All contractor quality control testing laboratories performing acceptance testing require USACE validation by the Material Testing Center (MTC) for both parent laboratory and on-site laboratory.
Question: Which testing can be done in the parent laboratory instead of in the on-site lab?
ANSWER: Response deferred.
158. Amendment 001, ESS, Figure 1-2 Site Location Map Cesar Basa Air Base. The map shows the proposed removal boundary. This boundary does not include the contractor laydown area in the area to be cleared. Please advise if the contractor laydown area as shown in the RFP drawings is required to be cleared of UXO. The ESS also referenced that the ESS supports the proposed construction of 33.4 acres, which appear to be less than the area on Figure 1-2. What is the actual total acreage of the MEC/MPPEH removal area required by the ESS?
ANSWER: MEC/MPPEH removal is required where any ground disturbing activities occur.
159. General. The Government is responding to the contractor pre-proposal Inquires (PPI) via a notes form response. Usually, only responses that are incorporated by amendment are contractually binding. We received Amendment 0001, and it did not include any of the Government’s responses to Notes 1 and 2. Will the Government issue a final amendment once all PPIs have been answered to incorporate all responses? If not, how will the responses to the PPIs be contractually bound?
ANSWER: Yes, all changes will be incorporated in forthcoming amendment.
160. Note 2 Response to 109. The Government states that the shoulder will be paved and not left as soil per plans. Please issue a new drawing for this detail or clarify the quantity and paving detail to allow for all bidders to bid equally.
ANSWER: Updated drawings will be provided in forthcoming amendment.
161. Note 2 Response to 81a. We understand the Government will not extend the POP due to mission critical schedule. Request that the Government allows the 697-calendar-day POP to start after the Contractor has received the Government's acceptance of the UXO Final Work Plan or 15 days after receiving the Government's notice-to-provide with the UXO project fieldwork.
Request this 697-calendar-day duration and the associated liquidated damages be tied only to the execution of the fieldwork and not including the work plans and reports development and multi-phase Government reviews and approval period. By granting this request, it will allow the Project Team (Government and Contractor) the time necessary to coordinate, plan, and generate the project planning documents and providing the time needed for the Government's reviews and approvals, without taking away the time needed to perform the fieldwork schedule.
ANSWER: Refer to response to question 81a.
162. Spec section 32 13 14.13 para 1.4.6.2. If the pilot lane meets the requirements of the specification, can it remain as part of the permanent works?
ANSWER: Yes, the spec will be edited to adjust for the test section shown on the drawings.
Changes will be shown in forthcoming amendment.
163. Spec section 32 13 14.13 para 1.4.6.3/Drawing CP 107. Please advise if the fill in lane is to be demolished or, if it meets specification requirements, can it remain as part of the final construction?
ANSWER: The fill in lane can remain as part of final construction if it meets specification requirements.
164. Site Walk. During the site walk, it was observed that there are a large number of trees exceeding 100mm in diameter that will need to be cleared from the contractor laydown area.
According to the Philippine Government DNR, certain trees and trees over 100mm in diameter need to be assessed by the DNR prior to any cutting. This process can take months, which would severely impact the schedule. Please provide the tree cutting plan for this area (it’s not noted on the current tree cutting plans). Also, please advise if DNR approval has already been granted for the trees that are identified in the contract for removal.
ANSWER: Response deferred.
165. Section 01 11 00, para 1.4 identify the permits available for the work. It states that a burn permit can be applied for. Please advise if controlled burning will be allowed to remove the site grubbing/grass/trees prior to UXO clearance.
ANSWER: Response deferred.
166. Section 01 35 26, para 1.3 Submittals identified two (2) pre-construction plans under SD 01, APP Construction and Accident Prevention Plan (APP). Para 1.7 identifies the requirements for the APP Construction but there is no paragraph reference for Accident Prevention Plan (APP). Please clarify if APP construction and Accident Prevention Plan are the same document and not two separate documents. If separate, please provide the specification section and paragraph reference for the Accident Prevention Plan.
ANSWER: The APP - Construction is a part of the Accident Prevention Plan. All items under
1.7 fall under the Accident Prevention Plan, including the APP - Construction.
167. Section 01 45 35 Special Inspections. This para is specific to US Government projects and is not widely used outside of US Government projects. Unlike locations such as the CONUS, Guam, and Japan where the US Government has been executing projects for several decades and there is an available, qualified subcontractor base that can meet the requirements for special inspectors, the Philippines have no local special inspectors who meet the spec requirement.
Further, in locations where special inspectors are readily available, they tend to be three to four times the price of hiring a direct employee with the same qualifications. For this project, we would need to source special inspectors from Guam. Due to the special inspection schedule in the specs, it would mean that we would need to pay them for full time on site rather than per inspection. This will massively impact the cost due to the high price of the inspector, including housing, travel, and per diem. To offer the best value to the Government, please consider removing this section and, in lieu, adding the special inspector positions into specification section 01 45 00 and have them as employees of the contractor working under the Quality Control Manager.
ANSWER: The requirement for special inspections will not be removed. Follow specification requirements.
