About this file
This document contains a notice with pre-proposal questions and answers related to solicitation N6274224R1304 for the construction of a transient aircraft parking apron, shoulders, and taxiway at Basa Air Base in the Philippines. The opportunity involves the design and construction of a parking apron sized to accommodate various United States Air Force aircraft, along with connecting taxiways and modifications to existing surfaces and utilities/lighting. Materials will include a combination of Portland cement concrete and hot-mix asphalt. A fire water loop and diesel fire pump building with a 567,812 L storage tank will also be constructed. The questions and answers provide clarification on requirements for third-party QA personnel and procedures, evacuation procedures, contractor support for explosive ordnance disposal, and the use of local Philippine laboratories for detonation sampling analysis.

PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-24-R-1304
FY24 AYHN239001 (P-9001) PDI TRANSIENT AIRCRAFT
PARKING APRON, BASA AIR BASE, PHILIPPINES
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
215. Amendment 06. SECTION 01 57 19.03 20, Section 1.2: The Contractor must provide independent 3rd Party QA personnel, with implementation of firewall plans and procedures.
Does the Government require that the 3rd Party QA is to be on-site to perform field related QA checks/inspections and what is the frequency that will be acceptable?
ANSWER: Yes, 3rd Party QA is to be on-site to perform field related QA checks/inspections.
Bid in accordance with the Draft MRESS and Specification 01 57 19.03 20. The final ESS will be provided to the contractor after award of the Contract.
216. Amendment 06. SECTION 01 57 19.03 20, Section 3.7. The Government is now requiring the contractor to stop anomaly investigation while unauthorized personnel are within EZs. Prior to Amendment 6, the contractors were not authorized to enforce the EZ outside Basa Air Base and therefore, the contractor was not required to stop the anomaly investigation while unauthorized personnel are within EZs that extended outside of the Basa Air Base boundary. It is requested that the Government provides information that MEC operations must cease/stop if the general public is within the EZ arcs outside the Basa Air Base boundary? If these work stoppages are required, what frequency and duration of impact and delay should contractors assume within their proposals?
ANSWER: See Spec 01 57 19.03 20, Section 3.3 for on/off base personnel evacuations. Bid in accordance with the Draft MRESS and Specification 01 57 19.03 20. The final ESS will be provided to the contractor after award of the Contract.
217. Amendment 06. SECTION 01 57 19.03 20, Section 3.10: The Contractor shall support and assist Philippine military EOD should it be determined that MEC/MPPEH encountered is unsafe to move and must be blow-in-place or counter-charged. On-site support may include but is not limited to, engineering controls, demolition materials including donor charges, demolition prep, etc. Philippine military EOD retain control of MEC/MPPEH and will initiate all detonations. To fulfill this new requirement, how many MEC/MPPEH items should contactors assume will need to be disposed of during the execution of field work? How many of these items should be assumed to be blown in place (BIP) and how many items can be addressed through a consolidated disposal event? As each MEC/MPPEH disposal event will now be a joint

effort by the contractor and PAF EOD, how many events should contractors assume will be performed during the overall field work effort and what will be the associated time required (in workdays) to complete each event?
ANSWER: Bid in accordance with the Draft MRESS and Specification 01 57 19.03 20. The final ESS will be provided to the contractor after award of the Contract.
218. Amendment 06. SECTION 01 57 19.03 20, Section 3.10: The Contractor shall conduct pre and post detonation sampling for Contaminants of Potential Concern (COPCs) should any detonation be necessary within the construction site. The COPCs include nitroaromatic/nitroamine explosives and perchlorates, priority pollutant metals (antimony, arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, and zinc). Since there are no laboratories certified through the DoD Environmental Laboratory Accreditation Program (DoD ELAP) in the Philippines and shipping of samples to a CONUS facility will not be feasible given the distance and airline restrictions for carrying patient waste, should contractors assume that local Philippine laboratories can be utilized for pre/post detonation samples/analysis?
ANSWER: Yes, a local Philippine laboratory can be utilized for pre/post detonation samples/analysis.
