, fixed port lights, windows, ladders and handrails, articles of compartment outfitting and equipment, cosmetic coverings, painting, deck covering systems, thermal, acoustic, and fire abatement treatments, and service systems (i.e., Heating, Ventilation, and Air Conditioning (HVAC), power and lighting, drain, waste and vent (DWV), fresh and seawater supply, steam, and compressed air) associated to habitability spaces (i.e., berthing, lounge, recreation, physical fitness, office, food service, sanitary, shop, medical, dental, passageway, stowage, storeroom, religious ministry, library, classroom, training, and welfare). The contractor may also be tasked to provide classroom training in addition to the on-the-job training for startup procedures, operations, maintenance, and shut-down procedures for the systems, fixtures, and equipment.

3.3.3 Prior to the start of the installation effort and when specified in an individual task order, the contractor shall be responsible for developing and providing project documentation per Paragraph 3.3.3.1 through 3.3.3.9.

3.3.3.1 A Record Purchase Order and Delivery Schedule Information report shall be developed listing individual project material line item descriptions, quantity procured, purchase order number and date, estimated delivery date, and warehouse receipt date for each individual task order placed against this contract. 3.3.3.2 A Pre-Start Government Furnished Equipment (GFE) and Contractor Furnished Material (CFM) Warehouse Inventory Report shall be developed listing all project items received at the

U.S. NAVY or contractor warehouse facility; report missing, damaged or incorrect items. (CDRL A012 and CDRL A013 respectively)

3.3.3.3 A Visit Clearance Data listing shall be provided. (Refer to SOW Paragraph 3.2.2)

3.3.3.4 A Gantt Chart/Plan of Action and Milestones (POA&M) shall be developed using Microsoft Project software showing sequence of events and time requirements based on the Key Event schedule developed by the Project Office, Naval Supervising Activity (NSA), or the task order Technical Representative. 3.3.3.5 A Prefabrication Schedule report shall be developed identifying the scheduled start and completion dates of the fabricated assemblies, including projected on-site delivery date. (CDRL A016)

3.3.3.6 Personnel qualifications/certifications/training listing shall be maintained to assure listed personnel performing the work have the qualifications, certifications, and training to perform the work requirements relevant to the project task; listing shall also include subcontractors, temporary employees, workers that will only be there part of the project task. (CDRL A015)

3.3.3.7 In-Process Control Procedures (IPCP) shall be developed in accordance with NAVSEA Standard Item 009-09, Process Control Procedure (PCP). (CDRL A017)

3.3.3.8 A Contractor Quality Assurance Workbook (QAWB) shall be developed in accordance with NAVSSES INST 4720.2F (or latest revision); Process and Policy for Managing Shipboard Industrial Work Performed by Alteration Installation Teams, Appendix B (or appropriate Appendix if revised). (CDRL A018)

3.3.4 During the installation effort and when specified in an individual task order, the contractor shall be responsible for developing and providing project documentation per Paragraph 3.3.4.1 through 3.3.4.4.

3.3.4.1 Weekly Progress Reports shall be developed reflecting overall project status; report shall contain individual sections related to overall task progress/completion percentage, descriptions related to interference problems and their resolutions, manpower status, delays encountered and their resolutions, tool/material status including shortages and their resolutions, and general comments. (CDRL A019)

3.3.4.2 Red-lined Drawings shall be developed during the installation effort; record all material and installation location/configuration changes that are not in accordance with the project drawing requirements in red ink directly on the drawings. (CDRL A020)

3.3.4.3 The contractor is responsible for work site staging of installation materials and tools, the proper handling and storage of Hazardous Material (HAZMAT) and performing and recording test results in accordance with the approved project or equipment drawings, test procedures, or specifications.

3.3.4.4 The contractor shall provide on-the-job training of assigned members of the vessel or craft for the operation and maintenance of the all new and modified equipment/systems. On-the-job training services to equipment operators will use the actual equipment on board the vessel as training aids and include various subject matters such as startup procedures, operation, maintenance, and shut-down procedures. Classroom training, when required, will include lectures, slides/movies, and booklets as specified on task order.

3.3.5 Following the Project completion date and when specified in an individual task order, the contractor shall be responsible for developing and providing project documentation per Paragraph 3.3.5.1 through 3.3.5.4.

3.3.5.1 Shipboard Industrial Work Completion Report shall be completed per Alteration to Ships Accomplished by Alteration Installation Teams Technical Specification TS9090-310G (or latest revision) Appendix H (or appropriate Appendix if revised), Alteration/SC Completion Report.

