ATTACHMENT J-S-4: RESPONSES TO INDUSTRY QUESTIONS
Document DescriptionPage #Section/ParagraphQuestion/CommentGovernment Response
Solicitation28, 44Section C, C-237-H002 Substitution of Key Personnel; Section G, Paragraph 3 Requirement for ProposalsC-237-H002 Substitution of Key Personnel (NAVSEA) (OCT 2018) references key personnel/resumes, as well as "Key personnel are identified in an attachment in Section J." There is no attachment in Section J addressing Key Personnel. Additionally, Section G references Key Personnel. Sections L and M do not reference/require key personnel or resumes. Please clarify. The Q70 solicitation does not mandate key personnel. Per Section L, Part B, paragraph 2.1.1(b) of the solicitation, Offerors are required to "provide an executable staffing plan to obtain skilled/experienced personnel with appropriate personnel security clearance." The proposed staffing plans may or may not include proposal of key personnel. Any proposed key personnel will be incorporated into the resultant contract(s) at the time of award and will be subject to C-237-H002 Substitution of Key Personnel.
Attachment J-S-1Attachment J-S-1: Past Performance QuestionnaireAttachment 9-003-J-S-1 Past Performance Questionnaire, provided as part of the Solicitation, does not appear to be the questionnaire. It appears to be the layout for the offeror's past performance references. Please verify/confirm the correct questionnaire.Attachment J-S-1 has been replaced in its entirety.
Solicitation13Section C, SOW Paragraph 5.3There is a significant list of known obsolete or DMSMS parts for the Q-70 product list. Will the Government provide this information? The Government will provide Obsolesence Study Data for LRU parts that were assessed during 2017 and are being addressed thru Sustainement Course of Action Proposals that NSWC PHD is developing. Government also has a list of Obsolescence items, which can be made available at the time of contract award.
Solicitation14Section C, SOW Paragraph 5.4.7As part of the Design and Qualification (D&Q) of each Q-70 product, a PHS&T Plan CDRL was delivered to the Government for approval. Will the Government provide these plans to reduce development cost or is the offeror expected to develop a new PHS&T plan and submit for approval for this solicitation? The Government will provide the historical PHS&T Plans as GFI in individual orders as required for performance. The contractor shall review and revise the historical PHS&T Plans as required to deliver the PHS&T Plan in accordance with SOW paragraph 5.4.7 and CDRL A032.
Solicitation14Section C, SOW Paragraph 5.5This section directs the Contractor to stand up a R&M program. The existing Q-70 product lines have been fielded for an extended period of time and there should be a significant pool of R&M data available which will be useful in the establishment of the Contractors R&M program. Will the Government provide available R&M data? The Government will provide access to the R&M data at the time of contract award which the awardee may utilize in planning and conducting its R&M program.
Solicitation15Section C, SOW Paragraph 5.7.1Many if not all the documents listed in 5.7.1. have been developed and maintained for the Q-70 product lines. Their availability will provide the Contractor insight into the development of the product and a better understanding of requirements for operation, interoperability, and maintenance of the system. This in turn will reduce change induced risk. Will the Government make these documents available? The TDP has been provided. These are the CDRLs that will be updated or developed with the Engineering Change Proposals. Updates and maintenance to Government documents will be specified in individual task orders and associated Technical Instructions. The source documents will be provided as GFI in individual orders as required for performance.
Solicitation12, 13Section C, SOW Paragraphs 5.2.1 and 5.2.2For the purpose of the RFP, does the Government require an Integrated Master Schedule (IMS, CDRL A002) and Contract Work Breakdown Schedule (CWBS)? Per the RFP, Section 5.2.1 and 5.2.2 indicate that both are required however, neither item is indicated as a required submittal in Section L. Furthermore, adequate information is not provided as to the context in which to develop either document. Request that the Government clarify so offerors can ensure compliance with solicitation requirements. The Integrated Master Schedule and Contract Work Breakdown Schedule are monthly post-award data deliverables in accordance with CDRL A002 and DID DI-MGMT-80227. Contract awardees will not have anything to report for these data deliverables until they have been awarded an order under the resultant contract (other than the minimum guarantee order).
Attachment J-1Attachment J-1: TDPWould the Government please confirm that the TDP that was made available for the associated RFI is the same TDP that is available now?Government confirms that the TDP that was made available for the associated RFI is the same TDP that has been provided with the soliciation.
Solicitation3Section BThe RFP Section B contains a Unit Price (CLIN 0001) to be filled in. Please advise what comprises the Unit Price. Is it the total labor cost divided by the total hours? The Unit Price for CLIN 0001 is the Max Amount divided by the Max Quantity. The Max Quantity is specified in the solicitation as 140,874 hours. The Max Amount is the proposed CPFF for engineering services labor, including prime contractor labor, subcontract labor, applicable indirect costs, and associated fixed fee.
