SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0001
Solicitation: N6339425R0001 Amendment: 0001 Subject: Common Processing System (CPS) Sustainment, Installation, Procurement, and Engineering Services Pre-Proposal Inquiries (PPIs)
1. PPI 001: Section C, 2.1.1 Applicable Documents; Solicitation Page 21; Please provide or make available to Offerors the documents identified in Section 2.1.1.
Government Response: Any documents listed not publicly available will be provided after award.
2. PPI 002: Section C, 2.2 Government Furnished Information; Solicitation Page 23; Please provide or make available to Offerors the documents identified in Section 2.2.
Government Response: At this time, the Government does not intend to provide GFI until after award.
3. PPI 003: Section C, 3.2.2.3, Solicitation Page 28; 3.2.2.3 states “the contractor shall select products that provide the longest production life and in no case whose obsolescence is greater than 18 months past the period of production date.” Is this to read: the contractor shall select products that provide the longest production life and in no case whose obsolescence is less than 18 months past the period of production date?
Government Response: Confirmed, the text should read “the contractor shall select products that provide the longest production life and in no case whose obsolescence is less than 18 months past the period of production date.” Section C, 3.2.2.3 has been updated with this amendment.
4. PPI 004: Section C, 3.2.4.2.1, Solicitation Page 29; Please review and confirm the CDRL referenced in paragraph 3.2.4.2.1 (CDRL A030) is to support paragraph 3.2.4.1 and not 3.2.4.2.
Government Response: The reference to 3.2.4.1 in 3.2.4.2.1 should read 3.2.4.2. Section C, 3.2.4.2.1 has been updated with this amendment. The CDRL correctly refers to both sections.
5. PPI 005: Section L Subsection 3.1.6 Pre-Award Survey (SF1408) and Section M, Subsection 4.3, paragraph 7; Solicitation pages 109 and 133; Section L, Subsection 3.1.6 requires offerors to provide information regarding the Accounting System approval and also states that if the Offeror or any cost reimbursement sub contractors do not have an approved accounting system the SF1408 is required; Section M, Subsection 4.3, paragraph 7 states Offerors that do not have an approved accounting system are in eligible for award of the resultant contract. Please clarify this discrepancy.
Government Response: The SF 1408 is used by the Defense Contract Audit Agency (DCAA) when performing a review of the adequacy of an accounting system prior to award. DCAA will use the information within the SF 1408 to provide a recommendation to the Contracting Officer regarding the Offeror’s accounting system to be used to determine award eligibility. Section M, 4.3, paragraph 7 has been revised to say “Offerors that do not have an approved accounting system or positive recommendation from a DCAA Pre-Award Survey are ineligible for award of the resultant contract.”
6. PPI 006: Section L 215-H004 Instructions for Pricing of Contract Data Requirements List (NAVSEA) (OCT 2018), Solicitation Page 125; This clause directs the offeror to complete both the Price Group (Block 17) and Estimated Total Price (Block 18) for each Contract Data Requirements List (CDRL) (Form DD 1423).
However, many of these CDRLs are “As Required” and presumably based on some level of design change which will require the creation or modification of these documents or products. Without additional information or direction from the Government, the Offeror cannot provide any type of Estimated Total Price based on factual analysis. Our belief is that these CDRLs will be required as part of a specific TI and the cost for their development provided as part of the proposal for the specific TI. We request the Government allow the use of TBD in Block 18 of the applicable CDRLs.
Government Response: Offerors do not need to individually price the CDRLs as they are not separately priced. See Contract Line Item Number (CLIN) 9999, Data Deliverables.
7. PPI 007: Section L 215-H004 INSTRUCTIONS FOR PRICING OF CONTRACT DATA REQUIREMENTS LIST (NAVSEA) (OCT 2018); Solicitation Page 125; While this clause directs to offeror to complete both the Price Group (Block 17) and Estimated Total Price (Block 18) for each Contract Data Requirements List (CDRL) (Form DD 1423), Section L does not provide instruction on how the completed DD1423 forms should be summited with the Offerors response. We request the Government provide direction on how the completed DD1423 forms should be submited with our response.