3.3.5.2 A Post-Project Government Furnished Equipment (GFE) and Post-Project Contractor Furnished Material (CFM) Warehouse Inventory Report shall be developed listing all unused project items warehoused at the U.S. NAVY or contractor warehouse facility. (CDRL A022 and A023 respectively)

3.3.5.3 Lessons Learned Report shall be developed following the completion of the tasked effort;

report issues and recommendations related to tasked effort areas i.e., Project Scope, Time, Cost, Quality, Communication, Risk Management, Human Resources, and Procurement. Per each tasked effort area describe the lesson learned that worked, provide a recommendation for continued use for each lesson learned that worked well, describe the lesson learned that didn’t work, and provide a recommendation for improvement for each lesson learned that didn’t work well including details such as a) role/position of who needs to make the change and b) include the details for required modification. 3.3.5.4 Financial Completion Report shall be developed for each individual task order placed against the contract; task order with multiple tasks shall identify each task effort individually.

Report shall include:

(a) Item descriptions, procured quantities, unit and total costs, vendor names, item make/model/serial numbers, invoice numbers.

(b) Prefabrication labor hours and costs broken down by trade categories

(d) Project labor hours and costs broken down by trade categories

(c) Travel costs showing airfare, per diem, and car/truck rental

(d) Shipping costs

(e) Same information for other direct costs such as subcontracted support and materials

3.4 Repair Services

3.4.1 As specified in individual task orders, the contractor may be tasked to repair or upgrade Habitability Systems, Spaces, Facilities, Fixtures and Equipment as described in Paragraph 3.1.1.

3.5 Facilities

3.5.1 The contractor shall possess or have the ability to obtain facilities and equipment (machines, tooling, tools, services and space) to fabricate/prefabricate parts, components, and assemblies; safely and securely move and maintain materials; and process and certify material and equipment. The contractor shall maintain or have access to a fully outfitted machine and sheet metal shop(s) capable of manufacturing or prefabricating parts, performing basic operational testing, performance evaluations, etc. as specified in individual task orders. The requirement for these facilities shall not be construed to mean the contractor is entitled to or the Government is obligated to reimburse the contractor for any direct costs in connection with or occasioned by these facilities. Adequate facilities shall include the following equipment:

3.5.2 The contractor shall possess or demonstrate the ability to obtain a staging area of approximately 2000 square feet suitable for the storage and staging of Government and contractor furnished equipment and materials required to accomplish the installation or repair services.

3.6 Contractor Furnished Equipment

3.6.1 The contractor shall furnish all necessary materials and equipment required for the performance of individual task orders. The contractor shall be responsible for providing all hand tools necessary, at no cost to the Government, in performance of this contract. Hand tools are described as standard tools of the trade such as hammers, drills, screwdrivers, pliers, connector crimp tools, awls, saws, etc. and typical tools required to perform tasks set forth in the specific task orders and modifications. It shall be the contractor's responsibility to maintain all Contractor furnished test equipment properly calibrated and in a ready for use condition to the extent necessary to avoid impacting the performance requirements of the task order.

Responsibility for the provision of basic mechanical and electrical tools and test equipment shall rest with the Contractor with no cost to the Government. Some tasks will require Contractor owned and/or operated computer hardware/software to perform under this contract. The contractor shall be responsible for acquiring, at no cost to the Government, such computer hardware/software as is reasonably necessary for task order performance. Hardware and software shall meet the requirements of NAVSEA Information Technology Standard Guidance version 99-1 dated April 1999. Contractor shall have access to Computer- Aided-Design (CAD) capability (AutoCAD) sufficient to reproduce engineering level drawings of systems and equipment.

4.0 PERSONNEL QUALIFICATIONS

4.1 The contractor shall provide fully trained and experienced personnel necessary to perform the design, installation and repair services as specified in individual task orders. The contractor shall also provide training for keeping its personnel abreast of industry and trade advances and for establishing and maintaining proficiency on equipment, computer languages and computer operating systems as necessary during the contract period of performance.

Training of personnel shall be performed by the contractor at their own expense.

4.2 All services shall be performed by fully qualified individuals in the relevant profession, trade or field and possess any licenses required by law or in applicable standards and specifications. The functions to be performed by all personnel shall reasonably correspond to the title of the labor or job category. For example, the design services shall not be performed by a typist, nor may typist functions be performed by an individual listed as an engineer.

