C-245-H005 Information & Data Furnished by the Government- Alternate I

(b) Government Furnished Information

Page 44On page 44 item (b) of the RFP states that the Government shall furnish only the GFI identified in an attachment in Section J. Of the Attachment J files, none lists the GFI to be provided. Please provide this information. As stated in Section L, the GFI/drawings will be provided to Offerors directly upon written request to the Contract Specialist and Contracting Officer. Section J has been updated to further clarify this.
145/13/20CDRL List, A011The DD-1423-1 for CDRL A011 Tech Manual Source Data Updates, Revisions/Updates to Source Data states that the deliverable shall be created using MS Office, but the ETM source files that would be updated will be in XML or SGML file formats with accompanying development source files in the ETM package. Will all ETM source files to be updated be provided as GFI, or will the contractor be required to create updates/revisions to the XML/SGML ETMs in MS Word? All GFI source files will be provided. The contractor would be updating or reach back for changes and source updates could be in contractor format or whatever the DID calls out.
155/13/20Section L / Attachment J-S-1RFP Section L allows the offeror to provide category average rates vs. named employees. Attachment J-S-1, Price Cost Template, Cost Elements column is pre-filled with "Employee Name 1, 2, 3, n". Should the offeror providing category average rates substitute the labor category name in this location instead of a named employee? While it is acceptable to provide category averages when named employees cannot be provided, Offerors are encouraged to use named employees where possible.
165/13/20Attachment J-S-1Offerors are directed to apply burdens and profit to total Government estimates for CLIN 0002, 0003, 0004, and 0005 on Attachment J-S-1. Offerors typically calculate burdens on a annual basis, with forward pricing estimates potentially changing over time. Should offerors assume the total estimates provided with year 1 burden rates, or spead total estimates evenly across all 5 years, and apply applicable burdens correspondingly?Offerors should spread total estimates evenly across all five years and apply applicable burdens correspondingly.
175/13/20Section K: Representations, Certifications and Other Statements of OfferorsFor any solicitation sections with "Offeror Fill-ins" or request for other information or data, should Offeror include in the Volume IV Price Proposal only the specific RFP page as filled-in or the complete Section containing such RFP pages as filled in?It is acceptable to include only the specific RFP page vice the complete section.
185/13/20Section L, Section MThe labor category, MATERIAL COORDINATOR (eCraft 21030) is associated with a SCA WD rate for 21030 that is significantly higher (almost 3x) than than the BLS category assigned for 51-2020, Electrical, Electronics, and Electromechanical Assemblers at recommended 25%. The concern arises due to the statement in Section M, that rates may be adjusted upwards by the government during cost realism analysis, starting with the SCA WD rate. Please confirm appropriate SCA code for WD analysis that is commesurate with the BLS code and percentile recommeded for this labor category. For the Material Coordinator labor category, the BLS category has been revised to 51-2028 at the 75th percentile. Section L and Attachment J-S-1 have been revised accordingly.
195/13/20CDRL A025The DD-1423-1 for CDRL A025 Provisioning Technical Documentation states that the deliverable shall be created using MS Office, but the PTD source files that would be updated will be in .pcs (ICAPS) file formats and delivered as a Design Change Notice to an existing PCCN/APL. Will all PTD source files to be updated be provided as GFI, or will the offeror be required to create new ICAPS files, which will require the assignment of new PCCNs?All GFI source files will be provided. The contractor would be updating or reach back for changes and source updates could be in contractor format or whatever the DID calls out.
205/13/20CDRL A033 & A034The DD-1423-1 for CDRL A033 and A034 MRC/MIP states that the deliverable shall be created using MS Office, but the PMS source files that would be updated will be in SGML file format (PMS Editor). Will all PMS MIP/MRC source files to be updated be provided as GFI, or will the offeror be required to perform all 12 phases of the process as a new effort, publish the outputs in .pdf and convert to MS Word? All GFI source files will be provided. The contractor would be updating or reach back for changes and source updates could be in contractor format or whatever the DID calls out. Full RCM would not be needed unless there are big enough changes to change the nomenclature.