Solicitation2Section B, Binding Rates.Could the USG please elaborate as to how the Unit Price (CLIN 0001) will be used for MAC DOs Post RFP? It is unclear at this point how the USG plans on using the Unit Price and how "Binding Rates" criteria, as indicated on page 2, will be applied in this context. The proposed direct labor rates, indirect rates and fee rates will be incorporated into the resultant contract as maximum rates for individual orders. The Government will calculate the maximum fee rate based on the cost and fixed fee proposed for Engineering Services in Attachment J-S-2. The Government will evaluate proposals for individual orders to ensure that the proposed rates do not exceed the maximum rates in the contract. Cost vouchers will also be reviewed to ensure that the billed rates do not exceed the maximum rates in the contract. Contract awardee(s) will be required to bill actual rates if the actual rates are less than the maximum rates in the contract. The contract awardee(s) cannot bill more than the maximum rates in the contract even if the actual rates exceed the maximum rates in the contract.
Solicitation & Attachment J-S-2107, 108Section L, Part B, Paragraph 4.2.b.i; Attachment J-S-1: Schedule of Total Estimated PriceSection L.4.2.b.i CLIN 0001 Direct Labor Costs lists 15 labor categories. Attachment J-S-2 also lists 15 labor categories, but there is little direct correlation between the two lists. For instance, Attachment J-S-2 has 1,822 hours in Year 1 for Quality Control Inspector and CLIN 0001 has 1,822 hours in Year 1 for Tester.Section L, Part B, paragraph 4.2(b)(i)(a) is revised to align the labor categories in the table with the labor categories specified in Attachment J-S-2.
SolicitationSections C and LThere are elements of the RFP that do not have labor categories listed that are required in order to perform that work. Examples include, but are not limited to, Logisticians and Installation Personnel (i.e. Welders and Riggers). The labor categories specified in Section L, Part B, paragraph 4.2(b)(i)(a) and Attachment J-S-2 reflect the estimated tasking. This is not an exhaustive list. The Government may specify labor categories in individual task order solicitations that differ from these estimates.
Solicitation2Section B, Binding Rates. As stated in the Solicitation, "Binding Rates – The proposed direct labor and indirect rates submitted in response to the basic contract solicitation will be binding for individual orders." Please elaborate as to what this Note means and the definition of "binding" in this context? Is this applicable to proposed rates, actual costs to be billed, is a cap/ceiling applicable for both direct and indirect rates, and/or is this to be determined by the offeror? Request that the USG provide amplifying information. The direct labor and indirect rates specified in Attachment J-S-2 of the Offeror's proposal in response to the solicitation will be incorporated into the resultant contract as maximum rates for individual orders. The proposed fee will also be incorporated into the resultant contract as a maximum fee for individual orders. The Government will calculate the maximum fee rate based on the cost and fixed fee proposed for Engineering Services in Attachment J-S-2. The Government will evaluate task order proposals to ensure that the proposed direct labor rates, indirect rates, and fee rates do not exceed the maximum rates in the contract.
Solicitation43, 113Section G, Ordering Procedures, Paragraph 1(h); Section L, L-209-H009 Notification of Potential COI, Paragraph c.Is this 5 calendar or business days (under both references)?Five calendar days.
Solicitation44Section G, Ordering Procedures, Paragraph 4Under Section G, part 4, the USG indicates that “Past performance will be considered in all award decisions”. However, this is not listed as a requirement/factor under Section G, 3.b, Requirement for proposals. Request that the USG elaborate as to what is meant by "Past Performance" in this context? Will "past Performance" as provide by offerors in this solicitation be evaluated for each MAC DO award? Or does the USG intend to only use "Past Performance" as it relates to execution of awarded DOs on this MAC? Or will both items indicated above be evaluated during selection of each MAC DO Award? For each individual MAC DO Proposal will offerors need to discuss Past Performance for each solicitation? Please clarify.Per FAR 16.505(b)(1)(v)(A)(1), past performance on earlier orders under the contract, including quality, timeliness and cost control, will be considered. If no past performance information is available for earlier orders under the contract, the Government may consider past performance information obtained from other sources, including but not limited to past performance questionnaires and CPARS.
Solicitation1Cover PageThe solicitation number on fbo.gov is N63394-18-R-0014 while the actual RFP has a solicitation number of N63394-19-R-0003.N6339418R0014 was assigned for Sources Sought Notice and Industry Day purposes in FY18. The Government was required to generate a new solicitation number to reflect the fiscal year in which the solicitation was posted to fbo.gov (i.e., FY19). Offerors shall refer to N6339419R0003 as the solicitation number for proposal purposes.
Solicitation102Section L, Part A, Paragraph 3.2The table states Offerors should provide Small Business Subcontracting Plan (SBSP) in Volume 3. Would the Government please allow Offerors to instead provide the SBSP in Volume 4: Price/Cost Proposal, as the SBSP will contain cost information?Offerors are required to submit the Small Business Subcontracting Plan as part of Volume 2. The table in Section L, Part A, paragraph 3.2 is revised to clarify the appropriate proposal volume. Section L, Part B, paragraph 2.1 is revised to allow cost or price information in Volume 2 as part of the Small Business Subcontracting Plan only.
Solicitation104Section L, Part B, Paragraph 1.1.1The requirements listed range from a – f, with “c” omitted. Would the government confirm that item “c” was intentionally left blank?Section L, Part B, paragraph 1.1.1 has been revised to correct subparagraph numbering.
Solicitation105Section L, Part B, Paragraph 2.1.1Would the Government confirm the staffing plan required in Factor 2: Management Approach (Volume 2), Element 1: Program Management, is exempt from the page limitation of the Volume? The staffing plan is included in the page limit for Volume 2.
Solicitation105Section L, Part B, Paragraph 2.1.1Would the Government please confirm Offerors are to submit the Staffing Plan in Excel format and loaded as a separate attachment for the CD submission of this volume? The electronic copy must contain electronic files fully compatible with Microsoft Office. For information not supported by MS Office products, the electronic files must be compatible with the latest Adobe Acrobat reader. Regardless of which format the Offeror chooses to use, the staffing plan is included in the page limit for Volume 2.
Solicitation106Section L, Part B, Paragraph 3.1The RFP states “Past Performance references may consist of Past Performance Questionnaires and/or Contractor Performance Assessment Reporting System (CPARS) evaluations.” Would the Government confirm that if offerors have existing Contractor Performance Assessment Reporting System (CPARS) results, they are not required to submit the Past Performance Questionnaire, including the Past Performance Questionnaire cover sheet, as indicated in Sec. L, 3.1.b, Pg. 106?Correct. Offerors are required to provide a minimum of two and maximum of three Past Performance references. To meet the minimum requirement, Offerors do not need to submit a Past Performance Questionnaire for any effort which is covered by one or more CPARS evaluation(s).
SolicitationGiven the requirements of the proposal submission, the questions we are submitting to clarify the requirements, the requirement to provide a hard copy submission, the receipt of the TDP one week following RFP release, and a Federal holiday occurring within the existing 30-day submission window, would the Government please consider issuing a 3-week extension to shift the submission date to July 5th?The proposal due date is extended. Refer to the solicitation amendment for details regarding the revised due date.
Solicitation10, 12Section C, Paragraphs 4.2.1 and 5.1.13Please identify the labor categories that will require secret security clearances and when those clearances need to be in place.Per L-204-H001 FACILITY SECURITY CLEARANCE (NAVSEA) (OCT 2018) of the solicitation: "No award will be made to any offeror which does not possess a facility security clearance issued by the Defense Security Service at the level stated in the Contract Security Classification Specification, DD Form 254. Naval Sea Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance. The Government is not obligated to delay award pending security clearance of any offeror." Per Section C, paragraph 4.2.1 of the solicitation: "Security requirements will be identified in each individual contract vehicle. In the event a particular order requires revised, updated or additional security classification guidance, the DD Form 254 will either be revised, or a separate DD Form 254 issued for that order." Labor categories will be specified in individual CPFF Term task orders for services.
Attachment J-S-2Attachment J-S-2: Schedule of Total Estimated PriceAre subcontractor costs to be blended (with the Prime contractor) within the individual cost elements on the Attachment or can they be portrayed on an additional single line?Subcontractor costs should be displayed as a separate line item in the Offeror's proposal. Offerors are also required to comply with the solicitation instructions in Section L, Part B, paragraph 4.2(b)(i)(c), including: "Subcontractor proposals shall include subcontract cost data in the SAME LEVEL OF DETAIL as provided by the Prime Offeror." The Offeror's proposal must include a completed Attachment J-S-2 in addition to the other than cost and pricing data requested in Section L of the solicitation. Each proposed subcontractor must also submit a separate, completed Attachment J-S-2 in addition to the other than cost and pricing data requested in Section L of the solicitation.
Solicitation107Section L, Part B, Paragraph 4.2(b)(i)(a)If a contractor 's accounting practice is to treat a listed labor category as an indirect cost, should the displayed rate be $0.00 with a note that the category is indirect per its Disclosure Statement?Yes.
Solicitation102Section L, Part A, Paragraph 3.0In order to align tabs with their related sections we need to add blank pages. Can we assume these will not count towards total page count for the volumes?Blank pages do not count towards the page limits specified for Volumes 1 or 2.
Solicitation105Section L, Part B, Paragraph 2.1.3The RFP requests identification of teammates, subcontractors, and vendors. In the course of regular business, a large company may have many subcontractors and vendors and over a 5-year period of performance, the status and capabilities of these suppliers may shift. If an awardee doesn't list a specific subcontractor for this IDIQ proposal, does it preclude them from adding or working with one later on delivery/task order proposals? No.
Attachment J-S-2Attachment J-S-2: Schedule of Total Estimated PriceWould the Government please confirm the eCRAFT occupation code for Assembler?Attachment J-S-2 and Section L, Part B, paragraph 4.2(b)(i)(a) have been revised as of Amendment 0003 to replace the Assembler eCRAFT occupation code with Engineering Technician II (30082).
Solicitation104Section L, Part B, Paragraph 1.1.1Would the Government please confirm if they want the contractor to explain their own DMSMS process and planned actions to mitigate engineering impacts, or if they are looking for the contractor to decompose the current TDP?UPDATED AS OF AMENDMENT 0004: Section L, Part B, paragraph 1.1.1(d) has been revised to state: "Describe the approach to perform the tasking specified in SOW paragraph 5.3 to include monitoring, identification, planning for and resolution of DMSMS and obsolescence issues. Describe the planned action to mitigate engineering and ILS impacts." Disclosure of, or failure to disclose, known DMSMS items in the production baseline will NOT be considered in the evaluation of Factor 1.
Amendment 00018Section L, Part B, Paragraph 3.1Would the government please confirm that contractor is required to only provide a CPARS evaluation OR a Past Performance Questionnaire for each past performance reference?Correct. As specified in Section L, Part B, paragraph 3.1(a): "Past Performance references may consist of Past Performance Questionnaires and/or Contractor Performance Assessment Reporting System (CPARS) evaluations." An Offeror who has an effort which is covered by one or more CPARS evaluations need not submit a Past Performance Questionnaire for that same effort. The narrative submitted with Volume 3 should clearly identify the contract number/task order number for any effort for which the Offeror is relying upon a CPARS evaluation rather than submitting a Past Performance Questionnaire.
Amendment 0002Attachment J-S-4: Responses to Industry Questions Through Amendment 0002A Q&A was released that impacts our proposal response. Question submitted: “Would the Government please confirm if they want the contractor to explain their own DMSMS process and planned actions to mitigate engineering impacts, or if they are looking for the contractor to decompose the current TDP?” Government Response: “As specified in Section L, Part B, paragraph 1.1.1(d): “Describe the proposed DMSMS process, including disclosure of any and all known DMSMS items in the production baseline, and the planned action to mitigate the engineering and ILS impacts.” This includes discussion of the general DMSMS process as well as its application to the specific production baseline. Disclosure of, or failure to disclose, known DMSMS items in the production baseline will be considered in the evaluation of Factor 1.” With regards to the last sentence of the Government response, our team was unaware the Government desired a DMSMS sweep of the entire TDP and that a failure to disclose same would be considered in the evaluation of Factor 1. Would the Government please provide an additional 2-week extension to allow adequate time to comply with this requirement? The proposal due date is extended. Refer to the solicitation amendment for details regarding the revised due date.
Solicitation & Attachment J-S-2107Attachment J-S-2: Schedule of Total Estimated Price & Section L, Part B, Paragraph 4.2(b)(i)(a)We can find no guidance for how to specifically use eCRAFT labor categories for personnel qualifications. For instance, it is usual to see some trade space between education and experience. An example being a person may have to have a Bachelor’s degree and ten years’ experience OR about a Master’s degree and 6 years’ experience. Would the Government provide specific guidance or provide a link to guidance concerning this matter?Attachment J-S-5 has been added to the solicitation to provide personnel qualification standards related to eCRAFT professional labor categories.
Solicitation104Section L, Part B, Paragraph 1.1.1(d)In the Q&As released with Amendment 0002 and Amendment 0003, the answers to the questions 31 and 33 indicate the Government is expecting offerors to perform a complete DMSMS analysis (rather than just a description of the approach to conducting) of the data presented in the TDP and present their findings in the Technical Approach response. If this is in fact the case, then would the Government please A) Provide the associated Excel spreadsheet source data for the TDP-supplied "BOM 8-10129-03 Indentured BOM Rev.D.pdf" to allow for more accurate and efficient data analysis?Section L, Part B, Paragraph 1.1.1(d) has been revised to state: "Describe the approach to perform the tasking specified in SOW paragraph 5.3 to include monitoring, identification, planning for and resolution of DMSMS and obsolescence issues. Describe the planned action to mitigate engineering and ILS impacts." Disclosure of, or failure to disclose, known DMSMS items in the production baseline will NOT be considered in the evaluation of Factor 1.