Government Response: Submission of DD 1423s are only required post-award and are not required to be submitted as part of the Offeror’s response to the solicitation.
8. PPI 008: CDRL A033 Planned Maintenance System (PMS) Maintenance Index Page (MIP); Solicitation Page CDRL A033; This CDRL has a subtitle of Planned Maintenance System (PMS) Maintenance Requirement Card (MRC). The following CDRL is A034 Planned Maintenance System (PMS) Maintenance Requirement Card (MRC). We believe the subtitle in CDRL A033 is a duplication which should be deleted. CDRL A038 and CDRL A039 are both titled Technical Report - Study/Services subtitled Technical Report Repair/Replacement Costs and reference the same Section C requirements. We believe this duplication is an error. We request the Government provide a corrected CDRL list.
Government Response: CDRLs A033 & A034 are not duplicates. The subtitle on A033 has been deleted to remove any confusion. CDRLs A038 & A039 are not duplicates as they refer to different SOW sections and remain unchanged.
9. PPI 009: Section C 3.2.2.1 The contractor shall monitor all parts and not limited provisioned parts, identify, plan for DMSMS and obsolescence issues; Solicitation Page 28; This requirement is confusing as written. We believe we understand the intent and if our assessment is correct, we request the Government revise the requirement to read, “The contractor shall monitor all parts and not only provisioned parts. The contractor shall identify and plan for DMSMS and obsolescence issues.
Government Response: The subject requirement will be revised as follows, “The Contractor shall monitor all parts and not only provisioned parts. The Contractor shall identify and plan for DMSMS and obsolescence issues.”
10. PPI 010: Solicitation Page 28; Section C 3.2.2.3 The contractor shall select products that provide the longest production life and in no case whose obsolescence is greater than 18 months past the end of production date. The way this is written implies the part must go obsolete within 18 months of the end of the production. We believe the intent of this requirement is that no part should go obsolete within 18 months of the end of the production. If our assessment is correct, we request the Government revise the requirement to read, “The contractor shall select products that provide the longest production life and in no case whose obsolescence is less than 18 months past the end of production date.”
Government Response: See Government Response to PPI 003.
11. PPI 011: Section L 3.4.4 CLINs 2000, 5000, 5100, 5200, 5300, and 5400 – Other Direct Costs (ODC) (Cost-reimbursement only); Solicitation Pages 119-120; The instructions indicate that the unburdened ODCs for CLIN 2000 should be assumed to be evenly distributed over the five years of the IDIQ ordering period.
However, the table provided reflects uneven costs across the years. Could you please confirm whether the ODCs should follow an even distribution as per the instructions, or if the amounts shown in the table should be used for proposal purposes only?
Government Response: The table and Cost Spreadsheet attachment are correct. Solicitation Section L
3.4.4 will be revised to say “Assume for proposal purposes that the unburdened ODCs on CLIN 2000 are distributed over each of the five years of the IDIQ ordering period as shown below.” This language is added and applies to CLINs 5000, 5100, 5200, 5300 and 5400.
12. PPI 012: Section L 2.2.1. e) No graphics or pictures other than graphs/tables/charts as may be required or necessary; Solicitation Page 106; The RFP instructions state that graphics are not allowed. Please confirm if simple focus boxes, compliance boxes, and flowcharts are considered graphics. The use of these increases readability and understanding of the response by the evaluating team.
Government Response: Focus boxes, compliance boxes, and flowcharts are considered graphs, tables, or charts and allowed, following the restrictions listed in Section L 2.2.1 d). Please note, graphics or pictures are not allowed within these.
13. PPI 013: Section L 3.4.1, Pages 114 and 115; The CLIN 1000 FFP Material Burden Factor table provided on page 114 and 115 of the solicitation call for FFP Material Burdening Factors through Year 6, however, only a total of 5 years are being proposed (1 Base Year + 4 Option Years). Please confirm the burdening factor for Year 6 is not required.
Government Response: Confirmed. The reference to Year 6 in the CLIN 1000 FFP Material Burden Factor table will be removed as well as the reference to Year 6 in the FFP Material Burden Factor in Note B as a result of this amendment.