4.3 When performing special processes such as welding, brazing and non-destructive testing on board Naval vessels and small crafts, the contractor personnel shall be certified to the requirements of T9074-AQ-BIB-010/248 (Requirements for Welding and Brazing Procedure and Performance Qualification); T9074-AS-GIB-010/278 (Requirements for Non-Destructive Testing Methods); S9074-AR-GIB-010/278 (Requirements for Fabrication, Welding and Inspection and Casting Inspection and Repair for Machinery, Piping and Pressure Vessels); and T9074-AB-GIB-010/1688 (Requirements for Fabrication, Welding and Inspection of Submarine Structure). For non- Naval vessels and small crafts, contractor personnel shall be certified to applicable fabrication documents.

4.4 Key Personnel

Personnel Requirements. All persons proposed in key and non-key labor categories shall be U.S. citizens holding at least a current SECRET clearance, or ability to obtain one.

4.4.1 The labor categories of Program/Project Manager Level I (Program Manager), Engineer Level II (Engineer) and Engineering Technician Level VI (General Site Foreman) are designated as Key Personnel and are subject to the requirements of Clause 5252.237-9106, entitled "Substitution of Personnel."

The minimum and target qualifications for the key categories below are as follows:

Program/Project Manager Level I (Program Manager)(5 Resumes):

Target Education: Bachelor's Degree in Engineering or Business from an accredited college or university.

Target Experience: Six (6) years managerial or supervisory experience with engineering projects involving the operation, maintenance, repair, testing, modification, upgrading, installation and alteration of Commercial and/or Naval vessel and small craft systems and two (2) years of direct experience with Habitability Systems, Spaces, Facilities, Fixtures and Equipment.

A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required.

Engineer Level II (Engineer) (5 Resumes):

Minimum Education: Bachelor’s Degree in Engineering from an accredited college or university, or be a licensed Marine Engineer from a recognized merchant marine academy or institution.

Target Experience: Six (6) years of experience in Naval or related commercial shipbuilding design, operations and maintenance, application of technical design principals, practices, procedures, standards, drawings and specifications, use of computer-aided design or modeling software programs and two (2) years of direct experience in the design of Habitability Systems, Spaces, Facilities, Fixtures and Equipment.

A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is required.

Engineering Technician Level VI (General Site Foreman)(5 Resumes):

Minimum Education: High school degree or a technical vocational high school degree.

Target Experience: Six (6) years experience in the operation, repair, modification and maintenance of marine systems and two (2) years of supervisory experience with the installation and alteration of Habitability Systems, spaces, Facilities, Fixtures and Equipment.

4.5 Non-Key Personnel

4.5.1 Although resumes for "Non-Key Personnel" are not required, offerors must fully demonstrate their ability to provide the non-key personnel listed below who meet the requirements that follow. The Contractor shall certify in their proposal that they have these non-key personnel and provide a statement as to their ability to supply the personnel with the experience required to meet the prescribed requirements. All non-key personnel performing under this contract shall meet the Government’s minimum education and experience requirements.

If at any time during performance the qualifications of non-key personnel are called into question, the COR and Contracting Officer may request to review the résumé for a contractor employee utilized under a non-key labor category.

The minimum qualifications for non-key labor categories below are as follows:

Technician Engineering Level IV (Engineer Technician):

Minimum Education: High school diploma or a technical vocational high school degree or has received four (4) years of experience/training in the merchant navy serving as an Able Bodied Seaman.

Minimum Experience:

(a) Four (4) years experience in the technical aspects of shipboard design, operations, maintenance, testing and evaluating projects and associated modifications, alterations, installations and upgrades for military vessels and small crafts.

(b) Three (3) years experience with Naval and/or related commercial shipbuilding design, operations and maintenance data systems, principals, practices, procedures, processes, standards, drawings and specifications.

(c) One (1) year experience with naval habitability systems, subsystems, equipment, components, furnishings and spaces.

(d) Working knowledge of related Integrated Logistics Support (ILS) requirements (PMS/RCM, COSAL, APL and procurement processes) and the SHIPMAIN/SCD processes.

A current Secret Clearance, or Secret Clearance eligibility within ninety (90) days after date of award, is

Quality Control Inspector Level (Quality Assurance Specialist):

Minimum Education: High school diploma or a technical vocational high school degree.

(a) Six (6) years experience with quality assurance and inspection for maintenance, repair, testing, installation, modification, upgrade or alteration of naval vessels.

(b) Two (2) years experience with habitability systems, subsystems, equipment, components, furnishings and spaces.

(c) Working knowledge of Naval and industry quality assurance standards, principles and practices.

Analyst, Management Level I (Planner):

(a) Four (4) years experience with habitability or other Hull, Mechanical, and Electrical systems, subsystems, equipment, components, furnishings and spaces on Navy and/or commercial vessels.
