Question: The Government instructs offers to apply “burden and fee” to the Government estimated amount of $2,789,054 to complete the cost estimate for CLIN 0002. Can the Government clarify its definition of “burden”? Are offerors to assume the entire $2,789,054 should be treated as unburdened prime direct labor dollar for prime offerors to apply fringe, overhead, G&A, and fee? Please confirm no portion of the $2,789,054 should be assumed as vendor costs, with only material handling burdens applied. This is a FFP CLIN for Installations and Offerors are instructed to include applicable burden and fee to ensure they can perform the tasks required of solicitation N6339420R0008.