14. PPI 014: Section L.3.4.3.1 Subcontractors; Page 116; For subcontractors on a contract type other than cost reimbursable (like Fixed Price or Time & Materials), could the government clarify the level of detail needed in their cost proposal narratives to meet the 'itemized breakout of pricing' requirement in Section L.3.4.3.1? Additionally, do subcontractors need to submit an Attachment J-3 Cost Spreadsheet if they are not on a cost reimbursable contract type? If yes, what level of information should this spreadsheet include?
Government Response: For subcontractors proposing Fixed Price or Time & Materials contract types, the subcontractor’s fully burdened prices shall be listed in the Rate column of the CPFF tab of Attachment JS-3 Cost Spreadsheet. Yes, subcontractors must submit an Attachment JS-3 Cost Spreadsheet for non-cost reimbursable subcontracts. For Fixed Price subcontracts, subcontractors shall provide the fixed price hourly rate, hours, and total price only for each proposed labor category within the CPFF tab of the attachment. For Time & Materials subcontracts, subcontractors shall complete the CPFF tab of the attachment, including proposed profit on labor under the Fixed Fee column.
15. PPI 015: Section L, Subsection 3.4.3.2, Pages 116-117; Can the Government please clarify why the Engineering Technician III labor category is not included in the Government Specified Labor Mix and Hours Table in RFP Section L 3.4.3.2?
Government Response: Historically, Engineering Technician III has not been utilized to provide the required support.
16. PPI 016: Section L, Subsection 3.4.3.2; Pages 116-117; Can the Government please clarify the eCraft Code entry for the Assembler? The code listed for the Assembler is 16010 which is a Laundry, Dry-Cleaning, Pressing occupation code for a worker who sorts or assembles the various dry-cleaned or laundered garments and other items of each customer's order, matching the articles according to description and identifying number as shown by tracking records.
Government Response: Assembler labor category will be removed from the Government Specified Labor Mix and Hours and the hours will be evenly split between the Material Handling Laborer and Engineering Technician I labor categories. The Government Specified Labor Mix and Hours table in Solicitation Section
3.4.3.2 will be updated to reflect this change as a result of this amendment. Additionally, the table entitled ‘Government Estimated Minimum BLS Labor Rates’ has been updated to remove the Assembler labor category as part of this amendment.
17. PPI 017: Section L 3.4; Page 113; Attachment JS-3 Cost/Price Spreadsheet Template includes an Indirect Rate Support Tab. The example provided lists “Budget” Year 2021 and three years of “Actual Expense” (2020, 2019, 2018). For our submission, should the Budget year reflect the award year (2025) or the current year (2024), or is the Government expecting indirect rate support for each year of the contract period (2025-2030)? Additionally, Section L, paragraph 3.4 specifies “The cost proposal spreadsheet shall provide a detailed breakout of every single cost element proposed across each base and option year as applicable.” Does the instruction of detailing every single cost element proposed across each base and option year extend to the Indirect Rate Support Tab as well?
Government Response: Yes, the Budget year should reflect the current “Budget” year (2024) and previous three years of “Actual Expenses” (2023, 2022, 2021). This has been corrected in the attachment as part of this amendment. For Indirect Rates, the cost element refers to the overhead pools determined by the Contractor’s accounting system necessary to develop indirect rates. Please see the Indirect Rate Support Tab which shows example costs for overhead expenses and unallowable costs.
18. PPI 018: Solicitation Section B; CLIN 1001, Page 5; CLIN 1001 calls for pricing of PN AMP99M67; 64GB RAM. The Bill of Material for this part is controlled by GTS. Please confirm how the Government will ensure this part is both priced and evaluated fairly and equally as GTS has an advantage.
Government Response: The required parts are determined by the Government. GTS is not the manufacturer of the referenced part, please coordinate with the manufacturer directly for pricing.
19. PPI 019: Section C, Subsection 3.2.11.2.1; Page 34; The solicitation states " The contractor shall provide recommendations for equipment correction, repair, and replacement supporting Government decisions on material readiness as shown below and as specified by Technical Instruction (CDRL A038)…" The table includes "Operational and maintenance: Provide Refresher/Supplemental training on operations and maintenance of CPS Equipment." Please clarify the operational portion of the training is in regards configuration of the equipment and is not related to any tactics, techniques, or procedures.