168. Section 01 50 00, para 3.6.1. Please clarify if this office is for Government use.
ANSWER: A square footage area for the Government will be included in forthcoming Amendment.
169. Section 01 78 00 Warranty Management. Please clarify the duration of the warranty period. The section averts to a 4- and 9-month inspection, which would normally mean a 1-year warranty period. Please confirm.
ANSWER: The warranty period is one year, the inspections start at the 4 month period and 9 month period.
170. Section 01 78 00 para 2.1 Certification of EPA Designated Items. This project is not performed in the USA. The EPA does not have jurisdiction in the Philippines. Please confirm that this paragraph is not required.
ANSWER: Response deferred.
171. Section 01 78 00 para 2.2 Certification of USDA Designated Items. This project is not performed in the USA. The USDA does not have jurisdiction in the Philippines. Please confirm that this paragraph is not required.
ANSWER: Response deferred.
172. Section 03 42 13.00 10 para 1.3.1 states the precast concrete producer must be certified by the National Concrete Association or American Pipe Association certification programs. As this project is performed in the Philippines, please confirm that a local alternate to the above be utilized. If not, precast will need to be sourced from the US, thereby driving up costs considerably.
ANSWER: Precast concrete producer must be certified by the National Concrete Association or American Pipe Association.
173. Section 32 12 15.13 para 1.7.9.2. In our experience, no contractor in the Philippines can meet the profilograph testing requirements as there is no contractor performing profilograph in the Philippines or south Asia region. This service needs to be sourced from the USA. As this tolerance cannot be met in the Philippines, please increase the Profile Index from 110mm to 236mm for taxiways and shoulders in line with FAA requirements.
ANSWER: The Profile Index will not be increased. Follow project specifications.
174. Section 32 12 15.13 para 3.1.2 states that a fully equipped lab needs to be at the job site or batch plant. As this project will consist or about five (5) paving days in total, having a full certified lab mobilized to the site will add a large, unnecessary cost to the project. Please confirm that an off-site lab for HMA testing will be approved due to the very low amount of pavement and paving days on the project.
ANSWER: If the lab is off-site it must be located at the batch plant.
175. Section 32 12 16.16 para 2.1.3 states that a material transfer vehicle (MTV) is required (same for HMA Airfield paving). There are currently no MTVs in the Philippines, which means the contractor will have to procure one specifically for this project. Based on recent quotes from CAT, Woegel, Wirtigen, others this will likely add up to $1 million to the project cost. Please confirm that the Government waives this requirement for HMA paving due to the low quantity of HMA paving on the project.
ANSWER: The requirement for the MTV will not be waived.
176. Section 32 12 16.16 para 3.1.2 states that a fully equipped lab needs to be at the job site or batch plant. As this project will consist of about 1.5 paving days in total, having a full certified lab mobilized to site will add a large, unnecessary cost to the project. Please confirm that an off-site lab for HMA testing will be approved due to the very low amount of HMA and paving days on the project.
ANSWER: If the lab is off-site it must be located at the batch plant.
177. P9001_Specifications, Section 01 57 19 03, Page 5, Paragraph 1.5.4 Geophysicist. “Both collection and evaluation of geophysical data must be validated by DDESB approved 3rd party QA.” Since the contractor must conduct QC seeding prior to either a DGM or AGC surveys, and will be required to provide UXO Construction Support during all post clearance excavation, it is requested that the Government clarify the following:
a. Does the Government intend to have the 3rd Party QA emplace subsurface validation seeds (i.e., QA seeds) within the project area?
ANSWER: Governments 3rd party QA is qualified to place QA BSIs for DGM and analog mag and dig. If AGC is determined to be used, 3rd party QA seeding will be completed by qualified AGC 3rd party QA, NAVFAC personnel are not 3rd party AGC qualified.
b. If so, what procedures and types of supporting data will the Government record and type of equipment (e.g., DGM/AGC sensor) that will be used by the 3rd Party QA at the time of validation seeds emplacement effort?
ANSWER: BSIs are placed IAW standard industry practice and vary in size, attitude, and buried depth; precise location, positioning, and depth is logged and photographed to document successful location and recovery. BSIs are also introduced into mechanical or placed into manual screening lifts of excavated materials during limited clearance operations to ensure final TOIs are being captured.
c. What failure penalties (if any) will be imposed on the contractor in the event a validation seed is not detected or classified incorrectly using AGC, understanding that the construction schedule will likely be impacted?
ANSWER: A non-detect or improper classification clearly indicates a faulty operation and invalid AGC data set requiring AGC re-performance of the area in question until AGC methods can reliably locate suspected MEC items. Or one of the ESS alternatives can be employed to investigate all anomalies in the respective area.
d. And finally, please confirm that the 3rd Party QA will be present continuously on the site during the geophysical survey and MEC clearance activities to ensure the timely performance of QA actions and acceptance of cleared grids.
ANSWER: Government will determine 3rd party QA requirements, MEC contractor has no influence over 3rd party QA. Contractor shall provide and maintain an updated schedule and provide timely notice of any changes.
