Provide the ECP following the site development plan shown on Part 6, Attachment 1, Photo 5 and Part 6, Attachment 3, sheet C001.
0002 SOW (Page 35) Factory-fabricated scaffolds and components shall be designed and fabricated in accordance with the applicable national standard; can you please advise if we can use other scaffolding materials aside from timber?
Yes. Other scaffold materials can be used. Minimum requirements for work platfoms and scaffoldings are described in Part 2, Section 31, Subsection 21.A. to 21.E.
0003 002100 2.2 (Y/N) Are we required to sign the SF 30 or can we just acknowledge it on SF 1442 block 19 Acknowledgement of Amendments? If yes, can the USG consider to change the instruction under section 002100 2.2(a)(ii) to avoid any confusion.
Amendments can be acknowledged by either signing individual SF30 for each amendment or on SF 1442 block 19.
0004 Part 6 Can we request the as-built drawing of all the buildings and structures included in this solicitation? This can help us provide a more accurate estimate for the USG.
The Government does not have as-built drawing to provide.
0005 How many pole lights or electric poles must be relocated while working on the proposed perimeter wall?
There is no requirement to relocate any electrical or lighting poles.
0006 Can we use the access road along the perimeter fence while performing this contract?
Yes, the access road located next to the perimeter fence can be used during construction. The contractor will be responsible for repairing any damage caused by their work and restoring the road to its original condition or better before the government approves the project.
0007 Can a KTR work outside the military installation while performing the work of this contract? Due to the on-going construction of the perimeter road, there is little to no space to work on the proposed perimeter wall.
This request cannot be answered in preaward but will be considered in postaward if requested by the contract awardee. For bidding purposes, Contractors shall consider coordination requirements for working in the same area as the on-going construction to include scheduling and phasing of this project's requirements at a minimum.
0008 Part 3 Section 4 The requirement is to always provide three different people on-site during production. Will the USG require a different set of key personnel if the work location is separate? In our understanding, key personnel are assigned per contract, not per location. Additionally, the USG can only approve one primary Superintendent, QCM, and SSHO per contract.
Yes. Additional key personnel are required.

0009 During the site visit, ponding at the proposed ECP location was evident due to the contractor's design of the perimeter road. Can we request the design of the perimeter road contractor to understand the storm water impact of it on this new requirement?
This request will be considered in poastaward if requested by the contract awardee.
0010 Will the new perimeter wall follow the path of the existing fence? Yes, the new perimeter wall will be aligned with the existing fence line.
Amendment 0002: RFP Part 3, Section 3.1, paragraph 2 has been revised to read: The new perimeter wall will be built along the same line as the current chain-link fence that will be removed. It will extend from the GPS coordinates 14°59'51.50"N, 120°29'58.95"E to 14°59'30.85"N,120°30'18.72"E.

0026 Part 3, 1. Project Description, Paragraph 2, Page 1 of 21
Part 6, C-001 Site Plan, Page 11 of 34
In the description of this project, the only works regarding the perimeter fence for this solicitation is only about the replacement of the existing 950m perimeter fence near/in parallel to the road.
However, in Sheet C-001, there is another proposed fence indicated. This proposed fence (presented in green line) shows that the contractor has to install another fence in parallel to the proposed road/PCC.
Thus, we would like to clarify, if the fence indicated is not the 400m CMU perimeter wall construction from CLIN 0004, is the fence indicated in Sheet C-001 to be included in this solicitation? If yes, how long is the proposed perimeter fence at the west of the gate and the proposed fence from Gate (opposite of gate no. 25) to Gate No. 25.?
Refer to answer to #0025.
The project description only addresses the replacement of existing metal gates at Gate No. 25 with a new, manually operated, single-cantilevered horizontal slide gate.
However, Sheet C-001 indicates another gate parallel to Gate No. 25. A site visit revealed no gate currently installed in this area.
We request clarification on whether gate construction is necessary for this solicitation. Is this the Gate 20 referenced in the RFP? If not, and a gate is required, please specify the necessary distance between this gate and Gate No. 25.
Part 3, Sect. 1, Para. 2, Page 1 of 21
Part 6, C-001 Site Plan, Page 11 of 34
0025 On Sheet C-001, the gate parallel to Gate No. 25 is not Gate 20. Gate 20 is located northwest of the base at GPS coordinates 15° 0'1.75"N, 120°29'43.30"E.
Construction of the new secondary gate shown in Sheet C-001 is required and shall be a minimum of 75m meters from Gate 25.
The proposed fence represented in green line is not the same and separate from the 400m CMU required by CLIN 0004.
The proposed fence represented in green line is described in Part 3, Section 5, subsection 5.1.3., item s. in Amendment 0002.
Amendment 0002: RFP Part 3, Section 5, Subsection 5.1.3 was revised to add "s. Provide minimum of 350m chain-link fence around ECP topped with razor wire to enhance security.