Government Response: Confirmed. The operational portion of the training is in regards to configuration.
20. PPI 020: Attachment JS-3 Cost spreadsheet; The CPFF Labor tab of Attachment JS-3 contains drop down selections in columns B and C, however, the labor categories contained within these drop downs do not include all labor categories defined in Section L, Subsection 3.4.3.2 Labor Mix and Hours. Please provide an updated Attachment JS-3 that includes the pertinent labor categories.
Government Response: An updated Attachment JS-3 that includes the pertinent labor categories in Column B as a drop down has been included as part of this amendment.
21. PPI 021: Attachment JS-3 Cost spreadsheet; Can the "Cost Only ODC" tab of Attachment JS-3 be modified to include ODCs that will be performed by a subcontractor?
Government Response: The Offeror can modify the cost-only ODC tab if they intend to allocate a portion of these costs to a subcontractor. The total unburdened ODCs still need to add up to the Government specified amounts in the solicitation.
22. PPI 022: Section L.3.4.3.2; Page 116; We request clarification on the assumption for the distribution of labor hours between the Contractor's facility and Government facilities. The solicitation does not currently provide details on how to apportion the expected work hours across these locations.
Understanding this breakdown is critical to accurately reflecting cost implications in our proposal, particularly given the potential for cost savings when a significant portion of the work is performed at a Government site. Could the Government please provide the assumed percentage or breakdown of labor hours that should be considered for work conducted at Government facilities versus the Contractor's facility? This information will enable us to present a proposal that captures the anticipated cost structure more accurately.
Government Response: Work will be conducted at the contractor’s facility. The only work to be performed at a Government site are installations, for which the anticipated number of trips and locations are identified within the solicitation.
23. PPI 023: Section L, Subsection 3.1.3, Page 108; Section B Pricing. States the Offeror shall fill in Section B Pricing for each priced CLIN/SLIN and provide a copy within Volume I; however, CLINS 1001-1003 do not include Stepladder Pricing Tables. Is the Offeror to complete these CLINs with "Reference Stepladder Pricing Tables" or is there a specific year and quantity which the Offeror is to use when populating these CLINs?
Government Response: See Note C on page 3 of the solicitation. The tables there shall be used to establish pricing for CLINs 1001 to 1003. For Section B, CLIN 1001-1003, please use the max quantity for each CLIN as listed in Section B, CLIN MINIMUM/MAXIMUM QUANTITY AND CLIN VALUE, and the Unit Price for 1-9 in the CLIN 1001 to 1003 – Pre-Priced FFP Parts Tables to determine the maximum total price of each CLIN.
24. PPI 024: Section L, Subsection 3.1.3, Page 108; For CLIN 2000 Is the Offeror to complete CLIN 2000 such that it equals the total of Offeror's proposed fully burdened CPFF material for Year 1 through Year 5 - as required for CLIN 1000 (reference Subsection 3.4.1.1 page 114)?
Government Response: Yes, see Section L, Subsection 3.4.4.
25. PPI 025: Section B, B-216-H006 Fee Table (NAVSEA) (MAR 2019); Pages 17 & 18; Please provide a Table in B-216-H006 which does not contain TBD so that Offerors may populate this information.
Government Response: Please utilize the existing table in B-216-H006 and replace the ‘TBDs’ with the information required.
26. PPI 026: Section B; Note B; Page 2; Please provide the Table in Note B which the Offeror can populate.
Government Response: Please utilize the existing table in Note B.
27. PPI 027: Section B, Note C; Page 2 & 3; Please provide the Table in Note C which the Offeror can populate.
Government Response: Please use the existing tables in Note C.
28. PPI 028: Section L, Subsection 3.1, Pages 107-108; Is the Offeror to include the completed SF 33 in Volume I for the original solicitations and any amendments, and if so where?
Government Response: Yes, the SF 33 and any SF 30 amendment acknowledgements shall be included in Volume 1, solicitation fill-ins.
Changes to Solicitation:
