SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
Amendment 1: The purpose of this amendment is to extend the RFP due date from 08/14/2020 to 08/17/2020.
Amendment 2: Due to its size exceeding DOD SAFE limits, TDP will be shared to Offerors via FedEx. Instructions have been updated in the description of this notice available in BETA.sam.gov. Section J of this solicitation has been updated accordingly.
Amendment 3:
Q&A
1. Question: Is Attachment J-3 required to be submitted at the time of proposal submission or at time of contract award?
Response: Attachment J-3 has been revised and is for informational purposes only. A revised version has been uploaded and is named “N6339420R0033 Attachment J-3 GFP rev 1.”
2. Question: If submission of J-3 is a requirement for proposal submission, does every tab in the excel spreadsheet need to be completed and should it be an attachment to the pricing volume?
Response: Not Applicable. Attachment J-3 is for informational purposes only.
3. Question: Could you provide instructions for completion of form if required?
Response: Not Applicable. Attachment J-3 is for informational purposes only.
4. Question: Would the Government consider a four week extension to the proposal due date?
Response: The revised proposal due date is 31 August 2020 and has been revised in the RFP and on beta.SAM.
5. Question: Section 4.2 of the SOW, First Article Inspection, calls out the FAI needs to be in accordance with
AS9102 Rev. A standards. If a subcontractor on the proposal can perform FAI in accordance with AS9102 standards, would the Prime Contractor be deemed as an acceptable bidder or does the Prime Contractor need to be able to perform the FAI? The proposal would clearly state that the subcontractor would be providing the FAI in accordance to AS9102 standards and provide pertinent information from the subcontractor.
Response: The Government does not dictate how the vendor conduct their business. FAI needs to be completed in accordance with AS9102 Rev A.
6. Question: The following drawings appear to be missing, along with any parts list and subcomponent drawings:
CCA CAGE ASSEMBLY, MEB 8660402
CCA CAGE ASSEMBLY, HEB 8660452-9

7. Question: Though the PL calls for 5223423-4, the drawing 5223423 itself has only -1 and -2. Requesting clarification.
Response: 5223423 NOR 004 adds the -4 configuration to the TDP. Recommend vendor review all NOR’s to ensure latest information is included.
8. Question: The following WSs are called out in the ATP for MEB/HEB; however, they are not included in the TDP. Requesting the following be provided:
WS20336
WS20339
WS20267
Response:
WS20336 - This WS will be provided via DOD Safe. Please send an email to the Contract Specialist requesting this to be sent.
WS20339 - This reference was an error in the original ATR and is not applicable. Recommend vendor review latest drawings which corrected this typo.
WS20267 - This WS will be provided via DOD Safe. Please send an email to the Contract Specialist requesting this to be sent.
9. Question: The SOW and ATP call out the first article requirement; however, there is no separate FA CLIN.
Instead, there is CLIN 0001 on the CDRLs listed as NSP. Is there supposed to be a separate CLIN for an
FAT unit? Requesting clarification as to whether a full FA is required, and whether it is to be NSP.
Response: First Article Test (FAT) is not a requirement on this solicitation.
10. Question: Para 4.2.6 calls out the Post-PET to be conducted after vibration and after final assembly into
LSEQ. Will an LSEQ be provided as part of GFE?
a. Question: Can the USG clarify and provide list of equipment and software packages that will be provided as GFE?
Response: All Test Equipment will be GFE’d. There will be not requirement to test with a LSEQ as a part of MEB/HEB production acceptance. Attachment J-3 has been revised and is for informational purposes only. A revised version has been uploaded and is named “N6339420R0033
Attachment J-3 GFP rev 1.”
11. Question: CLIN 6-29 spell out the options that may be exercised at any time within the 5 year period after award. Many CLINs call for the same item with same quantity. Clarification is requested as to whether these are to correspond to specific ordering periods.
Response: Option CLIN 6-29 are potential upcoming USN requirements. They can be exercised at any time within the 5 year period after award.
12. Question: Have these units been manufactured before, and if so, could you provide the manufacturer and unit price?

6. Question: Do the MEB (8660400-9) and HEB (8660450-9) LRUs need to go through Production
Environmental Tet per WS20130 since the CCAs inside will have already gone through environmental testing per the CCA drawings? If so, what should the MEB and HEB top level assembly be classified as in
Table 1: PET ASSEMBLY ENVIRONMENTS on sheet 3 of WS20130? Are they Assemblies, Circuit
Card Assembly LRUs, Power Supply LRUs, Electromechanical LRUs, or Indicator Panel LRUs?
