The solicitation involves constructing 80-foot hot-dipped galvanized steel towers, with key details including a bid due date of 01/16/2026 at 3:00 PM PST. The government will furnish and install beacon lights, cameras, and antennas after tower construction, and contractors may source towers through manufacturing partners provided they meet design requirements. Contractors will be responsible for completing a geotechnical report, installing step bolts on one tower leg, and ensuring towers meet specifications in the Statement of Work. The Q&A clarifies several technical details such as tower foundation, cabling methods, potential future shelters, and antenna mounting configurations, with many specifics referring to a forthcoming Amendment 1 for updated details.

Industry Questions and Government Answers
Question 1: Can you please confirm the bid due time for this project? SAM.com shows 3PM PST but the solicitation shows 3PM local time. Is the local time a reference to office in CA or where the project is located in WI?
Answer 1: As NSWC Corona Division issued the solicitation, which is located in California, the Date Offers Due is 01/16/2026 3:00 PM PST.
Question 2: On page 9 of the solicitation, Item #6 Deliverables #CDRL A004 mentions fencing around the towers I assume. But no place that I can find gives me any additional details for the fence. I.E. what size of a fenced plot, what height of fence, does the fence have gates and is it double or a single, will the fence be grounded.
Answer 2: See Amendment 1, Section C, Paragraph 6, DELIVERABLES, CDRL A004 wherein the terms “fence” and “fencing” have been removed.
Question 3: Will the plot around the new tower foundation be a gravel plot around them and if so what size plot is it?
Answer 3: The gravel plot, adjacent to where the tower shall be constructed, has already been placed by the Government, and therefore a gravel plot, of any size, is not a requirement being requested by the Government of Offerors via this solicitation.
Question 4: Will the foundation have any Conduit stub-up in the slab for the tower for cabling?
Answer 4: Tower cabling will be done via ice bridge, however this is not a requirement being requested by the Government of Offerors via this solicitation.
Question 5: Will there be a future shelter for the tower or will it just be a mobile shelter?
Answer 5: There will be a mobile shelter, however this is not a requirement being requested by the Government of Offerors via this solicitation. To provide further clarity, any such shelter will be installed after the construction of the towers have been completed, thus the performance site will be unobstructed and will not interfere with any such earth moving equipment, cranes, etc.
Question 6: If there is a shelter will it be inside the fenced plot or outside the plot.
Answer 6: The shelter will be inside the fenced area. However, both fence and shelter are not a requirement being requested by the Government of Offerors via this solicitation. To provide further clarity, any such fencing and shelter will be installed after the construction of the towers have been completed, thus the performance site will be unobstructed and will not interfere with any such earth moving equipment, cranes, etc.
Question 7: Will the towers require an OB light installed on them? If so where will they be powered from?
Answer 7: Light will be solar light, however such lighting is not a requirement being requested by the Government of Offerors via this solicitation.
Question 8: The documents reference manufacturing and providing the 80-foot towers. While [Redacted Company] is not a tower manufacturer, we do work closely with established tower manufacturers and would source the towers directly through our partners. I wanted to confirm that this approach would be acceptable for this project.
Answer 8: The Government finds this acceptable if the towers the meet design requirements in accordance with Section C, Statement of Work (SOW), of this solicitation.
Question 9: Regarding the foundation design, we did not see a geotechnical or soil report included in the documents.
Without this information, a finalized foundation design cannot be completed, which leaves some open questions on how the foundations should be priced within the bid. Could you please advise whether a soil report will be provided, or how you would like bidders to address this portion of the scope?
Answer 9: The Contractor shall complete the geotechnical report in accordance with CDRL A002. (See Section C, SOW, Paragraph 5.2 of this solicitation).
Question 10: Are the step bolts to be installed on one tower leg or all three legs?
Answer 10: Step bolts on one tower leg will suffice and shall be installed in accordance with Section C, SOW, Paragraph 5.5.5 of this solicitation.
Question 11: Are the beacon lights, cameras, and antennas to be contractor-furnished or government-furnished?
Answer 11: The aforementioned items will be Government-furnished and installed after the construction of the towers are complete.
Question 12: If the beacon lights are contractor-furnished, can the government elaborate on what type – an L-864 or
OL-2?
Answer 12: Not applicable; refer to Answer 11 herein.
Question 13: Are the antenna and camera mounts to be contractor-furnished or government-furnished?
Answer 13: The aforementioned items will be Government-furnished and installed after the construction of the towers are complete.
Question 14: Are the towers to have a hot-dipped galvanize or painted finish?
Answer 14: Tower shall be hot-dipped galvanized steel.
Question 15: In the Antenna Capacity Table (Attachment 2), standoff lengths for the antennas are noted. However, dishes are not usually stood off 3-4 feet as listed. Could this reference for the dishes be the vertical requirements for the mounting pipes?
Answer 15: See Amendment 1, Section J, Attachment 2, of this solicitation wherein standoff lengths have been updated.
Question 16: Per Attachment 2 of the solicitation, the Microwave antenna at 75' appears to be a small 23.4" x 22.9" x 3.3" panel, but the Government has it listed as 311 lbs. and using a HS6-K stand-off mount (6' stand-off). Can the Government confirm the dimensions and weight because 311 lbs seems very excessive and can the Government confirm the stand-off distance since microwave dishes are usually mounted close to the tower with a dish mount.
Answer 16: See Amendment 1, Section J, Attachment 2, of this solicitation wherein standoff lengths have been
Question 17: Per Attachment 2 of the solicitation, the Government lists HS6-K mounts which are 6' stand-off mounts but the Government states that the stand-off length is only 36". Can they confirm if the stand-off's will be 6' or 3'?
Answer 17: See Amendment 1, Section J, Attachment 2, of this solicitation wherein standoff lengths have been
Question 18: Per Attachment 2 of the solicitation, the Government has a stand-off distance for the 4' dishes listed as 48". Dishes are usually mounted close to the tower using dish mounts which have an approximate 1' stand-off. Can the Government confirm the stand-off distance for the 4' dishes?
Answer 18: See Amendment 1, Section J, Attachment 2, of this solicitation wherein standoff lengths have been
