About this file

This document is a Notice No. 4 that provides questions and answers related to Request for Proposals (RFP) N62742-24-R-1321 for the Pacific Deterrence Initiative Multiple Award Construction Contract (PDI MACC).

The PDI MACC will award task orders to support the Pacific Deterrence Initiative program. It is anticipated to include projects in various locations in the Indo-Pacific region. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type with a minimum of 3 awards for a term of up to 96 months or $15 billion total contract value, whichever occurs first. Task orders will typically range from $20 million to $2 billion, and may require both design and construction services. The government provides no guarantee of the number of task orders or actual work to be ordered, but a minimum of $25,000 is guaranteed for each awardee. The Notice addresses teaming agreement requirements for demonstrating meaningful involvement of other entities in the performance of the contract.

RFP N62742-24-R-1321

Notice No. 4

7 August 2024

PRE-PROPOSAL QUESTIONS & ANSWERS

PACIFIC DETERRENCE INITIATIVE MULTIPLE AWARD CONSTRUCTION

CONTRACT, VARIOUS LOCATIONS, INDO-PACIFIC

NOTE: The following questions and answers are provided for INFORMATION ONLY. The

RFP remains unchanged unless it is amended in writing on a Standard Form 30.

43. Factor 3- Experience (1) Construction Experience, Note 5.

Factor 3- Experience (2) Design Experience, Note 3.

Construction Experience Note 5 adds additional teaming agreement instructions: the following:

For item (3), clearly state the specific commitments of resources of the other entity in terms of the work it will specifically perform or manage in the performance of the contract at the worksite. Note that generalized statements concerning commitment of resources are not sufficient to demonstrate that an entity will be meaningfully involved in the performance of the contract. Examples of “generalized statements” include a commitment of resources merely based on an entity’s “access” to resources and other generalized statements such as an entity will

“provide support and expertise on the project.”

As the Phase 1 of this proposal is limited to the MACC level, there are no worksites or requirements identified, as those will be issued as part of subsequent task orders. As a result, there are no “specific commitments” of resource that can be made other than generalized statements of what design and execution expertise the supporting entity can provide. This requirement makes sense at the task order level where there is a defined scope of work and location/worksite.

Would the USG provide clarification of what “commitments” from other entities would be acceptable at the Master IDIQ/MACC contract level?

ANSWER: Please refer to RFP, Document 00 22 00, Part II, Phase-One, Factor 3, Solicitation

Submittal Requirements, (1) Construction Experience, Notes, Paragraph 5. The teaming agreement or other contractual agreement shall “specify the work to be performed by the other entity such that it is clear that the other entity will be meaningfully involved in this

contract.” Further, “[t]he government will only consider information provided in the teaming agreement for the purpose of determining whether the Offeror has clearly demonstrated that an entity (other than the Offeror, and if the Offeror is a joint venture, its joint venture partners jointly and severally liable for the contract) will have meaningful involvement in the performance of the contract.” Likewise, if the designer-of-record is not the Offeror, please refer to RFP, Document 00 22 00, Part II, Phase-One, Factor 3, Solicitation Submittal Requirements,