Response: The MEB and HEB are Electromechanical LRU’s. This requires Temperature Shock and
Random Vibration. Note 2 does apply to the MEB and HEBs. The MEB and HEB are not required to undergo Temperature Shock at the LRU level if the CCA’s have been environmentally stress screened to the temperature shock requirements of 3.1.1 of WS20130.
Amendment 8:
1. Question: Drawing 8660511 is a source controlled drawing that we have to by the SSD from Delkin
Devices Inc. We have been informed by Delkin Devices that this part is going end of life. The last time buy for this item is 11/13/20. If the award is not made prior to this, does the Government have an alternate part that can take the place of this current part?
Response: The Government had identified an alternate and the part number is ME08TQJAK-3N050-D from Delkin Devices Inc.
Amendment 9:
1. Question: Please provide copies of the following:
TL130-AD-PLN-010-VLS
TL130-AD-PLN-030-VLS
Response: The drawings will be provided via DoD Safe.
2. Question: In regards to the CCA’s: If a non-ROHS leaded part can be found, can that part be substituted for the ROHS part during manufacturing? This question relates to the note requiring certain components to have the leads leaded before soldering during assembly.
Response: If the part is on the part list, it can be used. For ROHS parts the PL will have a note regarding whether tinning is required or not. This is a built-to-print. Any part substitution requires review by the
Technical Design Agent and approval via a drawing change or a waiver.
3. Question: Can the Government please provide drawings 8660483 & 8660485 to be able to fabricate
8660525?
Response: The drawings will be provided via DoD Safe.
4. Question: The solicitation states that offers quoted past the governments allotted delivery schedule will be considered non-responsive. P/N 8660418 is sole source and has a 6 month lead time, therefore NO vendors can supply the end item within the required delivery of 26 weeks ARO. We request delivery be changed to
60 past the current delivery date.
Response: Delivery has been changed from 26 weeks ARO to 34 weeks ARO and is reflected in Section F and 52.211-8.
5. Question: In the solicitation, it states that offeror that quotes a delivery longer than the specified 26 weeks from contract award for initial deliverables will be considered unresponsive. We have been expending significant effort to identify and price all components in this complex manufacturing project. We have already identified issues with certain parts, and the Navy has been extremely responsive to those inquires; - this is greatly appreciated. As part of our quoting diligence, we have been looking at parts that have longer than anticipated lead times; - one such part is CM2-BT2-E3825-ETT-CC. We have identified two suppliers for CM2-BT2-E3825-ETT-CC: who are both Tier 1 suppliers. Both suppliers have responded that delivery on this part is between 20 and 22 weeks; however, we recently received an email from one supplier, that indicated due to COVID-19, that lead times for this part are actually running longer.
As the Navy is aware, there is significant time needed for parts integration and testing of the MEB and
HEB before delivery. This integration and test per Navy requirements (environmental, vibration, inspection per AS9102, etc.) can take between 4 to 5 weeks. Given this information coupled with the fact part CM2-
BT2-E3825-ETT-CC will most likely be delivered longer than the 22-week time frame, it is not possible for us, or any other vendor that does not have currently CM2-BT2-E3825-ETT-CC in sufficient stock, to be able to meet the 26-week time frame. Will the Navy consider an extended delivery of the initial shipment at
34 weeks each (Qty 50 units in the first 34 weeks), and then conform to the current delivery schedule for each order? This would allow for the production quantity orders to be received and integrated into the final units.
Response: We recommend the vendor buy Adlink P/N: CM2-BT2—E3825 NV:
1) The vendor no longer need to procure 8660510-9 FN2 (8660511-1), since this is already provided on the Adlink product.
2) The vendor no longer needs to procure 8660510-9 FN3 (8660512-1), since this is already provided on the Adlink product.
3) The reference on 86550510-9 to Note 10 and 8660514 is Obsolete By Events (OBE), since this function will be conducted by Adlink.
4) There is an additional license drawing being added to 8660400 and 8660450 in order to ensure that the VxWorks Operating System license is procured from Windriver. For the purposes of this solicitation, the license will be provided as GFE.
5) Drawings will be updated accordingly.
The GFP has been updated on N6339420R0033 Attachment J-3 GFP rev 2.
6. Question: For PET per WS20130, do the MEB and HEB need to undergo single axis random vibration or tri-axial random vibration, or both? Will the Government provide a MEB and HEB test fixture for the random vibration PET?
Response: The Government will provide MEB and HEB test fixture for the random vibration PET. The
GFP has been updated on N6339420R0033 Attachment J-3 GFP rev 2.
Amendment 10:
1. Question: Amendment 9, Question 5’s response calls out a new recommended part number, PN CM2-BT2-
E3825 NV. Can you please confirm that the “NV” is indeed part of the part number in the response to the question or the part number is CM2-BT2-E3825?
Response: Yes, NV is included in the part number.
